INTRODUCTION TO NEW ZEALAND GOLF On 1 November 2005, Womens Golf New Zealand and New Zealand Golf Association (Inc) amalgamated to form New Zealand Golf Incorporated (known as New Zealand Golf.) The new organisation was incorporated under the Incorporated Societies Act 1908 on 3 November 2005. New Zealand Golf is proud of achieving a successful amalgamation and golf in New Zealand is in a far stronger position as a result. The New Zealand Golf Board comprises up to eight directors, elected or appointed, under Rule 24 of the Constitution. At least two Directors shall be male and at least two Directors shall be female. The Chairman of the Board is elected annually by the Board at the first meeting of the Board following the election and appointment of the Board. The Board may also appoint a Deputy Chairman of the Board. The Officers of the Association are the President and the Chief Executive. The President is elected at an Annual General Meeting and shall hold office for a term of two years, however may serve for a maximum of four terms. Membership of the Association consists of Members (District Associations as listed in the Schedule of Members of the Constitution) Affiliate Members (within the meaning of Rule 8 of the Constitution) and Life Members (within the meaning in Rule 9 of the Constitution.) The Annual General Meeting of the Association shall be held annually at such time and place as the Board shall decide but not later than 31 March in any year. The Chief Executive shall give not less than 30 business days’ written notice of date, time and place of the meeting to all Members. A New Zealand Golf Forum of all Members shall be called by the Board at least twice annually for the purpose of discussing matters Members wish to raise with the Association generally. Each Member shall appoint one person to represent it at General Meetings and Forums. Mission Statement ‘Driving for Excellence’ It is not acceptable to just sit back and admire what we have achieved. New Zealand Golf acknowledges that in order to gain a competitive edge in the developing game worldwide we must keep ‘Driving for Excellence’ in all aspects of our sport and business. 3. FOUR YEAR STRATEGIC PLAN 2006 – 2010 The Strategic Plan is a ‘working document’ updated regularly. Set out below is an overview of the Plan. ‘To be the sport of choice for New Zealanders’ • To remain internationally successful • To continue to be the sport played by most New Zealanders • To be the sport of choice for New Zealand’s young people • To create an environment in which all golfers can realise their potential. • To create an environment where people can enjoy the game and success is possible and recognised and acknowledged at all levels • To make a difference by having a meaningful impact on the areas important to those involved or wanting to become involved in golf. ‘Driving for Excellence’ – Key areas of focus for 2006 – 2010 To ensure we are the sport of choice for all New Zealanders, our areas of focus for the organisation for the next four years will be: • To be an effective organisation whose leadership and innovation makes a difference • To provide value for money through increased service delivery • To increase membership • To safeguard and utilise our most precious assets • Winning and growing the game. NEW ZEALAND GOLF OBJECTS Back 1-3 1 - 2010 New Zealand Golf at a Glance toCont s ent New Zealand Golf at a Glance toCont s ent Back The Objects of the Association are: • To foster, promote and control the game of golf as played and enjoyed by both women and men of all playing levels and ages; • To manage and be responsible for the administration of golf in New Zealand; • To affiliate with and be bound by the rules of the ruling bodies of the game of golf and their respective successors and/or any other international golf organisations the membership of which the Board deems to be in the best interests of the Association; • To establish and promulgate rules, playing conditions and regulations for the playing of golf in New Zealand; • To be bound by the laws of golf published from time to time by the R & A Rules Limited subject to such rules, playing conditions, regulations and experimental laws approved and laid down by the Association from time to time; • To act as the delegate of R & A Rules Limited and as the governing body of golf in New Zealand in the administration, interpretation and enforcement of the Rules of Golf and the Rules of Amateur Status as approved from time to time by R & A Rules Limited and to empower members to do all such things as shall from time to time be determined in the discharge by it of its powers, duties and rights as such a governing body; • To promote