TECHNICAL RULES
1.1
All games will follow rules enforced and set by International Football
Association Boardand published by FIFA.
1.2
All reserved players can participate in the match.
1.3
Match will not start if the Team consists of less than three (3) players or
match will be stopped if one of the Team has less than three (3) players on the court.
In this case, JFKR ( and if necessary, FAM Discipline Committee) will determine the
outcome.

GAME DURATION
2.1
Game duration for state level is 7 minutes for first half-time and 7 minutes
for second half-time with 2 times of Time Out with 1 minute each for each half-time.
Break during half-time must not exceed 5 minutes, unless with Referee consent.
2.2
Games duration for final round is 7 minutes for first half-time and 7 minutes
for second half-time with 2 Time Stop of 1 minute each for each half-time. Break
during half-time must not exceed 5 minutes, unless with Referee consent.
2.3
Game duration for knockout system for round 16 and quarter-final is 10
minutes for for first half-time and 10 minutes for second half-time with 2 Time Stop
of 1 minute each for each half-time. Break during half-time must not exceed 5
minutes, unless with Referee consent.

2.4
Game duration for knockout system for semi-final and 3rd and 4th placement
is 15 minutes for for first half-time and 15 minutes for second half-time with 2 Time
Out of 1 minute each for each half-time. Break during half-time must not exceed 7
minutes, unless with Referee consent.
2.5
Game duration for final round is 15 minutes for for first half-time and 15
minutes for second half-time with 2 Time Out of 1 minute each for each half-time.
Break during half-time must not exceed 7 minutes, unless with Referee consent.
2.6
Each team can request for one (1) time out, consist of one (1) minute. Team
officers that are authorized can request for a third referee or Timekeeper, if there is
no third referee, for each of half time with duration of one (1) minute using the
prepared document. Timekeeper grant the time when the team requesting has the
ball and the ball is outside of the Game, using different whistle or acoustic signal
from person used by the Referee.
2.7
Game duration is 7 minutes minimum and 15 minutes maximum for first half-
time and 7 minutes minimum ,15 minutes maximum for second half-time with 2
Time Out for 1 minute each for each half-time. Break during half-time must not
exceed 5 minutes, unless with Referee consent. Game duration differs according to
match format.
2.8
There is no extra time for this Match.

PARTICIPATION
3.1
All team that participate in the Match has to submit their registration form to
Match Committee on or before the dateline.
3.2
JFKR 2015 will confirm Team participation or set any teams after the dateline
based on technical reasons.
3.3
Minimum age for a participant is 15 years old and maximum age allowed in
50 years old.
3.4
Each team is allowed to register minimum of 8 players and maximum of 10
players. Team is also allowed to register a manager that is not playing.
3.5
A player is only allowed to play for one (1) team and if any player is caught
playing for other team in the state qualifying round or final round, the player
and his/her original team and new team will be forfeited from the match and
registration fees will not be refunded.
3.6
Player that has registered playing for IPT League or National Futsal League for
2013-2015 is not allowed to play in Futsal Rakyat 2015.
3.7
Team that has a player as mentioned in clause 3.5 and 3.6 will be forfeited
and registration fees will not be refunded.

4
GAME FORMAT
4.1
State Qualifying Round
4.1.1 JFKR will inform all teams to join the qualifying round by stating the date,
time and venue with partipation rules.
4.1.2 JFKR will impose a registration fees with maximum of RM300.00 for each
team with the objective of organizing the match at this qualifying round.
4.1.3 This qualifying round is to select champion and runner-up according to states
that will play in the final round or determined by the JFKR.
4.1.4
JFKR is authorized to determine the Game Format and teams that qualify
from this qualifying round.
4.2
League Round
Game Format is set by JFKR and it will be informed to teams before the Pertandingan
Rakyat 2015 starts.
4.2.1
If any teams of selected teams do not participate or withdraw, JFKR is
authorized to set new team according to the final registration date for the team.
4.2.2 A inter-game will be organized in one (1) round league or as set by JFKR.

