Yours sincerely, George Lekakis CHAIRPERSON Annual Report 2008-09 3 chairperson’s report where we stand This has been a challenging and rewarding year, both for the Victorian Multicultural Commission (VMC) and for multiculturalism in the State of Victoria. Broadly, these past 12 months between 2008 and 2009 mark a year of consolidation, of co-operation and a year that compelled us to appreciate our shared cultural space. The devastation of the Black Saturday bushfires reminded us of nature’s capacity for destruction. And yet, the disaster also sparked an outpouring of good will that demonstrated the people of Victoria’s capacity for hope and renewal. In the wake of the disaster, the people of this State dug deep, and gave generously to help others rebuild their lives. All Victorians, regardless of their cultural or religious background, re-discovered the importance of community as a wellspring of support in the ashes of Black Saturday. Victorians have often drawn strength from adversity. Following a number of unfortunate assaults on international students, the Premier announced a Walk for Harmony to give Victorians an opportunity to show their support for cultural diversity and collectively condemn the social poisons of racism and prejudice. More than 40,000 people flocked to Federation Square in March for the inaugural Viva Victoria festival, which was held as part of Victoria’s Cutural Diversity Week, the State’s largest annual event for the promotion of cultural, linguistic and religious diversity and community harmony. It’s always heartening to see these events as examples of multiculturalism in practice. The Week also saw the launch of All of Us, Victoria’s new multicultural policy. Developed with extensive community consultation and built on a strong foundation of partnerships, advocacy and supportive programs, the Policy re-affirms the State Government’s commitment to multiculturalism and sets out how we can make the most of the opportunities to improve our society as a whole. We look forward to working with the Commonwealth to further develop a national policy framework for addressing multicultural issues Australia-wide, to help Australians embrace diversity as a source of cultural enrichment for us all. Since the previous year’s merger of the Victorian Office of Multicultural Affairs into the Commission, the VMC’s fundamental role as an independent link between the community and the government has been augmented with the task of developing 4 Victorian Multicultural Commission and providing policy advice in the area of multicultural affairs. Feedback garnered through regular consultations with communities and key stakeholders now directly feeds into the policy options that are developed. The Commission’s positioning as an Administrative Office aligned to the Department of Premier and Cabinet demonstrates the whole-of-Government approach to multicultural affairs in the State of Victoria. One of the key strengths of my Commission is its continuing engagement with community organisations, helping them to address their specific needs and issues; because a community’s problems are a society’s concerns. That is why we continued to support and empower communities through promoting unity, delivering on community aspirations and understanding, and celebrating diversity, while providing independent, timely and responsive advice to the Government. The State Government formally endorsed the Commission’s strategic aims by announcing some important funding initiatives for 2009-10. The State Budget allocated an additional $4.6 million to help strengthen Victoria’s multicultural diversity and help support refugees in Victorian communities. Our Multicultural Advantage initiative received a funding boost with the commitment of $2m over two years to promote and support harmony and social cohesion in Victoria. This initiative will develop a range of programs and campaigns to help Victorians better understand, embrace and celebrate cultural diversity; leading to improved social cohesion. The budget cycle also acknowledged the importance of redressing settlement issues for refugees. The Refugee Action Program (formerly the Refugee Brokerage Program) received $2 million over two years, which will assist more than 50 newly emerging refugee and humanitarian communities across Melbourne and regional Victoria, linking services at the local level to support refugees, their families and their communities. The Victorian Multicultural Commission’s popular chairperson’s report grants program continued to provide financial support to Victoria’s culturally and linguistically diverse community organisations, providing grants to more than 1,600 such organisations to help them carry out a range of activities which encourage individuals to participate in community life and in the wider Victorian society. The Government earmarked an additional $2 million for the Cultural Precincts Enhancement fund, bringing total investment in the precincts to $10 million. This infrastructural investment is helping to revitalise the well-established Little Bourke Street Chinese precinct, the Lygon Street Italian precinct and the Lonsdale Street Greek precinct, to help these communities retain and share their cultural heritage. These funding initiatives will further enable the VMC to deliver on the needs and aspirations of various community support groups, so that they can contribute to the social fabric of Victoria and Australia as a whole. I would like to extend a special thanks to the Premier, John Brumby for his outstanding leadership, Minister Assisting the Premier on Multicultural Affairs, James Merlino, the Parliamentary Secretary, Liz Beattie, the Commissioners, and VMC staff for their active engagement in the promotion of cultural, linguistic and religious diversity in the state of Victoria. Their combined efforts have produced tangible contributions towards our goal of improving social cohesion for all Victorians. I would also like to extend my gratitude for the leadership of our Governor, Professor David de Kretser and Mrs Jan de Kretser for their support of multicultural communities and intiatives. Continued support and recognition for our culturally-diverse society will engender a spirit of co-operation and understanding that will encourage us to aim higher, to dig deeper, and work harder to realise a society where we find strength in our differences. Annual Report 2008-09 5 about the commission enhancing Victoria’s cultural diversity The Victorian Multicultural Commission (VMC) is committed to fostering harmony and encouraging the full participation of Victoria’s culturally, linguistically and religiously diverse communities