Victorio CONTRIBUTORS Augusto Sandino Cardenas T he Polytechnic University of the Philippines never fails to electrify the country as Jerus Emmanuelle E. Cuyco of the College of Architecture and Fine Arts grabbed the gold medal in the (-55 kg.) Kumite (Sparring) and bronze in Kata during the University’s first attempt at the 17th Philippine University Games (Unigames) held at the University of St. La Salle (USLS) in Bacolod City last October 22 to28, 2012. With a delegation of 43 comprised of 29 athletes, seven coaches and trainers, and seven university officials, the Mighty Maroons tested their mettle in four of thirteen regular sports disciplines in this year’s edition of Unigames namely: basketball, badminton, karate do, and lawn tennis. The PUP karatedo team surprised the contingents in the Unigames when their five karatekas all got a good finish including Cuyco and his brother Jesar John E. Cuyco, Bachelor of Science in Civil Engineering student, who captured the bronze medal in (-60kg) Kumite. Meanwhile, PUP women karatekas got the silver in team kumite composed of Maybelin G. Gonzalbo, Human Resource, Development and Management student; Rhizelle C. Celestial, Bachelor in Physical Education; and, Romella Jean G. Gutierrez, Bachelor of Science in Industrial Engineering. This 17th edition of the Unigames was participated by 51 colleges and universities in the country and sponsored by Sandugo, the country’s leading outdoor and sandals products. It was also the tenth time that the USLS hosted the said national collegiate event after it was founded by Bro. Rolando Dizon, FSC, the then president of USLS in 1996. Christine Joyce S. DUMRIQUE he Polytechnic University of the Philippines Laboratory High School delegation brought home several awards in the recently concluded 24th Young Men’s Christian Association National Assembly of High School Students held last November 3 to 6, 2012 at the Junior Mess, Teacher’s Camp, Baguio City. Some of the major awards received by the students are the following: • • • • • • • The Polytechnic University of the Philippines successfully organized the 2nd Young Communicators’ Congress (YCC II) which was held at the AFP Theater, Camp Aguinaldo, Quezon City on October 19, 2012. Spearheaded by the PUP College of Communication and endorsed by the Commission on Higher Education, YCC II focused on the theme “Youth in Communication: Advocates of Peace and the Environment for Sustainable Development.” Around 1,300 communication students from PUP and 12 other colleges and universities attended the event which featured Prof. Bradley C. Freeman of the Wee Kim Wee School of Communication and Information, Singapore as keynote speaker. The students also interacted with Mr. Karlon N. Rama of the Peace and Conflict Journalism Network, Mr. 4 | The Observer Ted Failon of ABS-CBN Broadcasting Corporation, Mr. Nathaniel Cruz and Ms. Kara Patria C. David of GMA 7, Mr. Armando Rojo of the Public Relations Society of the Philippines, Mr. Jose Enrique Africa of IBON Foundation, and Atty. Nepomuceno Malaluan of the Access to Information Network who delivered speeches on media, and the quest for peace and development. PUP alumni and media practitioners John “Papa Jack” Gemperle (Love Radio), Maricel Halili (TV5), Irene Fernando (Manila Bulletin), Steve Dailisan (GMA 7), Zhander Cayabyab (DZMM), Jayvee Arcena (TV5), Gerard Garcia (TV5), and Angelito Bautista, Jr. (Philippine Information Agency) served as forum moderators. PUP College of Communication Dean Dr. Edna T. Bernabe, Department of Broadcast Communication Chair Dr. Racidon P. Bernarte, and Department of Journalism Chair Prof. Cherry C. Pebre led the roster of university communication professors who attended YCC II. The 1st Young Communicators’ Congress – a brainchild of Dr. Angelina E. Borican, former PUP College of Communication Dean and current Publications Office Director, and Dr. Anna Ruby P. Gapasin, former PUP Broadcast Communication Chairperson and current Director of the Communication Management Office – was held in September 2011. A total of 1,500 participants attended the event. This year’s Congress was chaired by Dr. Bernarte. Prof. Kriztine R. Viray directed the program. Bona Outstanding Delegates - Ninna Morano, Gillermo Durias, Mark Anecito Perlas, and Lester Jerome Tan The assembly’s 647 official studentdelegates from different schools all over the nation were clustered into twenty commissions. Each commission was tasked to elect a chairman, a rapporteur, and a convener. Seven chairpersons from the twenty commissions were from PUPLHS: Ninna Morano, Commission 3; John Steven Lana, Commission 4; Emerald Niserio, C o m m i s s i o n 5; Gillermo Durias, Commission 6; Lester Jerome Tan, Commission 9; Lorenz Andre Fernando, Commission 11; and Angelo Soriano, Commission 17. Some were also elected as rapporteurs and conveners: Juvan Ecom, Alfrederick Gayoma, and Rey Michael Ramiscal, and Mark Perlas and Andrea Daine Montalban, respectively. Meanwhile, LHS students Jonara De Castro, Isabelle Callejo, Elijah Mae Santos, Genrev Hizon and China Cabreza were chosen to write in the Hi-Y Newsette, the official newsletter of the said assembly. Indeed the PUPLHS has proven once again that they are consistent in being the best in the country. This year’s assembly theme “YMCA: Onward to the Call of Service in Nurturing the Youth and Transforming Communities” specifically aimed to contribute in the development of the participants into effective and committed Christian leaders, to help the participants to understand current issues and concerns and explore positive and relevant responses, and to encourage the youth to actively participate in protecting the environment to ensure the earth’s natural resources for the future. Volume 1, Issue 5| 5 Cover Story Tambayan 101.9 goes to PUP T ambayan 101.9, one of the country’s leading FM radio stations, invaded the Polytechnic University of the Philippines campus on November 9 for a mini concert held at the Bulwagang Balagtas, Ninoy Aquino Library and Learning Resources Center. The mini concert was hosted by the radio station’s most popular DJs Martin D., Chacha, and Arnold Rey, and featured local artists Young JV, Rox Puno, and Cathy Go. Hundreds of students went wild as Bugoy Drilon and PUP alumna Liezel Garcia did song performances together. To add fun, the event also included games where some students won prizes and freebies. The concert was made possible through the efforts of the Creative Media Services Office under the Communication Management Office. (Sonny M. Versoza) Myx Discusses Pinoy Values with PUPians P inoy values was the center of discussion in the popular music channel Myx in an episode of the program Myx