DRAFT MASTER NEW SQUARE

PLAN 2003
T
he Dublin Docklands Development Authority has prepared the Draft Master Plan
2003, the first five year statutory review and update of the Area Master Plan of
1997. This review is completed to ensure that the Authority can meet its objectives in
light of changing economic and social circumstances. It also takes into account the
successes or failures of policies and actions pursued to date so that they can be
accurately assessed and changes introduced, as appropriate.
CANAL
The Draft Plan is on public display until July 3rd, 2003 at the Dublin Docklands
Development Authority’s offices on Custom House Quay. It can also be viewed on the
web at www.dublindocklands.ie. The Authority invites submissions or observations on
the draft Master Plan to be sent in writing before 5pm, Monday 21st July 2003 to:

Docklands Liffey Challenge

June. The colourful sails made a perfect
picture on the river, and the blue skies on

the day set the mood for the spectators.
The sailing skills of the participants were, as usual,
well tested in the confines of the River. After three
heats and a very exciting finish Wet N Black was
declared the overall winner.
Grand Canal Square, Dublin’s
newest square, will form the
centerpiece of the development
at Grand Canal Harbour.
Grand Canal Square is an
attractive waterfront open space
with fountains and spectacular
lighting and will be the perfect
location for outdoor musical
performances. Beneath the square
is an underground car park with
150 public spaces.
Grand Canal Square – not open to
the public yet – will become one
of Dublin’s most exciting spaces.

Groups and Organisations within the Docklands area and its immediate hinterland
to take part in the Authority’s first Social Regeneration Conference.

he Inner City Boxing Club has
five boys competing in the All
Ireland Finals in April all of whom
won the Dublin and Leinster
Championships. Two of these
went on to become All Ireland

Over 100 delegates attended the
end of January Conference where
the delegates informed the
Authority of their views and
opinions on issues relating to the
work of the Authority for inclusion
in the Draft Master Plan. There
was also a presentation on the
Authority within its Social
Regeneration brief.

first Dublin Docklands Academy
of Football from April 22 to 24 at
St. Patrick’s Athletic Stadium of
Light in Inchicore.

manager and former Ireland
striker, Don Givens, former Irish
wizard and coach, Liam Touhy,
former Everton star, Adrian
Heath, former Sunderland
Assistant Manager and Head
Coach Bobby Saxton, former
Northern Ireland International
and Manager of Southampton,
Chris Nicholl and full time
professionals from St. Patrick’s
Athletic Football Club.
The Festival catered for young
boys and girls, aged U-8 to U-13
from Dublin Docklands and its
immediate hinterlands who want
to develop their football skills
and become more confident and
accomplished players.

One World
The One World programme is an activity based learning programme
for the promotion of intercultural relations and the prevention of
racism.
For the second year running, 5th and 6th year students from City
Quay National School participated in the One World Programme
together with foreign students of the Royal College of Surgeons and
the Neighbouring Policing Unit, Pearse St.
Splashweek
During the Easter break close to 100 children between the ages of 10
to 14 from Pearse St area took part in the annual Splashweek
Programme. They
went to the
Blessington Adventure
Centre for canoeing
and wall climbing
activities. Liliput in
Mullingar was the
venue where they
tackled the assault
course. Swimming and
snorkelling classes
were also a major part
of the week’s
activities.
As always the hugely
successful water based
programme was run in
conjunction with the
Pearse Street
Neighbourhood Garda
unit, St. Andrew’s
Resource Centre and
the Dublin Docklands
Development
Authority.
The aims of the programme are to dispel any pre-conceived notions
or false perceptions that school children might have concerning nonnationals and is achieved through a series of group activities and
outdoor pursuits.
Due to the upgrading works at George’s Dock the ENERGY EXCHANGE
barge has been removed from the dock.

