INTRODUCTION
This is a report to the City of Maribyrnong in relation to an application by
Emctwo Pty Ltd to construct nine three-storey dwellings with associated
car parking on a vacant lot at 240-242 Hyde Street, Yarraville.
This report provides a parking and transport assessment of the proposed
development, including:







existing parking conditions within the vicinity of the site
the estimated parking demand of the proposed use
accessibility to sustainable transport
suitability of proposed car parking layout
suitability of refuse and loading arrangements
suitability of bicycle arrangements
traffic generation of the proposed use.
The report is primarily based on the Maribyrnong Planning Scheme,
Australian Bureau of Statistics Census Data, Sustainable Design Assessment
in the Planning Process, Australian Standards, RTA Guide to Traffic
Generating Developments and observations performed in the vicinity of the
subject site.

2.1
EXISTING CONDITIONS
LOCATION AND ENVIRONMENT
The subject site is located on the north-western corner of Hyde Street and
Kent Street, Yarraville. No building structures are currently located on the
subject land; however, this land was previously used as an overflow car
park for a nearby business. Vehicular access to/from the subject site is
provided via two separate single width crossovers directly to/from Kent
Street.
Land uses are predominantly residential, shop, office and industry in the
general vicinity of the subject site.
The subject land is currently zoned as General Residential Zone 1 and does
partly front a Road Zone (refer to the Planning Map in Appendix A).
2.2
ROAD NETWORK
Hyde Street in the vicinity of the subject site is a major road that runs
north-south between Napier Street, Seddon and Francis Street, Yarraville.
North of Napier Street, Hyde Street continues as a local street. South of
Francis Street, Hyde Street continues as a primary arterial road. In the
direct vicinity of the subject site, Hyde Street is undivided with one
traffic, bicycle and parking lane in each direction as shown in Figure 2.1.

Kent Street is a local street that runs east-west between Hyde Street and
Stephen Street in Yarraville. In the vicinity of the subject site Kent Street
is undivided with one traffic lane in each direction with permitted kerbside
parking as shown in Figure 2.2.

2.3
SUSTAINABLE TRANSPORT MODES
2.3.1 PUBLIC TRANSPORT
The subject site has excellent access to the public transport network via
bus and rail service. Bus Route 409 (Yarraville to Highpoint Shopping
Centre) operates along the Hyde Street frontage of the subject site.
Yarraville Railway Station (on the Werribee-Williamstown line) is located
approximately one kilometre north-west of the subject site. Relevant bus
and rail services in the vicinity of the subject site are pictorially identified
in Figure 2.3.

2.3.2 CYCLING AND WALKING
Bicycle lanes are present on both sides of Hyde Street in the direct vicinity
of the subject site.
The subject lanes provide connections to
walking/cycling trails alongside the Maribyrnong River and the Melbourne
CBD.
Footpaths are located along both sides of Hyde Street and Kent Street in
the vicinity of the subject site. Furthermore, the proximity of the site
with respect to many neighbouring businesses provides excellent
opportunity for nearby walk based trips.
2.4
PARKING CONDITIONS
Spot parking occupancy surveys were commissioned by Zav Traffic on
Friday 19 June 2015 at 12:00noon/6:00pm/9:00pm and Saturday 20 June
2015 at 12:00noon/6:00pm. The subject surveys covered public on-street
parking within around 200 metres of the subject site.
On-street public parking within the survey area was generally restricted
during specific time periods to ‘one-hour’, ‘two-hour’, or was unrestricted.
The results of the parking surveys show (refer to Table 2.1 and Table 2.2 of
Appendix B):



194-196 public spaces were available for public use
peak parking demand for the entire survey period occurred at
12:00noon when 97 of 194 spaces were occupied (i.e. 50 percent
occupancy or 97 spare public spaces).
Saturday


217 public spaces were available for public use
peak parking demand for the entire survey period occurred at
12:00noon when 126 of 217 spaces were occupied (i.e. 58 percent
occupancy or 91 spare public spaces).

DEVELOPMENT PROPOSAL
It is proposed to construct six two-bedroom and three three-bedroom
residential dwellings on a vacant lot at 240-242 Hyde Street, Yarraville.
All six two-bedroom dwellings and one three-bedroom will have one car
parking space within separate single width garages. Two three-bedroom
dwellings will feature a dependant car stacker within separate single width
garages (i.e. two spaces each). Visitor car parking is expected to occur onstreet nearby.
Three secure communal resident bicycle spaces are proposed. One threebedroom dwelling (with one car space) will be allocated an at-grade
motorcycle/scooter bay.
Vehicular access to/from all dwellings will be via a modified single width
crossover to Kent Street. The redundant single width crossover will be
reinstated with kerb/channel.
All refuse collection will take place along Kent Street using the standard
municipal collection service.

