Geography and climate
1.1
Geography
Ostrava is situated at the confluence of four rivers (the Oder, Ostravice, Opava and Lučina) on the northern
edge of the ‘Moravian Gate’ – a broad valley which separates the Beskydy mountains (part of the
Carpathians) from the Jeseníky range.
Ostrava is the third largest city in the Czech Republic and the largest urban centre in the MoravianSilesian Region. It occupies a strategic position 360 km east of the Czech capital Prague, 310 km
north of Vienna, close to the border with Poland (which is just 10 km north of the city centre), and
60 km north-west of the border with Slovakia.

Ostrava extends for 20.1 km in an east-west direction and 20.5 km from north to south.
1.2
Climate
Ostrava is located within the temperate zone; however the city’s climate has certain specific features caused
by the dense concentration of industry and population and due to local geographical conditions in the
Ostrava basin. The figures given below are based on long-term measurements at the given location and
represent long-term mean values for the individual meteorological indicators.
For the purposes of comparison, the tables below show the mean values for 2010 compared with the mean
values for the period 1961–2000.

Education
Ostrava has a good network of state and private secondary schools and is home to two major state
universities: the VŠB-Technical University of Ostrava and the University of Ostrava. There is also a private
university – the Business School Ostrava (Vysoká škola podnikání, a.s.). Established in October 2000, the
Business School Ostrava is fully accredited by the Czech Ministry of Education and awards Bachelor’s and
Master’s degrees. In 2010, the Paneuropean University - a private international university opened in Ostrava,
establishing a law faculty in the academic year 2010/2011.
The VŠB-Technical University of Ostrava is a major centre for scientific research. All of Ostrava’s
universities are highly flexible and able to adapt to the changing requirements of the job market.

The VŠB-Technical University of Ostrava also offers a Senior Executive MBA (Master of Business
Administration). This is a key qualification for business executives worldwide. The degree programme lasts

In April 2009, the first MBA programme ever to be taught in Ostrava was launched, becoming the most
popular programme for managers in the Czech Republic.
The MBA Senior Executive (Master of Business Administration) programme is a variation on the worldwide
MBA programme, which is globally recognized as the essential benchmark qualification for top managers.
The two-year course is designed mainly for managers holding, or aspiring to, top management positions.
After following the course, graduates are well-prepared to carry out management roles in Czech or
international companies. The British MBA diploma from Staffordshire University is fully recognized
throughout the EU and in other countries. The Brno International Business School programme focuses on
strategic company management.
4.2.6 Paneuropean University, Faculty of Law Ostrava, www.paneurouni.cz
The Paneuropean University (PEU) is a private international university operating in the Czech Republic
since 2009. During the academic year 2010/2011, a branch of this university, the Faculty of Law, was
opened in Ostrava.
PEU provides a comprehensive system of education – Bachelor’s, Master’s and PhD programmes. The
University consists of 5 faculties (Faculty of Law, Faculty of Economics and Business, Faculty of Mass
Media, Faculty of Informatics, Faculty of Psychology). Most PEU faculties have the right to award scientific
and pedagogical degrees of “Docent (associate professor) and professor (doc., prof.). The university offers
14 fields of study to more than 6 000 students.
The university offers its programmes in 6 cities in 3 European countries – in Prague, Ostrava, Brno, Vienna,
Bratislava and Žilina. The University is well known for its rich international collaboration and its
educational portfolio is prepared and implemented by renowned domestic and foreign educators and
practitioners. As a result, PEU ranks among the top institutions in terms of quality. The largest faculty of the
University is the Faculty of Law. The Faculty is developing dynamically and demand constantly exceeds
availability in attractive fields. In the CR, options include studying on the Masters’ programme in Law at the

faculty. However, the faculty also provides a quality comprehensive education (i.e., accredited Bachelor's,
Master's and PhD. programmes awarding the Bc., Mgr., JUDr. and PhD. degrees).
Students can choose from full-time or part-time forms of study. The full-time study is primarily intended
for recent graduates of secondary schools (mostly of grammar schools). The part-time form is typically for
students needing university education for their job or for their own personal development.
4.3
Schools teaching in foreign languages
4.3.1 1st International School of Ostrava, www.is-ostrava.cz
The 1st International School of Ostrava inspires excellence through dynamic and challenging English
language international education, for learners of all nationalities, aged 3-19, living in the Moravian-Silesian
Region.
Created in cooperation with the City of Ostrava and the Moravian-Silesian Regional Authority, 1st ISO
serves as a starting point for young learners to become confident global citizens of the 21st Century.
This Kindergarten – Year 13 school has grown considerably since it opened in 2005 with its first 16
students. Today, it is home to over 270 students, and 45 full and part-time faculty and staff, who are teaching
and learning in 3 separate school buildings in the centre of Ostrava.
With over 20 nationalities represented among the students and staff, the 1st ISO marries the best practices
and traditions of the Czech Education System, with a global-mindedness and intercultural approach worthy
of the Czech Republic’s first International Baccalaureate World School outside of Prague.
The majority of students attending the school are learning English as a second or third language. For
beginners in English, the school provides a developped EAL (English as an Additional Language)
Programme to help new students integrate quickly with their classmates and new surroundings. Czech
students also benefit from the Mother Tongue Programme to ensure that their Czech language skills are
maintained and reinforced.
As an International Baccalaureate World School, students graduate with advanced levels in the Sciences,
Maths, Languages, Humanities, and Arts.
Almost 100% of the school’s graduates move directly on to the universities of their choice in the Czech

educational facility where different cultures naturally come together. It makes a long-term effort to be
ranked among the schools that provide quality education at a high level, thereby becoming attractive to
parents and educators.
The school is located in the city center in a modern complex with well-equipped classrooms and sports
facilities.

primary school, and a range of language courses for children. Children’s knowledge is assessed using

The crèche and kindergarten offer high-quality English teaching and child care facilities for ages 1 to 6.
The highly qualified teachers – including native speakers – make full use of the excellent facilities of the
unique MONTY education system.
In September 2008 the Monty School – a bilingual English-Czech private primary school – was opened in
Ostrava-Poruba. The Monty School abides by all the key principles of the Monty philosophy – classes with
limited numbers of pupils, contextual and bilingual learning, contact with native speakers in and out of class,
a wide range of in-school leisure activities.
4.3.3 Hladnov Secondary Grammar School and Language School in Slezská

