But everyone is waiting for the election and a possible change in council composition for the vote to change. Another attempt to bring up discussion of the hike & bike trail at the March 9 meeting of the Leon Valley City Council, was headed off by a motion by councilmember Paul Biever to table discussion on the matter until the April meeting when work on the trail’s budget is complete. The initial vote was 3-2 with Biever, Abraham Diaz and Richardo Ruiz voting for the delay and Carmen Sanchez and Bennie Martinez against. However, in a procedural ruling, City Attorney Charles E. Zech said the vote had to be a 2/3 margin and the voting ratio didn’t make it. The majority was one vote short. In further discussion Sanchez suggested holding the discussion in April, with a decision in May. Martinez suggested delaying the vote until the second meeting in May. Martinez apparently was anticipating that the council composition would change after the May 9 election and then the usual 3-2 council vote on continuing the hike & bike trail would be different. On the next vote, majority ruled and with the same 3-2 vote, the discussion was postponed until the April meeting. In other action, the council unanimously approved returning to two council meetings a month. That starts in May with council meetings being on the first and third Tuesday of the J. That will have the current council members on the dais. The third Tuesday meeting will be May 19. That will be the first council meeting after the May 9 election. In other action, the council set town hall meetings to help explain the new city charter. A copy of the charter has been mailed out to all 6,000 registered voters. There is also a factsheet explaining the charter that went out in the February city newsletter to 3,000 households. The city council set a town hall session Saturday, March 28, on the charter. This would be during the monthly council coffee session. Suite 205 San Antonio, TX 78238 The Leon Valley City Council gave its first approval to a go ahead on the Silo Pocket Park in the 7500 block of Huebner Road. The Leon Valley Parks Commission has proposed a small park on the property that the city owns and that park would be more for the neighborhood rather than the entire city, as is Raymond Rimkus. The comments the Parks Commission brought to the discussion indicated that people wanted something that was useful, but wouldn’t attract a huge crowd of people. Parks Commission Chair Bert Thomas said the city’s master plan calls for pocket parks in all four areas of the city and they’ll be developed as the city is able to find the land to do it. He also said that by its very nature, you can’t put a lot of things in a pocket park Thomas said they’ve kept the Silo Park, which is not its final name yet, to be simple, small, natural and open for free play. That’s the commission’s intention and that’s what the input of the citizens has said. There has been a lot of input about having the park being dog friendly, with doggie waste bag stations. That of course, means having trash cans in the park. But any place you’d have people, you are going to need trash cans. Another amenity is to have fitness stations along what would be a trail and also benches and maybe picnic tables. The commission also proposed a Phase 2 for the park that would involve a gazebo and playscape. But that is definitely further down the road. Comments from neighbors are to keep the noise down. Mayor Chris Riley suggested that the trail be a dirt trail, much like the Huebner-Onion Natural Area trail is now. A big issue is parking. There is no public parking next to the park and there is none available anywhere nearby. The nearest parking lot belongs to the Church of Jesus Christ of Latter Day Saints. Since their parking lot is right next to the proposed park, it would surely attract parking by people who’d like to use the park. Four Chaplains ceremony conducted by American Legion By James Henry Frazar In the early days of World War II, four men of God made the ultimate sacrifice for four other soldiers. These four chaplains were remembered by American Legion Post 336 in Leon Valley Feb. 17 at Leon Valley Elementary. As the story was recounted in the program, the U.S.A.T. Dorchester was sailing from the United States to an American base in Greenland Feb. 3, 1943. It and two other transports were escorted by three Coast Guard cutters. The Dorchester was a luxury coastal liner converted into a troop transport with 902 men aboard. Only 150 miles from their destination, the German submarine, U-223, spotted the small convoy and took aim at the Dorchester. The U.S. was only three months into the war. The submarine fired torpedoes which struck the Dorchester on the starboard side, amid ship, far below the water line. The shot was devastating and the order was given to abandon ship. Panic and chaos set in. Men were dead and others seriously wounded. Men jumped into lifeboats to the point of capsizing them. Other rafts that were tossed into the ocean drifted away before men could get into them. The CGC Comanche rescued 97 survivors. The CGC Escanaba rescued 132 other crew. The CGC Tampa continued to escort the other two remaining transports. It was during this pandemonium that four Army chaplains remained calm and decided to bring a little light into the darkness. Lt. George L. Fox, a Meth- odist minister; Lt. Alexander D. Goode, a Jewish rabbi; Lt. John P. Washington, Roman Catholic priest; and Lt. Clark V. Poling, a Dutch Reformed minister spread out among