4.1
PARKING ASSESSMENT
STATUTORY CAR PARKING REQUIREMENTS
Table 1 to Clause 52.06-5 of the Maribyrnong Planning Scheme specifies the
number of car spaces required according to land use. A parking rate for
dwelling is specified within Clause 52.06-5 of the Maribyrnong Planning
Scheme as set out in Table 4.1:

* Clause 52.06-5 confirms if in calculating the number of car parking spaces the result is not a whole number,
the required number of car parking spaces is to be rounded down to the nearest whole number.
Accordingly, six two-bedroom and three three-bedroom dwellings will be
subject to the combined Clause 52.06 statutory parking requirement of a
maximum of 13 car spaces.
Before a requirement for car spaces is reduced or waived under Clause
52.06-6, a car parking demand assessment must satisfy that the reduced
provision is justified and the responsible authority must consider (as
appropriate):








the availability of public transport in the locality of the land
the convenience of pedestrian and cyclist access to the land
the provision of bicycle parking and end of trip facilities for cyclists
in the locality of land
the anticipated car ownership rates of likely or proposed
visitors to or occupants (residents or employees) of the land
any empirical assessment or case study
on-street parking in residential zones in the locality of the land that
is intended to be for residential use
access to or provision of alternative transport modes to and from
the land
any other relevant consideration.

4.1.1 AVAILABILITY OF PUBLIC TRANSPORT
As discussed in Section 2.3.1 of this report, the site has excellent access to
the public transport system.
4.1.2 CONVENIENCE OF CYCLING AND PEDESTRIAN ACCESS
As discussed in Section 2.3.2 of this report, the site has excellent access to
cycling and walking facilities.
4.1.3 PROVISION OF BICYCLE PARKING AND END OF TRIP FACILITIES
As discussed in Section 3, a total of three secure communal bicycle spaces
are proposed. Further to the above, each dwelling will have shower and
change facilities.
4.1.4 ANTICIPATED CAR OWNERSHIP RATES
Guidance for the on-site reduction in the statutory car parking rate has
been sought from the Australian Bureau of Statistics (ABS) using 2011
Census data (zero to three-bedroom dwellings) based on the entire suburb
of Yarraville as set out in Table 4.2.

While the above two-bedroom rate for the suburb of Yarraville reasonably
correlates to the statutory rate (i.e. one space per one/two-bedroom
dwelling as per Clause 52.06-5), the mean rate for three-bedroom
dwellings (i.e. 1.49 vehicles per three-bedroom household) is rather in
between one and two car spaces. If the same method of ‘rounding down’
was applied to the ABS data as per Clause 52.06-5, then the maximum
number of spaces for the proposed use would be four car spaces for all

three three-bedroom dwellings (i.e. two car spaces to one three-bedroom
dwelling and one car space each to the remaining).
It should be highlighted that ABS data does not recognise potential lower
rates of car dependence for dwellings with improved access to sustainable
transport modes (refer to Section 2.3) as the data is averaged for an entire
suburb.
4.1.5 EMPIRICAL ASSESSMENT
Guidance for reducing the on-site parking provision been also sought from
the Sustainable Design Assessment in the Planning Process (SDAPP) dated
May 2012. The above document has been adopted by many municipalities
in Victoria, including City of Kingston, City of Port Phillip, City of
Stonnington, City of Whittlesea, City of Yarra etc. According to the SDAPP,
by reducing the reliance on private car trips, the following changes can
occur:





reduce overall building construction costs
reduce expenditure on petrol and car maintenance
improve air quality and reduce the incidence of respiratory illness,
especially in the young and very old
improve occupant’s health and fitness
reduce greenhouse emissions to support our communities
environmental targets.
The following relevant changes to transport patterns are discussed within
the SDAPP:




reducing on-site car parking
public transport
bicycle facilities
walking.
The above changes are discussed below:
REDUCING ON-SITE CAR PARKING
In areas readily accessible by public transport and bike routes, the SDAPP
highlights that Council will consider reducing the minimum number of car
parking spaces required. It should be highlighted that the subject site has
excellent access to public transport and bike routes (refer to Section 2.3).
PUBLIC TRANSPORT
The SDAPP highlights that developments should encourage the use of public
transport (tram, train, bus, ferries) by providing annual public transport