The Hladnov Secondary Grammar School is the only bilingual grammar school in the Moravian-Silesian
Region. It offers intensive Spanish language studies, in which selected subjects are taught in Spanish. In
addition, the school offers a four-year degree course aimed at teaching English studies as a "living language"
and a general field of study. Currently, the school has 507 pupils in 17 classes.
Students can choose from the following study programmes:
 Secondary Grammar School – general: full-time studies (4 years)
 Secondary Grammar School – modern languages: full-time studies (4 years)
 Secondary Grammar School – selected subjects taught in a foreign language (Czech-Spanish
studies)
Students of the 4-year programmes can choose either a general programme or a modern language-focused
programme with emphasis on English language. Students choose their second foreign language from four
options: German, French, Spanish or Russian. Pupils can also attend Latin or Italian clubs.
The 6-year programme focuses on Spanish language teaching; the second foreign language is English. The
first two years include extra Spanish language instruction; from the third year onwards Spanish is the
teaching medium for history, geography, mathematics, physics and chemistry. The programme provides a
general education, with various subjects enabling graduates to apply for places at all types of universities.
Students are prepared for the D.E.L.E. international language examinations, which facilitate studies at
universities abroad and boost employability on the European job market.)
Currently, general public and students can also benefit from language school courses to improve
their language skills, to obtain internationally recognized certificates (PET, FCE, CAE, CPE, or
state language exam) in a foreign language. The school offers classes of English, German, Spanish,
French, Italian and Czech courses for foreigners.

4.3.4 Pavel Tigrid Grammar School, Ostrava-Poruba, www.jazgym-ostrava.cz
The school was founded on 1 September 1991. The curriculum focuses mainly on foreign language teaching,
which accounts for one third of all teaching time in both the 4-year and 6-year programmes. During this
tuition, students are systematically prepared for internationally recognized language examinations in English
(Cambridge), French (DALF and DELF) and German (Goethe-Zertifikat). Since 1 September 2009 the
school has been listed as a centre for the international German language examination Deutsches
Sprachdiplom, (the only school in our region with the right to offer this type of test) which certifies
language knowledge on Level C1 of the Common European Framework of Reference for Languages.
Students of the 4-year programme study two foreign languages from their first year onwards. The first
(known as the ‘profile language’) is chosen by applicants from three modern languages – English, German
or French.
The 6-year programme focuses on the French language. French is the profile language, and the second
foreign language is English. On the basis of a ruling by the Ministry of Education (16 January 2008), some
subjects (geography and history seminars) or parts of some subjects (geography and history) are taught to
higher year groups in French, the so-called “European section” (Education in this field is supported by
the French Embassy, the French Institute in Prague).
4.4
Other schools in Ostrava
4.4.1 PORG private primary school and secondary school, (PORG základní škola a
gymnázium o.p.s.) www.porg.cz
The Ostrava branch of the PORG primary school and secondary school opened in September 2011 on
Rostislavova Street in the Vítkovice district of the city.
PORG was established in Prague in 1990. It was the first non-state school to be opened in the Czech
Republic since 1948, and paved the way for the foundation of other private schools throughout the country.
The school played a consulting role in the creation of legislation governing private education, and pioneered
a range of new teaching methods and didactic approaches.
PORG provides a general education with a particular focus on achieving an ideal balance between
humanities and scientific subjects in the curriculum. The school also gives students space to develop their
own particular interests through a range of optional subjects in the higher year groups. The primary school
offers extended English classes and the eight-year secondary school offers the teaching of some subjects in
English. The study is concluded with a Czech or international school-leaving exam.

Economy
Ostrava’s economy was historically based on coal mining and related branches of heavy industry – iron,
steel, coke, chemicals, mechanical engineering, power generation and construction. The last coal was mined
in Ostrava in 1994, but other industries – especially metallurgy and mechanical engineering – remain a
strong and vital part of the local economy. In recent years the Ostrava region has become a major centre of
the car industry and other transport-related manufacturing. These sectors are still undergoing a process of
transformation and restructuring, while the city’s economy has expanded to include new branches of
manufacturing and services as well as new technologies.
Ostrava’s economy has boomed in recent years, with a major influx of investment in industrial zones,
property development, hotels and other sectors. Many major international companies have set up branches in
the city, with some taking advantage of state incentives to invest in Ostrava and the surrounding area
(Hyundai, Multi Development, CTP Invest, PEGATRON Czech, SungWoo Hitech, ArcelorMittal, and Tieto
Czech). The aviation company Job Air has built the largest aircraft service and repair centre in Central
Europe at the nearby Mošnov airport. Ostrava is also home to important clusters in the IT industry,
mechanical engineering, the automotive industry and other sectors.
The state of the Czech economy in 2012 worsened year-on-year. The economy did not grow, not even
slightly as in 2011, it declined. This situation has impacted employment and the loss of staff in monitored
companies was far more pronounced than in previous years. There are less and less companies that would
recorded an improvement in the situation during the year, the growth of production and exports. Even the
few successful companies are very cautious in terms of staffing. It is also still true that the historical sectoral
structure still brings many problems. The current trend among companies is not to lay off at least the core
employees, but for reasons of unclear future development in this country and Europe, production did not
dramatically increase and new jobs were not created.
Some companies recorded improvements during 2011, seeing their production and export levels grow.
Concerning their staffing needs, however, even these companies are still very cautious. While trying not to
make considerable redundancies, their production has not increased dramatically due to uncertain further
development in the Czech Republic and Europe, thus not creating new jobs. As a result of having to remain
at low levels of production for a long period of time, companies in a specific industries often affect other
sectors and sub-contractors.

Labour force
Ostrava is the capital city of the Moravian-Silesian Region. It is the Czech Republic’s third largest city in
terms of population and the second largest in the country in terms of area. Since 1990 Ostrava’s economy
has undergone a wide-ranging process of restructuring which has brought the loss of thousands of jobs but
has also changed the city’s face dramatically. In 2004 the rate of unemployment began to fall, even though
the effects of the economic transformation were still being felt. Since 2008, the global financial and
economic crisis has left its mark on Ostrava, pushing unemployment up again; this trend continued in 2012.

Foreigners and the labour market in the Czech Republic
There are essentially two groups of foreign workers in the Czech Republic. The first consists of citizens
from European Union member states and countries of the European Economic Area (EEA – Norway,
Liechtenstein, and Iceland), Switzerland, and their families. For this group there are no restrictions on
working in the Czech Republic; Czech employment law does not consider them to be ‘foreign nationals’.
Employers must inform job centres of their employment, but no work permits are required.
The second group consists of foreign nationals from other countries (‘third countries’), who require a
work permit and a resident permit (visa) to work legally in the Czech Republic. Whether a work permit is
issued depends on the situation on the labour market; foreigners may obtain a permit if the vacancy
cannot be filled otherwise due to a lack of candidates with the necessary qualifications or a temporary
shortage of labour.
When ruling on work permits, each application is carefully considered in order to ascertain whether the
vacancy could be filled by a Czech national. Most applications are for positions requiring few or no
qualifications. The main reasons for approving applications are the lack of qualified Czech candidates for
the position and/or the unsuitability of Czech candidates due to a lack of professional experience and
language skills.