GAME POINT
Winning team will get 3 points, 1 point for draw and no points for losing team.
6
WINNER SELECTION
6.1
In league or team games, top ranking or winning team will be determined
based on hierarchical method as below:
6.1.1 Team that has the highest points after all games in team level has ended, is
considered as the top team or winner, if points are similar:
6.1.2 Team that has largest goal differences is considered as the top team or
winner, if points are similar:
6.1.3 Team that has the most goals is considered as the top team or winner, if
points are similar:
6.1.4
Has to refer to result of the team level and result of the winning team
according to hierarchical method as below:

Team that has largest goal differences is considered as the winner, if points

6.1.7
Team that has the most goals is considered as the winner, if points are
similar:
6.1.8 Fair play point’s calculation will be considered on the teams involved, if
similar:
6.1.9 All decision decided by JFKR is final.
6.1.10 In determining the winning team for Clause 6.1.2 and 6.1.3 that involve total
of team that is not equal in the group, the following method will be applied:
i.
Total of points, goal differences, number of shoots will be divided with total
of games in the group or,
ii.
If no conclusion can be made, Director of the Game or JFKR will decide on
the final decision.
6.2
In knockout game, a winning team will be decided according to the
hierarchical method below:
6.2.1 Team that win in the full time game, or if draw;
6.2.2
Team that win the shoot from penalty according to FIFA rules.

PLAYER SUBSTITUTION
No limit on player substitution and substituted player can return to court to
substitute other player.
8
VOTING AND GAME SCHEDULE
8.1
If any game need team votes into the groups or Team voting to go to second
round, quarter-final or semi-final, it need to follow JFKR decision and it is final.
8.2
JFKR will check Game Schedule prepared by Organizer and after validated, it
must be distributed to all Teams that participate before start of the game.
8.3
Team must follow Game Schedule as best as possible.
9
START OF GAME
9.1
Start of a game is as stated in the official tournament schedule and can only
be changed with the approval of JFKR or Tournament Director.
9.2
If any game start at the sound of Azan, the game has to start after the Azan
finish. If any game is ongoing during the Azan, it need to stop and can only continue
after the Azan ends.
9.3
If Tournament Director set the game time different from the Official
Tournament Schedule; Team, Officer and Players must follow the time set.

NUMBER OF PLAYERS
10.1
At the start of any game, each Team must have five (5) players including a
goalkeeper. If any team has less than three (3) players on the court when Referee
instructed the game to start at the scheduled time, Team that has three (3) players
in the court will win automatically and shoot of 3-0 and team that has less than (3)
players will be subjected to further action from JFKR.
10.2
If both Teams has arrived at the court by could not send three (3) Players
when Referee instructed the game to start at the scheduled time, JFKR or
Tournament Director will make the final decision. Teams can be subjected for further
action.
10.3
If game is stopped, because any of the Teams has less than three (3) players,
JFKR or Tournament Director will decide on the outcome of the game. Teams can be
subjected for further action.

COURT
11.1
Only inspected and approved courts by JFKR can be used.
11.2
Court must be free of obstruction, having at least four (4) meter from side
and two (2) meter from goal line.

GAME BALL
Game ball used must be prepared by FAM or Organizer and follow Undang-Undang 2
Permainan Futsal as published by FAM and FIFA.
13
PLAYERS AND MANAGER IDENTIFICATION
13.1
All players and manager must have identification that is produced and
approved by JFKR according to the rules set by JFKR.
13.2
Licences of players and manager is valid until the end of the Tournament
unless revoked or renewed by JFKR.
13.3
Loss or damaged identification must be reported to Secretariat, and
production of new licences will be charged RM30.00 each.
13.4
Identification must be worn throughout the tournament and must be shown
to Tournament Officer before or anytime required for checking and validation. If
Officer or Player fail to produce license during checks by Tournament Officer, the
Players or Officer will be considered as not registered.
13.5
Unlicensed officer or not registered in the correct form set by JFKR before the
start of any game, is not allowed to be at the reserve bench, technical area, Team
changing room and could not participate in any Team activities in all Futsal Rakyat
2015 games.
13.6
Player(s) that are not registered or unqualified could not play in all games of
Futsal Rakyat 2015. JFKR can take suitable action(s) against Team, Officer and Player
if any teams send unqualified plater according to Peraturan, Perkara 3, Perenggan

14
PLAYERS IN THE BENCH BOX
14.1
Only ten (10) players that are registered and one (1) manager are allowed in
the bench area unless stated otherwise by JKFR or Director of Game.
14.2
Both players and manager who sit in the bench area should always wear
identification bracelets FR 2015.
14.3
Only a manager/captain who can give tactical instructions to the players and
officials, after the directive must be returned to the bench
14.4
Colour of players and manager of the bench must be different from colour of
clothing the players and game officials who is in court.
14.5
Behaviour of players and manager on the bench should always courteous and
responsible manner,
14.6
Players and manager on the bench are not allowed to the following :
14.6.1 Enters the playing court without referees’s permission.
14.6.2 Provoked either by deed or word, the word that are offensive or obscene
gesture to the official teams, players, tournament officer, officers and other team
players or to anyone who is in playing field.
14.6.3 Denied or constanly denied the referee’s decision whether by word, acts or
intentions can cause audience anxiety.

