REIM Group has bought all the shares for the Lahti-based housing management company Sepän Talot Oy. The clientele of Sepän Talot Oy consists of 57
housing companies in the economical region of Lahti and the company has five
employees.

he activity of Sepän Talot Oy
will continue operating with
the old name for now. Harri
Seppä, the founder of the
company, will continue to act as the
CEO and a member of the board. The
business sale was made in the name
of REIM Lahti Oy which is one of the
leaders in the market of the region.
Harri Seppä, the CEO of Sepän Talot
Oy, says that the business sale
made will strengthen the assets,
developing activities and knowhow
of the company. These are the basic
goals of the customer-oriented activity of the company. CEO of REIM
Group Oy Ltd also states that locality is highlighted in both companies
while having the possibility to utilize
the strengths of being a nationwide
company in the areas of Lahti and
Päijät-Häme.
REIM Group Oy Ltd is a company
consisting of professionals in the
fields of housing management, brokerage and financial accounting. It
is a privately-owned company that
has operated in ten different cities
in Finland since 1988. Sales revenues are circa 10 million Euro annually. The headquarters of the group
are in Lappeenranta.
Timo Multanen will act as Chairperson of the Board of Sepän Talot
Oy. With him the board will also
consist of Harri Seppä, the CEO of
the company, and the CEO of REIM

The Annual 25th Negotiation Day of the CEOs of REIM
Group was organized in Lappeenranta on 15th November 2013. All the 14 CEOs of the company were

current topics. The auditing company PwC introduced the main auditor KHT Pasi Waris and auditor KHT
Päivi Värjä. The Financial Manager
Jani Takala went through the group’s
financial information in detail.
After having lunch in Hotel Scandic Patria everyone went to familiarize themselves with the offices of
REIM Brokerage Oy, REIM Lappeen-
present. In addition to these there were the members
of the Concern Board, the ICT professional of the company and the Financial Manager, all with avec.
ranta Oy, Tilikarelia Oy and the offices of the mother company REIM
Group Oy Ltd in Rakuunamäki. All
these offices are in the same building. In the afternoon the ICT Professional Vesa Koskinen talked about
the ICT issues of the company and
about the challenges and goals in
this sector in the future. The ending speeches handled many current
topics especially by Jukka Mäkinen, the Chairman of the Operative
Board.

The Grand Dinner of the Negotiation Day in 2013 was enjoyed in the cozy venue

Traditionally the Grand Dinner on the
Negotiation Days of REIM Group is
an important event which requires a
dress code. A great dinner is enjoyed together. In the previous years the venues
have been Teatteriravintola in Joensuu
(2012), Restaurant Uleåborg in Oulu
(2011) and Restaurant Buttenhoff in
Imatra (2010). This time the restaurant
Wolkoff was chosen in Lappeenranta.
The result was excellent, tasty and enjoyable.

for the Annual XXV Negotiation Day of
the CEOs of REIM Group.

The program for the avecs of the
Negotiation Day of the CEOs of
REIM Group included getting to
know the premises of REIM Group
in Rakuunamäki. The theme
was “Where the bread money is
made”. After this the sightseeing
continued to getting to know the
history of the city that was founded in 1649.
Included was also a visit to the
Museum of South Karelia and a
“time machine to Vyborg”. The
avecs had lunch in the historical
Kasino. After driving by the Saim-
aa Canal the avecs visited the
shop Disa’s Fish with the theme
“Eastern Trading 2013”. The shop
probably has the longest fish
counter in Finland. There are caviar, different roes, sturgeon, halibut in different forms and various
other different fish products. The
shop is on the road to St. Petersburg. The trip between Lappeenranta and St. Petersburg is about
200km and it only takes one hour
and 34 minutes with the train Allegro.

