Central celebrated another
Mardi Gras season at the 7th
Annual Krewe de Centrale Mardi
Gras Ball. Hosted by the Central
Chamber of Commerce, the event
was held at K.A.T.Z. on Joor
Road. Live music was provided
by the Allison Collins Band. This
year’s King and Queen were Tim
Lazaroe and Reda Cockerham,
both of whom have been very
involved in the Chamber and the
Central community for many
years. Thank you to everyone
who attended and who helped to
make this event a success. We
hope to see you next year!

Attorney General Advises City of Central

In Central’s short history
Louisiana’s Attorney General has
only issued two opinions on the
governmental affairs of the city.
The first was in 2009 regarding a
zoning issue and now the second
was issued last week. In December,
in an effort to resolve a six month
long Council debate about budget
amendments, Mayor Watts made
the request of the AG’s office.
In June of 2012 the City Council
voted to limit funding of one line
item and provide only enough
funding for two months so that
this budget item could be further
studied. Because there are state
laws regulating the funding of
budget items, and while the issue
was still being debated by the
Council, the Mayor requested
clarification from the Attorney
General. The Council voted in
early January to restore the funding
for the fiscal year to the levels
negotiated in last May’s budget
workshop.
The Attorney General, in the
January 24th opinion, advised the
City of Central that Louisiana law
requires that all items in the budget
be funded for the entire fiscal year.
AG Opinion 12-0244 states, “Thus,
it is the opinion of this office that the
governing authority may not amend
a line item in the chief executive or
administrative officer’s proposed
budget to intentionally provide less
than a full fiscal year of funding
for a line item in the budget.” The
entire opinion can be seen at www.

When asked about the decision
Mayor Watts stated, “This is
a positive step forward, using
resources like the AG’s office to
work together and find ways to
operate our city government more
efficiently.” The Mayor will begin
work on the proposed 2013/2014
budget in just a few months, with
final approval of the budget by the
City Council due by early June.
5K Rebel Run & Central 5K Coming Up
There are two fun 5K events coming soon to
Central. Both are family-friendly events benefitting
local schools. The 3rd Annual 5K Rebel Run is
this Saturday, February 9th beginning at Central
Private School at 8AM. Runners and walkers
of all ages are invited to participate in this 5K to
raise money for Central Private School education
projects. Registration is $25 per person. Forms
are available at the Central Private front office, or
you may arrive early to register on race day. Turn
to page 9 for the 5K map.
On Saturday, February 23rd, Ochsner Health
System is partnering with Central High Track
and Cross Country to host the inaugural OchsnerCentral Community 5K. Registration is $25 in
advance or $30 on race day. Proceeds will benefit
CHS Track and Cross Country, as well as BRECCentral Parks trail improvements. You can register
online at www.CentralCommunity5K.com or
in person on race day. Registration includes a
free shirt, but there is a limited number of shirts
available, so register soon. Race day registration
will begin at the new Central Middle School at
7:30 AM, and the 5K begins at 8:30. We hope
to see a good turnout at both of these events to
support our local schools’ efforts.

Measure Twice, Cut Once
In the late 60’s my Uncle Wesley Forman
taught me woodworking in his shop on Dyer
Road in the far north reaches of what is now
Central. One of his most memorable pieces of
advice was “Measure Twice, Cut Once”. He
pointed out to me that putting that board back
in one piece if I cut in the wrong place was
about impossible. He admitted that it might
take a little longer to measure twice, but asked
me this: “If you don’t have time to do it right,
how the heck will you have time to do it over?”
Louisiana’s Attorney General last week
advised the Central City Council that budget
amendments must still provide funding for the
entire fiscal year. To the credit of our Council,
by the time this opinion was issued they had
already agreed to a solution and restored the
budget item under discussion. So what does
that have to do with cutting a board? Simple.
When it becomes obvious that an issue is going
to result in an unpleasant showdown, and there
is no immediate need to take action, perhaps
we could step back and consider whether
this is really the best way, or the only way, to
make that cut. Let’s ask the question “Is there
a better solution that might be acceptable to
everyone?”
So how do we “Measure”? First, consider
that my way may not be the only way. I would
submit that everyone in Central is in favor of
any effort the Mayor or the Council might
make to save tax dollars. Take your good idea,
put it on the table and let everyone contribute
to improving on it. When you are finished this
“measuring” of your idea, it is likely that your
idea will have been improved and that you will
have everyone’s support.
Second, use research to measure the issue. In
the case at hand, our Attorney General would
have been an excellent tool, and his opinion
certainly will help Central going forward. Our
ordinances, state law and other previous AG
Opinons are all excellent ways to measure our
proposed actions. Do the research.
Third, compromise is a powerful tool. Look
at where you believe we need to be and where
others believe we need to be, and measure the
difference. If the gap you measure is not too
great, consider a slight compromise that may
meet the expectations of the people on both
sides of the discussion.
It is not possible that Central has seen the last
of potentially difficult legislative decisions.
However, if we listen to other ideas, do some
research, and leave room for compromise, we
may more often do it right the first time and
not have to find time to do it over.