Forum taped at the Claro M. Recto Hall on November 13. Myx Forum is a weekly youthoriented talk show that discusses issues and trends concerning the youth. Students from the College of Communication, College of Education, and College of Arts – Department of History convened for the event to tackle the state of Pinoy values at present. Hosted by Myx VJs Chino Lui Pio and Nikki Gil, the forum also featured Pinky Marquez, Donita Rose, Robin Nievera, Aaron Villaflor, and other personalities who shared their stand on the issue with the PUP audience. Professor Dominic Dalisay from the Department of Sociology of the College of Arts and Letters also joined the discussion and shared his expertise on the matter. The forum is also a tie-up project of the Polytechnic University of the Philippines and MYX Philippines through the Creative Media Services Office under the Communication Management Office. (Sonny M. Versoza) 6 | The Observer PUP Inaugurates 12 Pres dent th A fter seven months of dynamic performance as leader of the largest state university in the country, Dr. Emanuel C. De Guzman was formally installed as the 12th President of the University. The President spoke from the heart and conducted self-examination before his audience who witnessed his investiture held on October 26 at the Bulwagang Balagtas, Ninoy Aquino Library and Learning Resources Center, Sta. Mesa, Manila. “I want to transform PUP into an epistemic community. I could imagine each member of the community thinking in more or less the same way: that we are all members of the community and that these members each transcend the differences and all the other identities that we have. This is paramount. Above the individual is the reality that is more than each of us. And if we can only link each difference with the differences that exist in the community, we could turn it around into a knowledge producing, managing, deploying community,” the President explained. President De Guzman said that a paradigmatic change is needed for PUP to remain relevant in a fast-changing world. “PUP is known for producing professionals, graduates, who are competent. But I think we missed also on developing our research capability. The faculty is concerned more in teaching, in instruction than in participating in the research communities in the production of knowledge. And that is the aspect of the university, the twin aspects of instruction and research that I want to focus on, where I want to bring the University in transforming it into an epistemic community,” he said. The President emphasized that there should be a balance between the technical sciences and the social sciences, PUP being a higher education institution borne by the Filipino people. “Much is needed to develop the technical sciences but that is not the only major component of an epistemic community. We can advance technologically, scientifically but we can also lose sight of ourselves, as an institution that has a very important role in social transformation. Say for instance, in inculcating to our students and to our faculty a deeply embedded social conscience – to care for people who are outside of the self, to care for others, to look after the welfare of those who are most needy,” he said. The homegrown President also stressed that he is committed to a democratic, transparent and dynamic brand of leadership. “I would like the members of the community to look at the presidency, at the President, with critical eyes. You have to watch me, you have to look at me, you have to engage me in dialogues, in conversations. If you want some things to be changed and you think those things are good, that would make PUP better, then you have the freedom to engage me in a discourse, in a conversation. You can write articles and publish them, and communicate them to the community, and to the leadership,” he said. “So, I also would like the community to pick a critical eye on itself and the leadership, the administration. This is part of the dynamism of a community that commits itself to change, and to be a player in the world out there,” he added. President De Guzman said critical thinking must be entwined with the value of rationality. “We must put reason to what we do. We must attach reasons to our actions so that whatever it is that we are trying to achieve, even our critical eye would achieve some sort of stability, and therefore would make the structure and the institution stable. This is what we need in a complex institution such as PUP. We have to have structures, we have to have institutionalized processes,” he said. President De Guzman was appointed by the Commission on Higher Education to lead PUP in accordance with the provisions of Republic Act 8292 or the Higher Education Modernization of 1997. His appointment was recognized by the PUP Board of Regents through Resolution No. 872, series of 2012 passed on March 14, 2012. A teacher, researcher, and leader, the 12th President of PUP earned his Doctorate in Sociology from the University of Manchester in 2008 and his Master’s degree in Sociology from the Ateneo de Manila University in 2001. Suyat “We were advised to ask, ‘Where is the house of the pamilya ng matatalino or the family of intelligent people?’” - Alliance of Concerned Teachers (ACT) Partylist Representative Antonio A. Tinio I nspiring anecdotes, heart warming messages and unexpected revelations highlighted the salutations delivered by Polytechnic University of the Philippines’ President Dr. Emanuel C. De Guzman’s closest colleagues, friends, mentors and loved ones during his investiture as the 12th President of PUP on October 26. Alliance of Concerned Teachers (ACT) Partylist Representative Antonio A. Tinio, a long- time friend and a fellow teacher-activist of President De Guzman shared an anecdote on how hard it was for their colleagues in ACT to find the house of President De Guzman in Quezon, Nueva Ecjia, the president’s home town. They were advised to ask, “Where is the house of the pamilya ng matatalino or the family of intelligent people?” since the De Guzman siblings are known as valedictorians or honor students at school. Soon enough when they arrived at Quezon, Nueva Ecjia, after asking the intriguing question, town folks pointed to the direction of the famous house of the De Guzman’s. Meanwhile, Dr. Jesus Rodrigo F. Torres, President of the Rizal Technological University and representative of the Philippine Association of State Universities and Colleges (PASUC) stressed that being a homegrown in PUP has advantages for Dr. De Guzman and the University. “…having started in PUP is decidedly an advantage for him. He would know the culture of PUP, he would know the sentiments of the students and the