Comprehensive adopted the Village of Howard Open Space Plan on February 28 1994 and WHEREAS the provision of open space and recreation facilities is important quality of life of the residents of and D Adoption Resolution Comprehensive Pian 2005 61 62 OVERVIEW INTRODUCTION This report is the Village s fourth comprehensive autdoor recreation pian and is intended to be a comprehensive update of the previous plans in 1983 1988 and 1994 The current Village park plan is set forth in Village ofHoward Comprehensive Oufdoor Recreation Plan dated February 1994 by the Brown County Planning Commission The plan identifies the current recreational facilities within the Village special issues and concerns within the Village affecting recreation and recommends future improvements The plan was extended on 02 and is good through 15 4 December 31 2004 for grant eligibility This new Comprehensive Outdoor Recreation Plan looks at the current status of outdoor recreation and open space in Howard identifies anticipated future open space and outdoor recreation needs and prioritizes the actions which should be undertaken to meet those needs This plan complements the 2002 illage ofHoward Comprehensive Plan The major po l icies and comprehensive Smart Growth plan are incorporated in this document goals objectives public meetings and public comments regarding parks open space and recommendations of the The outdoor recreation are the basis of this report Adoption of this plan by the Howard Village Board and endorsement by the Wisconsin Department of Natural Resources will maintain the village seligibility to apply for and receive state and federal funds for open space and outdoor recreation purposes OUTDOOR RECREATION AND OPEN SPACE Definitions Outdoorrecreation is P1an According to these projections the Vilfage of Howard is forecasted to grow to 16 for the rates 2020 This will result in 2010 and population growth 005 persons by 19 persons by a comparison Brown Administration 2002 ortation System Trans Streets and Highways currently contains five county trunk highways and several village streets STH 29 and US along the south and east sides of the Village respectively and US 141 Velp Avenue and Interstate 43 are located at the Village seast end These streets and highways are currently the of the Village means of most sresidential commercial industrial two fire stations a village hall one library several churches and health acres 9 percent of the Village 5 clinics The institutional land use total of 270 represented about 1 in 2000 In the last few