6.6.2 Foreign citizens on the labour market in Ostrava
At the end of 2012 the Ostrava Job Centre’s register of foreign employees listed 5034 citizens of EU/EEA
member states and Switzerland, of which 3753 were Slovak citizens. During 2012 there was a rise in the
number of EU/EEA/Swiss citizens employed in Ostrava; the total number rose by 636 (including +463
Slovak and +159 Polish citizens). ). Je však třeba znovu zdůraznit, že z důvodu zavedení nového

8.1 Investment incentives
8.1.1 Operational Programme Enterprise and Innovation
The Operational Programme Enterprise and Innovation is a successor to the Operational Programme
Industry and Enterprise, which was introduced after the Czech Republic’s European Union access for a
shortened programming period 2004-2006. The new Operational Programme was devised by the Czech
Ministry of Industry and Trade for the period 2007-2013 in accordance with the country’s key strategic
planning documents.
The global goal of the Operational Programme Enterprise and Innovation is to boost the competitiveness
of Czech industry and services and to support the development of enterprise across the country. This
global goal is supported by individual specific goals, which are to be achieved via specially created
support programmes in each individual area. Information on the priority axes and current details of

8.1.2 Operational Programme Human Resources and Employment
Operational Programme Human Resources and Employment (OP HRE) defines the priorities for
promoting human resource development and employment within the Objective of Convergence of the
European Social Fund in the period 2007-2013.
The overall objective of the OP HRE is to increase the employment and employability of people in the
CR to the average of the top 15 EU countries. The Operational Programme therefore aims to support
the development of human resources – whether through subsidies for employee training, subsidies to
implement standards for their development, or through promoting the cooperation of tertiary educational
institutions (colleges and universities) with businesses.
8.1.3 Investment incentives for the manufacturing sector
Manufacturing industry
Investors launching new production operations or expanding existing production capacities are eligible to
receive incentives according to the Act on investment incentives (no. 72/2000 as amended 2 July 2007),
provided that the investment exceeds CZK 50 million.

8.2.1 Credit rating of the City of Ostrava
A credit rating assesses the quality of the analyzed entity and its ability to meet its payment obligations on
time and to the full extent. The rating is carried out by independent agencies and is expressed as a rating
score on a pre-defined scale.

The ratings in the table show that in 2008 - 2013, Moody's awarded the City the same long-term credit
rating of A2. During the period, Standard & Poor's improved their rating from A- to A+.
Moody’s rating of the City of Ostrava
In June 2013 Moody’s confirmed Ostrava’s existing rating: A2 (long-term) and P-1 (short-term) for
domestic and foreign debt. The outlook for the rating is evaluated as stable; this means that Moody’s does
not expect the rating to change in the mid-term, provided that the City’s current financial management
policies are maintained.
The City’s strengths according to Moody’s include:
 Prudent and conservative budgetary management reflected in good overall fiscal performance and
solid operating surpluses,
 High levels of financial reserves,
 Manageable level of debt servicing.
The City’s weaknesses include:
 The ongoing tension in the budget as a result of weak expected growth of budgetary revenue and
possible reductions in the proportion of shared taxes to be received,
 Expected growth in debt levels in the mid-term,
 Restricted flexibility of revenue, rigidity of operating expenditure.
Standard & Poor’s rating of the City of Ostrava
In September 2012 the City of Ostrava received an excellent rating (A+/A-1) from Standard & Poor’s.
Compared with the previous period, the City’s long-term rating improved (from A to A+). The short-term
rating remained at the previous level (A-1). The rating outlook was assessed as stable. The agency
highlighted the City’s excellent liquidity and its prudent fiscal management operating with balanced
budgets.
The City’s strengths according to Standard & Poor’s include:

 Moderate debt levels,
 Solid budgetary performance,
 Limited levels of risk connected with conditional obligations.

Building permission process
Czech planning processes are similar to those in other EU countries. A construction project has to be
approved by the relevant authorities in the following stages:
1. Environmental impact assessment (EIA) (min. 5 – 6 months):
a) committee stage (min. 2 months)
b) assessment stage (min. 3 – 4 months)
2. Planning permission (2 – 3 months)
3. Integrated permission (2 – 5 months)

Land pricing
The price of land owned by the City of Ostrava and equipped with technical and utilities infrastructure is
open to negotiation and generally depends on the proposed use of the land. The final price must be approved
by the Ostrava City Assembly.
The City of Ostrava has produced a Land Pricing Map based on cadastral maps and available in a digital
version via the City’s GISMO information system, which displays the boundaries of plots and cadastral
divisions.
The Land Pricing Map consists of:
1. A graphic representation based on 1 : 5 000 scale maps with building plots and prices marked,
2. Accompanying text,
3. An electronic version of the Land Pricing Map installed in the City’s GISMO information system.
Original pricing maps of building plots are available to view free of charge at the Finance and Budget
Division of the Ostrava City Authority, Prokešovo náměstí 8, Ostrava, during opening hours.
A digital version of the Land Pricing Map is available at the Projects, IT Services and Outsourcing Division
of the Ostrava City Authority, Prokešovo náměstí 8, Ostrava. It is also available free of charge on the City of

8.6
Industrial zones
8.6.1 Ostrava-Hrabová
The Ostrava-Hrabová Industrial zone is a strategic development site of CTP Invest, spol. s r.o. The project
situated in the zone are of fundamental importance for increasing the economic attractiveness of the City and
creating jobs in Ostrava. The total area of the industrial zone equipped with underground utilities is more
than 110 ha. Currently, the City of Ostrava has no free land in the Ostrava-Hrabová industrial zone.
Occupancy as of 31 December 2012 was at 95%.
Current investors have so far invested approximately CZK 11.397 billion in the Ostrava-Hrabová industrial
zone. Investors in the Ostrava-Hrabová IZ implemented their investment projects between 2004 and 2009.
CTP Invest, a property developer, intends to continue investing in the zone in the coming years.
As of 31 December 2012, a total of 7,049 new jobs were created in the zone. Expected number of jobs as of
31 December 2013 stands at 6,625.

8.6.2 Ostrava-Mošnov
Ostrava-Mošnov is a Strategic Industrial Zone and a unique environment for investors who are interested in
benefiting from long-term recovery of industry and manufacturing in the region. The Ostrava Airport
Strategic Industrial Zone is fully open to a variety of business activities characteristic for modernity, export
orientation and technical progress.
The zone is situated 25 km south of the city centre with available road, rail and air transport.
In the immediate vicinity of the zone, there is a 30 ha business park with small and medium-sized businesses.
The area of the strategic industrial zone is 200 ha. Occupancy as of 31 December 2012 was 50% of the
available area.