in all aspects of life in Victoria. OUR ROLE The VMC is committed to working for a prosperous and united future in which diversity is respected and cultural heritage preserved, and where all individuals can access opportunities to participate in and contribute to the social, cultural, economic and political life of the State. The Commission’s objectives and functions are specified in the Multicultural Victoria Act 2004. About the Multicultural Victoria Act 2004 The Multicultural Victoria Act 2004 (MVA) enshrines in legislation a preamble and a set of principles that recognise the State’s cultural, religious and linguistic diversity as one of its greatest assets. The MVA has made it a legislative requirement for all Victorian Government departments to annually report to the Minister for Multicultural Affairs on their activities and achievements in relation to multicultural affairs. This includes their use of interpreting and translating services, their communications in languages other than English, the appointment of people from different cultural and linguistic backgrounds to government boards and committees, and any other major improvements or initiatives that promote multiculturalism and meet the identified needs of Victoria’s CALD communities. The MVA was amended in 2008 to formalise the changes arising from the merger of the Victorian Office of Multicultural Affairs into the VMC in 2007. The amendments enhanced the whole-of-Government approach to multicultural affairs and provided a greater focus on the community and improved the accountability of Government Departments in the area of multicultural affairs. These changes streamlined and enhanced the administration of the portfolio and provided better outcomes for Victoria’s diverse community. Following the ammendements to the MVA, and effective from 1 January 2009, the VMC became aligned to the Department of Premier and Cabinet. 6 Victorian Multicultural Commission OBJECTIVES AND FUNCTIONS The VMC’s objectives and functions, as specified in the MVA are: Objectives •to promote full participation by Victoria’s culturally and linguistically diverse communities in the social, cultural, economic and political life of Victoria; •to promote access by Victoria’s culturally and linguistically diverse communities to services made available by governments and other bodies; •to encourage all of Victoria’s culturally and linguistically diverse communities to retain and express their social identity and cultural inheritance; •to promote co-operation between bodies concerned with multicultural affairs; •to promote unity among Victoria’s culturally and linguistically diverse communities; and •to promote a better understanding within Victoria of Victoria’s culturally and linguistically diverse communities. Functions •to ensure that the objectives of the Commission are met to the maximum extent that is practicable; •to investigate, report and make recommendations to the Minister on any aspect of multicultural affairs referred to it by the Minister; •to advise the Minister on factors inhibiting the development of harmonious community relations and on barriers to the participation of Victoria’s culturally and linguistically diverse communities in the social, cultural, economic and political life of Victoria; •to consult with relevant bodies and people to determine the needs of Victoria’s culturally and linguistically diverse communities, including needs in relation to matters covered by any report prepared by the Minister under section 21 (of the MVA); and •to maintain and further develop harmonious community relations between all relevant groups in the context of Victoria’s culturally and linguistically diverse society. To ensure the interests of Victoria’s culturally and linguistically diverse community are represented, the Commission meets regularly to discuss issues of importance to Victoria’s diverse communities. The Commission then promotes the views of the community on a range of boards and committees and at national forums. The Commission held seven full day meetings between July 2008 and June 2009 (See Appendix 1). During the reporting period, Commissioners continued to participate in community functions, consultations, events, conferences and seminars. In 2008-09, the Commissioners collectively attended more than 650 community engagements. Our Commissioners The VMC comprises of 12 dedicated Commissioners who advocate the objectives of the Commission and act as an important conduit between communities and the Commission. Our Commissioners have a solid understanding of the issues affecting multicultural communities and are actively involved, regularly attending events and playing a vital role in building networks and liaising with different faith and community groups. The Commissioners meet 6-8 times a year to provide input into the work being undertaken by the VMC and to discuss a wide range of issues raised with them by communities. Jagdeep Singh Shergill Mr. Yasser Soliman 8 Victorian Multicultural Commission Our staff During the year the Commissioners were supported by a team of dedicated staff who worked closely with the Chairperson, Deputy Chairperson and Commissioners to ensure the VMC performed its legislative functions and achieved its core objectives. As at 30 June 2009 this team comprised 29 people. The policy’s name demonstrates our belief that effective multicultural policy benefits all members of our society and highlights that multiculturalism describes who we are as a people. All of Us proudly declares the Victorian Government’s commitment to multiculturalism. It is built on a solid legislative framework – including the Multicultural Victoria Act 2004 – which supports human rights and cultural and religious diversity. The policy was developed through an extensive and highly visible consultation process, led by the Premier of Victoria, which included: •the release of a discussion paper prepared by Victoria University; •a high-level roundtable, hosted by the Governor of Victoria; •public consultations held across the State, attended by more than 800 community leaders and stakeholders; •written submissions; and •ongoing high-level liaison with Government departments. The consultation process ensured that the views of all Victorians are reflected in the policy, and identified a range of priority strategies for the Government to support multiculturalism for the benefit of all Victorians. The policy consists of four themes, which provide the framework for the Government’s priority strategies. The themes are as follows: •advancing equality by supporting the human rights of all Victorians; •supporting our cultural, linguistic and