tickets and informing residents, staff and visitors about nearby public
transport links. The above can be done by providing maps and public
transport information to any new owner or tenant in the form of a quasi
Green Travel Plan (if required).
FUEL EFFICIENT TRANSPORT
In addition to promoting public transport, cycling and walking, the SDAPP
highlights that allocating on-site car parking spaces for smaller sized
vehicles will assist in reducing greenhouse gas emission. It should be
highlighted that the three-bedroom dwelling with one car space will also
be allocated an at-grade motorcycle/scooter space to facilitate an option
for fuel efficient transport.
BICYCLE FACILITIES
The SDAPP mentions that exceeding the minimum bicycle parking provision
requirements will encourage the use of sustainable transport modes and
therefore reduce a developments overall greenhouse gas emission. It is
proposed to provide three communal bicycle spaces in excess of statutory
requirements (refer to Section 4.2 below).
WALKING
The SDAPP mentions that walkability is a measure of how good an area is
for walking. Walkscore is an online tool highlighted within the SDAPP that
can be used to determine a score for a site based on the number of
amenities nearby. Using the online tool, the subject site scored a
Walkscore of 83. The above Walkscore is deemed by the online tool to be
‘Very Walkable’, where most errands can be accomplished on foot.
4.1.6 AVAILABILITY OF PARKING IN THE LOCALITY
As discussed in Section 2.4 of this report, the surveys commissioned by Zav
Traffic show that there were at-least 97 and 91 spare on-street public
spaces during the Friday and Saturday survey respectively within around
200 metres of the subject site.
4.1.7 ALTERNATIVE TRANSPORT MODES
As discussed in Section 3, one at-grade motorcycle/scooter space will be
allocated to the three-bedroom dwelling with one allocated car space.

4.2
BICYCLE ASSESSMENT
Clause 52.34 of the Maribyrnong Planning Scheme specifies the number of
bicycle spaces required according to land use. As the subject dwellings are
not four or more storeys, there is no statutory bicycle requirement.
Notwithstanding the above, a total of three communal resident bicycle
spaces will be provided in excess of statutory requirements. The subject
spaces will be dimensioned in general accordance with the Bicycle Network
Victoria Handbook.
4.3
REFUSE AND LOADING
4.3.1 REFUSE
It is proposed to utilise the standard Council collection service, with bins
collected directly from the Kent Street frontage of the subject site.
4.3.2 LOADING
Clause 52.07 of the Maribyrnong Planning Scheme requires the provision of
a dedicated loading bay for the manufacture, servicing, storage or sale of
goods or materials. Accordingly, a residential use is exempt from any
loading requirements.
4.4
ADEQUACY OF PARKING SUPPLY
Car parking associated with all but one dwelling will be accommodated onsite in accordance with Clause 52.06 of the Maribyrnong Planning Scheme.
One three-bedroom dwelling will be allocated one space on-site in
accordance with 2011 Census data for the suburb of Yarraville (refer to
Section 4.1.4). Statutory visitor parking requirements (one car space as
per Section 4.1) can be accommodated on-street within around 200 metres
of the subject site (at least 91 vacant on-street spaces observed as per
Section 2.4).
It should be highlighted that the subject site is well positioned to reduce
dependence on personal motor vehicle use with nearby access to public
transport (refer to Section 2.3).
The provisions/layout/location of the subject site generally meet the
following empirical SDAPP objectives (refer to Section 4.1.5):

reducing on-site car parking
public transport
fuel efficient transport
bicycle facilities
walking.
Accordingly the proposal is not expected to have any adverse parking
impacts in the surrounding area.
4.5
ACCESS LAYOUT
It should be highlighted that if an accessway serves four or more car spaces
or connects to a road in a Road Zone, the accessway must be designed so
that cars can exit the site in a forward direction as per Clause 52.06-8. The
proposal meets the above requirement.
Clause 52.06-8 requires a corner splay or area at least 50 per cent clear of
visual obstructions extending at least 2 metres along the frontage road
from the edge of an exit lane and 2.5 metres along the exit lane from the
frontage, to provide a clear view of pedestrians on the footpath of the
frontage road. The area clear of visual obstructions may include an
adjacent entry or exit lane where more than one lane is provided, or
adjacent landscaped areas, provided the landscaping in those areas is less
than 900mm in height.
The proposal seeks to meet the above
requirement.
Clause 52.06-8 requires the provision of a passing area at the entrance at
least 5 metres wide and 7 metres long if the accessway serves ten or more
car parking spaces and is either more than 50 metres long or connects to a
road in a Road Zone. Accordingly a passing lane is not required.
4.6
CAR PARKING LAYOUT
All proposed conventional single garaged car spaces will be at least 3.5
wide by 6.0 metre long in accordance with Clause 52.06-8 of the
Maribyrnong Planning Scheme. It is proposed to provide a single width
Nussbaum Quadroparker N4902 mechanical car stacker unit (refer to the
stacker specifications in Appendix C) to each three-bedroom dwelling
garage with a minimum platform width of 2.6 metres (i.e. 2.9 metre
installation width) and length of 5.4 metres. The mechanical car stacker
will operate as dependant (i.e. the additional height for the upper floor
vehicle is not required) with a height exceeding 2.1 metres at ground level
and 1.8 metres for the vehicle located within the pit in general accordance
with Clause 52.06-8 of the Maribyrnong Planning Scheme and AS/NZS