Transport
Ostrava is a major road and railway hub of the Moravian-Silesian Region, and the Ostrava Leoš Janáček
International Airport is only 25 kilometres from the city centre. Ostrava also has the potential to become an
important centre for river transport. The city is situated on route VI of the TEN European Multimodal
Corridor leading north-south across the Czech Republic from Poland through Moravia to the Austrian
border.
9.1
City public transport
For over 10 years, public transport in Ostrava and the surrounding area has been provided via the Integrated
Transport System (ODIS) of the Moravian-Silesian Region. This system is based on:
 unified fares
 unified conditions of carriage
 unified and coordinated scheduling of services
 coordination of services provided by various operators covering the entire Moravian-Silesian Region
The ODIS Integrated Transport System incorporates 11 operators and serves most of the districts of Ostrava,
Opava, Bruntál and Krnov, including 239 cities, towns and municipalities in these areas. The system consists
of 429 routes (17 tram routes, 20 trolleybus routes, 369 bus routes and 23 rail routes). The total length of all
routes in the system is 8 565 km.
The Ostrava Public Transport Corporation (Dopravní podnik Ostrava, a.s.) runs a network of routes with a
total length of 454.2 km (1 067.5 km if counting the total length of all services where more than one service
may use the same route). Within the city of Ostrava, 85 services are run as part of the ODIS Integrated
Transport System. Out of a total 647 vehicles, 264 are low-floor models. The Corporation operates 144 ticket
machines and 11 ticket sales points (with tickets also available at a further 500 shops, kiosks etc. throughout
the city).
9.2
Road transport
Ostrava is part of a dense, high-quality network of major roads linking the city with other parts of the
conurbation and neighbouring regions. Many of these roads are motorways or dual carriageways. The road
network within the city itself has a total length of over 1 000 kilometres.
9.2.1 Motorways
The D47/D1 motorway (Via Moravica), completed in 2009, running from Brno through Ostrava has since
2012 been linked via the Veřňovice – Gorzyczki border crossing with the Polish A1 motorway leading from
Gliwice to Gdańsk (and ultimately to Helsinki).
The D1 motorway brings a range of benefits on several levels:
 it contributes to better transport links between northern and southern Europe
 it helps integrate Ostrava and the surrounding area with other regions of the Czech Republic
 it improves transport infrastructure within the region itself

Ostrava is a major railway hub with a dense network of long-distance and local lines, both for passenger
transport and rail freight. In the case of suburban public transport, a number of regular connections are
available for passengers in Ostrava. The city has five railway stations: Ostrava-hlavní nádraží (Main Station),
Ostrava-Svinov, Ostrava-Vítkovice, Ostrava-střed (Central Station), and Ostrava-Kunčice. There are also
five smaller railway stops without full station facilities. In 2007 a new stop (Ostrava-Stodolní) was opened
on line no. 323, serving the city centre.

In 2005 the SuperCity Pendolino rail link from Ostrava to Prague was launched, with up to 10 services each
way per day offering high standards of comfort and excellent journey times. Ostrava – Prague currently takes
3 hours and 5 minutes; this will be further reduced in the future due to technical and operational
improvements. The Pendolino trains are fully coordinated with services provided by Czech Airlines.
In addition to Czech Railways, RegioJet, a private competitor operates train connections on the main route
between Prague and Ostrava (terminating in Žilina). Yet another private competitor, Leo Express, will start
its operations on this route by late 2012.

Air transport
Ostrava Leoš Janáček International Airport is only 25 kilometres from the city centre. It is the largest
regional airport in the Czech Republic, with a capacity of over 1 million passengers per year and a runway
measuring 3 500 m x 63 m. It caters for domestic (operating a regular service to Prague) and international
flights, both scheduled and chartered services. As from this summer, SmartWings, the only Czech low-cost
airline operated under Travel Service, opened 13 new regular routes from Ostrava to Paris and 12 favourite
holiday resorts in the Mediterranean. The route from Ostrava to Tel Aviv, operated by HOLIDAYS Czech
Airlines, has become available again as of April.
The airport is also fully equipped to handle air freight, including warehousing facilities. The passenger
terminal includes a new high-capacity departure hall opened in 2006. Adjacent to the airport is an enterprise
and commercial zone, a duty free zone, and the Ostrava-Mošnov Strategic Industrial Zone. A rail link will
soon be completed connecting the airport and the neighbouring industrial zone to railway corridor II
(at Studénka), providing a rapid rail connection with Ostrava.

Cycling
In 2011 it was decided that the City of Ostrava will join the “Uherskohradišťská charta” (The Charter of
Uherské Hradiště), which aims to improve conditions for cyclists in cities. In accordance with the principles
of the Charter, a city cycling coordinator was appointed. At the same time, and in line with the concept of
cycling development adopted in 2010, the city began to prepare investment plans and project documents for
the draft of the first phase of construction, i.e. 5 major urban cycle corridors. In the same year, a building
permit for one of these corridors was submitted – a bike trail along the Oder. Simultaneously, building
permits were issued and tenders prepared for another major trail along the Ostravice. In 2011, only 2 major
bike trails were completed –trail M via Poruba - Třebovice - Svinov and a section of the bike trail C in
Hrabová. Both received subsidies from the regional council. Regarding smaller-scale construction, a section
of Polská street in Poruba was marked as a cycle lane, an overpass connected to a bike trail was added to
Polanecká street in Svinov, and the trail along Výstavní street was connected to route F in Mariánské Hory.
2011 saw the provision of three major light controlled intersections with stop-lines made for cyclists and two
previously uncontrolled intersections sprayed with pictogram corridors allowing cyclists to go right directly
from the turning lane. Proposals were prepared for establishing bike lanes on existing roads within the city.
Garáže Ostrava, a.s. set up bike racks for free bike parking at 4 locations in the city centre.

