RISS is governed locally by criminal justice professionals in each RISS Center’s multistate region. yy Operates the RISS Secure Cloud (RISSNET)—the only sensitive but unclassified (SBU) system built and governed by law enforcement for law enforcement. Serves as the secure infrastructure for hundreds of regional, state, federal, and tribal systems and resources. Supports numerous federal agencies to meet secure information sharing mandates. Established additional RISSafe Watch Centers. There are 28, of which 22 are operated by entities other than RISS yy Operates the RISS Criminal Intelligence Database (RISSIntel), which provides for real-time, online federated search of more than 40 state, regional, and federal partner systems. More than 1,175,800 operations have been entered into RISSafe since its inception, resulting in more than 362,000 identified conflicts yy Operates the RISSLeads Investigative Website to generate investigative leads and to facilitate multijurisdictional information sharing. Developed 74,520 analytical products Loaned 3,562 pieces of specialized equipment Sponsored or cosponsored 826 training opportunities and helped train 40,315 individuals Responded to 68,018 requests for research and technical assistance Over the last ten years, officers leveraging RISS’s services arrested more than 44,000 offenders and seized more than $625.9 million in narcotics, property, and currency. Officers from across the nation, at every level of law enforcement, rely on RISS for these and many other services. RISS’s support and resources directly help officers detect, deter, prevent, and respond to crime problems. Without RISS’s services, narcotics, stolen property, and other contraband, as well as violent offenders, gang members, and other criminals, might still be on our streets. Additional information about RISS, examples of shared successes, performance metrics, and examples of RISS’s federal support can be viewed at: www.riss.net/Impact yy Provides a federated search of partner gang intelligence systems, such as CalGang; the Bureau of Alcohol, Tobacco, Firearms and Explosives’ (ATF) GangNet; and the Arizona GangNet. yy Provides access to investigative databases, such as the RISS Property and Recovery Tracking System (RISSProp) and the RISS Master Telephone Index. Officer Safety yy Operates the RISS Officer Safety Event Deconfliction System (RISSafe)—a comprehensive and nationwide deconfliction system that is accessible and monitored on a 24/7/365 basis and available at no cost to all law enforcement agencies. yy Utilizes RISSafe Watch Centers to monitor events and notify officers of potential conflicts. Enables officers to access RISSafe from their mobile devices via RISSafe Mobile. yy Provides target and investigative deconfliction through RISSIntel. yy Integrated with other event deconfliction systems and works in unison with partners to promote the use of and educate users on the critical importance of using event deconfliction. yy Operates the RISS Officer Safety Website, which serves as a source for officer safety-related information and training. The RISS Officer Safety Website is available to all sworn law enforcement officers, including registered sworn law enforcement users of the VALOR Web Portal. yy Provides officer safety training and develops and distributes educational materials. yy Collaborates with other programs to enhance officer safety. Critical Investigative and Case Support yy Develops analytical products, such as specialized charts and crime scene diagrams. yy Provides digital forensics and audio/video enhancement services. yy Researches intelligence and investigative resources and provides a comprehensive report of findings to officers. yy Loans specialized investigative equipment, such as body-wire receivers and cameras. yy Provides one-on-one technical support to agencies through field services. yy Trains thousands of law enforcement professionals in areas such as investigative techniques, officer safety, and emerging crime problems. yy Provides confidential funds to support investigations. yy Develops publications and law enforcement-sensitive briefings. yy Distributes meaningful and actionable intelligence via secure e-mail and RISSNET. en ce for Law En fo rc en M EN •N ES P IN t IN M •R WSIN • ur so Re em AP ro v Regional Information Sharing Systems (RISS) Program OC L OC GL IC • ROCIC • MA RISS Funding RISS has identified the need for $48.5 million for FY2017. At this level, RISS will be positioned to maintain and build on its successes. Specifically, the $48.5 million will enable RISS to: Expand and enhance existing RISS services and RISSNET resources. Move forward with important technology initiatives in the areas of officer safety event deconfliction, federation, and bidirectional system connections. Purchase essential equipment to maintain and safeguard its secure infrastructure. Support the demand for RISS’s resources, such as expanding RISSProp to other RISS regions. Support RISSafe’s 24/7/365 component, essential for nationwide officer safety and event deconfliction integration efforts. Support federal efforts and nationwide partnerships, such as those with the National Network of Fusion Centers, N-DEx, HSIN, Nlets—The International Justice and Public Safety Network, and the PM-ISE. Replace and obtain new specialized equipment. Continuing to invest in RISS builds on successes, leverages proven technology, maximizes trusted relationships, and helps create a more secure information sharing environment. Partners have also discussed opportunities for RISS to help support a number of emerging initiatives, such as human trafficking, cybersecurity, and school violence programs. This will be possible only with additional funding. RISS has experienced successes in these areas, but additional support would enable RISS to expand its efforts. Nationwide Initiatives and Partnerships RISS supports numerous federal and nationwide initiatives that help enhance and expand efficient and effective information sharing among the criminal justice community. There are 1,046 federal agencies that are members of RISS. Examples of RISS’s federal and nationwide partnerships include the following: U.S. Department of Justice U.S. Department of Homeland Security and the Homeland Security Information Network (HSIN) Office of the Program Manager, Information Sharing Environment (PM-ISE) Assured SBU Interoperability Initiative National Network of Fusion Centers Federal Law Enforcement Training Centers Global Justice Information Sharing Initiative High Intensity Drug Trafficking Areas’ (HIDTAs) Case Explorer and SAFETNet Federal Bureau of Investigation’s Law Enforcement Enterprise Portal (LEEP) Law Enforcement National Data Exchange (N-DEx) INTERPOL Medicaid Fraud Control Units and National Association of Medicaid Fraud Control Units National Criminal Intelligence Resource Center National Motor Vehicle Title Information System National White Collar Crime Center United States Attorney’s Office Project Safe Neighborhoods Mapping and Analysis Program United States Secret Service’s Targeted Violence Information Sharing System National Virtual Pointer System FY2015 Highlights In May 2015, the three nationally recognized event deconfliction systems—Case Explorer, SAFETNet, and RISSafe—were integrated. This represents a significant milestone in further strengthening officer and citizen safety across the country. Through the N-DEx and RISS partnership effort, access to N-DEx is becoming available to authorized RISSNET users via LEEP without an additional username or password. This capability enables officers to obtain information quickly, saves officers’ time, streamlines operations, and enhances law enforcement’s ability to respond to crime effectively and efficiently. RISSProp was expanded to provide access to loss prevention (LP) personnel. Partnering with LP personnel has provided information and connections regarding property crimes that may have otherwise gone undetected. The Washington Association of Sheriffs and Police Chiefs approached the WSIN RISS Center to create a secure intelligence database for Washington’s needs. The WAGang Database was developed based on the foundation of RISSIntel. This is an excellent example of leveraging proven technology to solve a field-based need. As part of the Northeast Fusion Center Intelligence Project, RISS is connecting fusion centers’ intelligence systems to RISSIntel. Multiple fusion center systems have been connected to RISSIntel under this project. As foundational members of the SBU Working Group and the National Identity Exchange Federation, HSIN and RISS have made significant progress in implementing bidirectional secure single sign-on between the two systems. This integration provides a streamlined approach, enabling users to quickly and easily access critical information.