religious diversity; •fostering unity and promoting community harmony; and •boosting our economic advantage. All of Us demonstrates the ways in which we can achieve a socially progressive society that reaps the real social, cultural and economic benefits that are inherent within our multicultural Victoria. BOTTOM RIGHT Dancing at the Polish Festival, November 2008. “All of Us reinforces the strong legislative and human rights platform we have to support multicultural affairs.” George Lekakis Refugee Week Celebration, 18 June 2009 Annual Report 2008-09 9 community grants program supporting and empowering Victoria’s community groups The Victorian Multicultural Commission supported more than 1,600 Victorian communities and groups from culturally, religiously and linguistically diverse backgrounds during the 2008-09 financial year through funding from its successful and popular community grants program. In addition to the funding allocated to multicultural communities during this period, the grants program once again partnered with the Department of Education and Early Childhood Development to provide targeted funding support towards educational and training programs and with the Office of Women’s Policy for Women Creating Harmony projects. By supporting communities through these grants, the Commission is working hard to meet the needs of ethnic communities, promote community cohesion and strengthen communities’ capacities to sustain their organisations, programs and events. through the community grants program, the commission: • supported more than 1,600 community groups and organisations by directly funding community initiatives; • delivered an accessible, high-quality, client-focused service to Victoria’s multicultural communities; and • assisted groups to retain and celebrate their cultural heritage by supporting local festivals and events; and • introduced a new funding category to support interfaith networks and projects and initiatives that promote understanding between faiths. Funding categories The funding categories of the Community Grants Program represent the seven areas of greatest need, as identified by communities during consultations with the Commission. Organisational Support Grants To provide financial assistance for the general costs associated with running community organisations (appendix 2a). Senior Citizens Grants To support multicultural senior citizens clubs to hold regular social and community strengthening activities (appendix 2b). 10 Victorian Multicultural Commission Buildings and Facilities Improvement Grants To assist ethnic community organisations to undertake minor upgrades to buildings that they own (appendix 2c). Educational Program Grants The Commission was pleased to receive the ongoing support of the Department of Education and Early Childhood Development to deliver this program, which supports after hours ethnic schools with the development of classroom teaching materials in languages with few available resources. Multicultural Festivals and Events Grants Support major festivals, conferences and special ethnic community events that encourage the participation of the broader community. Grants are also provided to support activities addressing major issues through a conference or special event (appendix 2e). Strengthening Multicultural Communities Grants Support community organisations to undertake projects that address the unmet needs of Victoria’s CALD communities. Priority was given to projects that: •develop the capacity of new and emerging communities and multicultural networks; •provide assistance to migrant and refugee women and/or young people; •support local heritage projects that acknowledge and document the contribution of migrants and refugees; and •enable organisations to develop partnerships with other community and government agencies that address community needs (appendix 2f). Multifaith/Interfaith Grants Program Supports Multifaith initiatives and Interfaith networks which focus on promoting understanding of and respect for faiths in Victoria. “Through these grants we aim to empower cultural groups to deliver their own programs and events and address the specific needs of their own community.” George Lekakis Emerging Leaders Forum, July 2008 Annual Report 2008-09 11 community grants program “The very fabric of Victoria is made up of a unique and distinctive blend of a number of different cultures, languages and faiths.” George Lekakis Meeting with Consular Core, 18 June 2009 Funding rounds The Community Grants Program included three funding rounds: • Round One Multicultural Festivals and Events, for activities being held between July 2008 and January 2009; • Round Two Multicultural Festivals and Events, for activities being held between January 2009 and July 2009; and •Major funding round including the Organisational Support, the Building and Facilities, the Strengthening Multicultural Communities, Educational, and Multifaith/Interfaith categories. Information Sessions To ensure that all communities have been provided with the opportunity to access the Community Grants Program, information sessions were conducted throughout metropolitan and regional Victoria. The guidelines and application forms were also made available to all organisations registered with the Commission and online, via the Commission’s website. Assessment Process In the reporting period, the Victorian Multicultural Commission received approximately 3,000 applications for funding. The Funding Sub-committee (Commissioners Mougharbel, Drozd, BerededSamuel, Nguyen and Petkovic) met to assess the applications and made recommendations based on the quality of the expected outcomes and relevance to program guidelines. These assessments were conducted in accordance with the Commission’s procedures and standards specifying transparency and equity. The final recommendations were then presented to the Minister Assisting the Premier on Multicultural Affairs, James Merlino, for approval. New Programs and Partnerships During the 2008-09 reporting period, the Commission was pleased to support many new community projects and continued to strengthen existing events throughout Victoria. These projects were 12 Victorian Multicultural Commission as diverse and rich in scope as the communities themselves and included a wide range of activities, including the following: Community Strengthening projects • A Multicultural Arts Victoria program established a youth band, the Angels Voices Band, involving more than 20 young people from the Shepparton Congolese community. • Somlink’s African Youth Leadership Project providing youth leadership training to African young people residing in inner-metro