employees, [and] he would have malasakit for his University, which is putting its welfare before his own. He would have the vision where to lead the University, he is after all the president of the biggest university in the Philippines having [several] branches all over the country,” Dr. Torres said. “…having started in PUP is decidedly an advantage for him. Torres “We in the SUCs are in struggle: struggle against poverty, struggle against ignorance. We need funds in order to fulfil our duties and responsibilities in lifting the welfare of our people. As President Dr. De Guzman, I’m sure, is with us in the spirit of giving selfless service to the community and providing servant leadership. As classmate in the Asian Institute of Management together with Dr. Orena, I have the impression that Dr. De Guzman is a good leader and a fine friend, who knows how to make friendships work. Muhi On the other hand, Vice President for Research, Extension, Planning and Development Dr. Manuel M. Muhi, best friend to President De Guzman also delivered his salutation. “I have worked closely with PDex in several occasions. As students of this University – he was my editor-in-chief in the Catalyst while I was his managing editor. He is a good writer and a fast worker. As teachers, we were together in the teacher’s union. I have seen how firm he was in advancing the interest of academic workers. As a teacher, he develops the abilities of his students by exposing them to more creative expressions of knowledge. He stands by the principle that students, when empowered, are sources of strength to transform society into a better place,” he said. “As a leader, President De Guzman believes in the collective effort of his constituents and inspires people to work by maintaining a sense of humility. Kahit President na siya, laging may pakisuyo ang kanyang inuutos, hindi mo makikitang nagagalit at mahaba ang pasensya. Indeed, his sense of commitment and dedication to work cannot be underestimated. It extends from his being a friend and a family man to his being the head of the largest state university in the country,” Dr. Muhi ended. Meanwhile, Lenina De Guzman, one of President De Guzman’s twins and only daughter provided the unexpected revelations to the delight and applause of the audience. She narrated the time when President De Guzman talked to them and announced that he decided to withdraw his candidacy for the PUP presidency. “Tama na bumalik na tayo sa simple nating buhay. Ang mahalaga ay may peace of mind tayo,” President De Guzman said to them as Lenina recounted. But instead of giving up, they persuaded President De Guzman to continue; they even made a cardboard with a message saying “Tay Laban!” Lenina also acknowledged that President De Guzman had gone a long way in his journey and struggles. “Bilang hamak na dating sociology professor na sumasideline sa pagbebenta ng longganisa sa mga ka-faculty niya noon na ngayon ay ikalabindalawang president ng PUP.” Lenina De Guzman, “Bilang hamak na dating sociology professor na sumasideline sa pagbebenta ng longganisa sa mga ka-faculty niya noon na ngayon ay ikalabindalawang president ng PUP. ‘Tay, ibang lebel ka na. The President’s daughter also noted that she disagreed with her father’s belief that it was out of luck that he became the PUP president. “ Sabi mo, sinuwerte ka lang na ikaw ay naging presidente ng PUP. Sorry pero hindi ako naniniwala doon. Sa tingin ko hindi suwerte o tsamba ang dahilan kung bakit ka nanalo. It is destiny. Ipinanganak ka at itinadhana para mamuno at magsilbi sa ating Sintang Paaralan. Serve PUP well Tatay. I love you and congratulations,” Lenina concluded her speech. Volume 1, Issue 5 | 9 University Updates University Updates Classroom Rehabilitation Starts this Semester – President De Guzman Students, faculty members, and administrative employees of the Polytechnic University of the Philippines were greeted by great news during the flag raising which marked the opening of the second semester, SY 2012-2013 classes on November 5 when PUP President Dr. Emanuel C. De Guzman announced that finally, classroom rehabilitation in the PUP Main Campus will commence this semester. “I am happy to announce, particularly to the students, that the work on classroom rehabilitation is about to start. Ipapagawa na po natin ang mga classrooms, although this has been delayed for a while by some bureaucratic redtape. Finally, we will be seeing rehabilitated classrooms in a month or so, although the schedules of classes are going to be affected in the Main Building, this announcement is really good news,” President De Guzman said. President De Guzman also mentioned that there are a lot of things to be happy about, not just because Christmas is coming, but because of all the good things that happened in the University. One of these is PUP graduates’ outstanding achievements in the board examinations. PUP topped the recent Electronics and Communications Engineering (ECE) Licensure Examination. PUP graduate Renan John S. Cañas bested 2,507 new Electronics Engineers of the country by garnering a 97.6% rating. Earlier, the University also landed in the Top 10 of the Certified Public Accountant, Mechanical Engineering, Master Electrician, and Nutritionist-Dietitian Licensure Examinations. “We have been doing well in the board exams which are indicators of the quality of education we are offering to young people, to the students, not only in the college but in the [PUP] high school,” he said. # (Prestoline S. Suyat) CMO Takes Lead in Strengthening PUP Internal Relations PUP wins MMFF’s Cinephone Festival 2012 Polytechnic University of the Philippines’ short film entry entitled ‘Monthsary’ bagged the first place at the Metro Manila Film Festival’s (MMFF) Cinephone Festival 2012 announced on November 12. Cinephone Festival is a category under the New Wave Section of the MMFF created by the Metro Manila Development Authority Chairman Francis N. Tolentino. It is a cellphone movie-making contest for high school and college students nationwide. One winner in the high school level and one in the college level were chosen from a number of entries from Luzon, Visayas and Mindanao. The said festival, with the theme “Restoring Road Courtesy Among Motorists and Pedestrians”, chose ‘Monthsary’ as the top college level entry for Luzon. Roni S. Benaid, Director of ‘Monthsary’ and part of the Creative Media Artists Society (CMAS), and the Creative Media Services Office under the Communications Management Office will receive P25,000.00 cash prize, a smartphone, a digital camera, and an apprenticeship under award-winning director Paul Soriano during the MMFF awards night on December 27. De Guzman’s agenda to