adult evening school program for the period July 1. 1989 through May 30.
1990. Under the tenns of the agreement. which has been approved by
Counsel, BOCES will provide 750 hours of insttuction and receive the sum
of $4.380.

RA 189/90-004 Industrial Gas CylInders
BE IT RESOLVED, that the Board of Cooperative Educational Services of
Nassau County authorizes the PurchasInq Aqent to enter into a rental
aqreement with Prest-O-Sales & Services, Inc. for approxImately 250
industrial qas cylinders of various sizes, at an averaqe monthly cost
of $2.00 each, for the period 7/1/89 thru 6/30/90, in the estImated
amount of $6,500.00, per the terms and condItIons of Nassau County
Blanket Order No. 681040.
These cylinders cost an averaqe of $295.00 each. Since BOCES needs
approxiaately 250 cylinders on hand at all times, an investment of
$73,750.00 ~uld be required. Rental cylinders are maintained and
hydrostatically tested by the rentor.
Therefore, this rental aqreement will serve the beat financial interest
of BOCES.

SUBJECT:
BID '89/90-035 Replacement Playground & New Playground
Of the 3 vendors to whom bid specifications were issued, only 1
submitted a bid. Accordingly, the Purchasing Department's staff
telephoned those 2 vendors who did not bid,--and was informed as
follows:
Park Playgrounds' representative, Carol Minor, informed us that she
vas not a distributor for Wooden Environment's Inc., the manufacturer
of the playground specified, and, in order to develop specifications
for an alternate, additional time would have been required for her to
submit a bid. In addition, the subcontractor normally available to
her declined to represent her alternate product "Game Time" in the,
bid because they felt this alternate might not be accepted as an
equal.
•
Zitner (Fitness and Recreation) representative, Scott Suprenior,
echoed Park Playgrounds sentiment regarding the time line for
alternate products he would have submitted for consideration in wood,
manufactured by Playworld, a product of similar design.
Although the remainder of the bidders list was developed
substantially after conversation with the manufacturer to determine
his distribution network, those distributors, although contacted by
us, did not respond to the bid due to a misunderstanding between
themselves and the aforementioned manufacturer.
Initially, the manufacturer intended to bid the project directly
rather than through his traditional subcontracting. In the final
hour the manufacturer determined that extensive excavation,
resurfacinq, fencing and bonding was also required to complete the
installation of the playgrounds and, since those additional functions
were beyond his capacity, invited Harel Construction Company, Inc. to
bid since they could meet all requirements of the specifications.
Harel Construction Company, Inc. as you know from previous awards,
including the cooperative bid for paving and asphaltic cement,
historically has proven to be extremely reliable and resourceful and
1n competition with other contractors has shown his prices to be fair
and reasonable.

After reviewing this bid with Dr. Colella, Mr. Scott, and Counsel, I
recommend that the award be made to the single bidder, Harel
Construction Company, Inc .

With the assistance of the BOCES Insurance Consultant, Wright Risk Management
Co. Inc., requests for propolais vere prepared and sent to seven insurance
brokerage firms--of which 4 submitted proposals as indicated on the attached
comparative listing.

The proposal from Arthur J. Gallagher pertainl to a self-insured program
which il not recommended at thil time becaules (1) SOCES' actual claims
experience in past years continues to pose a aubstantial rilk. and (2)
the net estimated annual COlt vith the recommended funding level il ,ubItantially higher than the lowelt COlt propolal for an inlured progr.m--from
Public Entities.
The Public Entitlel propolal il lubmitted by a brokerage firm which hal
been SOCES' insurance broker in palt yearl, and il offering coveragel throuah
inlurance carrierl which meet the generally accepted criteria, luch al
the State Inlurance Department regulationl and "Seat" ratingl of inlurance
companiel.
Accordingly, as approved by the Insurance Consultant. it is recommended
that the Board--at the 6/8/89 Soard Heeting--avard the propolal for 1989/90
Property/Calualty inlurance coverage to Public Sntitiel Co./American Insurance
Group (liability). Home Insurance Co. (property). and New Hampshire Insurance
Co. (automobile) at a net estimated annual premium of $477,OOO--a reduction
of $69,000 or 13~ from the 1988/89 existing estimated annual premium.

Since be arrived at Na8sau BOCES, Dr. Sykes has been one
of the mo8t committed, bard-vorkiaa and productive
~dminl8trator8 I have known.
He reorganized a co.paratively 1008e collection of general services into a
tiaht, dynamic, and cohesive Divi8ion of In8tructional
Prosrams and Services.
He has introduced a service for the gifted and talented.
at-risk-youth. partnerships with DOn-BOCES agencies, and
other similar efforts which have resulted in a much wider
participation in BOCES. Moreover, be strengthened and
expanded such other services in his division such as the
Cultural Arts Center, the ESL Program, HERPC. Marine
Sciences, CAP, Health Services, Arts in Education, and
many other areas of instructional concern.
Furthe~re, he has worked dilisently and
exhaustively with curriculum personnel in the local
di8tricts we serve and bas buIlt excellent relationships with those individuals. 8e bas been invited
to speak many tlmes at the local level and has been
re8ponsible for organizing a number of conferences
and programs which have been extremely successful.
In creatIng th1s posItIon, the agency had specific
80alS and objectives to widen BOCES participation in
the acade.lc and instructional arenas and to create
a leadership role for 80CES in instruction. Dr. Sv~es
was the right person to achieve these goals.

Student Honors
I am pleased to report that two Nassau Tech Commercial Art
students won awards in a recent poster contest sponsored by the
New York State Legislative Commission on Water Resource Needs of
Long Island. Richard Koehler from Division Avenue High School in
Levittown and John Aschettino from Plainedge High School both
earned honorable mentions in the competition and received
Certificates of Merit signed by Senator Caesar Trunzo. The contest
was open to all schools in ~assau and Suffolk County and the winning
entries. including those of Richard and John. are currently on display
at the Suffolk County Office Building in Hauppauge. Both Nassau
Tech students are in their second year of Commercial Art at the
Westbury Center and arc: graduating seniors .