Melbourne public housing estates. • Friends of Farm Vigano’s Nostalgia Vigano project to produce a series of interpretive installations at Farm Vigano which commemorate the memories and experiences of the local Italian migrants. • Fruitful Films Banks of the Tigris documentary film and community education project celebrating the Jewish contribution to Iraqi music and the cultural ties that link Iraqis of all backgrounds. • Refugee & Immigration Legal Centre’s 20th Anniversary Heritage Publication documenting the history of RILC over the past 20 years. • Springvale Neighbourhood House all women’s swimming group program at Dandenong Oasis Leisure Centre in collaboration with the YMCA. • Sunraysia Mallee Ethnic Communities’ Council program providing opportunities for CALD women to overcome isolation, build resilience and gain strength and encouragement through interaction and networking with other women. • The New Hope Foundation (Werribee Refugee Resource Centre) ran a three-day camp for 30 newly arrived young people from refugee backgrounds. • Hararian Community Association’s cultural program brought together Hararians of different ages, and Australian community to train, rehearse and perform cultural dance and music. • A Victorian Deaf Society and Holden Street Neighbourhood House program provided access to ESL classes for deaf migrants. community grants program Festivals and Events • Polish Festival, a celebration of Polish culture. • Italian Festival, devoted to highlighting the cultural, artistic and economic collaboration between Italy and Victoria. • Fiji Indian Senior Citizens Association Tenth Anniversary Celebrations with entertainment including classical Indian dancing and Bollywood dancing. • Buddha’s Day and Multicultural Festival celebrates Buddha’s birthday and Victoria’s multicultural community Festival Indonesia 2008 – the largest Indonesian-Australian investment, trade and tourism forum in Melbourne. • Chilean Latin American September Festival – A three day multicultural event involving more than 50 Chilean and Latin American community organisations in Victoria. • Turkish Tulip Weekend celebrates the Origin of the Tulip, showcasing Turkish culture (food, music, arts, history) and demonstrating the affinity the Turkish community has with other communities and cultures. • Celebrate Diwali, the Festival of Lights at Federation Square, food and music festival followed by fireworks display at Yarra River. • South Sudanese Nuer Youth Conference – A conference on Sudanese youth problems in the south eastern suburbs, addressing crime prevention, education, health, violent behaviour and drug and alcohol abuse. • Pako Festa, Victoria’s premier multicultural street festival showcasing Geelong’s diversity, through food, folk dancing, the famous Pako Parade, workshops, art exhibitions, multicultural craft displays and entertainment. Buddha’s Day and Multicultural Festival The Buddha Day and Multicultural Festival hosted by the Buddha’s Light International Association of Victoria (BLIA VIC) and Fo Guang Shan Melbourne, has become one of the most highly anticipated cultural festivals on the Victorian events calendar. Held at Federation Square during May, the Festival has consistently attracted large crowds, with more than 84,000 people attending during the two-day festival in 2009. The program is specifically designed to introduce Buddhist traditions through a range of artistic and cultural groups, as well as an assortment of vegetarian culinary delights. While the program incorporates aspects of the Buddhist faith through the World Peace Blessing Ceremony, the Festival continues to place a strong emphasis on cooperation, community understanding and harmony amongst all faiths and cultures within our society. Annual Report 2008-09 13 consultation, committees and community engagement responding to the needs of our community The Multicultural Victoria Act 2004 sets out the Commission’s consultative functions and as such the Commission consults with relevant bodies and people to determine the needs of Victoria’s culturally and linguistically diverse communities. In 2008-09 the Commission continued to facilitate grassroots discussion and information flow with multicultural communities, keeping the Government abreast of community concerns. Community input garnered through the Commission’s regular consultative forums and advocated for the needs of Victoria’s communities through involvement in advisory boards and committees. THE COMMISSION CONTINUED TO ENGAGE THE COMMUNITY BY: • delivering on its commitment to hold at least 60 community consultations throughout Victoria to address the needs and concerns of multicultural communities; • meeting with representatives from community organisations individually to address their specific needs and concerns; and • maintaining its ‘Open Door’ policy to community representatives. Consultations The Commission held its annual state-wide community consultations in 11 locations across Victoria in September 2008. The consultations are an opportunity to gauge community perceptions of the Victorian Government’s performance in multicultural affairs and identify areas for future action to improve outcomes for CALD communities. The consultations were attended by over 800 community leaders and service providers, including representatives from peak bodies, ethnic organisations, mainstream services, CALD communities and state, local and federal government. Activities that the Victorian Government has undertaken in multicultural affairs and good practice examples of service delivery were captured in the 2007-08 whole of Victorian Government achievements report. This report was tabled in Parliament on 23 June 2009 and is available to the public on the Commission’s website: www.multicultural.vic.gov.au. 14 Victorian Multicultural Commission Advisory /Consultative Committees The Commission continued to be active on a range of advisory or consultative bodies that proactively addressed issues pertinent to the multicultural affairs portfolio including: • The Police and Community Multicultural Advisory Committee (PACMAC), which the Commission co-chairs; • Ministerial Advisory Council on LOTE, ESL and Multicultural Education (MACLEM); •Standing Committee on Local Government and Cultural Diversity, which the Commission chairs; •Centre for Dialogue Advisory Board; •Multifaith Advisory Group, which the Commission chairs; •Multicultural Arts Policy Advisory Committee; •Parliament of World’s Religions Board; and •VMC Advisory Council, which the Commission chairs. Ministerial Council on Immigration and Multicultural Affairs (MCIMA) & Standing Committee on Immigration and Multicultural