strengthen internal relations in the University in full gear as it launches its group of Communication Officers last November 15, 2012 at the ICTC Phase 1, Ninoy Aquino Learning and Library Resources Center, PUP through a training in basic news and feature writing and photography. The Communication Officers Training on Basic News and Feature Writing and Photography was attended by college and department heads, faculty members, and students who all showed eagerness in learning their functions as reporters and writers for the PUP Observer, the official news magazine of PUP. Experts in the field of journalism were invited in the training to deliver lectures for the Communication Officers. Dr. Ronald M. Henson, CMO consultant and PUP faculty member in the College of Communication and Open University System delivered a lecture on news and feature writing. This was succeeded by an open forum and workshop participated by all members of the training group. Mr. James Brian K. Ona, Creative Media Services Office official photographer and two-time winner of the Art Petron Contest delivered a lecture in the afternoon about basic photography. The participants showed eagerness in taking photos at the grounds near NALLRC. At the end of the afternoon activity, the best photographers were awarded with certificates and prizes. The Communication Officers is a group of PUP employees (faculty members and administrative staff) representing each college and important units in the University. This ensures a space for all the colleges and offices in PUP in the PUP Observer. The Communication Officers group for the branches and campuses of PUP will be launched soon. Dr. Anna Ruby P. Paz) Volume 1, Issue 5 | 11 University Updates University Updates 58 Chapter Unfolds for PUPLHS th PUP-REMD Visits University of Hong Kong The Polytechnic University of the Philippines Research and Extension Management Department lead by Director Racidon P. Bernarte visited the University of Hongkong on November 12. This visit was an attempt to forge and widen international linkages with universities abroad and develop collaborative research activities with them. Established in 1911, the University of Hong Kong is the territory’s oldest institute of higher learning. Over the past century, the University has committed itself to creating knowledge, providing education, and serving society. Today, the University is internationally recognized as a research-led comprehensive university, with frontier research endeavors and worldwide acclaimed scholarly achievements. Dr. Robert Fox, Deputy Director of the Centre for Information Technology in Education, welcomed the delegation of Research Coordinators. Dr. Fox explained the research capabilities of the University and added that the curricula of the University of Hongkong in all programs are outcomes-based. Estella presented the “Philippines Research Culture: The PUP Experience.” Dr. Fox also toured the research coordinators around the university giving special focus on the newly-built learning environments. He emphasized that in three months, the students will be fully utilizing three new buildings furnished with the latest high-technology equipment. The encounter ended with a commitment from both Universities to start collaborative researches. Dr. Fox was also invited by the delegation to be a paper presenter in an International Higher Education Research Conference sponsored by the Polytechnic University of the Philippines slated on September, 2013. UST Hospital Hail PUP’s Anti-Smoking Campaign The University of Santo Tomas Hospital named the infomercial from the Polytechnic University of the Philippines second place in its Smoking Cessation Infomercial Contest on November 7. The contest aimed to recognize informative campaigns to raise awareness against the bad effects of smoking. Entries from different universities and colleges were screened by the organizer Benavidez Cancer Institute. 12 | The Observer Rovelina B. Jacolbia PUP’s infomercial titled “Convenience Store” is directed by Roni S. Benaid from the Creative Media Artists Society (CMAS) of the Creative Media Services Office - Communication Management Office. Benaid won a P10,000.00 cash prize. PUP’s infomercial is second to the University of the Philippines’ entry. The winning entries in the competition will be used as video campaign materials of UST in promoting their advocacy of a Smoke Free university. Sonny M. Versoza A school is like a book. Its chapters may be likened to a school’s number of years of existence. At first, a school has nothing, just like a book, just full of empty sheets. But as time goes by, the members of an institution fills in the right words that would complete the story. The Polytechnic University of the Philippines Laboratory High School starts to create the 58th chapter of its novel as it celebrates its 58th Founding Anniversary on November 14 and 15, 2012. With its theme this year: “EMPOWERED and ENLIGHTENED”, LHSians believe that this is indeed a gift from God as they are given another year to create memories that would fill up the blank spaces of their ‘book’ and will start capturing the special moments that would give a sense of fulfillment for everyone in the PUPLHS. The LHS foundation celebration started with the arrival of the Dean of the College of Education and convocation speaker, Dr. Milagrina A. Gomez during the Flag Raising Ceremony hosted by the PUPLHS CAT-I on November 14. Dr. Gomez told three stories that are related to the theme of the founding anniversary. The lessons that the speaker gave to the PUPLHSians empowered and enlightened the minds of the bright students. The program was followed by a mass for the Catholics and a fellowship for the NonCatholics. The highlight of the founding anniversary was the Banchetto. ELIJAH MAE SANTOS, ISABELLE CALLEJO, After the mass and fellowship, guests and LHS officials joined the ribbon cutting signifying the opening of the Banchetto. D i f f e r e n t organizations put up their tents and showcased their unique products to be sold at the LHS Grounds. The objective of the event was to enhance the entrepreneurial skills of the students in relation to the commercial or business curriculum of the PUPLHS. There were booths such as sorbetes, puto bungbong and bibingka, heavy meals, cotton candy, taho, tiramisu, fried oreos, grahams, pizza, scramble, Ilocos emapanada, popcorn, street foods, and a garage sale. Furthermore, an entertainment show called D’Kilabots organized by the Young Entrepreneurial Society (YES) amused the LHSians. This showcased the talents of the handsome and charming gentlemen from each of the sections in the LHS. The PUPLHS Entablado or Drama Guild also entertained the