KUAT COMMUNICATIONS GROUP Fiscal Year 2007 Report with Audited Financial Statements June 30, 2007 Dear friends, In the land grant tradition of Arizona’s first university, The University of Arizona, the KUAT Communications Group (KUAT) provides information, entertainment and educational outreach across multiple distribution platforms. Our stations have the unique ability to connect thousands of Southern Arizonans instantly, to their community and the world through the intellectual and creative resources of The University of Arizona. KUAT has spent the last 48 years solidifying its reputation as a high-quality, trusted source for lifelong learning. When limited federal support for the operation of public stations began in 1968, the community and the University reached a turning point – it was clear that media could be used to enhance everyday learning opportunities. Today, KUAT is undergoing another historic turning point. A nearly half-century of experience in creating and delivering quality programming and educational services coupled with the entrance into the digital delivery age, gives this enterprise new opportunities to bring learning to life for thousands in Arizona and millions globally, all under the moniker of The University of Arizona. With the goal of increasing organizational and fiscal efficiencies, this year KUAT implemented staff reorganizations that focus our human resources into areas of core competencies. Today, all content producers collaborate in a single workgroup to provide better in-depth coverage of news and community issues and to increase the diversity of topics on all media platforms: television, radio and the web. Similarly, engineering and technology positions work together to increase operational efficiency and productivity. The group’s development division was also restructured to separate membership, underwriting and major giving functions to allow our staff to focus in specific and discrete areas of support. It has also been a year of transition for the KUAT Public Advisory Board as the Board moves from a passive advisory role to an active advisory and development role, working to help the organization retain existing (and attract new) supporters. Board members have provided immeasurable help in connecting KUAT leadership to the communities served by the organization’s broadcast, cable and online resources. Input and support from the Board has been invaluable to KUAT in the past and will become even more vital over the next several years as the industry and KUAT complete the transition from analog to digital broadcasting, providing new opportunities for expanded programs and services for the community. In a mutually beneficial partnership, The University of Arizona, station management and the community work together to ensure the stations and services provided by the KUAT Communications Group meet the needs and interests of viewers and listeners throughout Southern Arizona. While remaining focused on our mission as the public service media source for southern Arizona, new management continued a reorganization of resources around areas of core competencies, which has allowed KUAT to sustain the process begun last fiscal year of redefining itself. The organization remains committed to high quality, award-winning programming on the local, national and global level. New mission, vision and values statements were adopted by the organization and endorsed by its Public Advisory Board as a part of KUAT’s participation in the Corporation for Public Broadcasting (CPB) Major Giving Initiative. “The KUAT Communications Group informs, inspires and connects our community by bringing people and ideas together.” A consolidation of content producers from our television, radio and multimedia departments, which began last year, continues to provide greater opportunities to capture and report stories for and about southern Arizona more broadly and efficiently. In addition to our nightly news magazine, Arizona Illustrated, and weekly bilingual public affairs series, Reflexiones Domingo, KUAT premiered the 17th season of the multi-Emmy Award-winning nature/travel/adventure series The Desert Speaks, with a special preview kick-off event for local supporters at the world-renowned Arizona-Sonora Desert Museum. The series was distributed to public television stations nationwide in HDTV. The station also produced a documentary and oral history project entitled Tucson Remembers “The War Years,” which provided Tucson veterans of WWII an opportunity to tell their respective stories. KUAT’s cable television service, The UA Channel, featured numerous series and specials recorded on the campus of The University of Arizona, including presentations from Supreme Court Justices Sandra Day O’Connor and Ruth Bader Ginsburg to a live Gubernatorial Debate in partnership with the Associated Students of The University of Arizona, the Children’s Action Alliance, and Cox Communications. Our multimedia department supported UA educational units in their work to provide distance-learning courses for students on and off campus. KUAZ hosted the production team of popular National Public Radio (NPR) series, Talk of the Nation for a live national broadcast from The University of Arizona campus, one of only a handful of remote broadcast for this series that take place each year. Based on the success of the visit to Tucson, another Talk of the Nation remote broadcast from Tucson is planned for the near future. Our commitment to education and literacy continues with Ready to Learn, our pre-school literacy initiative, and in partnership with FirstBook, thousands of books were provided to children who might not otherwise have books in their homes. To date, KUAT has distributed over 70,000 books to children in our area. The annual Reading Rainbow Young Writers and Illustrators Contest encouraged hundreds of early elementary school children to become budding young authors. New this year, was a Children’s Holiday Card Contest, which enlisted children who were hospitalized at the University Medical Center and Tucson Medical Center, to design the organization’s holiday card. KUAT maintained an active