Affairs (SCIMA) The Commission continued its involvement in SCIMA and MCIMA. These national crossjurisdictional forums provide an important opportunity to discuss and address issues relating to immigration and multicultural affairs and bring a local and state perspective to deliberations on issues of national importance. At the meetings in 2008-09 Victoria continued to advocate for improvements in the provision of settlement services and chaired the MCIMA Working Party on Settlement Issues. Cultural Diversity Plans Network In 2008-09, the Commission established the Cultural Diversity Plans Network, with representatives from all Victorian Government departments responsible for developing each department’s Cultural Diversity Plan. All Departments are required to develop Cultural Diversity Plans under A Fairer Victoria (2006) to “We listen to the needs of our diverse community and convey that information to the Government with advice on real and practical solutions.” George Lekakis Meeting with Consular Core, 18 June 2009 Annual Report 2008-09 15 consultation, committees and community engagement “The Victorian Government continues to be committed to supporting newly-arrived migrants and refugees to settle into our community.” George Lekakis Refugee Week Celebration, Springvale Community Aid and Advice Bureau, 18 June 2009 address the provision for culturally sensitive service delivery to Victoria’s CALD communities. Through the Network, which meets on a regular basis, the VMC facilitates and supports exchange of ideas and learnings between departments to assist in the preparation and implementation of the plans. The Network also provides an opportunity for information-sharing across departments on broader government activities and key developments in multicultural affairs. The preparation of Cultural Diversity Plans for all Victorian Government departments is a new requirement under the Multicultural Victoria Act. Community engagement The Commission also coordinates ongoing consultative structures, including the VMC Advisory Council, Multifaith Advisory Group and the Multifaith Multicultural Youth Network. VMC Advisory Council The VMC Advisory Council was established in March 2007 to provide advice to the VMC on issues affecting Victoria’s CALD communities. The Council is made up of representatives from a wide crosssection of service providers and peak cultural and faith-based representative organisations, including newly emerging communities and regional and youth organisations. In its second year, the Council provided valuable advice relating to the Commission’s priorities, including input to the multicultural affairs wholeof-Government report. During 2008, the Council was consulted and provided advice on major policy work undertaken by the VMC, including the development of Victoria’s new multicultural policy and settlement issues. Organisations represented on the Advisory Council are listed in Appendix 3. 16 Victorian Multicultural Commission Multifaith Advisory Group The Multifaith Advisory Group (MAG) was established in January 2008 as an outcome of the Premier’s Multifaith Leaders Forum in October 2007 and as part of the Victorian Government’s commitment to ongoing dialogue with Victoria’s faith leaders. The MAG meets quarterly and is made up of approximately 20 senior faith representatives who provide advice to the Government via the Victorian Multicultural Commission on issues of interest and concern to faith communities and opportunities and strategies to promote community harmony in Victoria. The MAG has enabled strong and sustained consultation between the Government and our diverse faith communities on a range of issues. In 2008-09 the MAG: •Presented a joint statement from Victoria’s faith leaders at the National Memorial Service for the Victorian Bushfire Victims on Sunday 22 February; •Promoted and supported the Walk for Harmony through Melbourne CBD on 12 July; •Provided a joint statement on the environment to the Minister for Environment and Climate Change and; •Developed an Interfaith Calendar. Multifaith Multicultural Youth Network The Multifaith Multicultural Youth Network (MMYN) continued its activities for a second term with 15 new young people recruited to join the MMYN. The MMYN now comprises 25 young people representing a diverse range of faiths, cultures, ages, geographical locations and life experience. Alongside their advisory role, MMYN members were involved in a number of initiatives including: •Planning and running a Regional Schools Tour to discuss faith, culture and human rights in Shepparton in March 2009; and •Hosting a panel discussion at the Everyday People, Everyday Rights Conference in March 2009. consultation, committees and community engagement Standing Committee on Local Government and Cultural Diversity The Standing Committee on Local Government and Cultural Diversity was reconstituted in 2009. It now has representatives from 21 Victorian councils and seven organisations from the local government sector. The Standing Committee continues to provide an excellent forum for the exchange of ideas and strategies in the local government sector to facilitate greater responsiveness to culturally, linguistically and religiously diverse communities in Victoria. CASE STUDY Youth participation and leadership programs The VMC also supported the Centre for Multicultural Youth (CMY) to run the Multifaith Multicultural Youth Mentoring for Leadership Program again in 2009. The Program came out of a recommendation from the July 2006 Multifaith Multicultural Youth Forum where a need was identified for greater avenues for young people to participate in leadership and mentoring opportunities in the government, community, faith and corporate sectors. The 2009 Youth Mentoring for Leadership program is a continuation of a pilot program conducted at RMIT University and Victoria University in 2008. In 2009 the program targets young people from an extended age range of 18-28 years and incorporates a greater opportunity for dialogue on particular areas of interest, as well as support for the development of youth-led initiatives. Annual Report 2008-09 17 promoting harmony initiative fostering understanding and appreciation of diversity The Commission is committed to promoting the benefits of our rich cultural, linguistic and religious diversity to all Victorians. The Victorian Government has a strong commitment to ensuring Victoria remains an inclusive multifaith and multicultural society that is respectful of diversity. Through the Promoting Harmony initiative the Commission seeks to promote, enhance and secure harmony and social cohesion in the Victorian community and