BACKGRQUND: In accordance with Education Code 52021, the School Site Council annually reviews the school plan, including proposed expenditures allocated to the school, based on the individual educational needs of each student, specifying improvement strategies necessary to achieve improvement in English/Language Arts, Reading, English Language Development, Mathematics, classroom and school climate and environments. In alignment with the district's improvement plans, the School Site Councils of the above listed schools, operating programs funded through the Consolidated Application, developed, approved and submitted the 2008-2009 Single Site Plans for Student Achievement to the State Administrator and the Board of Education for approval. Also submitted is each school's individual Parent Involvement Policy, compliant and aligned with NCLB regulations. DISCUSSION: The Single Plan for Student Achievement includes a data analysis in the areas of English/Reading/Language Arts (including ELD) and Mathematics to assist in the development of Part I of the Academic Plan. Furthermore, a data analysis was used to complete Part II, the Safety Plan, which contains strategies that focus on School Climate and Physical Environment. Schools that have been designated as Program Improvement by the provisions ofNCLB legislation of SAlT (School Assistance and Intervention Team) have included additional components in their plans. FISCAL IMPACT: The above-listed schools will use funds from the following sources contained in the district's Consolidated Application for State and Federal Funds: Title I, SLlBG (School and Library Improvement Block Grant), EIA-SCE (Economic Impact Act), EIA-LEP, HPSG (High Priority School Grant), and QEIA (Quality EducationInvestment Act) RECOMMENDATION: The State Administrator and the Board of Education are requested to approve the Single Site Plan applications for the listed schools. It is a K-5 elementary school with two great oak trees highlighting the front of the school. The school is found within a changing residential community. The school is supported by neighborhood organizations, as the Friends of Bella Vista Neighborhood and the Brooklyn Block Club. Bella Vista's enrollment stems from low-middle socioeconomic families in which one or both parents work and in which many students live with one parent, a grandparent or guardian. Bella Vista's multi-ethnic population includes 12 different languages, of which Cantonese, Vietnamese, Spanish and English are the dominant languages. ACCELERATED ACADEMIC ACHIEVEMENT AND COLLEGE READINESS At Bella Vista Elementary School, we believe that all children can learn. The mission is to provide a solid educational program with high expectations for all of our 488 students. With diversity amongst the student population and staff, we strive to create a positive learning environment that will meet the academic, social and emotional needs of our students. Students are assessed regularly and assessment data drives the instructional program. Oral language development, critical thinking, and problem-solving skills are stressed. In addition, our school implements an ELD program to address the language needs of all students. The ELD program include Newcomers Learning, a formal state adopted ELD series, Into English, and a supplemental programs, Language for Learning and Language for Writing. There is a strong emphasis on building academic language skills through bilingual, SDAIE and Academic English Development methodologies. These varied approaches address the language needs of English language learners, as well as native English speakers of nonstandard English. The test scores reflect a steadfast growth for the past 8 years. Parents are valued partners of the schools in the educational development of their children and in the daily activities of the school. Parents participate in school-wide planning and budgeting through the School Site Council and the English Learners Advisory Committee. Parents donate their time by volunteering in their children's classrooms, in fundraising events, in supervising an activity during festive occasions and in Family Night events. To reach the school's academic goals, set each year, the staff meets diligently on a weekly Collaborative lnquiry Cycle format. The collegial discussions, planning and feedbacks are held through grade level circuits as well as through cross-grade considerations. The action plans include strategic instructional pacing per reporting periods, to meet specific skills as well as to meet specific needs of identified students. Frontloading the OCR curriculum and implementing the new ELD supplemental series through a departmentalized effort are the staffs learning strategies of the year. The staff adapted a Long Beach pilot math program, "Beyond Math Facts", to meet the concern that not all students know the math facts well enough as they proceed to the next grade. The program focuses on the developing students' math facts and math standards within the Harcourt Math program. See the 07-8 mid year assessment data which depicts the visual evident of this program. These awareness and continued productive CIC sessions are aligned with the Professional Learning Community concept, to which the staff is cohesively immersed. The staff began the school year with a commitment on timely and productive collaboration. Staff members who attended the Professional Learning Community training presented the core concepts during Professional Development days, at the beginning of the school year. The staff implemented a selfanalysis. It was noted that the school matches the sustainable level; however, there are gaps that need to be filled. The biggest gap noted was that the 1st year teachers' opinions of site's PLC state were different from teachers