Singer FROM: John J. Gormley SUBJECT: BID '89/90-035 Replacement Playground & New Playground Of the 3 vendors to whom bid specifications were issued, only 1 submitted a bid. Accordingly, the Purchasing Department's staff telephoned those 2 vendors who did not bid,--and was informed as follows: Park Playgrounds' representative, Carol Minor, informed us that she vas not a distributor for Wooden Environment's Inc., the manufacturer of the playground specified, and, in order to develop specifications for an alternate, additional time would have been required for her to submit a bid. In addition, the subcontractor normally available to her declined to represent her alternate product "Game Time" in the, bid because they felt this alternate might not be accepted as an equal. • Zitner (Fitness and Recreation) representative, Scott Suprenior, echoed Park Playgrounds sentiment regarding the time line for alternate products he would have submitted for consideration in wood, manufactured by Playworld, a product of similar design. Although the remainder of the bidders list was developed substantially after conversation with the manufacturer to determine his distribution network, those distributors, although contacted by us, did not respond to the bid due to a misunderstanding between themselves and the aforementioned manufacturer. Initially, the manufacturer intended to bid the project directly rather than through his traditional subcontracting. In the final hour the manufacturer determined that extensive excavation, resurfacinq, fencing and bonding was also required to complete the installation of the playgrounds and, since those additional functions were beyond his capacity, invited Harel Construction Company, Inc. to bid since they could meet all requirements of the specifications. Harel Construction Company, Inc. as you know from previous awards, including the cooperative bid for paving and asphaltic cement, historically has proven to be extremely reliable and resourceful and 1n competition with other contractors has shown his prices to be fair and reasonable. • After reviewing this bid with Dr. Colella, Mr. Scott, and Counsel, I recommend that the award be made to the single bidder, Harel Construction Company, Inc . Furthe~re, he has worked dilisently and exhaustively with curriculum personnel in the local di8tricts we serve and bas buIlt excellent relationships with those individuals. 8e bas been invited to speak many tlmes at the local level and has been re8ponsible for organizing a number of conferences and programs which have been extremely successful. Richard Koehler from Division Avenue High School in Levittown and John Aschettino from Plainedge High School both earned honorable mentions in the competition and received Certificates of Merit signed by Senator Caesar Trunzo. The contest was open to all schools in ~assau and Suffolk County and the winning entries. including those of Richard and John. are currently on display at the Suffolk County Office Building in Hauppauge.