counter the risk of racial and religious vilification, social isolation and exclusion. It also strengthens and reaffirms Victoria’s reputation as a welcoming and harmonious society for all of us. In the 2006-07 and 2007-08 Victorian State Budgets, the Victorian Government allocated a total of $4.1 million from 2006 to 2010 to strengthen and promote Victoria’s multifaith and multicultural diversity. In the 2009-10 budget the Government committed a further $2 million over two years to build on the success of this initial investment. THE COMMISSION USED ITS COMMUNICATION NETWORKS TO: • Promote mutual respect and understanding of diversity through campaigns and targeted activities. • Inform and connect multicultural communities, including in regard to developments in government relevant to multicultural affairs via publications, online resources and media announcements. • Celebrate Victoria’s cultural, linguistic and religious diversity through a series of and local and major events. Cultural Diversity Week During the reporting period the Commission coordinated the sixth Cultural Diversity Week 15-21 March – a series of activities aimed at raising awareness of Victoria’s cultural, linguistic and religious diversity. The Commission again oversaw a broad community relations and media campaign to reach cultural and faith community groups, primary and 18 Victorian Multicultural Commission secondary school students, their families and school communities, and the wider Victorian community. More than 200 events and activities took place across Victoria including: the inaugural Viva Victoria – a multicultural festival at Federation Square that attracted more than 40,000 people, the Premier’s Gala Dinner, the Black Harmony Gathering, the Cultural Diversity Quest Awards and the Cultural Diversity Cup. Through the Community Grants Program, the Commission supported many more activities delivered by community groups, service providers, schools and councils. All of Us – Community Harmony Campaign In March 2009, the Victorian Multicultural Commission ran the highly successful All of Us community harmony campaign for the second consecutive year. Using images from the All of Us, photographic exhibition initiated by photographer Michel Lawrence, the advertisements illustrated Victoria’s rich diversity though a sequence of still images, words and music using the ‘All of Us’ messaging to emphasise the inclusive nature of Victoria and engender a sense of pride in being Victorian. The All of Us community harmony education campaign included advertisements on television (metro and regional) and outdoor advertising in the greater metropolitan area. Community Accord The Community Accord continued to be signed by community groups and organisations including Parks Victoria, Western Health and the Geelong Netball Association. The principles of the Accord include the following: • Respect all ethnic, cultural, religious and linguistic communities; • Seek opportunities to work together to re-affirm our similarities as human beings and the fundamental principals which unite us as Victorians; • Advocate for the elimination of racial and religious intolerance; and • Reject all forms of racial and religious vilification, violence, harassment and unlawful discrimination. Print and Online Communications The Commission continued to keep stakeholders engaged and informed through a number of highquality publications and online communications. CASE STUDY Viva Victoria More than 40,000 people flocked to Federation Square on Saturday 21 March 2009 to enjoy a vibrant celebration of multiculturalism at the inaugural Viva Victoria festivals. Highlights included two stages of outstanding music from around the world, a vibrant marketplace of quality handmade products, an exceptional selection of authentic traditional foods, children’s activities and exhibitions, entertainers, chefs, traders and artists. People from more than 60 cultural, linguistic and religious backgrounds were invited to participate in this event and apart from the entertainment, other activities included an interactive art display called a Rangoli, which saw an amazing design created from grains, seeds and other natural ingredients on the day, plus a Bodhi Tree that allowed participants to share their wishes of enlightenment. 20 Victorian Multicultural Commission Print • All of Us – Victoria’s Multicultural Policy • Multicultural Victoria magazine (Issues 25, 26, 27 and 28) • Whole of Government Report: Achievements in Multicultural Affairs 2007-08 • Victorian Multicultural Commission Annual Report 2007-08 Online The VMC website (www.multicultural.vic.gov.au) provided regular updates on issues of importance for community groups, as well as advertising community and government events and activities. All VMC publications were also uploaded to the site and made accessible in a form that could be downloaded. Awards and Receptions Functions and events hosted by the Commission provided opportunities for Victorians from diverse backgrounds, representing a range of ethnicities and religions, to come together and acknowledge their differences in a positive way. In acknowledging the achievements and outstanding contributions made by migrants and refugees through the Commission’s awards programs, we encourage greater awareness and respect for our cultural diversity. Victoria’s Multicultural Awards for Excellence The Awards program was established by the Commission in 2002 to recognise and reward the contribution of individuals and organisations in the promotion of Victoria’s multicultural harmony. The ceremony was held at Government House in December 2008 where 188 recipients were presented with awards across nine categories: promoting harmony initiative • Ambassador Award • Award for Meritorious Service in the Community • Business Corporate Award • Local Government Award • Media Award • Police and Community Multicultural Advisory Committee (PACMAC) Awards • Premier’s Award for Community Harmony • Service Delivery to Multicultural Victoria Awards • Victorian Multicultural Education Award The Commission received numerous nominations for the Awards which were assessed by the Victorian Multicultural Awards for Excellence Sub-Committee. The Police and Community Multicultural Awards and the Victorian Multicultural Education Awards were received and assessed by the respective departments. For a full list of Award recipients see Appendix 4. Victorian Refugee Recognition Record (VRRR) Each year, the Commission formally recognises the invaluable contribution that refugees make to the community. In June 2009, a total of 21 recipients were added to the VRRR in a ceremony hosted by the Deputy