Telecommunications:
Ostrava has several cable TV providers.
The telecommunications network is operated by Telefónica O2 Czech Republic, a.s.
The network is digital; its quality and speed are comparable with the networks in Prague and Brno.
The city and its surrounding area is well-covered by the networks of the mobile operators Telefónica
O2, T-Mobile and Vodafone. Almost 100% of the population are reached by all three networks.
The city has excellent reception of radio and TV signals.
Digital broadcasts in the Ostrava region are provided through the multiplex 1 signal on channel 54
broadcasting television channels ČT 1, ČT 2, ČT 24, ČT 4 and seven programs of Czech Radio. In
addition, multiplex 2 broadcasting TV Nova and Prima Family is available on channel 37, and
multiplex 3 broadcasting Prima Love and Rádio Proglas is available on channel 51.
A large part of the city has access to the telecommunications network provided by
OVA!!!CLOUD.net a. s.
There are several alternative telecommunications operators in the city, including GTS Czech a.s,
Alcatel a.s., Contactel a.s., Nextra CR, Tiscali etc.
For access to the internet and data transfer the city is covered by radio networks of companies such
as Broadnet Czech, Nextra CR, Star 21, MPS Ha-vel, TELTECH com a.s., Poda s.r.o., MATTES
AD, TRONO GROUP s.r.o. etc. An increasing proportion of the region has access to broadband
internet connections (ADSL and Wi-Fi).

11.5 Nanotechnology Centre
The Nanotechnology Centre was established on 1 February 2007. It is a research institute at the VŠBTechnical University of Ostrava – the first such institute in the Czech Republic to have the word
‘nanotechnology’ in its title – and it grew out of the former Materials Chemistry Institute. The Centre
researches, prepares and analyzes nanomaterials (materials smaller than 10-9 m). Internationally renowned
experts are involved in a wide range of research activities involving nanocomposites, nanomaterials with
photofunctional and antibacterial properties, friction composites and sorption materials. Other work at the
Centre includes the study of toxicity and the influence of nanoparticles on the environment and living
organisms.
The Nanotechnology Centre collaborates closely with a range of important Czech and international
institutions on joint research projects. Staff have published hundreds of research articles in internationally
renowned scientific journals, as well as creating a significant number of patents and other forms of protected
intellectual property. The Nanotechnology Centre works closely with industry and business on various
projects and as a provider of analytical services.
The Nanotechnology Centre has state-of-the-art modern analytical equipment for the chemical and structural
analysis of materials and various methods of microscopy. The teaching staff at the Centre have created the
first ever Nanotechnology degree course in the Czech Republic (in conjunction with the Institute of Physics
at the VŠB-Technical University of Ostrava). The degree programme was accredited at Bachelor’s and
Master’s levels in 2006.

11.6 Business Incubator of the Business School Ostrava
In December 2010 the Business School Ostrava opened its own Business Incubator focusing on information
technologies and services. The Incubator is located at the Business Development Institute (Institut rozvoje
podnikání), and was part-funded via the Operational Programme Enterprise and Innovation run by the
Ministry of Industry and Trade and the CzechInvest agency. The Incubator offers fully equipped office
premises and a comprehensive consulting service to start-up companies. It caters mainly for students of the
Business School Ostrava, but is also open to external applicants. The Business Incubator is closely integrated
with the teaching activities of the Business School Ostrava.

11.7 Ostrava Technology Centre – Václav Roubíček Centre
The first building of the Ostrava Technology Centre was completed in October 2010, in the heart of
Ostrava’s industrial district of Vítkovice. The Centre bears the name of its founding father, Professor Václav
Roubíček.
The new building contains facilities for testing progressive new technologies used in ecological waste
processing. Research projects include the development of new pyrolysis methods and the ENET research
programme, which develops a wide range of technologies using alternative fuels and energy sources –
including the thermal treatment of waste and new methods of energy accumulation. In the next five years, the
Ostrava Technology Centre is set to create up to 50 new jobs.

11.8 IT4INNOVATIONS
IT4Innovations is a unique project, which aims to establish a national centre of excellence for research in the
field of information technology. This newly built centre will enhance the concentration of a wide range of
disciplines related to information technologies and allow for their development. The project will include the
procurement of a very powerful supercomputer, which is to be commissioned around 2014, ranking among
the 100 most powerful supercomputers in the world at this point.
The project is a joint effort of five institutions: VSB-Technical University Ostrava, Ostrava University,
Silesian University in Opava, Brno University of Technology and the Institute of Geonics at the Academy of
Sciences. IT4Innovations will combine the functions of a research centre for academic purposes with
research suited to the needs of practical application.
The project implementation period is 2011-2015. Over CZK 1.8 billion will be received in EU structural
funding – mostly to be spent on supercomputer technologies, software and construction work. Additionally,
extensive funds will be used in the implementation of planned research programmes.
The supercomputer will also be available to organizations from the public and private sectors.
The IT4Innnovations project will be incorporated into the PRACE RI pan-European network of
supercomputers via the VŠB-Technical University of Ostrava.

4MEDI
4MEDi - Biotech Business Park For Medical Innovations Ostrava is the world's most advanced center for
biomedical research and development of new processes and products in Modern therapy. 4MEDi center, to
be operated by a subsidiary of the Center for Cell Therapy and Diagnostics, is currently under construction.
Located in the University Hospital Ostrava, its area will be 6,500 m2. The completion of the first phase is
expected in 2013.
4MEDi represents a very important infrastructure for the global Advanced Therapy Medicinal Products
(ATMPs) market using the best of modern technology for testing, diagnostics, development and clinical
research.
With the completion planned for 2013, the Center for Cell Therapy and Diagnostics will operate the world’s
latest technology for testing, diagnostics, industrial development and clinical research of new cell advanced
therapy medicinal products, which will be used to treat patients using autologous and allogeneic human cells.

11.10 Clusters
The key industrial sectors in Ostrava and the Moravian-Silesian Region are organized within clusters,
providing the Region with a clear profile and simplifying the relationship between potential investors and
suppliers. In terms of clusters, the Moravian-Silesian Region is a leader in the Czech Republic.
The development of clusters has been significantly enhanced by the Ostrava Science and Technology Park,
which was the Czech partner in the EU-funded ACENET project (2002 – 2003). The goal of the project was
to share information and experience of creating and managing clusters among project partners and to support
the creation of a European network of cluster initiatives. Another initiative connected with clusters is
ClusterNet (launched by Ostrava’s Regional Development Agency – RDA), which involves the coordination