and visible presence in the community through a media partnership with Tucson Lifestyle Magazine for its annual performing arts preview events, as well as participation in the annual Baby Fair and Family Arts Festival. A number of other media sponsorships helped to increase organizational visibility in the community. KUAT Online & New Media Department added a new staff to support our growing online media service. The online activities continue to be one of the main growth areas of the organization. More than 600 video-on-demand offerings were posted to the website: a ten-fold increase over last fiscal year. High-definition (HD) radio service was inaugurated this year with funds received from a matching CPB grant from FY’06. In addition to improved sonic quality, the HD Radio transmission provides an opportunity to broadcast additional discrete program streams to HD radio receivers. Our classical music service KUAT-FM, provides an unparalleled round-the-clock classical music service. The station offered more original productions this year including thirteen broadcast concerts from the Arizona Friends of Chamber Music. KUAT staff were recognized by their peers for exceptional workmanship. Tom Kleespie and Martin Rubio, received Rocky Mountain Emmy Awards for a segment from Arizona Illustrated. Photographer Dan Duncan won an Emmy for The Desert Speaks. The Desert Speaks was also recognized with an award for best documentary series by the 10 The KUAT Communications Group ________________________________________________________________________________________________________ National Educational Telecommunications Association. Producer Sooyeon Lee accepted a “Lumie” from the Tucson Pima Arts Council, for her work on Arizona Illustrated exemplifying leadership in the advancement of the arts. Producer Luis Carrion was selected to fill one of only twenty seats from the hundreds of applicants to the CPB/PBS Producers Academy at WGBH/Boston. The KUAT Communications Group is perhaps better positioned than ever before to provide service to the university community and to communities throughout southern Arizona and beyond. Our focus in the coming year will be to identify revenue and content opportunities, develop strategic partnerships, invest in technology to streamline operational effectiveness and work to have a positive impact on the residents of southern Arizona through public service media. Jack Gibson Director and General Manager The KUAT Communications Group Fiscal Year 2007 Report 11 The KUAT Communications Group ________________________________________________________________________________________________________ Organizational Profile The KUAT Communications Group (“KUAT”) is an educational, broadcast and production resource of The University of Arizona, consisting of analog and digital public television stations, classical and NPR news/jazz radio stations, a cable television channel and a MultiMedia unit. In the tradition of The University of Arizona's mission as a land grant institution, KUAT provides a variety of educational services to the Southern Arizona community. Fiscal Year 2007 Report KUAT Television - affiliated with the Public Broadcasting Service (“PBS”) - broadcasts via two analog transmitters strategically located to cover a broad portion of southeastern Arizona. These transmitters simultaneously broadcast a core of locally-scheduled PBS programming intermixed with several locally-produced series. In addition to our analog TV transmitters, KUAT also operates two digital transmitters. One transmitter provides a constant stream of high-definition programming 24 hours a day, seven days a week. The other transmitter offers four multicast program services 18 plus hours each day, including a channel devoted to children’s programming, a channel focusing on continuing education and lifelong learning, and a channel providing highlights of some of the most popular PBS primetime fare. Both major cable service providers in the Tucson designated market area offer their respective subscribers our analog, high definition and multicast offerings. KUAT also offers a broad and popular group of radio services. With our classical station, KUAT-FM, broadcasting via transmitter and multiple translators throughout Southern Arizona, we provide a 24 hour-per-day classical music service, interspersed with local news. Our sister stations, KUAZ-AM and KUAZ-FM, provide national news and public affairs programming throughout the day from respected sources such as National Public Radio (“NPR”) and Public Radio International (“PRI”). Also, our local radio news team provides multiple news breaks, feature stories and other reports of interest throughout each weekday. We also produce a regular weekly NPR-style news series focusing on issues of local and regional interest. While the AM station is a sunrise-to-sunset station, the KUAZ-FM station broadcasts 24 hours a day. In the evenings the station provides a mix of jazz recordings and national jazz programming, followed in the early morning hours by the British Broadcasting Corporation (“BBC”) overnight world news service. In addition to our television and radio broadcast operations, KUAT also includes a MultiMedia division. MultiMedia supports The University of Arizona's academic and land-grant mission and the educational mission of public broadcasting through the production and distribution of educational materials for use in the campus classrooms and for general public distance learning opportunities through its Educational Broadband Service wireless cable system. The unit presently operates a television studio, video classrooms, satellite uplinks and receivers, microwave connections, internet streaming, and video channels, including the UA Channel a cable offering of both Cox and Comcast. 12 The KUAT Communications Group ________________________________________________________________________________________________________ Management’s Discussion & Analysis 1. Introduction and Reporting Entity The following discussion and analysis provides an overview of the financial position and activities of the KUAT Communications Group (“KUAT”), a division of The University of Arizona (the “University”) for the year ending June 30, 2007. Information for the year ended June 30, 2006, is also provided for comparative purposes. This discussion has been prepared by management and should be read in conjunction with the financial statements and the accompanying notes, which follow this section. 