14.6.4 Smoking in bench and technical ares as well as area that are prohibited by
the owner of futsal center and game area.
14.6.5 Damage bench or futsal center equipment or do things that can damage the
area.
14.6.6 Throwing any objects onto or into the playing area or in the technical area.
14.6.7 Ensure players are playing and also the player who was on the bench or Team
Officials do not drink the water in the courts. If this situation occurs, the Team will be
fined RM100.00 each time errors
14.6.8 Ensure all players and officials during rest must remain outside the court. If
there are players or officials who were in court or sitting in court, teams will be fined
RM200.00 each time errors.
14.6.9 Only mineral drink /sugar-less drink /non carbonated drink are allowed to be
drink in the bench and technical area.
15 MATCH SUSPENSION
15.1
If the match is stopped by the referee before the game ends or during extra
time as any force fouls or any incident such as, but not limited to, the field is not fit
for play, lamp failure, etc. The following procedure must be followed:

15.1.1 Match will automatically be stopped for a period of five (5) minutes to allow
conditions to improve enough to restart the match, unless the referee decides that
the match can be resumed before this.
15.1.2 At the discretion of the referee, the maximum delay of thirty minutes of the
match can be allowed if in his opinion this period terminated will enable additional
competition will resume. if not, at the end of the second period of both durations
the referee shall declare the match was suspended.
15.1.3 In the case of an abandoned match, tournament director or in his absence
the Assistant Tournament Director in place (if any) and general coordinator shall
report the matter to JKFR and JKFR will decide within two hours after the referee's
decision to postpone the match together No matches were led in a short time if
omitted valid or whether replay was held, with sporting and organizational
considerations taken into account.
16
GAME(s) CANCELLATION
16.1
If the match does not start on time because of unexpected circumstances or
any other occurrence such as, but not limited to, the courts are not suitable for play,
weather conditions, failure of floodlights, and others, the following procedure shall
be followed:
i.
Match shall first be suspended for at least fifteen (15) minutes, unless the
Referee makes a decision that allows the match started early, before the decision to
reschedule the match was drawn.

ii.
The discretion of the Referee, the additional time delay maximum of fifteen
(15) minutes will be allowed if in its opinion the additional period will enable the
postponement
of
the
match
started.
If
not,
at
the
end
within fifteen (15) minutes of this second referee must declare this match has been
canceled.
iii.
In cases involving the cancellation of matches, JKFR will make a decision
within one (1) hours of the decision to cancel the match referee whether the match
can be rescheduled, taking into consideration and sportsmanship, or whether any
other action and decision necessary to continue the game. Any disciplinary sanctions
resulting from the canceled match shall remain in force.
16.2
No appeal shall lie from decisions made.
17
PLAYERS AND MANAGERS WARNED OR ORDERED OUT OF COURTS AND
STORAGE BENCH (TECHNICAL AREA).
17.1
The player who receives two (2) yellow cards in the league stage will be
suspended automatically next game where player accepts a second yellow card. If
the player accepts a second yellow card in the last match of the league rankings,
player will be suspended for the next match in the Cup level if the team qualifies. If
the team is not feasible, the suspension will end for the season concerned.
17.2
One (1) received a yellow card in qualifying country in the Competition will
not be brought to the Grand Finals.
17.3
One (1) received a yellow card in the final stages of the Grand Final League
Group will not be brought to the knockout stages of the competition.

17.4
A player or official who has been in the direction out of the technical area
during the Competition will automatically be suspended from the game following the
match in which he was in the direction of the exit. If a player or official who has been
sent off in the last match of the team in this match, the suspension will be brought
to the finals Futsal People 2015 if feasibility has been achieved, or as otherwise
specified in the FAM Disciplinary Code.
17.5
Any player or official who was sent off during the match shall remain
suspended from playing again until the case is decided by the FAM Disciplinary
Committee.
17.6
A player / manager suspended is not allowed to be on the bench and
technical area.
17.7
Each team shall be the responsibility of monitoring warning or suspension
cards are received by players or officials and to ensure that all eligible staff and
players registered to play or sit in the technical area