who had been at Bella Vista for the past 8 years. This knowledge only strengthens the whole staffs effort to be more communicative as they collaborate. The school collaborates with the Alameda County of Health Department to promote healthy living. Students are exposed to the Healthy Eating through quick curricular activities taught in conjunction with the Healthy Eating program. Parents are exposed to the program through a parent education program, provided on a quarterly basis with the Healthy Eating staff. The school also works with Alta Bates Summit Medical Center on its annual anti-tobacco campaign. Other healthy and environment programs brought to the school in forms of performance arts are through Kaiser Permanente, East Bay Children Theater and Stagebridge. HERO is a student support program that mentors selected students who are havinq behavior issues that are affecting their academic learning. Bella Vista implements an after school tutorial program, for the last 2 years, as an intervention strategies to improve student learning. With the support of an after school funding, the school is able to expand its original design to ensure a more comprehensive development of student learning and to include more students into the after school plan. EBAYC is the lead agency that is working congruently with the school staff. Parents participate in a monthly meeting to receive updates on the progress of the students and the program as well as to share thoughts to improve the program and the school's effort. SAFE LEARNING ENVIRONMENT Bella Vista welcomes parents to join the student body in its monthlyStudents of the Month Recognitions, monthlystudent educational presentations, cUltural/performingart assemblies, Winter and Spring Musicalconcerts, classroom parties and presentations, Harvest Festival/Parade, and quarterly Family Nightevents (Reading/Book, Math,Science, Art)as well as other outstanding parent night events through the school's community partnership organization. Withthe renovation of the Bella Vista Park, safety features were reinforced on school grounds. The students are experiencing a safer school environment. To continue the students' understanding of a clean and safe environment, the School Environment program was implemented so that students wouldcontinue to participate in maintaininga clean and safe environment. Positive School Climate Committee supervises the preparation of any disasters with student, Student Council and families. It is through the monthlystudent of the month assemblies that safety, preventions and vandalism are discussed. The number of students suspended has decreased. The school willcontinue to use alternative solutions to suspension; however willcontinue to suspend as necessary. Itisthe vision of Bella Vista Elementary School to inspire our students and families to become life-longlearners, to make positive lifechoices and become architects of their future. In addition to the core academic program, the staff provides enrichment programs and special services designed to meet individualstudents' needs. These include, but are not limitedto Giftedand Talented Education activities, computer assisted instruction,Title I services, early literacyand intervention learning programs, special education classes, Newcomers' ELDService, team teaching, Resource Specialist Program, Speech therapy, and Psychological Counseling. Cultural performances are presented through class presentations and consultants on a monthlyor quarterly basis. SECTION 2: Needs Assessment and Data Review Your SSC has reviewed data throughout the 2007-2008 school year to inform both the revision of your current site plan and the development of this new multi-year site plan. Please refer to data inquiry protocols and/or additional notes that your School Site Council has completed at previous meetings. Specifically review the Goals and Targets score card and Multiyear Data Sheet. Include analyzed academic performance data by whole school, grade level, subject area and numerically significant subgroups as well as school climate data (e.g. California Healthy Kids Survey, Use Your Voice Survey, attendance, suspension and expulsion). nd a) ADEQUATE YEARLY PROGRESS (AYP) - Our school met the Program Improvement requirement, again for 2 year. We are no longer PI, but must continue to meet the AYP goals of35.2% of the students in proficient/advance for ELA and 37% of the students in proficient/advance for math. b) The school grew from 36% to 42% of students at proficient on CST in Language Arts; a 6% gain. c) The school grew from 54% to 68% of students at proficient on CST in Mathematics; a 14% gain. d) Mid-year assessment demonstrated that all grade levels met and surpassed the AYP goals by February. However, the African American subgroup did not meet the target of35.2% in ELA. e) The instructional focus was amended to target instructional intervention for these students. The school wide instructional focus in ELA is building vocabulary & reading comprehension skills. Improve comprehension and application of number sense will continue to be the Math instructional focus. I) The school was not able to raise CELDT scores by 1 proficiency level within one year for all English Learners. Staff will continue effort by utilizing ESL methodologies and adopted ELD curriculum and supplement to sustain a 85% of all English Learners g) 90% of the teachers are proficient in implementing SDAIE in all curricular areas, infusing linguistic patterns to support students' achievement. 55% of the teachers are becoming proficient in frontloading. 