About Hutto
Welcome
Situated in the booming Central Texas area, Hutto is a small town located near all the conveniences you seek. Located on
the SH130 corridor and less than 30 minutes away from downtown Austin, Hutto is an integral part of the growing Austin
Metro area.
Hutto is a unique city comprised of a friendly and diverse population. Our safe and stable community is a great place for you
and your family. We welcome you to join us whether you are visiting us, or if you are looking for a place to call home.
The History of Hutto
The History of Hutto is extensive and varied and includes tales of slaves, Native Americans and hippos. Originally, Hutto was
settled in 1854 by 17 year old slave, Addam Orgain. It is said that when Addam’s owner, John Henry Orgain, moved to Central
Texas in the early 1850’s, Addam was forced to travel with him. He was then ordered to look after the ranching interests of
the Orgain family. After emancipation in 1865, Addam chose to stay and continue to work for the Orgain’s. In 1880 he bought
five acres of land from his former owner and built a home for his new family, which now included wife Eveline, and sons
Adam, Jr. and Benjamin.
In 1876 James Emory Hutto, a cattleman, sold 50 acres of land to the Texas Land Company of New York for a town site,
reserving a 5 acre grant of property out of the sale for a railroad right of way. By the end of this year, Hutto had certainly
been established as a town with a railroad depot, a post office, a general store and a lumber business. In 1877, Hutto was
appointed as postmaster, and quickly became one of the wealthiest cattle ranchers in Williamson County.
In 1911 Hutto was established as an incorporated city, in part due to its growth. A more detailed and extensive history of the
town can be found on the City’s website (www.huttotx.gov), as well as in various publications.

What’s with all the Hippos?
If you have been in Hutto for any period of time, the question “what’s with all the Hippos?” has probably crossed your mind.
Hutto ISD is the only school in the nation with a mascot of the Hippo. As such, it has become a tradition and an identifying
trademark for the whole city.
The legend of the Hippo and the Hippo mascot is a source of great pride for the community. This can be seen throughout the
town where unique and identifiable Hippos are found in front of businesses, city offices, and even private homes. It is a rare
street where there is not at least one Hippo in residence.
The Legend of the Hippo
The story goes, in 1915 a circus train stopped in Hutto to take on passengers, attend to business, and refuel the steam
locomotive. During this stop the circus workers were attending to the care of the animals.
It was during this time that the Circus’ hippopotamus escaped and made its way to Cottonwood Creek, promptly settling into
the muddy waters that so closely resembled a natural habitat.
This caused great panic for the circus workers as the animal would not budge, but was great entertainment for the locals as
they watched on in amusement. It is said the Depot Agent, Hal Farley, Jr., telegraphed the neighboring towns of Taylor and
Round Rock, “Stop trains. Hippo loose in Hutto”. After much effort the hippo was prodded from the mud and was reloaded
back onto the train car.
Soon afterward the Hutto School adopted the hippopotamus as its mascot, and, as early as 1923, the hippo appeared on
official Hutto High School graduation announcements.

Local Higher Education
East Williamson County Higher Education
Center - Hutto
Temple College and Texas State Technical College opend the EWCHEC - Hutto in Fall of
2013 offering classes, technical certifications and associate degrees in a variety of subjects,
including welding, culinary arts, criminal justice and more. The higher education facility is
located off of SH130 on a 57-acre campus. The initial facility features a 111,000 square foot
three story building that contains technical and academic classrooms, lab space, enrollment
services, bookstore, library, testing center, and a culinary dining room.
Texas A&M University Central Texas will join EWCHEC - Hutto in spring 2014 with plans to
offer full bachelor’s degree amd master’s degree programs. Texas A&M Central Texas is
an upper-level junior/senior graduate-level university. Students who begin their studies at
community colleges can transfer to finish their bachelor’s degrees in two years.

Voter Registration
In Texas, citizens do not register by political party, but simply register in their county of current residence. A registration
application may be submitted to the County Voter Registrar, P.O. Box 209, Georgetown, TX 78627, or delivered to the office
at 301 S.E. Inner Loop, Ste. 104, Georgetown, Texas.
There is a 30-day waiting period before a registration becomes effective for any election. To receive a Voter Registration
Application, you may:
• Download and print Texas Voter Registration Application, from www.wilco.org.
• Call the Elections Department at (512) 943-1630.
• DPS provides a link to update your voter registration application on the Texas Department of Public Safety website. Please be aware you must
complete the form, PRINT and mail it in.