2890.1:2004. A varied accessway width is proposed; however, the main
internal accessway (i.e. that serves direct access to car spaces) does not
generally fall below 6.4 metres width where critical for vehicular access
(as further discussed below) generally well in excess of statutory
requirements.
It should be highlighted that before deciding that a plan prepared under
Clause 52.06-7 is satisfactory, the responsible authority must consider (as
per Decision Guidelines of Clause 52.06-9), as appropriate:



the type and size of vehicle likely to use the parking area
whether the layout of car parking spaces and access lanes is
consistent with the specific standards or an appropriate variation
whether the layout of car spaces and accessways are consistent with
Australian Standards AS2890.1-2004 (off street) and AS2890.6-2009
(disabled).
Accordingly, taking into consideration the above mentioned Design
Guidelines to Clause 52.06-9, the following should be highlighted from
AS/NZS 2890.1:2004:



Swept path simulation based on the B85 vehicle for parking spaces
and parking aisles (Section B2.3 of AS/NZS 2890.1:2004)
Three-point turn entry and exit into 90 degree spaces for
residential, domestic and employee parking (Table 1.1 to AS/NZS
2890.1:2004)
Forward or reverse entry for 90 degree spaces (note: only 30, 45 or
60 angle degree parking are restricted to forward entry only as per
Section 2.3.2 of AS/NZS 2890.1:2004).
An Autotrack swept path analysis based on a B85 vehicle with 300mm
clearance confirms access to all critical on-site spaces in accordance with
AS/NZS 2890.1:2004 requirements (refer to Appendix D).
It should be highlighted that the 300mm vehicle clearance can be shown
with the garden bed as long as the kerbs are less than 150mm high and
there is not an obstruction such as a wall/barrier.
The above is
confirmed/repeated in Section 2.5.2 of AS/NZS 2890.1:2004, Figure 2.8 to
AS/NZS 2890.1:2004 and Figure 5.4 to AS/NZS 2890.1:2004. While planting
is not specifically mentioned in AS/NZS 2890.1:2004 as an obstruction to
clearance (unless located within the driver/passenger door opening
region), it is considered that all planting and kerbs should be restricted to
150mm height where required for swept path clearances. The above could
be reinforced by way of notation on the landscape plans for endorsement.

The proposed motorcycle/scooter space will be 1.2 metres wide by 2.5
metres wide in accordance with Section 2.4.7 of AS/NZS 2890.1:2004.

TRAFFIC ASSESSMENT
The RTA Guide to Traffic Generating Development October 2002 provides
guidance on peak traffic generation activity according to land use. A
residential use is specified within the Table to Section 3 of the RTA Guide
to Traffic Generating Development as set out in Table 5.1:

** The RTA Guide to Traffic Generating Developments (RTA, 2002) specifies 4-5 daily trips for up to twobedroom and 5.0-6.5 daily trips for townhouses with three bedrooms plus; however, for the purpose of this
assessment the higher rate has been applied.
Accordingly, the proposed residential development would be expected to
generate of a maximum of 50 daily vehicle trips with a maximum of five
vehicle trips during commuter peak periods (i.e. one vehicular trip every
12-minutes if spread out during that peak hour).
The above numbers are considered well within the capacity of the
surrounding road network. Notwithstanding the above, given the sites
proximity to sustainable transport modes it is considered that the above
traffic generation numbers could be slightly conservative.
Overall, the proposed development is not expected to have any impact on
the surrounding road network.

CONCLUSION
Based on the analysis and discussions presented within this report, the
following conclusions are made for the proposed residential development
at 240-242 Hyde Street, Yarraville:











the proposed on-site vehicle spaces and associated access
requirements are considered appropriate
the subject site is very well positioned to meet empirical SDAPP
reduced car dependence objectives with nearby/immediate access
to public transport, fuel efficient transport/cycling, and walking
distance to important nearby amenities/uses
resident parking demands for one three-bedroom dwelling can be
accommodated on-site in general accordance with 2011 Census data
for the suburb of Yarraville
resident parking demands for remaining two and three-bedroom
dwellings can be accommodated on-site in accordance with
statutory requirements
while there is no bicycle parking requirement, three communal
resident bicycle spaces will be provided to encourage reduced car
dependence
one at-grade motorcycle/scooter space will be allocated to the
three-bedroom dwelling one car space in order to encourage use of
fuel efficient transport
visitor car parking can be accommodated on-street nearby
the subject site is well positioned to reduce dependence on personal
motor vehicle use with nearby access to public transport
proposed refuse arrangements will occur along the Kent Street
frontage using the standard Council collection service
there is no statutory loading/unloading requirements
additional traffic generation is considered well within the capacity
of the surround road network.
Overall the proposed residential development is not expected to have any
adverse parking or traffic impacts in the area.