students at the PUPLHS Audiovisual Room on the same day. The PUPLHS founding anniversary did not only focus on enhancing the entrepreneurial skills of the students but it also conducted academic contests that highlighted the intellectual ability of the students. & DENNIS O. Recto Hall, PUP. Several big names shared their piece on important issues: Ms. Gabby Dela Merced, a well-known youth advocate, talked on the definition of waste and its effects to people, health, environment, species, and global warming; Mr. Romy Garduce, mountaineer and environmentalist, provided an in-depth discussion of the 3Rs: Reduce, Reuse and Recycle; while Senator Aquilino Pimentel III discussed the benefits of composting and MRF (Materials Recovery Facility). PUP Participates in the First Singapore International TVET Conference 2012 The PUP’s VPREPD Manuel M. Muhi, HRMD Director Alberto C. Guillo, and CE Lab Head Engr. Antonio Velasco were invited to the First Singapore International Technical Vocational Education and Training (TVET) Conference 2012 held at the Grand Copthorne Hotel from November 6 to 9. The Conference, organized by Singapore’s Institute of Technical Education (ITE) in partnership with its five polytechnics, provided the more than 400 participants from different countries in ASEAN, Hong Kong, Australia, Germany, UK and the US with opportunities to learn from and gain insights into Singapore’s Technical and Vocational Education and Training (TVET) system. Temasek Foundation sponsored the Conference. With the theme, “TVET Forward Towards Inclusive Growth and Opportunities,” the conference underscored the crucial role TVET plays in a nation’s social and economic development and constitutes an integral part of any country’s total education and training system. Realizing this pivotal role of TVET, Singapore has invested heavily in a world-class TVET system which remain relevant and responsive to the changing needs of the global economy. The Lion City has received worldwide praise for its excellent accomplishments and its TVET system is seen as a model for emulation by both developing and developed countries around the world. One of the highlights of the Conference is the Executive Immersion Programme (EIP). This programme, scheduled in the last two days of the event, is the experiential learning component of the conference during which participants visited two Singapore TVET institutions of their choice (one on each day) to see how they bring to life the policies and practices shared during the first two days of the conference. On the first day of the EIP, Dr.Muhi and Engr. Velasco visited the Singapore Polytechnic while Dir. Guillo joined the group that went to the ITE College West. The EIP was a good opportunity for the PUP Officials to bench mark with these educational institutions of Singapore. 14 | The Observer The Global Peace Festival Foundation (GPFF) Philippines, together with the Polytechnic University of the Philippines College of Education (CoEd), College of Science (CS), and College of Tourism Hospitality and Transportation Management (CTHTM) organized the 4th International Professors and Educators Conference (IPEC) held at the historic Manila Hotel, November 14 to16, 2012. This year’s IPEC theme is focused on: “Expanding the Culture of Heart for Peace and Unity Towards Economic Progress.” The conference aimed at creating an avenue for academicians to discuss the implementation of a character-based program in the education system, the home, and the community, as well as create a dynamic synergy among educators committed to building a nation of character and peace centered on the vision of “One Family under God”—promoting everyone’s role as global citizens under one world. Besides the three colleges of the University as co-organizers, the conference was also in close coordination with the Commission on Higher Education (CHED) and the Department of Education (DepEd). Participants from different parts of the country and South East Asia arrived on November 14. Victorio EE did it again, for the third straight time! A group of electrical engineering students proved, once again, PUPians research prowess as they bagged the championship title in the recently concluded Institute of Integrated Electrical Engineers of the Philippines (IIEE) National Research Contest. It is the third-straight win for the University and fourth time to clinch the top award since the contest began in 2007. The team presented the project Design and Development of Economical Adapted Called the Phantom Load Blocker for Selected Household Appliances. The research focused on the elimination of the standbypower on electrical and electronic devices left plugged on convenience outlet. PUP got outstanding marks from the panel of judges composed of Allan Bacudo from the Department of Energy, Pablo Acuin, Department of Science and Technology, and Rhoniel Caringal, Manila Electric Company. Caringal commented that the project must be patented immediately after the competition. This is the fourth championship title for the University since its first win in 2008. PUP then, won for its research on energy source from sodium hydroxide-mix batteries. The following year, PUP was declared first runner-up for its research on electric fishing apparatus. Another top prize followed in 2011 with the Pasig River sediments-to-energy project that is projected to illuminate the Manila’s famous river line. This year’s competitions listed five finalists from different universities and colleges all over the country. University of Mindanao took home the second place, followed by Technological Institute of the Philippines, Manila and Rizal Technological University tied in at third place. All outputs were exhibited in the Expo 2012 at the SMX Convention Center Exhibition Hall from November 14 to 17. IIEE National Research Contest is spearheaded by the organization’s Academic Affairs Committee. The 2012 Contest was held at the SMX Convention Center in conjunction with the 37th Annual National Convention of all electrical professionals in the Philippines. Paul John A. Lafrades, Electronics Communication Engineering Management Technology graduate of the Polytechnic University of the Philippines obtained a rating of 83% placing him 3rd in the October 2012 Electronics Technician Licensure Examination. Lafrades is one of the 682 students who marched during College of Technology 1st Commencement Exercises on May 8. The 20 year old CT student was also the recipient of ECEMT Academic Excellence Award in the 2012 PUP College of Technology Recognition Day. PRC released the list of 320 passers of the ETLE Board Examination conducted by the Board of Electronics Engineering in Manila, Baguio, Cebu