Premier, Rob Hulls MP. For the third consecutive year, the Victorian Government invited photography students from Northern Melbourne Institute of TAFE to create a photo exhibition featuring portraits of the recipients. For a full list of the recipients see Appendix 5. Premier’s Community Receptions Each year, the Premier’s community receptions provide an opportunity to formally acknowledge the contribution of particular communities to the State of Victoria. Annual Report 2008-09 21 language services and refugee support improving access and equity for all Victorians During the 2008-09 financial year the Commission undertook a variety of projects and programs designed to improve access by Victoria’s CALD communities to services provided by government and other bodies. The Commission has also continued its work to reduce barriers to the participation of Victoria’s multicultural communities in all aspects of life in Victoria. language services One of the major barriers to accessing government services and information is low English language proficiency. Victorian Government policy supports the provision of language services – as the most effective means of overcoming this barrier – to improve access and outcomes for people who do not speak English well or at all. Through the Language Services Strategy, the Commission continues to promote the effective use of interpreters to facilitate access to government services. Since the inception of the Strategy in 2002, over 70 projects have been funded to improve the use of interpreters by government service providers and to help develop and strengthen the quality and supply of interpreters. THE COMMISSION WORKED TO IMPROVE ACCESS AND EQUITY BY: • Encouraging individuals to study to become interpreters in emerging languages by providing 40 scholarships. • Delivering quality programs to improve access to services and support community-led projects for refugees. • Ensuring equal access for CALD communities to participate in boards and committees by refining guidelines. Key achievements include: •Interpreter Scholarship project – In 2008-09, a further 40 scholarships were awarded to encourage individuals to study to become interpreters in emerging languages. Now in its seventh year 152 scholarships have been awarded under the Interpreter Scholarship project, in eleven languages. • Translating and Interpreting External Advisory Group was established in April 2009 to garner industry and sector advice on matters relating to the provision of language services in Victoria. 22 Victorian Multicultural Commission The Group consists of representatives of language service providers, training providers, the National Accreditation Authority for Translators and Interpreters (NAATI), the translating and interpreting professional association and the health, legal and education sectors. •Regional Interpreter Skills Course – In September 2008, the Commission engaged RMIT University to deliver six-week interpreter skills courses in Mildura and Bendigo to increase the pathways for accredited interpreters in regional Victoria. •The Multilingual Technology Project examined the use of information communications technology to bolster current interpreting services and how additional interpreting service options can be provided particularly in rural and regional locations. •The Workforce Development Strategy explored ways to attract and retain interpreters and translators in languages spoken by both long-standing and newly arrived communities. The Strategy examined a range of short to long-term measures to facilitate an adequate supply of appropriately qualified and skilled interpreters to meet the language needs of CALD communities in Victoria. Part of this strategy included the role out of training of VPS staff on how to work effectively with interpreters. Appointments to Boards and Committees Work was undertaken in 2008-09 with the State Services Authority and the Department of Premier and Cabinet to revise the guidelines for the Appointment and Remuneration of Part Time Non-Executive Directors of State Government Boards and Members of Statutory Bodies and Advisory Committees to include a more comprehensive and consistent approach to identifying CALD membership. As a result, the revised guidelines now include three additional questions that will generate more consistent data on CALD representation on government boards and committees. The state-wide program provides vital support to Victoria’s recently arrived refugee and humanitarian entrants. The RBP works to: •Build capacity within refugee communities; •Support communities to develop ideas and initiatives to address their specific needs; and •Promote and enhance access to existing mainstream services. The RBP operated across 12 partnerships within Melbourne and Victoria. Initiatives from this Program have included: •Approximately 200 isolated Iraqi women are independently accessing a range of services through their local council following participation in the RBP; •Provision of critical social support and community infrastructure alongside the employment of refugees in regional areas; •A range of community enterprise initiatives which provide refugees with the opportunity to utilise existing or new skills in a business setting; •Driver education and driving lessons for socially and geographically isolated refugee women and other community members; and •Local leadership training and/ or mentoring support with more established communities delivered to more than 100 refugees. CASE STUDY Refugee Brokerage Program The West Papuan community in inner Melbourne, through the Refugee Brokerage Program (RBP), has made vital links to service providers and important steps in their self-sufficiency as a community. The small community arrived in Australia on Temporary Protection Visas without any prior experience of living in a city. 24 Victorian Multicultural Commission During the year, the community has worked closely with their RBP coordinator to develop a community plan to address areas of need and create links with a wide range of service providers. One of the issues identified was the need for more education around financial literacy. The RBP Coordinator was able to organise financial literacy training for community members including in areas such as mobile phone contracts. Whilst subsequently engaging financial counsellors through the local council to work with the community. Some community members have also participated in leadership courses that have equipped them with the knowledge and skills to establish and operate their own community associations successfully. cultural precincts enhancement fund preserving our heritage for