the soldiers. They tried to calm the frightened, tend to the wounded, and guide the disoriented to safety. One witness, Private William B. Bednar, found himself floating in oil-smeared water surrounded by dead bodies and debris. “I could hear men crying, pleading, praying.” Bednar said. “I could also hear the chaplains preaching courage. Their voices were the only thing that kept me going.” With most of the men topside on the sinking ship, the chaplains opened a storage locker and began distributing life jackets, but there weren’t enough. Without any more life jackets, the four chaplains removed theirs and gave them to four frightened young men. They didn’t seek out men who were of their own religion, but rather to the next man in line. As the ship went down, survivors in the nearby rafts could see the four chaplains, arms linked and braced against the slanting deck. Their voices could also be heard offering prayers. The Distinguished Service Cross and Purple Heart were awarded posthumously Dec. 19, 1944, to the next of kin by Lt. Gen. Brehon B. Somervell, Commanding General of the Army Service Forces. A posthumous Special Medal of Heroism, never to be given again, was authorized by Congress and awarded by the President Jan. 18, 1961. In February of 1951, the Chapel of the Four Chaplains, an interfaith memorial chapel, was dedicated in Philadelphia. Officers of the Audie L. There was some discussion on the two silos that are next to city property near the site. However, the silos are actually on private property that is due to be developed into an office building. The Return of the Clinton Scandals The grim forced march to a Hillary Clinton coronation just got a little grimmer. The Hillary email scandal -- on top of the revelation of continuing foreign donations to the Clinton Foundation while she was secretary of state -- is a nice reminder for Democrats about what they are signing up for. The Clinton Restoration will require routinely defending the indefensible. It will require recalibrating all legal and ethical standards to suit the personal and financial interests of the Clintons. It will require a willingness to use these phrases with a shameless abandon: “old news,” “everybody does it” and “not technically illegal.” Usually the advantage of having been around national politics forever is that there are no surprises lurking in the background. But what should be the most vetted couple in the world always needs just a little more vetting. The Clintons come from the Frank Underwood school of politics. What unites Bill’s roguish charm and Hillary’s relentless determination is an eye for the main chance, with adherence to the rules optional. Hillary Clinton’s selfserving email arrangement is not the worst example, but it is textbook. Pretty much anyone in government knew that if you used your private account for official business, you had to copy your government account for record-keeping purposes. But Hillary didn’t even have a government account. For this to have been an innocent oversight, we’d have to believe that Hillary -- intimately familiar with the workings of government since at least 1979, when Bill became governor of Arkansas, and with the federal government since at least 1993 -- didn’t know how government email worked. And that she happened to set up her own private email account with a server in her own house, registered under a pseudonym, in a fit of technological absent-mindedness. As The Associated Press notes, homemade servers are inferior to professional facilities that “provide monitoring for viruses or hacking attempts, regulated temperatures, off-site backups, generators in case of power outages, fire-suppression systems and redundant communications lines.” All of these were mere details compared with the one overwhelming advantage of What We Can Do for You! Recently, Clinton turned over to the State Department 55,000 pages of emails, and now she says she wants them released. But it is her flunkies who decided what to give the department. This is transparency Clinton-style. The defense from Clinton world has been that everyone conducts official business on private email, so what’s the big deal? But her predecessor, Condoleezza Rice, and her successor, John Kerry, both managed to use government accounts. The legal debate is now whether she merely violated the spirit of the law or actually broke it, the perpetual question with the Clintons. If Democrats have liked what they’ve seen from Hillary the past couple of weeks, they should relish the prospect of the next two years, when any revelation can instantly put them back in Clinton scandal-defense mode. This is the future they are choosing, apparently without even bothering to consider an alternative with less baggage or higher standards. Rich Lowry is editor of the National Review. Public Secrets “The cover-up often is worse than the crime.” How many times have we heard variations of that quote? Usually, it’s trotted out in the context of a political scandal, one that wouldn’t really be a scandal if the principal had just gotten past an obsession with secrecy so severe that he or she acted suspiciously. In this case, it’s a “she” we’re talking about, Hillary Clinton, who repeatedly gets entangled in her fetish for privacy. It’s impossible when living such a high-profile life, with all the attendant perks, financed by the taxpayers. She is about to embark on that most public endeavor, running for president, trying to get elected to enter the White House bubble. Of course, she’s been