BUSINESS WATCH IN
THE IFSC
B
usiness Watch is a crime prevention scheme programme
designed by An Garda Siochana and run on the same lines as
other Business Watch schemes throughout the city.
Business Watch meetings take place every two months and include
representatives of the businesses in the area, IFMS, DDDA and the
Gardai. There is also a small central Business Watch Committee
which meets every month and is chaired by IFMS and
representatives from companies in different locations in the IFSC.
Representatives from the pub/restaurant, retailer and residential
elements of the IFSC attend these meetings

The prizes were presented to the
winners by Ivor Callelly TD,
Minister for State with
responsibility for Services for
Older People. When presenting
the prizes the Minister said, “My
priority as Minister for Services for
Older People is to ensure that the
issues facing older people are
addressed with a view to
providing improved services
befitting the older population
whose contribution to society is
fully acknowledged. A lot is made
of Ireland’s commitment to our
young people. But I intend to
ensure that we have the same
commitment to our older
people.”
Minister Callelly continued,
“Tonight’s performance is
symbolic in many ways. This stage
has, for many years, been home
to some of Ireland’s, and indeed
the world’s, greatest performers.
Tonight’s performers have
followed in that tradition.”
Speaking at the event Gerry Kelly,
the Authority’s Director of Social
Regeneration said: “Tonight is the
first time this event has been
held. The energy and enthusiasm
shown by these very talented
finalists who represent all areas of
Dublin Docklands is an inspiration
to all of us and highlights once
again the wealth of talent in the
community.”

He continued: “This Showcase is
part of the Authority’s
commitment to social
regeneration. When the Dublin
Docklands Master Plan was first
published in 1997, the concept of
Saol Scoil was first introduced.

Twelve finalists took centre stage
for the Finals to a full house at
the Abbey Theatre Sunday 11th
May.
Over fifty entries were received
from over 60 year old Docklanders
and following a series of
auditions the 12 finalists were
selected. The performers included
an 81 year’s old violinist, a singing
duo both in their late 70s who
have been friends since their
schooldays and a 94 year old
singer.
The distinguished panel of judges
included Queen of Irish comedy
Maureen Potter, Val Joyce, Jim
Bartley, Ann O’Dwyer, Brian
Jackson, Managing Director of
The Abbey Theatre, and Chairman
of the Judging Panel, Dónall

1860s Pipe Organ
at St. Agatha’s
Church restored to
former glory

celebrate the restoration of the1860’s Pipe Organ at
St. Agatha’s Church, North William Street.

The organ has 1,200 pipes and
dates back to 1860. Following the
blessing of the Organ by Cardinal
Desmond Connell there was a
recital by internationally
renowned organist Professor
Gerard Gillen. St. Agatha’s Choir
also performed under the
direction of musical director Peter
O’Driscoll.

The BAGEL FACTORY is the very latest eatery to
arrive in the IFSC. Carol Dixon opened her BAGEL
FACTORY franchise early in June bringing both
residents in the area and workers in the IFSC yet
another food choice.
The BAGEL FACTORY has been in cities in the UK
for the past six years and it plans to expand their
franchises throughout the Ireland this year.
Carol explained that the bagels, which are low in
salt and fat are the new healthy eating concept.
The bagels are freshly baked on the premises every
morning. There is a huge choice in both sweet and
savoury bagels with filling to suit everyone’s taste
from vegetarian, meat and fish.
The BAGEL FACTORY opens every morning from
7am and closes at 5.30pm Monday to Friday. They
also serve a full range of teas and coffees. Sounds
like a great idea for breakfast !

CONSTRUCTION UPDATE
Conservation and
Restoration
The conservation and restoration
of the Scherzer Bridge at Guild
Street has been commenced by
the Authority. The work is being
carried out by John Craddock
Contractors and expected to be
completed by the end of
September 2003
This bridge is part of a set of two
- the other being at the entrance
to George’s Dock.
The Scherzer Bridges, made of
steel and concrete were installed
in 1912. They were commissioned
in a bid to shorten the time taken
by the existing bridges to lift to
provide access for boats to the
docks and canal. The Scherzer
bridges, based on a rolling lift
design invented by William
Scherzer in 1893, reduced
opening times to 4.5 minutes.
Twin bridges were built to
minimize disruption to traffic
during operation. The essential
feature of this type of bridge is
that the centre of gravity of the
whole moveable structure
corresponds with the centre of
the roll which means the bridge is
in equilibrium in all positions.
The Scherzer bridges will not be
operational again, but are being
conserved and restored as
heritage pieces.
New
Pedestrian
Bridge for
The Liffey
The Dublin Docklands
Development Authority has
applied to Dublin City Council
for planning permission for the
new pedestrian bridge on the
Liffey
The bridge, which will be
located east of the Talbot
Memorial Bridge, will link the
Government and cultural
quarter in Merrion Square with
the business district in the IFSC.
The residential communities,
both existing and emerging will
be linked by this pedestrian
access.
Designed by Brian O’Halloran
and Associates, this stunning
new bridge was unanimously
selected winner of the
international design
competition and will add greatly
to the prestige of docklands.