future generations The Cultural Precincts Enhancement Fund (2007-10) was established as an $8 million infrastructure investment by the Victorian Government to revitalise the well established Little Bourke Street Chinese precinct, the Lygon Street Italian precinct and the Lonsdale Street Greek precinct. In response to community feedback and recommendations made by the Fund’s Steering Committee on proposals received to the Fund, the Government earmarked an additional $2 million, bringing the Government’s total investment in the precincts to $10 million. Ideas were put forward by communities, residents and traders to enhance the infrastructure and community space of the three precincts. Extensive community consultations via the consultative forums formed for each of the three precincts was undertaken on the short listed ideas. The allocation of funding available in this program has been announced by the Premier in all three precincts: •A total of $6.8 million will be allocated for streetscapes improvements across the three precincts, including a $2.7 million contribution from the City of Melbourne. •Funding of $3.5 million has been committed for the Lonsdale Street precinct, of which $2 million will go towards the fit-out of the Antipodes Centre for Greek Culture, Heritage and Language; •Funding of $4.1 million has been committed for the Chinatown precinct and funding of $3.9 million has been committed for the Lygon Street precinct; •As part of these packages, funding of $1.2 million will be provided for the upgrade of the Chinese Museum, an additional $1.45 million for an Italian Cultural Heritage Centre at Co.As.It, and $120,000 to RMIT for the creation of public art at the Southern end of Lygon Street. CASE STUDY Chinatown Lighting Pillars On 13 May 2009, the Premier unveiled the first project completed under the Fund at the Tianjin Gardens in Chinatown. The new lighting pillars, installed at the top end of Little Bourke Street, act as a new gateway to Chinatown and mark the 25th anniversary of Melbourne’s sister city relationship with Tianjin. The traditional Chinese archways at the Swanston Street, Russell Street and Exhibition Street entrances to Chinatown will be refurbished through the Fund. Further improvements will also be made to the Tianjin Gardens, including new Chinese plants, improved signage and new Bronze lion sculptures donated by the Tianjin Government. Annual Report 2008-09 25 joint projects and initiatives partnering for better outcomes During the 2008-09 financial year, the Commission worked on a large number of projects and initiatives across a range of different portfolio areas. Partnerships were developed with other organisations including: government departments, local governments, the corporate sector, non-government organisations and community organisations. This partnership approach has allowed for improved outcomes from the initiatives and the provision of greater assistance and support to Victoria’s multicultural communities. CALD audiences in fisheries projects and to enhance an understanding by cultural groups of fisheries activities. CENTRE FOR MULTICULTURAL YOUTH (CMY) The Commission met with Life Saving Victoria to discuss the specific needs of various communities and provided advice on specific strategies to convey water safety messages. The Commission worked with CMY to deliver a Mentoring Program for more than 40 young people (16-25 years) which linked individuals with industry leaders. The program involved weekly two-hour discussion sessions and in-depth sessions with a range of leaders as well as facilitating dialogue between young people of diverse faith backgrounds. CITY OF GREATER DANDENONG (CGD) LIFE SAVING VICTORIA METROPOLITAN FIRE BRIGADE (MFB) In 2008-09 the Commission was pleased to work with the MFB on a number of projects during Cultural Diversity Week. In conjunction with other Victorian government departments, the Commission has worked with the CGD on a project to enhance coordination of resources so as to better respond to the needs young people from a refugee background. NEW HOPE FOUNDATION Department of Premier and Cabinet (DPC) NORTHERN HEALTH Prior to becoming an Administrative Office aligned to DPC, the Commission worked with other government departments, lead by DPC, to coordinate the faith component of ceremony for the National Day of Mourning for the Bushfires which was held in February 2009. The Commission partnered with a number of providers including Northern Health, Barwon Community Health, and Sunshine Court to commence pilots for using video interpreting in health and justice settings. The project will look at the benefits to staff and clients along with an evaluation of any cost benefits. DIVERSITAT & CITY OF GREATER GEELONG The Commission has worked with Diversitat and the local council on the development of a new multicultural centre in Norlane. The centre will create a multifunctional community space and will be an administrative base for Diversitat and more than 30 other ethnic community groups. FISHERIES VICTORIA In May 2009, the Commission partnered with Fisheries Victoria to establish an Advisory Committee to consult on strategies to engage 26 Victorian Multicultural Commission Along with City West Water, the Commission worked with the New Hope Foundation to deliver a soccer tournament called the Cultural Diversity Cup in March 2009. Northern Metropolitan Institute of TAFE (NMIT) The Commission once again partnered with NMIT’s photography department to create an exhibition of the 2009 VRRR recipients. OFFICE OF WOMEN’S POLICY (OWP) – DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT The Commission worked with the Office of Women’s Policy on the CALD Women’s leadership Project. PARLIAMENT OF THE WORLD’S RELIGIONS (PWR) The Commission continued to work closely with the PWR organisers and Sport and Recreation Victoria (Major Projects) to ensure the delivery of an engaging and diverse program for this important December 2009 event. ROYAL WOMEN’S HOSPITAL (RWH) The Commission has provided funding to the RWH to develop a program for utilising bilingual workers for non-medical communication within the hospital. This project proposes to pilot new ways to communicate with patients leading to better outcomes for patients and their families. VICTORIA POLICE The Commission maintained a close partnership with Victoria Police through PACMAC which met monthly to discuss policing issues and CALD communities. In addition, the Commission worked with Victoria Police on a number of projects including an information day for ESL students at Melbourne Zoo, the Multicultural Awards for Excellence and planning for the Walk for Harmony.