and Davao. Outstandingly, the College of Technology is just on its 3rd year as a college, with the aim of providing qualityskilled workers, making the Institution the youngest technical-vocational center in the academe. Malonzo ) Consuegra Top 2 in PRC Architect Licensure Exam, Middle East Erwin Rayray Consuegra of the PUP College of Architecture and Fine Arts (CAFA) was declared Top 2 in the Professional Regulation Commission (PRC) Architect Licensure Examination in the Middle East. Result was announced on November 23. Out of the 397 architect hopefuls 207 passed the examination given by the Board of Architecture in Abu Dhabi, United Arab Emirates; Al-Khobar and Riyadh, Kingdom of Saudi Arabia and in Doha, Qatar on October 25 and 26. Polytechnic University of the Philippines President Emanuel C. De Guzman attended the second session of the Executive Course in Education Management and Leadership (ECEML) dubbed “The SUC President: Leading and Serving for Meaning” on November 15 to 17, 2012 at Hotel Centro, Puerto Princesa City, Palawan in partnership with the Philippine Association of State Universities and Colleges. ECEML is the major component of the Executive Development Program for State Universities and Colleges (EDPS). The second session of the ECEML focused on “SelfMastery” a topic discussed by Dr. Gabriel Ma. J. Lopez, EnP, and “Management Ethics and Spirituality” delivered by Sr. Teresa P. Yasa. In response to this need, the Second Conference on Current Trends and Updates on Nutrition and Dietetics for the Department of Health Hospital Nutritionist–Dietitians was held on September 17-19, 2012 at Ciudad Christhia Resort, San Mateo, Rizal in partnership with the Nutritionist-Dietitians’ Association of the Philippines (NDAP) and the DOH League of Registered NutritionistDietitians, Inc. for Nutritionist–Dietitians: Managing the Self and Others” in the seminar that was attended by some 150 nutritionist-dietitians from all over the Philippines. Another continuing professional education seminar on “NutritionistDietitians’ Journey to the Future: Facing Challenges for a Better Tomorrow” was sponsored by NDAP Iloilo Chapter on September 28-29, 2012 at the University of San Agustin and was attended by 200 dietitians from the Western Visayas Region. PUP Links with Other Institutions to Promote CSR The Polytechnic University of the Philippines recently collaborated with other academic, businesses and civic institutions to form the Corporate Social Responsibility Educators and Practitioners Association of the Philippines, Inc. PUP Community Relations and Extension Development Office Director Prof. Roseller “Bobi” R. Luciano said that CEPAP was established on October 19 at the Far Eastern University in Sampaloc, Manila. Luciano was elected by fellow CEPAP pioneers as Auditor. Luciano said that the association introduces itself as the convergence of committed corporate socially responsible educators and practitioners proactively responsive to the needs of the marginalized sectors in the Philippines. Department of Filipinology Vies for Center of Development The evaluation commitee for the identification, support and development of Center of Development (COD) of the Commission on Higher Education (CHED) visited the Department of Filipinology of the College of Arts and Letters (formerly College of Languages and Linguistics) on November 9. The members of the committe evaluated the documents of the department to see if the program met the standards of the CHED. The areas that were evaluated were: administration, faculty, curriculum and program, library, ICT Capabilities and student support. The committee also carefully examined and focused much on the supporting documents for research and publications. The members of the committee inquired on the extension projects and linkages that the faculty and students of the department were involved in the last five years. Institutional qualifications were also evaluated during the visit. After the preliminary activities, Prof. Mary Joy A. Castillo, Chairperson of the Department of Filipinology toured the members of the committee in the campus along with Dr. Evangelina S. Seril, Dean of the College, Prof. Perla S. Carpio, former Department of Filipinology chairperson, and faculty members of the Filipino and English departments. The celebration was an evening filled with songs, poetry, and dances. Considered by friends, contemporaries, and followers as the “grand lady”, Amalia or Amy, at 65 still looks radiant and effervescent. So many things can be said about this wonderful lady who is a good friend, respected academician, dynamic cultural worker, and loving mother. Manimtim The Polytechnic University of the Philippines through the College of Cooperatives and Social Development in partnership with the Cooperative Development Authority celebrated the 2012 International Year of Cooperatives through a convention entitled: National Conference on Cooperative Education and Research on November 28 and 29 at the Bulwagang Balagtas, PUP Main Campus. The IYC 2012 was declared by the United Nations to highlight the efforts of the cooperatives worldwide in “building a better world” through self-reliant economic and socioeconomic initiatives, promotion of decent work, equitable control resources and sharing of benefits, and democratic arrangements in the workplace and communities. Through the IYC declaration, the UN seeks to encourage the growth and establishment of cooperatives in all countries, and to recognize the actions of cooperatives in helping achieve internationally agreed upon development goals, such as the Millennium Development Goals. According to the UN Secretary-General Ban Ki-moon, the cooperatives have proven themselves resilient and viable business model that can prosper even during difficult times and prevent many families from sliding into poverty. The Philippine IYC observance had a formal launching earlier this year through 20 | The Observer the National Show of Cooperative Force held on February 18 at the Quezon City Memorial Circle. This was participated by a delegation comprised of Bachelor in Cooperatives students from the College of Cooperatives and Social Development in PUP. The CCSD had its own IYC opening activities during the celebration of the University Cooperatives Month in March. The event was highlighted by the portrayal of the different types of business activities and social services of cooperatives in the country. The CCSD faculty members were also participants in forums organized in connection with the IYC. Prof. Hilda FelipeSan Gabriel and Prof. Elenita S. Mantalaba participated in the recently held First Philippine Workers Cooperative Conference at the University