in the fishbowl before, as “wife of,” and never could get used to the idea that her life, to a large degree, belonged to everyone. That’s what makes the matter of her conducting business as secretary of state on a camouflaged, private email account such a big story. It’s true, as her enforcers have fanned out to argue, that others have done the same thing -- Secretary of State Colin Powell, for example. And there is no real evidence that her behind-the-cloak communications were hiding anything improper or illegal. But we don’t really know. We can only suspect. She makes it so easy. Her problem is that this clandestine approach is nothing new. As someone who covered all the Clinton scandals, and even nonscandals like Whitewater, I got used to the daily parsing of words to try to avoid simply coming out and dealing with the embarrassment of the moment. The nearly covert way that Hillary conducted the effort to reform health care ultimately had a lot to do with the final plan going down in flames. So now we have a situation where she has told the world that she’s willing to not stand in the way as the State Department publicly releases emails she turned over to the government. What we don’t know is just what she turned over, or more importantly, what she didn’t turn over, Manuel Longoria said that the silos would probably not survive a move to city property. Even if the city got permission to move the silos, it would be very expensive to move them and the move would probably destroy them. As far as buying the property the silos are on, that would be very expensive. Because of liability insurance, the property owner would likely take the silos down. Councilmember Benny Martinez moved to proceed with development of the park but limit that development to the $20,000 that's currently available to the project and leave further development for the next budget year. Moritz will work out a budget, which will include using city workers to do the planning, and give the budget to council to approve. The motion passed unanimously. Married for 52 years, they worked to care for and provide for their six daughters. Beyond the boundaries of home, Mr. Persyn worked for his brother, Gerald Persyn, building custom homes. He also worked for the City of San Antonio as a nurseryman, utilizing his farming background to add beauty to the Sunken Gardens and other surrounding parks. In 1967, he began working for City Public Service as a lineman. He eventually became a Supervisor of System Protection where he designed and implemented safer procedures for testing and installing electrical systems. After a thirty-five year career with CPS, he retired in 2002. He was then employed by Power Engineering Services, Inc. as a Senior Field Services Technician, with his final retirement from PES in 2013. Though he worked the “9to-5” for about forty-five years, he had many “side projects” that occupied his time – adding a second story to the family home, designing and building a new family home in Helotes (with the help of his family and friends), fishing the Gulf Coast, planning the next “Extreme Camping Experience”, and helping out extended family and friends. To those that knew him well, he was “Bigger than Life”. Stephen Whitaker San Antonio got to see a different opponent in the Spurs first game after the Kyrie Irving show made a stop in San Antonio last thursday and laid 57 points on the Alamo City hoops. On Sunday the Spurs welcomed a team living at the opposite end of the NBA standings when the 14-50 Minnesota Timberwolves came to town. The Wolves were without six of their players who were battling injuries. As it was the Wolves had only eight players available. “There’s not much to say,” Minnesota Head Coach Flip Saunders said after the game. “You saw a team that is on the verge of trying to win a championship (against) a team that is still trying to find their identity.” San Antonio had no body injured before the game but that changed during the game as Manu Ginobili and Aron Baynes had injuries befall them in a game that the Spurs won 123-97. “He will be out a good week, I’m sure,” Spurs Head Coach Gregg Popovich said of the Ginobili. “A week to 10 days.” Before he went down Ginobili had scored 11 points. He was part of a balanced Spurs attack. Eight Spurs finished in double-figures. Kawhi Leonard had his run of 20 point games ended at six but he still led the Spurs with 15 points to go along with six rebounds and 5 steals. “Each game I go out there with a focus of getting my game going defensively and letting it all fall into place,” Leonard said Spurs fall to Cleveland Cavaliers in overtime as Kyrie Irving scores 57 points against San Antonio Stephen Whitaker The Spurs have had some wild games in the AT&T Center this season but none come close to the atmosphere or the action of the game between San Antonio and the visiting Cleveland Cavaliers on Thursday night. For 48 minutes the two teams battled with the intensity usually seen in a playoff or NBA finals game. The Spurs had a double-digit lead slip away as the Cavaliers came back to force overtime before winning 128-125. The story of the night might have been the battle between the two teams but one man stole the show and scored more points than anyone had before as an opponent in San Antonio. That player was Cavalier’s guard Kyrie Irving. Despite the missed free throws, Leonard pushed his career-long streak of 20-point games to six with 24 points. That put him in a tie for second among the Spurs with Danny Green. Tony Parker led