The Chamber of Commerce February meeting is this
Wednesday, 2/13 at noon at Kristenwood. Guest speakers
will be Candidates Barry Ivey and Scott Wilson, both of
whom are running for the State Representative District
65 seat. Also scheduled to attend are State Senator Dale
Erdey, State Rep Valarie Hodges, and State Senator Bodi

Encouragement for a Healthy 2013!
Unfortunately, the end of January
& beginning of February marks the
time when New Year’s Resolutions
are typically pushed to the back of our
minds or forgotten altogether. There
are a million reasons and excuses we
give ourselves, but it all boils down to
the same end feeling – guilt.
It is such an unhealthy cycle we
put ourselves on! First, we make
these HUGE goals to change our lives
forever. Then 30 days later we say
they’re too hard and stop making any
effort to achieve those goals. We’re
ashamed that we didn’t succeed and
end up feeling bad about our bodies
(and ourselves) for the next 11
months. Then, for some inexcusable
reason, we restart the process only to
feel let down and ashamed again the
next year. Does that make any sense to
you?! Because it doesn’t at all to me!
By setting these big, hard-to-reach
goals, we’re setting ourselves up for
failure! For instance, if you want to
lose 100 pounds and you only lose
4 pounds in the month of January, it
can be hard to find the motivation to
continue, but, if your goal is to lose
the first 10 pounds and see how you
feel, by losing those 4 pounds, you’re
almost halfway to your goal!
Below are a few small changes
that may be reasonable to incorporate
into your life. If you would like, try
to come up with some by yourself.
Pick only 1 challenge at first and don’t
overload yourself.
Remember that it is small
achievements that will add up to
noticeable differences!
• Give up all sugary drinks for 1
week. This includes soft-drinks
and punches like Kool-Aid. Try
Unsweetened Tea or Lemon Water
instead and see if this could be a
permanent change.
• Move for at least 10 minutes
each weekday. Moms & Dads
out there, this is great for your
kids too! Turn on the radio and
dance, walk around the block
after your children get home for
school or have contests with them
on who can jump the farthest.
Remember that being physically
active is about having FUN! I
also bet your kids will bug you
to continue playing with them –
hello, motivation & incentive!
• Get out a calendar and write
down every “special” event for
the month of February & what
treat you would like to indulge in
on that day. If a co-worker brings
cupcakes to work and it isn’t
written down, skip it. If this helps
you to eat healthier, consider
doing this for each month.
• Buy a pack of Fudgsicle Pops
instead of Ice-Cream this week.
Each pop is already portioned and
only 40 kcal to squash a chocolate
craving.
• If you are rushed for time in
the during the week or dislike
cooking, use Sunday evening to
bake a big batch of chicken breasts
and stock up on different Steamin-the-bag Vegetables. For your
busy nights, reheat chicken and
pop the veggies in the microwave
for a dinner that will be ready in
10 minutes rather than going out
to eat.
Being healthy doesn’t have to be
hard, but it can be challenging, so
in this first week of February, I’m
here to challenge you to make a few
small changes that will leave you
feeling accomplished, proud of your
achievements and proud of yourself.
Healthy eating for life is about
moderation. It is important to enjoy
the foods you eat and make sure that
your body is getting all the nutrients
it needs & deserves! You can always