of Asia and the Pacific on September 25. Prof. San Gabriel presented a paper on the Contributions of Workers Cooperatives to the Decent Work Agenda. On November 8 and 9, CCSD Dean Dr. Herminia E. Manimtim and Academic Area Chair Prof. Rebecca E. Palma presented their papers in two separate IYC-related international conferences. Dr. Manimtim presented her paper Educative Processes in Cooperatives: Philippine Experience before the Scientific Workshop-Conference on the Contributions of Cooperatives to Sustainable Development at the European Academy Convention Center at Bolzano, Italy. The Conference is sponsored by the European Academy of Bozen- Bolzano, the European Research Institute on Cooperatives and Social Enterprise, and the Free University of Bolzano — all based in Italy. Prof. Palma’s paper on Formal Cooperative Education in the Philippines was presented at an International Conference on “Cooperative Enterprises: Key To Sustainable Economic and Social Progress” sponsored by the College of Economics and Management, UP-Los Baños. According to the International Cooperative Alliance, cooperatives all over the world actually provide more jobs than the multinationals. One of the world’s biggest cooperative conglomerate in Spain, the Mondragon Cooperative Complex, supports forty-seven (47) schools and training centers—from preschool level to 4niversity benefitting at least 7,500 students. It also maintains seven research and technological development centers and employs 125,000 workers and professionals in the different cooperatives that the MCC operates in different parts of the world. Locally, there are 18,600 cooperatives operating all over the country (as of June 2012). The cooperatives shared Php 288 billion (3.1%) of the country’s 2010 gross domestic products and directly and indirectly provided jobs to 342,485 Filipinos, majority of them in the provinces (CDA, 2011). Thirty eight years of government service Thirty five of which spent in the academe My Sintang Paaralan my life, my everything What I am now, I owed it to her. Amy’s first three years of government service was spent in the Ministry of Education, Culture, and Sports, Region IV. She was the secretary of Dr. Pablo T. Mateo that time. When Dr. Mateo became the president of PCC in 1977, he took Amy with him as secretary. This ushered Amy into the university as a member of its illustrious work force. Dr. Amalia C. Rosales is serenaded by former senator and now President and Director of the Manila Hotel Atty. Joey Lina Then I became a classroom teacher World History, the subject I taught very well. Dr. Rosales indulges her guests for a book signing of her collection of poems “Whispers from a Woman’s Heart”. In 1979, she was given the opportunity to teach in the Faculty of Arts and Science (FAS). Her collegiate preparation made her qualified to teach because of her Bachelor of Science in Education major in History degree which she obtained at the National University (NU). She graduated from NU a cum laude. She consistently obtained an “outstanding” rating from her students which inspired her all the more to teach even though the salary is not that high. Her interest in serving the university did not stop in the teaching of lessons to her students. Her peers saw so much potential in her that they elected her faculty club president. She became the PUP Administrative Employees Association, Inc. (PUPAEA) president. As president of the association, she was able to push valuable programs and projects that benefitted the administrative employees. One project which is still enjoyed not only by the employees but also the faculty is the night bonus. Feature Story Her journey in the world of work began in the sleepy town of Tayabas in Quezon province. This, according to Amy ushered her romance to the world of work which lasted for 38 years. But, she could not stay in Tayabas forever. Dressed in green, she went to her new office, new work environment. She was welcomed warmly by the Philippine College of Commerce (PCC); her eyes wide with enthusiasm at the prospect of challenges that await her. Like many who experience life, not everything is a bed of roses. Amy experienced the bumps and turbulence of life in the academe. She said that life in the academe at first was a nightmare because professors were bickering and have something to complain. For a newbie like her, adjustment in the new environment coupled with pangs of anxiety and culture shock did not actually make a good mix. Yet, in silence she did her duties and has sought refuge in her new assignment as the Executive Secretary to the PCC President. However, this seemed to her like living a life without life, for nine years. This is not to say that she did not enjoy her job at the President’s office, it was the treatment of people to each other-- maligning, disrespecting, rumor-mongering—that hurt her. But then she believed that there will always be a rainbow after every storm. Nineteen ninety two my life changed again. PUP’s first lady President designated me as the Department Chair… Dr. Zenaida A. Olonan, the first lady President of PUP, designated Dr. Rosales as the chairperson of the Department of History of the College of Arts. Five years after, she became the dean. She held the post for seven years, one of the longest in terms of the deanship in PUP. October two thousand four I packed my things To a new office I had to transfer. She was designated as Director of the Ninoy Aquino Library and Learning Resources Center (NALLRC) during the term of Acting President Dr. Samuel M. Salvador. It was during her directorship that the library took on a new form. The bare walls of the library were adorned with beautiful paintings depicting various aspects of life and culture. Her penchant for the Arts was nurtured by her constant exposure and appreciation of finer things. But before her designation as library director she was the head of the National Committee of Cultural Education of the National Commission on Culture and the Arts (NCCA) from June 2001 to July 2004. Hence, the once nondescript library was transformed into an arts and culture haven. Of course, more books were acquired and the online access to library materials was implemented during her leadership. 