the importance of the Rules of Golf, the Rules of Amateur Status and education to bodies involved in golf; • To keep a register of all golf clubs in New Zealand and such other registers relating to golf clubs, courses and players as are specified under these Rules or constituted by the Executive Board by resolution from time to time. • To consider and adjudicate upon all disputes between Members of the Association and all matters, whether of misconduct or otherwise arising out of the playing, control, organisation or administration of the game of golf in New Zealand; • To formulate a New Zealand course rating system and operate and maintain a scheme that secures uniformity in the handicapping of all New Zealand golfers based on such course rating system; • To initiate and control golf competitions and representative matches; • To arrange matches in New Zealand and overseas between teams representing New Zealand and teams representing other countries or states and to select and control teams representing New Zealand in such matches; • To encourage the improvement of the playing surfaces of New Zealand golf courses and to seek and obtain improved facilities for the enjoyment of golf generally; • To encourage the playing of golf free from the use of drugs; • To facilitate the amalgamation of Men’s District Associations and Women’s District Associations into Combined District Associations; 1 - 2010 Vision Statement 1-4 PART IV – FINANCE 4. Following the relevant date for collection of membership figures, (refer to Clause 35 of the Constitution) and confirmation by golf clubs their individual membership figures are accurate, New Zealand Golf will invoice golf clubs for payment of their annual levies. (See Club Administration Guidelines for levy collection process.) If there is to be any alteration to the amount of the annual levy, or if a special levy is to be imposed, the New Zealand Golf Board must recommend by resolution to that effect not later than 31 October in the year preceding the calendar year to which the recommendation relates. The amount of levy to be imposed shall not exceed the amount recommended by the Board. The income of New Zealand Golf is supplemented by funding from Government through its sports agency SPARC, sponsorship, grants and other sundry items. The income is expensed on the following: • Administration and Marketing • National Events • Junior Golf Development • Coach Development • International Competition • High Performance • District Development • Handicapping/Course Rating • Turf Consultancy New Zealand Golf’s financial year runs the calendar year. New Zealand Golf’s wide range of activities benefits all golf clubs, courses and golfers. It gives guidance, leadership and encouragement where required and provides a united voice through which golfers’ views may be expressed in the community. 5.LEGISLATION The office keeps a watching brief on legislation that affects golf clubs, including changes to the Liquor Laws, Employment Contracts Act, Accident Compensation and Tobacco and Liquor sponsorship. 2. MUTUAL ASSISTANCE PLAN (MAP) MAP provides benefits to all members of golf clubs who elect to join the scheme. The surpluses that are derived from MAP are then channelled back into golf by way of grants to the District Associations and other golfing bodies. MAP is administered for New Zealand Golf by Aon New Zealand, Insurance Brokers and, based on legal advice, conforms to the relevant legal requirements. The nature of MAP is to create a self-funded scheme providing a service to all golfers, through which they can be reimbursed for losses that fall outside the limits of their own personal insurance arrangements. New Zealand Golf, it should be noted, does not itself provide insurance cover. Details of the Plan There are two separate areas of cover provided by the plan – a. All Risks (subject to specific exclusions) on golfing equipment as defined. b. Public or Third Party Liability. Section A Golfing Equipment This covers the loss or damage to golf equipment including, but not limited to clubs, bags, trundlers, golf shoes and the like, but excluding golf balls. For obvious reasons there are a number of exclusions, with the important ones being: • Fire • Wear and tear and deterioration • Consequential loss • Scratching and bruising • Loss where a member is elsewhere covered • Property in transit • Loss or damage to optical ware (glasses or sunglasses) PART III – RESOURCES AND SERVICES 1. ITEMS AVAILABLE FROM NEW ZEALAND GOLF OFFICE The following are available on request: • Rules of Golf – all golf clubs are provided (free of charge) with a four yearly supply of rule books through the help of Rolex who sponsors the book