Preparedness is sort of like… building a plane, in the sky… we need to continue on with our daily lives, yet, think about what would happen if….

 I was sitting in food inspector recertification training…
 Same old, same old…  How many time can we talk about cooking, holding temps; chlorine ratios and food protection issues…  and then….

 Food Defense – the efforts to prevent intentional contamination of food products
by biological, chemical, physical, or radiological agents that are not reasonably likely to occur in the food supply
 Human intervention as the source of contamination
How is it Different from….
 Food Safety – the efforts to prevent unintentional contamination of food products
by agents reasonably likely to occur in the food supply (e.g., E. coli, Salmonella, Listeria)
 Natural / environmental source of contamination
 Food Security – the reliable availability of a sufficient quantity and quality of nutritious food for a population

Food‐Related Emergency Exercise ‐ Bundle

FREE‐B Workshops
FDOT is seeking to evaluate the use of the FREE‐B to improve / modify the tool moving forward. FDOT issued funds to support 9 ‘exercises’ utilizing the FREE‐B tool. Additional funding might be made available , based on successes realized from most recent series of workshops.

 Currently under development

 Up to $100k  Designed to generate food defense tools and resources that are “easily replicated” and “can complement, aid in the development of, or improve State, local, Tribal and territorial (SLTT) food defense programs.” Innovative Food Defense Program
To date, the FDA has funded greater than $800,000 to 11 sites
 Completed efforts, to date, include: • A food defense toolkit for retail operations (Multnomah County, OR)
• A retail food establishment assessment / training tool (South Carolina)

Recent Workshops
Food Defense Research Database What is the Food Defense Research Database? The FDRD is a repository of food defense information, cataloguing and storing research on food defense or the intentional contamination of food or water. The database houses publications, projects, presentations, and reports produced by the government, academia, and the private sector, identifying research about intentional or catastrophic events in the food and agriculture sector. Who is the database for? Public and private food sector leaders; Researchers of food defense information in academia, government, and industry Organizers of and participants in food‐sector vulnerability assessments. Why was the database created? The Joint Council for Research of the Food and Agriculture Sector/Government Coordinating Councils identified a gap in recognizing food defense research in food and agriculture, as well as in maintaining a useful database of research. This revealed a patchwork of projects with significant variation in both accuracy and focus and did not take into consideration the academic and private sector research efforts.
Food Defense Research Database How can the database be used? Through advanced search capability users can find information on specific topics or interest items without having to know exact titles, names, or funding agencies. Users also have the opportunity to suggest updates to the database with new work or work not previously included through an easy upload feature. How was the database created? The database was populated by searching government, organization, academic, and public domain websites, databases and publication reserves using keyword search strings to find food defense works. As of May 2011, this effort has scanned over 2.6 million records. Conclusions
 Need to prevent, detect, and respond to intentional contamination of the food supply:
 Be aware of threats / use preventive measures to reduce vulnerability of food supply
 Understand characteristics and tactics of aggressors, including disgruntled employees
 Strengthen communication lines between industry and government
 FDOT continues to provide outreach, tools and resources to build the Food Defense capacities needed both domestically and internationally
 Everyone eats – everyone is potentially a target