Local Fire Departments Join Forces

Residents are familiar with Central
Fire Department apparatus responding
to and operating at emergencies in
the Central community. In the future;
however, Central residents will be
observing fire apparatus from the
District Six Fire Department and the
East Side Fire Department operating
at structure fires or covering vacant
Central fire stations during working
fires. This change in operation
is in response to an automatic
aid agreement that the three fire
departments will be implementing
in February to increase personnel at
structure fires. Under this agreement
Central, District Six and East Side
fire departments will automatically
respond within the three fire districts
according to pre-arranged dispatch
protocols.
The objective is to
have the four closest fire stations
respond to structure fires on the first
alarm regardless of jurisdictional
boundaries. There are areas in the
Central Fire District where a District
Six fire station or East Side fire
station may be closer to a structure
fire than some of the five Central fire
stations. Like wise, a Central fire
station may be closer to some areas
in District Six or East Side requiring
Central to respond into those districts
for structure fires.
In the past when a structure fire
occurred in Central, only one Central
fire station was left staffed to respond
to other emergencies. With the new
agreement, at least two Central fire
stations will be staffed during working
fire events providing greater response
capabilities for other emergencies that
may arise. The two staffed stations in
Central are also available to respond
to the working fire if the incident
commander request a second alarm
be dispatched because additional
personnel are needed at the fire.
During 2012 key personnel from
the three fire departments met
continuously to design the response
districts, write common structure
fire standard operating guidelines
and to develop a common training
curriculum. The final phase of the
agreement, which involves placing all
of the dispatch information into the
EBR Parish fire dispatch computer
system, should be completed by the
middle of February.
Central Fire Department Deputy
Chief Charles Mondrick stated
structure fires are labor intensive
events. Lack of volunteers and
budget constraints to hire additional
personnel have restricted the number
of firefighters responding to fires in
all three departments. Adopting this
automatic aid agreement allows each
department to share personnel and
apparatus at critical times, which has
a direct and positive impact on public
safety and the safety of our personnel.
In addition to this automatic aid
agreement, many of the fire districts
in East Baton Rouge Parish developed
a rapid intervention automatic aid
agreement in 2011. This agreement
provides for a neighboring fire
department to provide a Rapid
Intervention Crew (RIC) to a
department experiencing a structure
fire. The RICs only responsibility at
a structure fire is to be on scene and
immediately available to the incident
commander should firefighters
battling the fire become lost or
trapped within a structure. In such
an event, the RIC would be deployed
to rescue firefighters in distress.
Mondrick stated the latest automatic
aid agreement with District Six
and East Side will incorporate the
established RIC agreement. We
continuously strive to provide the
best service to our community and
at the same time keeping the safety
of our personnel a priority. These
two automatic aid agreements are
a great example of those goals and
objectives Mondrick said.

Mermaid JR. for Tony®-nominated scenic and costume designer Tobin Ost (Newsies,
Bonnie and Clyde) and Cindy Ripley, educational consultant for iTheatrics, MTI Show
Support advisor and member of the 2005 USA Today All Star Teaching team. Said
Ripley about the group’s performance, “Central Community Theatre’s performance
exhibited the group’s magnificent sense of storytelling. They embraced this marvelous
story through their voices, acting and choreography.”
Central Community Theatre students Thomas Jackson and Ashley Gouedy were named
to the Broadway JR. All-Stars, made up of two outstanding students from each group at
the festival. Congratulations to all of the CCT students for such a wonderful showing!

From the Headmaster...
An Interim Principalship
by Dr. Jim Surratt, Interim
A major function of an interim
administrator is to assess the educational climate for a new administrator coming aboard. In the short time
I have been at Central Private serving as the interim, I have met many
wonderful students and parents and I
appreciate working with a very competent staff.
Over forty years ago, while answering to my mentor superintendent, I was given an assignment to
write a paper on the one factor that
made for a strong school that was
most effective for students. My first
thought was teachers, but then I realized that great teachers leave schools
that are ineffective. Ultimately, I decided that the key was for the school
to have caring, demanding, and
supportive parents. I believe, after
serving as a superintendent for over
thirty years, that answer still stands.
Central Private School is blessed
with a caring and supportive community now spanning generations.
That is the most effective factor in
the success of the school. Other factors also account toward the success
of the school. A shared mission of
family support for students unites
their board, teachers, and administration. This sense of mission is
readily discernible by the newcomer.
The school also focuses on academic
success with high expectations for all
students. The high standards are not
compromised for political expediency, as the board and staff support
boldness in providing needed programs for students. They do so in a
clean, safe, and orderly program. I
am proud to say that our school performs well on the five characteristics
of strong schools:
• A caring and demanding community with high expectations for
success,
• A bold dynamic leadership on
the part of administration and teachers,
• A shared mission which unites
board, teachers, administrators, parents, and the community,
• A focus on academics which includes measuring what is important
and using proven as well as innovative educational techniques, and
• A clean, safe, and orderly climate in which all students find a safe
haven for learning and in which all
students respect the rights of other
students to learn and exist free from
harassment and intolerance.
Each day in my work, I rate myself
on performance in those five essential areas. All of the elements have a
strong foundation at Central Private
School. If each will seek excellence,
miracles can occur in the midst of
our learning. A statement that I
once wrote as part of a speech that
is quoted by others, best describes the
philosophy I would want a school to
portray:

Pre-K and kindergarten students celebrated the 100th day of school on Friday, January 25. Throughout
the day, students completed various counting activities including counting and popping 100 balloons,
making necklaces out of 100 Fruit Loops, and walking 100 steps. In honor of the special day, students in
the entire elementary collected over 800 canned goods for the Central Food Bank.
CAYL Draft This Saturday
The CAYL draft will be held this Saturday, February 9th, 2013 from
9am to 12pm at Lovett Road Park. Also, if there are some that have not

In Memoriam: Kirk Wallace
Kirk Anthony Wallace passed
away Wednesday, January 30,
2013 at his residence. He was
a resident of Central and a
millwright for Turner Industries.
We have lost a Father, Son,
Brother, Uncle and Friend. We
will miss Kirk's beautiful smile
and his humor, but are comforted
in knowing that he is at peace.
Kirk is survived by his son,
Drew Wallace, his parents,
John and Chiquita Wallace, his
brother, Wayne Wallace and
his wife, Kindra, a niece and
nephew, Destani and Gavin
Wallace. He is also survived by
a host of extended family and
friends.
Kirk was preceded in death
by his first wife, Melanie Brewer
Wallace, mother of Drew.

Words of Encouragement from the Central Area Pastor’s Association
All Valentines! One more week
before the day to celebrate with
your special valentine!
Back in the day Valentine’s Day
was celebrated at my school with
the exchanging of small cards with
all one’s classmates. It was seen
as a rather harmless activity in the
community in which I was raised.
And for an art project everyone
made their own “mailbox”
from an old shoebox covered in
construction paper and decorated
with your own drawings or pasted
cut-out pictures.
It was impressed upon us as school
children to be sure to remember
all of one’s classmates. It was
important that no one feel slighted
or forgotten. As far as I know, no
one was forgotten and everyone
felt included in the activity.
Could that be done across Central
today (or actually next week)? I’m
not asking if everyone can make
“mailboxes” and print our names
on small cards to be given away.
Rather, can we be aware of anyone
that would be blessed by feeling
included?
I hope that you will celebrate true,
faithful love with someone next
week. But remember that in our
community there are people who
have lost spouses, are separated
from loved ones by many miles,
or their circumstances have closed
in around them and they simply do
not get out much anymore.
Think of them next week and
send them a note, give them a call,
or maybe drop by with a single stem
flower to simply let them know that
someone thought of them.

CHS Bowling Beats Denham,
Takes Lead in District
On February 21 at 6:30 the Central High School
Sports Medicine Department is hosting the the
6th annual Powder Puff game at Wildcat Stadium.
Admission is $5, but any student that purchases
a ticket in advance will be eligible for a prize to
be presented before the championship game. All
money raised will go toward making the Sports
Medicine Program the best in the state.

to State Championship

Central High (3-0) on Monday (2-4-13) bowled like a team that is ready to
make a serious run at the 5A District championship. The Wildcats grinded out
a 16-11 victory over Denham Springs (3-1) to stand on top of the 5A District by
themselves. Never before has the Central Bowling Team been alone in first at
any point of the season.
A record setting Game 1 got Central off to a great. Central’s new school
record of 1150 blew out the Yellow Jackets to take a 6-2 lead and almost a
200 pin lead in Total Pins. In fact, Central could have easily swept all the
points, but some late strikes helped Denham escape with 2 points. Game 1 was
a complete team effort led by Sean Murphy (Junior) with a 226, followed by
Jacob Garretson’s (Sophomore) 225, Bryan Waites’ (Senior & Captain) 211,
Kevin Kennedy’s (Junior) 177 and Haley Young’s (Sophomore) 176. Denham
Springs showed in Game 2 that they weren’t just going to roll over. In Game
2, Denham responded by winning 6-2 and 1048-997 in Total Pins. Once again,
Central had their chances to take control of the match but clutch strikes helped
the Yellow Jackets even up the score 8-8. Central was again led by Waites with
a 210 and Garretson’s 199.
Central closed out Denham Springs in Game 3 winning 5-3 and 965-958 in
Total Pins. With the Total Pins bonus (3 points), Central won the match 16-11
(and 3112-2962 Total Pins). That game Garretson led the Wildcats with a 192.
Overall, Garretson’s 225 game and 616 series was high for the Wildcats, followed
by Waites’ 211/595, Murphy’s 226/566,
Young’s 176/488 and Sarah Leduff’s
(Freshman) 148/419. Denham Springs
was led by Kyler Campbell’s 214/592
and Keaton Atwell’s 191/559. Central
bowls Zachary (0-4) on Wednesday (26-13) at 3:30pm at All Star Lanes.