the Spurs with 31 points. “It was a great game, a lot of great performances,” Tony Parker said. “If that is what it takes to beat us then we are in a great place.” Until the final few minutes of the game the Spurs looked like they would pull out their seventh straight win and fifth straight at home. But the Cavaliers, namely Irving got hot down the stretch. Irving got 27 of his 57 points in the fourth quarter and overtime as the Cavaliers scored three pointers on eight straight possessions stretching from the last 30 seconds of the fourth quarter into overtime. “Kyrie Irving was unstoppable,” Spurs Head Coach Gregg Popovich said. “He did a hell of a job. He really went to a new level tonight.” It was a level that will not be reached by a Spurs opponent for a long time. That’s the word from City Public Service, which supplies electrical service to Helotes. The “Smart Grid Initiative” is first a conversion from analog meters to a digital system. The advantage for the consumer is the meters will tell CPS when the power is out and the advantage to CPS is they will no longer have to send people out to read the meters, either physically or with their drive-by truck system, Raiford Smith of CPS Energy said at the March 12 Helotes City Council meeting. With these new digital system meters, CPS can turn power on and off and consumers can find out their usage online. CPS already has 100,000 smart meters installed in the San Antonio metropolitan area and they expect to be complete by 2018. However, when work begins in Helotes, it should be done in a few months. Now if a consumer doesn’t want a smart meter, they can keep their old meter but they’ll have to pay a $20 monthly charge to have someone come out to read it. As far as CPS employees are concerned, there won’t be a mass layoff, but rather they’ll be repurposed. “There’s plenty of activities for them to move into,” Raiford said. The cost of the new meters is already built into the CPS electrical rate charge, so bills won’t go up because of the new meters. Some people have expressed concern that the new meters are a radiation hazard because they send out a signal. Raiford said you’d have to stand next to a meter for 250 years to get the same amount of radiation as you get from using a cell phone for 15 minutes. to try to get personal information. Or, even more brazen, they set up fake mobile clinics and entice seniors to provide their Medicare information. * Reverse mortgage scam: Seniors can lose all their home equity to scammers or even be conned into aiding the scammers in stealing equity from a flipped property. Beware reverse mortgages, and don’t sign anything without expert advice. Be wary of investment seminars, even those hosted by churches. * Funeral and cemetery scams: Scammers read the obituaries and pounce on the spouse to try to collect money that the deceased didn’t even owe. Or, shady funeral-home operators will try to pad the bill. * Telemarketing: Seniors make twice the average number of purchases over the phone, so we’re a handy target. Don’t buy anything from anyone who calls you. If you want something, make the call yourself. * Charity scams: Especially after a natural disaster, the scammers are looking for money. However, the Fourth Court of Appeals has ruled that only Home Rule cities can issue permits in the ETJ. The second resolution was in opposition to proposed legislation that would lower the maximum a city could raise its tax rate from the current eight percent to four percent. Currently, if the city raises the property tax rate to above eight percent, citizens can petition to have an election to de- cide to reduce that rate. Under the proposed legislation, that rate would be four percent, making it easier for rollback elections to happen, which would make it harder for cities to raise their property tax rate above four percent. The council was unanimous in its opposition to the proposed legislation. Mayor Tom Schoolcraft said this legislation could effect the revenue the city could get in the future. Councilperson Cynthia Massey said the state is trying to take away local control. Councilperson Bert Buys said the state is on a misguided attempt to control property taxes. The new 20,700 square foot training facility will house the Academy, as well as AACOG’s Homeland Security, Regional 9-1-1, and Criminal Justice Planning programs. The facility includes six classrooms, 13 offices, two reception areas, a break room, three police training simulators, restrooms with showers, storage space, a gym-weight room, a closedcircuit camera system, a fully-furnished mock apartment for scenario training, a mock holding cell for tactics training, a mock police dispatch operations center, a “sally port” garage area for outdoor and low-light scenario training, and parking spaces for 65 with the potential for more. The training equipment is state-of-the-art and is valued at $1.2 million. Other office items, facility improvements, and the finish-out of the facility bring the total value of the donation to more than $2.5 million. “We were very honored when GPS contacted us re- garding the donation of this high-tech training equipment. Plus there will be more room for a very cute top. Speaking of fitting perfectly, also remember that when you get the dress altered it’s not to long or too short. You want it where it’s just short enough that you wont trip and can see part of your amazingly cute shoes. You don’t want it too long that you trip or too short that the dress looks like it’s at an awkward length.