12 Quality of life
12.1 The environment
The city of Ostrava lies at the heart of a major industrial conurbation which since 1990 has undergone a
major process of restructuring including a reduction of heavy industry. This has brought marked
improvements in the local environment. In the early 1990s there was a dramatic fall in air pollution and
industrial emissions, followed by a more gradual fall. However, since 2001 air pollution levels have once
again begun to rise, especially levels of solid pollutants (airborne dust). Ostrava is a typical densely
populated urban centre with a high concentration of road traffic and extensive heavy industry. Due to the
large number of emissions sources concentrated within a relatively small area, the city is officially classified
as an area with poorer than average air quality.
The number of days with poor air quality is influenced not only by the emissions themselves, but also by
wind direction, the location of emissions sources, and other geographical or meteorological conditions within
the city. The main sources of emissions both in some of the city districts and the city as a whole are
industrial plants (especially steelworks, of which Ostrava has the highest concentration in the country), road
traffic, local heat sources, areas of unmaintained waste ground (contributing to airborne dust), former coalmining sites, and wind-borne pollution from the Polish side of the border.
Despite these problems, a large proportion of Ostrava’s area is taken up by parks, greenery and natural
landscape features. The city’s parks are well-maintained and are constantly being improved and expanded.
The most valuable of them have been recorded as major landmarks, whose number reaches 130. As part of
an on-going programme to renovate Ostrava’s high-rise housing estates, many public areas are undergoing
reconstruction work – including public greenery.
Within the boundaries of the city there are a range of valuable sites of natural interest, several of which have
been listed as protected zones, sites of European importance and are designated as bird sanctuaries. 32 of the
most important trees in the city have been declared as landmarks.
In addition to parks and other public green spaces, city forests are also available to the inhabitants of Ostrava
for recreation. The Korýtko, Bělský les, Poruba-Březí, Poruba-Osošník, Hulváky, Landek, Svinov,
Heřmanice, Plesná Hůra and Pustkovec forest complexes are among the special-purpose forests with
increased recreational functions. Annual maintenance of small structures (gazebos, outdoor furniture,
benches, sidewalks, bridges) and forest vegetation are provided in these complexes. Due to the high visitor
traffic in these forest complexes, especially in the urban parts of the city, the vegetation on the frequented
routes is regularly maintained and made accessible to the public. Exposed surfaces are gradually provided
with plantings of ornamental trees, attractive for their colour, as well as with flowers and other plants.
Ostrava’s forested land makes up around 11.5 % of the city’s area. The proportion of forests within the city
rises every year, mainly due to brownfield restoration and remediation projects. The City of Ostrava is the
second largest owner of forested land within the city boundaries. The maintenance and on-going
improvement of the city’s forests is a major priority, since many of these woodlands are popular recreational
areas.

12.2 Health care and social services
Social services and health care have a significant impact on the quality of life of Ostrava’s citizens. Ostrava
offers good availability of in-patient and out-patient health care services, as well as many top-quality
specialist services. The City of Ostrava offers its citizens help and support through its Social Services and
Health Care Division and via a range of contributory organizations operating in the social services and health
care sectors. The City collaborates with individual Municipal Districts in the provision of health care, and
also works closely with non-government non-profit organizations (NGOs) and a range of other providers.
12.2.1 Health care

problems related to societal trends (increase in mental disorders, ageing population etc.). There is also a

12.2.2 Social services
Social services are provided to individual citizens or their families in order to help them deal with difficult
social situations which they are unable to overcome on their own. The services are provided either on-site at
clients’ homes (e.g. personal assistance services and care services), at various types of social services day
centres and drop-in centres, or at residential social services institutions. These facilities are constituted by the
Statutory City of Ostrava, the Municipal Districts, non-governmental non-profit organizations (NGOs) and
individuals.
The main focus in Ostrava is on non-residential services, which are provided by 60.1 % of facilities. On-site
services are provided by 40.4 % of facilities, residential services by 26.2 %. Most providers offer
combinations of these services. The representation of various forms of social services is well-balanced.
There are 66 registered social services providers in Ostrava, offering a total of 183 services used by almost
28,000 citizens. These providers employ almost 3 100 people, ranking them among the most important
employers in the city.

The number in brackets indicates the number of individual social services provided in Ostrava.
The most widespread type of social services facility in Ostrava are social counselling centres (19.7 %),
followed by social activation services for families with children (8.2 %), senior citizens’ homes (7.1 %),
refuges (6.0 %), and nursing services (5.5 %). Less common are intervention centres, contact centres, guide
and reader services, follow-up care services, therapeutic communities and emergency care (0.6 % each).
In terms of target group, the largest proportion of social services in Ostrava is provided to senior citizens
(33 %), followed by disabled and/or mentally handicapped citizens (17 %) and families/children (14 %). An
important role is played by activities focusing on crime and drug abuse prevention (38.3 %), senior citizens
(35 %) and people suffering from lifestyle-related diseases (9 %).

Day centres, social counselling centres, crisis help centres, personal assistance, low-threshold centres, social
activation services, refuges and night shelters are more often run by civic associations and church
organizations. Nursing services and homes are run by municipal districts.
The clients of these services are senior citizens, citizens with mental illnesses and psychosocial problems,
citizens with combined physical and mental handicaps, visually impaired citizens, the deaf and hard of
hearing, those with societal diseases, children and families, and citizens at risk of social exclusion, and the
Roma community.
On the basis of an assessment of demographic and age structure trends, it is evident that the main problem
facing the city authorities in the future will be ageing. As has been mentioned, Ostrava’s population is ageing
considerably. Predictions for the numbers of people over 60 years of age are as follows: in 2005 there were
60 600 citizens in this age bracket; the number rose to 70 000 by 2010. By 2015 this category is set to swell
to 75 800; and by 2020 to 78,700. In view of these forecasts, it is clear that there will be increasing demands
– both financial and organizational – on facilities providing services to senior citizens.
Residential social services
The City of Ostrava established 9 contributory organizations providing social services and 1 medical facility
providing residential social services in the Municipal Hospital Ostrava, a contributory organization. City
districts have established nursing homes including emergency beds and contributory organizations provide
social services in their territory. The structure of social and health facilities operated by contributory
organizations is as follows:

The capacity of residential services for the residents of the City of Ostrava is also provided by district
municipalities, with 113 places available for the homeless; as well as nongovernmental non-profit
organizations with the capacity of 331 places in homes for the elderly and special regime homes, and
399 places in shelters and dormitories for homeless people.
On-site social services
The aim of on-site services is to provide services to clients in their own social environment. This enables
clients to integrate as fully as possible into the normal life of society; in cases where the clients’ condition
makes this impossible, on-site services enable clients to live with dignity.
An example of this type is nursing services provided to citizens in their own homes, including apartments in
nursing homes or other facilities. In 2011, nursing care services were provided to 2 346 people.
The municipal district authorities of the Statutory City of Ostrava provide nursing care services at eight
locations. For citizens on old age pensions or invalidity benefits and requiring nursing care services, the
municipal districts offer nursing care homes. The allocation of apartments in these homes is the
responsibility of the municipal district authorities; places are allocated on the basis of citizens’ applications,
depending on the degree to which the potential client’s independence is restricted and the urgency of his/her
social situation. There are currently 1 121 apartments in nursing homes in the city of Ostrava.