85% of the staff is becoming more proficient in delivery of ELD. a) At least 90% of the identified FBB and BB students received extra time intervention to close the achievement gap through team teaching, push-in, put-out and after school support. b) Teachers focused on borderline Basic students as they analyzed midyear benchmark assessment results during midyear circuit meetings. BV's SPSA 08.09 5 Bella Vista Elementary c) Intervention included prevention of backsliders amongst all students, with emphasis on the 5th grade & Spanish speaking population. d) A community-based organization, EBA YC, is the lead agency to implement a more comprehensive after school tutorial program on daily basis. It is a comprehensive program to which high school students and classroom teachers are employed to provide services for recommended as well as not recommended students. The program expanded from 75 students to 175 student participants. e) Oral language programs and other curricular standardized activities are supported through stage productions and assemblies, provided by classroom teachers during monthly assemblies, East Bay Children Theater, Kaiser Permanente, Stagebridge, Healthy Living Council, Animal Control, Oakland Library - Lakeview Branch, and community volunteers. f) The ELD curriculum must be strengthened in delivery and in consistency, for the data reflected that not 90% of the EL students are advancing by 1 CELDT level at the end of the school year, which is the requirement. g) Prof. Dev. included focus and implementation of comprehension, vocabulary and writing within the OCR lessons, ELD with Language for Learning/Writing, the Long Beach "Beyond Math Facts" pilot program, OCR Frontloading and essence ofESL. I. Buy Back Day Professional trainings were on Professional Learning Community, Building Data, Frontloading and ELD's linguistic patterns. II. Teachers participated in grade level's presentations in I) OCR writing section, 2) building frontloading lessons, 3) Swun's Beyond Basic Math" strategic procedures, and cross grade expectation dialogues. III. RF IF worked with individual teachers, with emphasis on new teachers and teachers having challenges, to enhance delivery of the OCR lessons. N. This is the second year of the math pilot program, to which teachers are becoming proficient in the delivery the program in addition to raising test scores. Teachers experienced monthly visitations from the Long Beach's Swun's coaches, who coached and/or provided instructional demonstration to improve instructional delivery. V. The District's K-I pacing guide met timing challenges, to which benchmark results did not reflect true assessment. Bubbling K-I assessment sheets was a challenge. More time was demanded from teachers in order to receive computerized test results. VI. 2nd - 5'h teachers' math concerns were addressed during quarterly Swun workshops scheduled by the District. However, lacking was District math support for Kli. VII. District TSA/coach supported teachers by providing test information, test results, coaching new teachers and teachers new to the math facts program. h) Newcomer ELD, Tier 1 & 2 intervention programs were implemented with consistency. Intervention Consultant provided small group support for comprehension and fluency. He also provided teacher support through demonstration and elbow teaching. i) The school has incoming newcomers consistently enrolling every year for the past 8 years. There are 1% less EL students in FBB/BB; 13% increase in Proficient! Advance in ELA. In Math, there is 7% decrease in FBB/BB and 12% increase in proficient! Advance. j) Parents participated in various school events in order to understand overall school processes, with support of Healthy Living, Second Steps, SSC meetings, parent night events and classroom teachers' conferences. k) Parents are informed & are provided means to assist their child's education at home through parent academic conferences and individual parenting contacts. 1) Attendance has decreased with an increase of students living outside of the neighborhood. m) SART meetings are held monthly to work with families on attendance. Teachers are to call home regarding students' absences and to encourage attendance. n) Monthly recognition is acknowledged for classes with 96%+ attendance. Setting high standards and routines for all; b. Providing interesting and motivating learning experiences; c. Using teaching materials and methods that work best for each student; d. Team-teaching through the grade circuit and across the grade levels; e. Implementing in-house tutorial and intervention programs; f Implementing routine assessment benchmarks to monitor student achievement; and g. Regularly assigning and monitoring homework. 2) Hold parent-teacher conferences annually during which this compact will be discussed as it relates to the individual child's achievement. This annual conferences are scheduled during the 2nd week of December. 3) Provide parents with frequent reports on their children's progress during scheduled reporting periods, in December, in March and in June; during [as needed] scheduled academic conferences by the teachers; and during [as needed] scheduled Student Study Team meetings. 4) Provide parents reasonable access to staff and school administration before and after school; as scheduled with the teachers during the school day; and through Back to School night, Open House night, Parentteacher-student conferences, family night events, and other school enrichment events. 5) Provide parents opportunities to volunteer, participate and observe classroom activities through scheduling with classroom teachers on volunteer days, signing-in at the office for classroom observations, Healthy Living Council activities, fieldtrips, safety patrol duties, student council activities, School Site Council meetings, EL Parent Notification Conferences and school wide enrichment events. Parent Responsibility We, as parents, will support our children's learning in the following ways: a.