22 | The Observer From the Mabini Campus I went to Hasmin My new assignment, Graduate School Dean. It would seem that the academic sector is beckoning for her quick return. In November 2007 she accepted a bigger challenge. She became the dean of the PUP Graduate School. An illustrious position since it is the seat of the “dean of all deans.” She served the PUPGS for four years. It could have been her last stint according to her but things unfortunately turned out differently. She said she “floated” because the appointed Officer-in- Charge did not like her there. But then, even the gods could not trifle the Fates. Clothos, the spinner of the thread of life, probably altered Amy’s destiny because one day she received a call from the newly appointed president Dr. Emanuel C. De Guzman. One fine May morning, my cell phone rang President De Guzman invited me to his team. Of course, she had reservations because she is nearing retirement. She said in six months she will be “Citizen Amy”. But Dr. De Guzman has such a strong convincing power that she would not dare refuse. But then, like all things wonderful in this life, some things must cease. On November six, my life will totally change. Amy views her retirement as a beautiful phase filled with excitement. Definitely, life changed for Amy. Not for the worse. Yet, she will miss going to work every day not just on week days but also the weekends; her friends, her fellow teachers and even the employees; the deadlines and meetings; the sweet bickering. Amy is aware that there is really a time to leave. And for it to be remembered, she advises young people whom she never fails to give chances and opportunities, to follow our Maker’s design and to live life happily and justly. Further, she has this to say to her friends in the university who await their retirement: And when it is time for us to leave, let us leave gracefully, my friends. The young generation, they have to take over. Their stars are now sparkling, While ours are slowly dimming. THE TALE OF A TRUE-BLOODED PUPIAN Kriztine R. Viray with Jules Asedillo & Sonny M. Versoza L ife always gives us surprises in the most unexpected ways. It comes to us gently or harshly: being the hero or the villain of our story. But beyond our understanding, every twist in our lives leads to the paradise that is different from our original concept of heaven. Vice President for Branches and Campuses Joseph Mercado’s story may remind us about ‘The Alchemist’, Paulo Coelho’s novel about a boy who embarked on an adventure to an unfamiliar land to find the treasure that would realize his dreams. But he did not find that treasure where he thought it was. Embarking on a Life-long Journey Like the boy in ‘The Alchemist’, VP Mercado left his hometown, Calapan City in Oriental Mindoro, to conquer his dreams in a different land. He went to Manila to fulfill his dream of becoming a Civil Engineer or an Accountant at PUP. He fondly recalls that he endured the long lines of enrollment and the time when he reached the Admissions Office only to find out that his desired programs were already full and unavailable. Instead of feeling demoralized, he used his love for numbers to apply to another program, BS Applied Statistics. Unsure of what he had gotten himself into, he tested the waters and gave himself time to evaluate his academic performance. At that moment, he started his journey as a student. Little did he know that in the future, he will become the youngest executive of the University at the age of 40. As a student, he became a student leader of an academic organization. Because of his exemplary leadership together with his impressive academic performance, he was invited to teach in the University shortly after he earned his undergraduate degree. VP Mercado then rerouted his dreams and immediately set goals to fully achieve what he aimed for. He acquired his Masters in Applied Statistics in 2000 and Doctor in Educational Management in 2003. The Vice President’s Vision After earning his Doctorate degree in Educational Management, opportunities rushed in for VP Mercado. He became the Dean of the College of Science. Now, he is the Vice President for Branches and Campuses. He shares the vision of ‘One PUP, One System’ where all existing policies shall be implemented in all the branches and campuses of PUP. Feature Story During the first semester of the current school year, he focused on some policies that he believed needed strict implementation. After capping off the first semester, VP Mercado expressed his appreciation to the branches and campuses’ for their cooperation and compliance to the policies. He also started solving what he sees as recurring problems, especially in the branches and campuses which are funded by local government units. VP Mercado as an Ordinary Guy VP Mercado, outside his office, is an ordinary guy who enjoys basketball — probably the reason that he and President De Guzman got along very well. At home, VP Mercado is the loving and dutiful husband to his wife and a doting father to his three lovely angels. He sees to it that no work will be brought home so he can spend quality time with his family. He constantly brings his wife on a date to make sure that his wife will feel important and loved even with the busy schedule that he has. Saturdays and Sundays are spent to bond with his kids. VP Mercado makes sure that he is always there for his children especially at this time when they are in their growing years. VP Mercado exemplifies an ideal Filipino family man. Secret to Success VP Mercado unselfishly revealed the recipe to his success. Number one in his list is education. When he finished his doctorate at the age of 31, doors opened for him to a lot of opportunities. He believes that while one is young, one must pursue not just a Bachelor’s degree but graduate education as well. For him, learning is a continuous process. There is no right or wrong age for education. Second, he believes in destiny — in every door that closes, a window opens. VP Mercado is confident that his appointment as the new Vice President for Branches and Campuses is destiny. Lastly, one must be a dreamer. VP Mercado dreamed to become somebody and by dreaming, he has motivated himself to achieve the success that he is enjoying now. After all, everybody gets to dream for free. VP as a True-Blooded PUPian With VP Mercado’s educational background, we can say that he is a PUPian through and through. Maybe this is also the reason that he loves PUP so much. He believes in the greatness of the Institution thus, he wanted to share his talents, ideas, and services to his alma mater. He is also proud of the quality of students PUP that produces every year, despite of the meager budget of the Institution This pride that VP Mercado has as a PUPian was manifested when he chaired the 108th Founding Anniversary Celebration of PUP. The celebration carried a very short but catchy theme, “PUP Great at 108”. When he was asked what makes PUP great, without batting an eyelash, full of confidence, he said, “Our quality graduates.” Indeed, PUP is great to have quality graduates just like our very own VP Joseph Mercado. 24 | The Observer