world wide. • Decisions on the Rules of Golf (available for purchase) • Membership Cards (available for purchase) • R & A pamphlet Rules in Brief (free of charge). Information on Guide to Hole in One Prizes and Guide to Amateur Status can be found in the Amateur Status section of this manual or downloaded from the internet • Replacement LGU badges (available for purchase) • Hole in One badges (available for purchase by District Associations) • Golf Etiquette (available to purchase) 2. NEW ZEALAND SPORTS TURF INSTITUTE New Zealand Golf at a Glance Back 1-5 1 - 2010 New Zealand Golf at a Glance toCont s ent 1 - 2010 toCont s ent Back The New Zealand Sports Turf Institute is contracted to provide a range of agronomy related services for member golf clubs of New Zealand Golf. 1-6 General Any surpluses derived by the scheme are used to benefit the game in New Zealand by way of grants back to district associations. Members who submit claims of this type must meet the first $15 of any claim. The claim has a ceiling of $1,000 for any member (net $985). Depreciation of golfing equipment will be applied as follows: • Golfing equipment 10% per annum • Shoes and apparel 20% per annum Section B Public Liability MAP provides protection for both the golf club and for its members in connection with any claims for legal liability in respect of matters arising whilst playing on any recognised golf course within New Zealand. The limit of the indemnity is $2,000,000 in respect of any one incident, with extensions:• Punitive and exemplary damages to $1,000,000 and • Forest and Rural Fires Act liability to $250,000 Exclusions to this section are: • Death or bodily injury to any employee • Any liability arising out of the use of a motor vehicle, aircraft etc • Member’s/golf club’s own property • Faulty workmanship • Faulty design etc • Golf Club car parks Clubs with houses and buildings adjacent to the course receive many claims for damage caused by straying golf balls. If the golf club belongs to the MAP scheme, then repairs in these instances can be authorised immediately by the golf club manager. The claim is then made to New Zealand Golf in the same way as those for equipment and settlement in turn is made direct with the golf club. Member As very few Household Contents or Personal Effects policies cover the breakage of sporting equipment whilst in use, MAP provides a real benefit to the player. This cover is available anywhere in New Zealand and includes cover if the equipment is stored in the clubhouse. Many insurance policies on household contents and personal effects carry claim excesses of $100 to $250. Where a member has a loss of golf equipment, the amount paid by their insurer will be net of this excess. The MAP scheme will pick up all but $15 of this excess. Example Member suffers a burglary from their home. Loses golf clubs to the value of $1500. Personal Effects Policy has an excess of $100. Insurer pays $1500 (NB. There may be an allowance for depreciation) Less Excess 100 1400 Claim against MAP Scheme 100 Less Excess 15 85 Member receives $1485 for the $1500 loss. 3. Extended Liability Insurance (Individual Golf Clubs) Through legislation, members of a Club’s board of management or committee carry personal responsibility for their actions and, in certain circumstances, where they fail to act. In addition, Clubs can incur legal liability through the services that they provide to their members or to the public. An extended liability package, designed for golf clubs, was introduced mid 2001 and provides the following cover at very competitive rates: Office Bearers & Trustees Liability Limit of any one claim $500,000 Statutory Liability Limit of any one claim $200,000 Employer’s Liability Limit of any one claim $500,000 NB: Separate application to New Zealand Golf is required for this package. PART V – MAJOR TOURNAMENTS AND EVENTS For information specific to individual international, national and club based events refer to the ‘Tournaments and Events’ Section of this manual. PART VI – AFFILIATED MEMBERS 1. Alphabetical by Club 1 - 2010 New Zealand Golf at a Glance toCont s ent Back It must be noted that MAP cover is cover of last resort and not first call. Personal cover must be exhausted first. Where no personal cover is held, MAP will only pay to a maximum of NZ$250. Claims Claims are submitted to New Zealand Golf on pre-printed claim forms and are processed by Aon New Zealand on behalf of New Zealand Golf. Period of Cover The subscription for each participating member is set annually and is charged at the start of each year. Clubs wishing to join or withdraw from the scheme should do so prior to the commencement of the next financial year, 1 January.