Change of Address
If you are currently registered to vote in Williamson County, and have moved within the county, please make sure to
change your voter registration. The best way to make a change is to use the space on the back of your Williamson County
Voter Registration Certificate to indicate change(s). If you do not have your voter registration certificate, you can send us a
letter indicating the change, or you may complete a voter registration application with your new information and check the
“Change” box above the citizenship question. Mail or hand deliver your changes to the addresses above.
Misplaced/Lost Registration Certificate
If you’ve lost your Voter Registration Certificate you can still vote using a Texas Driver’s License or other valid form of ID as
long as you are currently registered in Williamson County.
Acceptable documents are:
• a driver’s license or personal identification card issued to you by the Department of Public Safety or a similar document issued to you by an
agency of another state, regardless of whether the license or card has expired;
• a form of identification containing your photograph that establishes your identity;
• a birth certificate or other document confirming birth that is admissible in a court of law and establishes your identity;
• United States citizenship papers issued to you;
• a United States passport issued to you;
• official mail addressed to you, by name, from a governmental entity;
• a copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and
address; or
• any other form of identification prescribed by the secretary of state.
New Voter Registration Certificates are mailed out in January of every even numbered year. If you would like a replacement
before then, you may complete a new Voter Registration Application and check the “Replacement” box above the citizenship

For your Pet’s Sake:
The City of Hutto is pet friendly! However you should be aware of the
following:
• It is unlawful for any owner to fail to keep their pet from running at large.
• All pets must have access to water and shelter.
• The owner of a dog or cat must have their pet current with vaccinations against
rabies when the pet is 4 months of age and within each subsequent 12 month
interval. The licensed veterinarian must issue a valid certificate of vaccination.
• Pets which are 4 months of age or older must be registered with the City of Hutto.
Current vaccinations must be provided to register your pet. Pets must have a
current license tag attached to its collar or harness.
• A license fee will not be charged for dogs trained to assist audio or visually
impaired persons and police dogs.

Besides nuisance ordinances, the City of Hutto also prohibits running a
commercial businesses out of a residence. If you see the same vehicles
arriving at the same times during the week and then leaving around the
same times, a commercial business may be in operation. This causes
excessive traffic, noise, and danger for the neighborhood. If you observe
this type of activity, contact the Code Enforcement Officer during business
hours or complete the complaint reporting form.

Your City of Hutto utility bill may include
charges for water, wastewater and garbage
services. Some subdivisions have wastewater
services only, wastewater and garbage
services only while some residential areas
have all three—water, wastewater and
garbage.
The City of Hutto has four utility billing cycles.
Depending on where you live, you will receive
a utility statement with a due date of the
3rd, 10th, 17thor the 24th. The City provides
several payment options. Payments can be
made in person or mailed in the envelope
provided in your statement to our office
located at 401 W. Front Street, Hutto, Texas
78634. A 24/7 payment drop box is located in
front of our office.
Also, for your convenience, the City offers a
direct payment plan and free online payment
services. These options will save you time
with fewer checks to write and you can
make sure that your payment is made by
your due date to avoid any late charges or
disconnections. To sign up for the direct
payment plan, just complete and submit
the authorization form with a voided check
attached. This form is available at our office or
on the City of Hutto’s website.

The City of Hutto’s solid waste and recycling residential
services are provided by a private contractor. Your
garbage cart, including bulk items, should be at the
curb side at 7:00am on your assigned collection day.
If your collection day falls on the following holidays,
NEW YEARS DAY, JULY 4th, THANKSGIVING DAY, or
CHRISTMAS DAY, your collection will be one day late for
that week only following the holiday. Friday collection
will move to Saturday for that week only.