Non-government non-profit organizations (NGOs) and the future development of social services
Non-governmental non-profit organizations (NGOs) play an important role in providing social services
within the City. Over 70 NGOs are active on the city’s territory. In terms of residential services for senior
citizens, NGOs play a supplementary role to core services provided by contributory organizations. However,
NGOs are the sole providers of many other services – especially home-based services and day services.
NGO activities in social services are supported from the Statutory City of Ostrava’s budget. In 2009 NGOs
received a total of CZK 62.2 million; in 2010, CZK 60.9 million; in 2011, CZK 65 million.
Social services within Ostrava are developed and coordinated in accordance with the current key strategic
document entitled the Third Community Plan for the period 2011 – 2014.

12.3 Housing and non-residential premises
The Statutory City of Ostrava has delegated the management of its housing stock to the individual Municipal
Districts. As of 31 December 2012 the Municipal Districts owned 13 982 apartments in 1 114 blocks. The
privatization process of municipal flats launched in 1991 (when the city owned almost 46 000 flats), also
continued to some degree in 2012. However, the number of flats sold was not as high as in the late 90s and
the number of municipal flats decreased by 1 108.
The largest owner of housing stock is the Municipal District Ostrava-Jih, with a total of 5 590 apartments. As
of 31 December 2012, other Municipal Districts owned the following numbers of apartments: Mariánské
Hory a Hulváky 2 204, Poruba 1 229, Moravská Ostrava a Přívoz 1 622, Slezská Ostrava 1 371, Vítkovice
741. The City Hall owns a total of 311 flats located in different Municipal Districts. The other Municipal
Districts own fewer than 300 apartments.

There is a continuing shortage of rented public flats, particularly special purpose flats (i.e. for the elderly,
wheelchair-accessible flats, flats with social programmes and reduced rents). The situation is especially
critical in the field of "social housing" due to the increasing group of people affected by the economic
recession and especially by the deregulation which has been in force as of 1.1.2011.

Social housing – There is no universal legal definition of this term. Ostrava maintains certain apartments
and apartment blocks which are rented out to citizens on low incomes. These are mainly small apartments
and reduced-quality apartments located away from the central parts of municipal districts.
Various types of social housing are provided by NGOs with financial support from the City of Ostrava.
These are not standard apartments; they are facilities providing accommodation specially targeted at citizens
who are in serious difficulties due to age, poor health, social situation or personal crisis. Social housing and
rehabilitation programs are provided by non-profit organizations mostly with the support of the city.
These facilities include:

The Halfway House, shelters, homes for mothers and children
Community centres
The ‘Village of Coexistence’
Since 2012, an integrated programme Social Inclusion Ostrava has been implemented to address housing
issues in excluded localities of individual municipal districts and for the socially underprivileged.
House prices
The prices of houses and apartments depend on a wide variety of factors. In comparison with other locations
in the Moravian-Silesian Region and the Czech Republic as a whole, house prices in Ostrava are relatively
low. The recent rise in house prices has now come to an end, and prices (especially of apartments on housing
estates) are falling.

At costs in excess of CZK 2.3 billion, a total of 2 130 flats were constructed in Ostrava in the period 19952012 with financial support from the state budget and the EU fund. In 2012, the city of Ostrava invested
CZK 65 million in the construction of new residential houses and renovated housing units, creating 45
reconstructed flats. Simultaneously, the sale of flats and apartment houses continued, which led to a further
decrease in public housing.

City of Ostrava – current housing situation
In recent years the City (via several of its municipal districts) has focused on the reconstruction of its
housing stock and the regeneration of high-rise housing estates. The City supports private builders and
developers by offering available land for sale. Large-scale investments (via the individual Municipal
Districts) concern mainly those buildings which are likely to remain part of the City’s housing stock.
Work to regenerate public spaces on housing estates is carried out by the municipal districts as part of the
national subsidy programme for housing estates regeneration (Government directive no. 494/2000); in order
to receive this subsidy, a project must benefit an area with over 150 apartments (condition for granting the
subsidy). In recent years, regeneration work has been carried out on Čechury Street in Poruba and on
Varenská Street in Moravská Ostrava a Přívoz. Works are currently under way to regenerate the Šalamouna
estate in the central municipal district (Moravská Ostrava a Přívoz) as well as the Fifejdy I estate (municipal
district Mariánské Hory a Hulváky), and a project is currently under way for the Muglinov estate (municipal
district Slezská Ostrava).
In the period 2000 – 2012, subsidies totalling CZK 58 792 000 were provided from the national budget for
regeneration projects on high-rise housing estates.

12.4 Culture
Ostrava is home to a wide range of important and prestigious cultural institutions – many of which are
renowned nationally and internationally.
There are 4 permanent theatres. The Moravian-Silesian National Theatre has permanent opera, drama, ballet
and operetta/musical companies and performs at two venues – the Antonín Dvořák Theatre and the Jiří
Myron Theatre. The other two theatres are Komorní scéna Aréna and Petr Bezruč Theatre. Ostrava’s Puppet
Theatre is based in one of the most striking modern theatre buildings in Central Europe, wittily decorated
with three-metre-high statues of puppets made of wood and metal, which hosts the international puppetry
festival Spectaculo Interesse every odd year, and the festival Theatre journey without barriers every even
year. In 2010 an extension was built at the Puppet Theatre, comprising an alternative stage, an amphitheatre,
a puppet gallery and a theatrical astronomical clock. It offers performances by the internationally recognized
Janáček Philharmonic Orchestra Ostrava. Every year it hosts the international festival of classical music,
Janáček May. The Ostrava Days of New Music festival is held every two years.
The city has several major cultural centres as well as smaller ones in the municipal district. Ostrava is also
home to numerous cultural associations and widely acclaimed folklore groups.
In addition to the largest Czech mining museum and the Museum of Ostrava, there are 5 other institutions of
this type.
As a major regional centre of culture and education, Ostrava also has its own Academic Library and a dense
network of municipal libraries. In October 2005 the Ostrava City Library moved into newly reconstructed
premises near the Sýkora bridge in the city centre.
Keen filmgoers can enjoy a wide choice of cinemas, ranging from the art-house Minikino to the popular
Cinestar multiplex (8 screens) or the 8-screen CINEMA CITY, which was newly opened in Nova Karolina.
A wide range of cultural activities is complemented by many local galleries and museums with exhibitions of
diverse areas of human life. The most important of these is the Art Gallery of Ostrava, whose attendance in
recent years has increases, exceeding the limit of one hundred thousand visitors.
The importance of the national cultural monument Vitkovice Lower Area goes far beyond the city, region
and the Czech Republic. By reconstructing the original gas holder, the "Gong", a multifunctional congress
centre with an auditorium of 1,500 seats and its own gallery space was built. A reconstruction of the original
historical energy distribution station gave rise to the Small World of Technology, an industrial museum with
educative elements. The dominant feature of Vitkovice Lower Area is a blast furnace transformed into an
observation tower with an educative trail.
12.5 Sport and recreation
Ostrava has a wide range of sports facilities – athletics stadiums, ice rinks, multi-purpose sports halls, tennis
courts, squash clubs, indoor and outdoor swimming pools, and many more. The most significant facilities are
operated by Sportovní a rekreační zařízení města Ostravy, s.r.o. Its outdoor swimming pool Ostrava-Poruba
is the largest natural swimming pool in Central Europe
Keen cyclists will enjoy the dense network of cycle routes crossing the entire city. This network is constantly
being expanded and passes through many places of natural beauty or historical interest – an ideal choice for
a day trip.
The area around the city also provides plenty of opportunities for leisure and recreation. The Beskydy and
Jeseníky mountains (30 km and 60 km away from Ostrava respectively) offer excellent skiing and winter
sports facilities. From spring through to autumn, the mountain ranges are a paradise for hikers, cyclists and