COMMENCEMENT OF AMENITY WORKS
AT RINGSEND AND IRISHTOWN
he work to be carried out under the Contract for Ringsend Amenity Works,
currently on site, consists of an exciting new urban intervention in the Ringsend/
Irishtown area. The project seeks to link the two main areas of the village, namely
the area around the library and the area adjacent to the church using tilted planes of
granite paving and cobbles interspersed with stone seats, stainless steel utilities and
planting.

Facelift for
George’s
Dock
As part of the renovation of the
George’s Dock basin, the
Authority will be carrying out
extensive work to the basin
itself.
Commencing mid June, the
dock will be drained to enable
the work to proceed. As part of
the renovation, the bed of the
dock will be filled to 750mm
below the existing water level.
A concrete base 70m x 50m will
be constructed under the water
to enable staging to be retro
fitted to facilitate events right
in the centre of George’s Dock.
Water features will also be
installed to add to the
continuous animation of the
dock.
The project is due for
completion in September 2003.
The bulk of the work pertains to
the pavements – some relaid in
existing form, some widened and
newly constructed. Also included
are sloped banks clad in granite
containing planting, granite clad
seats, new trees as well as the
conservation of existing trees.

LANDMARK TOWER / U2 STUDIO
The architectural competition for the design of a Landmark
Tower/U2 Studio at Britain Quay attracted 595 submissions from all
over the world.
The Jury has commenced its deliberations and it is expected that a
decision will be taken before the end of summer.

he annual Docklands Fun
Run was held on May 12th
this year. Even though the
weather did not favour us that
evening, over 500 staunch Fun
Run supporters finished the Run.

Loretta Lambkin
over 10 years international
experience in event management
and marketing in the corporate,
fashion and arts sectors in
Canada, the US, London and
Dublin.
Loretta Lambkin has been
appointed Director of Marketing
of the Dublin Docklands
Development Authority (DDDA).
Following completion of an MBA
at the University of Maryland,
USA, Loretta joined Diageo plc
(Guinness) where she spent the
last five and a half years working
in the US and Ireland.
CHQ, a development by the
Dublin Docklands Development
Authority (DDDA) will be the
most innovative, vibrant and
exciting destination for shopping,
dining and events to arrive in
Ireland.
As usual residents along the route came
out of their homes and cheered on the
runners and walkers.

Balloons
At the start of the Docklands Fun
Run this year on May 20th we
launched about 1000 balloons in
bunches.
The following day one of the
bunches of balloons landed in a
garden in Towcester,
Northamptonshire about 250 miles
away as the crow flies. The
balloons left Dublin Docklands at
8.00pm and arrived in Towcester at
approximately 12 noon – 16 hours.
That’s a speed of 15.62 miles per
hour.

All passengers are kitted out with
full body wet gear and life jackets
so that you remain completely
warm, dry and safe throughout
the safari.
Safaris can be tailored to suit your
own requirements. Club or office
groups can take advantage of this
service.

COW PARADE DUBLIN 2003

oly Cow! CowParade is coming to Dublin
Docklands. Look out for the artistic cows
coming to graze in various locations from 30 June.
Hundreds of artists, professional and amateur, from
throughout Ireland have been painting and
decorating life-sized cows in preparation for the
CowParade which is sponsored by Baileys. Dublin
will serve as an urban pasture to the herds of
painted, costumed, festooned and creatively
transformed cows that will be on display on streets,
parks and landmarks throughout the city. Watch
out for more on the CowParade trail in the
newspapers, at tourist offices, cafes, bars and
hotels.
The exhibition aims to embrace the spirit of
Ireland’s natural and cultural history whilst raising
substantial funds for charity, and hopes to attract
tourists and Irish residents alike to explore the
uniquely inspired and painted cows to be displayed
around Dublin city.