Code Enforcement Information
The City of Hutto’s goal to maintain its attractive appearance and its image of being an appealing location for residents as well
as visitors is a top priority for the Code Enforcement Office. Staff work diligently to have well informed citizens and to gain
voluntary compliance with the established codes.
The Code Enforcement Office conducts weekly inspections of each City of Hutto neighborhood. If a property is found to be in
violation of a City ordinance, a notice is given to correct the violation within a certain time period. However, if a violation is not
corrected or violations continue, a citation may be issued which may require payment of fines. If you have questions concerning a
violation or need to report an alleged violation call 512.759.5984.
The following information includes some of the most common reported violations. Right of Way Violations: Trash containers,
recycle bins, sporting equipment (basketball goals, skateboard ramps, etc.), discarded appliances, etc. which are left on the
street or sidewalk are subject to a notice of violation and citation. Trash cans and recycle bins that are found on the curb or
sidewalk more than 24 hours prior to a scheduled pick up or 24 hours after pick up are issued a notice. Violations must be
corrected prior to re-inspection the following day. Residences which receive multiple notices of violation are subject to citations.
Street Parking Violations: Parking of trailers, boats/trailers, RV’s, etc. on City streets for more than four (4) hours is prohibited.
Please park these vehicles/items, in the residence’s driveway if parking will exceed four hours. [Some homeowner associations
(HOA’s) do not allow for the parking of trailers, boats, etc. on private property. Check with your HOA for neighborhood rules
and regulations. The City of Hutto does not enforce deed restrictions or HOA rules.] Violations must be corrected prior to reinspection the following day. Violations are subject to citations if not corrected or if multiple violations occur.
Parking in the Yard: Parking vehicles, trailers, RV’s, etc. on unimproved surfaces (front and side yards) is prohibited. Violations
must be corrected prior to re-inspection the following day. Violations are subject to a citation if not corrected or if multiple
violations occur.
Garage Sales: Garage sales for any given property are limited to two (2) per year and require at least six (6) months between
sales. Garage sales are required to have a permit. See “Garage Sales”, page two for more information.
Garage Sale Signs: Garage sales signs are limited to three (3) per garage sale, not larger than four (4) square feet and not
displayed higher than four (4) feet above the ground. Sign permits for garage sales signs are not required. (A garage sale permit
is not a sign permit.)
Grass, weeds junk, trash and debris: Properties are not permitted to have accumulations of grass, weeds, junk, trash, litter,
debris, etc. Properties in violation will receive notice to correct violations within ten (10) days. Notices for these violations are
good for one year. Failure to correct violations or subsequent violations are subject to citations.

This Commission assists the City Council in establishing citywide policies that will enhance and preserve the City’s natural
beauty. Meetings are held the first Wednesday of each month, at 7:00 PM at the Parks and Recreation Department Office, 306 E.

When is a Permit Required?
Permits are required when building, remodeling or enlarging
a building. Permits are also required for other improvements
to your property. Projects that are cosmetic, such as painting,
wallpapering, carpeting, cabinets and trim work, etc. do not
require permits.
The following is a list of projects for which a permit is required:
• Construction of any building—
• Main Building
• Accessory Building (including permanent and portable
storage sheds, gazebos, carports, patio covers).
• Foundation repairs.
• Additions to a building.
• Remodeling of a building requiring the addition or
replacement of walls or windows.

General Requirements:
1. A garage sale permit is required for yard sales, plant
sales, sample sales, rummage sales, flea markets,
estate sales or any similar casual sale of personal
property which is advertised by any means to the
public.
2. Prior to the event of the sale, obtain a permit from
the Building Division, 409 W. Front Street, Suite 200.
Display the permit on the premises the entire duration
of the sale.
3. Only the occupant of the residence shall conduct the
garage sale.
4. A sale event is prohibited if such a sale has been
conducted within a period of six months.
• Building a deck.
5. A garage sale shall not exceed a period of three
consecutive calendar days.
• Electrical work (repair work such as replacing switches,
plugs, and ballasts is exempt).
6. Sales shall be conducted between the hours of 7:00
AM and 7:00 PM.
• Plumbing work.
• Water heaters (replacing or adding).
• Water softeners.
• Irrigation systems (lawn sprinklers).
• Installing or replacing a furnace.
• Building a fence.
• Building a swimming pool.
• Building a spa.
• Demolition of a building.
Please note, this is not an all-inclusive list. Questions
concerning your specific project should be forwarded to the
Building Inspection Division. You may also need to contact your
Homeowner’s Association for additional requirements as stated
in your subdivision’s Deed Restrictions and Covenants. If you
need additional information or have any questions contact the
Building Inspecting Division at 512.846.2640.
SIGNS: Signs may be placed on your private property or
your neighbor’s private property with their permission.
No more than 3 signs at a maximum of 4 square feet may
be posted. Signs must be removed by 5:00 PM at the end
of the last day of the garage sale. Signage in violation of
the City’s sign ordinance may be subject to afine.