anglers. Between May and September a ‘CycleBus’ service is in operation, carrying cyclists (and their
bikes), hikers and other passengers between Ostrava and the Beskydy mountains. In the winter sports season,
the SkiBus performs the same service.
Golfers will love the region’s courses – ranging from the Šilheřovice course (close to the city, in the grounds
of the local chateau) to the courses in Čeladná, Ropice and Ostravice. Just 30 km from Ostrava there is also
the popular 9-hole course in Kravaře.
Ostrava is the host city for a wide range of top national, European or world sporting events and
championships (ice hockey, handball, weightlifting, volleyball, figure skating, tennis – the Davis Cup,
bodybuilding and much more). Each year the city showcases the world’s top athletes at the Golden Spike
international athletics meeting.
In 2004 Ostrava was the co-host of the Ice Hockey World Championship. The games were held at the city’s
ČEZ Arena, one of the largest and most modern multi-purpose indoor arenas in the Czech Republic. In 2005
Ostrava hosted the European Futsal Championship, and in 2006 it was the venue for the European Floorball
Championships. In 2008 the city welcomed the World Floorball Championship and the 4th Baseball
Academic World Championship. In 2009 tennis-lovers enjoyed two rounds of the prestigious Davis Cup
tournament. In the following year, Ostrava hosted the European Table Tennis Championships and the
Basketball World Championship for Women and last year the 8th European Athletics U23 Championship.
In 2013, Ostrava won the title "European Capital of Sport 2014."
12.6 Tourist attractions
Technical monuments as well as Ostrava’s wealth and pride, are being discovered and admired by people
from around the world. NHL Lower Vitkovice, forming the distinctive skyline of Ostrava, offers a unique
experience combined with an industrial atmosphere. The Colours of Ostrava festival and the Janacek May
festival moved in 2012 into the factory space with concerts taking place around the gas tank and adjacent
areas. The factory includes a 75 metre high blast furnace, which can be climbed providing views of the
nearby Karolina and Trojhalí, soon to be interconnected. This development has given rise to a new
neighbourhood full of artists, modern art galleries, cafes, museums, convention and exhibition spaces.
In Landek park with the mining museum, you can walk in the footsteps of the mammoth hunters, who
settled at the confluence of the Oder and Ostravice rivers and see the unique Landek Venus coming from the
same period. The National Historical Landmark Michal Mine should be a must-see for anyone who wants to
experience the authentic atmosphere of mining and learn about the work of miners who used to provide us
with plenty of "black gold".
In addition to its industrial heritage, Ostrava also offers a range of other historical sights, cultural activities
and leisure opportunities which will delight visitors of all ages and interests. Among the most popular tourist
destinations in the city is the Ostrava Zoo – the second largest zoo in the Czech Republic. Other attractions
include the reconstructed Silesian Ostrava Castle, a popular venue for fascinating exhibitions and cultural
events, or Miniuni, a unique display of miniature scale models of famous European buildings. Each of
Ostrava’s museums offers its own treasures. The Ostrava City Museum displays a 225 cm-high grandfather
clock made by the master clockmaker Mr Mašek in the early 1930s. In 2009 the museum also opened an
exciting new permanent exhibition. Other interesting cultural attractions in the city are the Museum of
Firefighting, the Museum of Zithers, the Cathedral of the Divine Saviour (the second largest cathedral in
Moravia and Silesia after the Basilica at Velehrad), the Johann Palisa Observatory and Planetarium or
the tour of the Ostravar Brewery – not forgetting a tasting session, of course.

15 City and Municipal District administration,
municipal organizations
Act no. 128/2000 on municipalities states that Ostrava is a Statutory City. The area of the City is divided
into 23 Municipal Districts. The City operates as a municipality with extended powers, exercising these
powers on behalf of several neighbouring towns and municipalities. The largest Municipal District is
Slezská Ostrava (Silesian Ostrava, 4 174 ha) and the smallest is Pustkovec (108 ha). As of 31 December
2011, the largest Municipal District in terms of population is Ostrava-Jih (110 398 inhabitants), followed
by Poruba (68 478 people) and the central Municipal District Moravská Ostrava a Přívoz (40 559 people).
The administration of the City is governed by the Statute of the City of Ostrava.
Local government activities are carried out by various bodies forming part of the City of Ostrava and its
Municipal Districts. Only the City of Ostrava is an independent legal entity; the Municipal Districts act on
behalf of the City exercising powers conferred on them by the Statute.

The City Assembly is the highest-ranking decision-making body of the City. Members are elected by
citizens for a four-year electoral period. The Assembly has 55 members and its sessions are open to the
public. The City Assembly sets up committees as its advisory and controlling bodies.
The City Council is the executive body of the City. It has 11 members: the Mayor, the Deputy Mayors
and a further four members of the Assembly who act as Councillors. The Council and the Mayor are
Assembly members elected to these positions by the Assembly. Sessions of the Council are closed to the
public. The City Council appoints commissions as its advisory and initiatory bodies.
The Mayor of the City is elected by the Assembly and represents the City in public.
The City Authority consists of the Mayor – who is the head of the Authority – plus the Deputy Mayors,
the City Authority Secretary and the employees of the City Authority. It carries out tasks assigned to it by
the Assembly and the Council as well as standard local government duties. The Authority carries out
these duties on the basis of current legal regulations.
The City Secretary coordinates and monitors the activities of all City Authority employees. The Secretary
is appointed and dismissed by the Mayor after approval by the Director of the Regional Authority. The
City Authority is structured in 20 Divisions.