Property overview of South Karelia!
Big construction projects are being done in the areas of
Imatra and Lappeenranta in South Karelia
Nowadays Lappeenranta is a strong University City right at the border of
Russia. The growing amount of tax free purchases made by Russian tourists cause a strong growth in the economy of the city and now the purchases’ amount is already larger than in the area of the capital city. It is
estimated that the importance of tax free shopping and the purchasing
power the Russian tourists have will continue to grow in the area. According to the most radical estimations there will be five times more Russian
visitors in 2025 than now which would make 25 million tourists annually.

he growth in the amount of
Russian tourists in the area
would also mean that there
will be more demand in services. Many wholesale sellers want
to build their shops on the sides of
the main road but since it is difficult
to arrange new intersections these
wishes cannot be fulfilled.
Citycon has started the expansion of the shopping center IsoKristiina in Lappeenranta. The value
of the investment done by Citycon
and Ilmarinen is circa 100 million
Euro. The expansion will bring a new
City Theater. There are plans to build
a privately-owned business building
on the empty property owned by the
City Hall across the main entrance
of Iso-Kristiina. The location of the
new building is interesting and it offers a good location for both office
and business spaces right in the city
center.
The area of Mustola is being
developed
The biggest expectations are laid on
the Ikea and Ikano shopping centers that are being built in Mustola,
right next to the Saimaa Canal and
next to the 6th road. The city of Lappeenranta, Ikea and Ikano shopping
center have made a cooperation
contract of building the department
store Ikea and the shopping center
Ikano in Mustola, Lappeenranta, on
the area of Mustola interchange.
The companies do not have any operations in South-Eastern Finland.
The shopping center Ikano opening
in Lappeenranta will be the second
one in Finland.
It is estimated that the projects
will be finished by the beginning of
Christmas sales in 2015.
The zoned area on the road to
Nuijamaa would have interested
many other businesses. This is the
first shopping area that is specifically meant for Russian visitors coming
through Nuijamaa. The properties
that are being created in Mustola are
being bought very fast. The Disa’s
Fish in the area of Mustola will get
neighbors from two cheap markets,
Rajamarket and an unnamed shop
by Petroi Finland Oy. In addition to
the store Rajamarket also its central
storage will be moved to Mustola.
A new large market, somewhat
like Laplandia, was opened in Imatra
near the border station.
Grande Orchidee, a new department store with stylish clothing and
accessories, was opened in Myllymäki, Lappeenranta, by the owner
of Laplandia stores
Imatra is also having changes
old Prisma. New fish and clothing
shops are being built in Karhusuo,
the building of the new ABC is starting, a new log hotel was built beside
Imatra Spa and there will also be vacation houses on the premises. The
construction project in Korvenkanta
will start in 2014 and it is planned to
build a big shopping center next to
the 6th road.
The amount of empty
business properties is growing

the area of Lappeenranta. The surrounding regions enjoy the same

The bill about restricting property sales
(to Russians) will not work
Suna Kymäläinen (sd.) , the parliamentarian from
Ruokolahti, has made a bill about restricting the property
sales in Finland which would practically restrict the property sales to Russian people. According to the bill property buyers coming from outside EU and ETA countries
(Iceland, Norway and Liechtenstein) should first live in
Finland for at least five years in order to be able to buy
property.
W
e interviewed the Chairman of the Board of
REIM Group Timo Multanen, AIT MBA, who
has nearly 40 years of professional
experience in the property business
in Finland. In addition to this he has
worked on international property
business assignments and he was
the CEPI President (CEPI European
Council of Real Estate Professions)
in years 2009–2011.
What do you, as a valued professional of the property business
and a policymaker, think of the bill
made in Finland about restricting
the property sales in Finland?
“I think that the bill is mainly just
absurd. Firstly, I feel that the makers
of this bill are just doing their campaigns for the Parliament and use
this as a weapon in their campaigns.
This is a serious issue. Even though
the bill would also affect, for example, Americans, Australians and Japanese, like the Russians, however,
this bill is mainly about Russians. I
see it worth mentioning that out of
all the property sales made in Finland only less than one percent is
made by the Russians.
Personally I see some racist
points in this bill and I know that
in most of the Finns this causes a
negative reaction, just like it should.
It is true that the Finns don’t have
similar rights to buy property or land
in Russia, like the Russians have in
Finland. In some cases the property
sales made with Russians about
property or land in Finland there
have been some practical problems
with collecting certain funds from
Russian property owners. Anyhow,
this bill is not the right way to solve
these problems which are limited
and they only concern a very small