Central High's wrestling team had 3 wrestlers place in the top 5 in
their respective weight categories at the Greater Baton Rouge City
Championships held February 8th and 9th at Catholic High.
Dalton Rainwater placed 4th at 128 lbs, Ryan Huffty at 134 lbs and
Thomas Garcia at 220 lbs both placed 5th.
The team will be competing in the LHSAA state wrestling tournament
at the Pontchartrain Center in Kenner on February 15 and 16th.

Four CHS Athletes to Compete in College Sports
Central High School honored four
of its Student-Athletes that will have
the opportunity to continue their
Academic and Athletic careers at the
collegiate level. Ashley McDowell,
Tyler Abadie, Brett Courville, and
Thomas Eddlemon made their
pledges public in the School’s gym in
front of family, teammates, friends,
and fellow classmates.
ASHLEY MCDOWELL will attend
Louisiana College in the Fall and be
a member of the soccer team. Ashley
served as the Goalkeeper for the Lady
Wildcat soccer team this season, and
was one of the key components in a
successful season for the program.
Ashley was named First Team AllDistrict Goalkeeper for her play this
past season. She is a member of the
4-H Club at Central High; she is active
in riding horses, and shows cows and
horses. She is the recipient of the
Smith Scholarship award. Ashley
scored a 29 on the ACT. She will
major in Pre-Veterinary Medicine.
TYLER ABADIE will attend
Southeastern Louisiana University
in the Fall and be a member of the
football team. He earned All-District
Honors as an Offensive Tackle. He
was one of the Senior leaders on the
Offensive Line this year that helped
the Wildcats to a District Title. He
is a member of the Men for Others
group, Central High Track team, and
scored a 25 on the ACT. He plans to
major in Kinesiology.
BRETT COURVILLE will attend
Arkansas Monticello University in
Monticello, Arkansas to play football.
As the starting quarterback, he helped
guide Central to 3 straight District
Titles. He was named All-District,
All Metro, and Honorable Mention
All-State this past season. Brett was
also the District and Metro MVP. He
is a member of the Baseball team,
Beta Club, and Men for Others. Brett
also earned All-District and AllMetro Honors in baseball. He will
major in Criminal Justice.
THOMAS
EDDLEMON
will
attend Hendrix College in Conway,
Arkansas to continue his football
career. Thomas played linebacker
and was an important part of helping
a young defense improve throughout
the season on its way to another
District Title. He was a two time
member of the All-District Teams in
football, member of the All-District
Teams in Baseball, 5A All-State
Academic Team in football and
baseball. Thomas was recognized
as the LHSAA/New Orleans Saints
Game of the Week Scholar Athlete
for the Central v. Denham Springs
game. He is a member of various
clubs at Central including Student
Council, Beta Club, French Club,
FCA, and Youth Legislature. Thomas
has received many academic honors
as well. The honors include Advance
Honors Academic Achievement
Award, Leaders Among Us Award,
and
French
III-H Academic
Achievement Award in 2012. He
achieved Top Cat Honors in 2010
and Advanced Top Cat 2011-2013.
He was nominated this school year
for the WAFB Scholar Athlete and
Central High School Student of the
Year. He will major in Mathematics/
Education at Hendrix.

The Central High School Football Team is in
the process of selling Mulch though a company
called Mulch Me. We are offering 4 different
colors of Mulch, Red, Black, Natural, and
Brown, for the price of $3.50 per bag of quality
mulch. This price is lower than people will find
at most retail stores.
Each football player is equipped with an order
form and a chart. The chart takes calculates the
number of bags needed to cover the square feet
and the proper depth desired by the customer.
Orders can be placed with any Central High
Football Player or by contacting Coach Fresina
at 261-3169 by Friday, February 8. Thank you