part of all the Russian property
owners. Cooperation and practical
work will help to eliminate these
marginal problems.
Since the Iron Curtain was
opened after the end of the Cold
War it would be simply stupid to
start building a wall of any form in
this globalized world we live in. We
should get to know our neighbors
better both ways and develop the
cooperation possibilities. It will benefit us all.
The bill is against the positive
development that is going on and
it should not be stopped”, states
the Chairman of the Board of REIM
Group Timo Multanen.
It has been said that the majority of the members of the Finnish
Parliament have signed their name
on this bill; doesn’t this mean that
the bill will be accepted? When can
this happen and what will happen
to the current properties owned by
the Russians in Finland?
The makers of this bill have announced that 101 of the 200 of the
Members of the Finnish Parliament
have promised to sign the bill. To
this day the amount of signatures
has decreased to only 90. A part of
the signers have asked to have their
names removed after they got to
know the bill better. As I have understood, a part of them have just
wanted to start some conversation
about the problems I just mentioned. Here the problem is that
these parliamentarians have been
supporting some of their competitors’ campaigns and thus woken up
angry feelings some people have
been feeling. This kind of people can
be found in any country.
I sent an email about the stupidity of this bill to all the twelve parliamentarians in my Electoral District
of Kyme and to six parliamentarians
in the neighboring Electoral District of Etelä-Savo. I emailed these
people because they live in the area
where the property sales are affected the most by Russian buyers. I got
very positive feedback from most
of the parliamentarians that did
not sign the bill. In addition to these
several media representatives and
many policymakers have showed
their negative opinions about the
bill. In addition to this I have written
a column about this in Suomen Kiinteistölehti and I will write another
one during this winter. I will continue
bringing up the stupidity of this bill
on these texts.
We need to keep in mind that this
bill was made to the law committee
in the Parliament. First of all, it has
to start a conversation about the bill
and start preparing it, which is not at
all a sure thing yet. The law committee also has some very urgent bills
from the government and they are
the primary work in there. If this bill
was taken into a conversation and
its development would start, this
still does not mean that there would
be a new law or that the law would
even be accepted in the Finnish Parliament. I do not believe in this.
I am very sorry, and I am not the
only one, for all the harm this bill has
done. It starts a lot of uncertainty
among the people abroad, especially
with the Russians. For example in St.
Petersburg there is a lot of conversation going on about this and this
issue has gotten a lot of public attention. This bill can also be used
for provoking people against Finland
and Finnish people in Russia. I do not
see a reason for this. These kinds of
issues are not the kind that should
be joked or played around. I think
this shows irresponsibility and I say
this as a Finnish patriot who was
born in Finland, a part of Europe.
I want to say something about
what some people have been saying that due to this bill all the properties owned by the people coming
from outside EU and ETA countries.
The Finnish Legislation does not
know the term retroactive legislation that could change the ownership of properties bought before the
new legislation. They will remain
the same and the new law would
only concern new property sales
that would not be possible. But as I
mentioned before, this is just theory
because I do not see any possibilities for this bill to get through in the
Finnish Parliament. After all, the
Finnish Parliament has values that
have been chosen through free elections by the Finnish population. The
Finnish Parliament consists of policymakers who work on facts, future
development, commonweal and cooperation.
I just want to tell the Russians
and all the other possible property
buyers outside the EU and ETA that
there is nothing to worry about due
to this bill. It will not actualize in the