2. Using the Financial Statements The Statement of Net Assets presents the financial position of KUAT at the end of the fiscal year and includes all assets and liabilities of KUAT. Assets and liabilities are classified as either current or noncurrent. Current liabilities are obligations that will be paid within one year of the statement date. Current assets are those resources available to satisfy current liabilities. The difference between total assets and total liabilities, referred to as net assets, is one indicator of the financial condition of the Organization. Generally, assets and liabilities are measured using current values. One notable exception is capital assets, which are stated at historic cost less an allowance for depreciation. The Statement of Revenues, Expenses and Changes in Net Assets provides information about KUAT’s financial activities during the year. Revenues and expenses are classified as either operating or nonoperating, and all changes in net asset categories are reported, including capital contributions and additions or reductions to endowments. As a university licensee, general appropriations from The University, along with contributions and investment income are considered non-operating revenues. Therefore, as a result of these standards, KUAT will typically appear to operate at a loss. By comparison, the total change in net assets is a better indicator of whether the overall financial condition has improved or worsened during the year. Fiscal Year 2007 Report The financial statements include three statements: the Statement of Net Assets; the Statement of Revenues, Expenses and Changes in Net Assets; and the Statement of Cash Flows. The Statement of Cash Flows reflects the inflows and outflows of cash and cash equivalents during the year. It shows the various cash activities by type, reconciling the beginning cash and cash equivalents amount to the ending cash and cash equivalents amount, which is shown on the Statement of Net Assets. In addition, this statement reconciles cash flows from operating activities to operating income/(loss) on the Statement of Revenues, Expenses and Changes in Net Assets. 13 The KUAT Communications Group ________________________________________________________________________________________________________ Management’s Discussion & Analysis 3. Capital assets increased by $763,911, or 30.7%, due to capital purchases for digital conversion in the amount of $1,463,133 less depreciation and disposal of capital equipment during the fiscal year. Current assets consist primarily of cash and cash equivalents, short term investments, receivables and prepaid expenses. Current liabilities consist primarily of accounts payable, accrued liabilities and deferred revenue. This decrease was attributable to a reduction in auxiliary enterprise revenue associated with distance learning and uplink fees. Operating expenses increased approximately $186,085, or 1.8%, in fiscal year 2007. Program services, which consist of programming and production, broadcasting, and program information and promotion expenses, increased approximately $211,887, or 2.8%, primarily due to increased salary, employee benefits, and associated indirect administrative support from The University. Supporting services, which consist of management and general and fundraising and membership development expenses, decreased approximately $25,802 or .9%, primarily due to operational efficiencies. 4. Capital and Debt Analysis As of June 30, 2007, KUAT had $3,251,670 in capital assets, net of accumulated depreciation. Title to these assets resides with The University, which allocates custody of the assets to KUAT for its operational needs. The federally mandated Telecommunications Act of 1996 requires all public television stations be able to broadcast on digital television channels as of May 2003. KUAT successfully met the May 2003 deadline and is currently broadcasting the national PBS digital signal. The next phase of the project includes expanding broadcast capabilities for insertion of local material. The final phase includes local production capability in digital format. The entire digital conversion has an estimated cost of $7.30 million. KUAT is funding the conversion project through a state appropriation, federal grants and contributions. Fiscal Year 2007 Report Non-operating revenues - Non-operating revenues increased approximately $527,691, or 5.5%, over fiscal year 2006. The general appropriation from The University increased approximately $93,220, or 3.6%. Donated facilities and administrative support (indirect administrative support) provided by The University remained constant with fiscal year 2006. The value is calculated using the Corporation for Public Broadcasting’s Other Sponsored Activities Method. Other gifts and non-operating revenues increased by approximately $339,643, or 40.6% due to additional bequests and change in fair value of investments. KUAT does not separately issue long-term debt and is not currently engaged in any long-term financing transactions. 5. Economic Outlook KUAT management believes the stations are positioned to continue their mission to provide unique highquality educational, cultural, informational, public affairs and entertainment service based upon the needs of the citizens of Southern Arizona. KUAT is a participating station for the Corporation for Public Broadcasting's Major Giving Initiative (“MGI”) program. The primary goal of MGI is to create an internal mechanism to enhance major giving (planned giving, large gifts, etc.) to the stations, thus ensuring future financial stability. KUAT management continues to develop long and short-term strategic plans to position KUAT for the future, while addressing the challenges of the financial health of the organization. 17 The KUAT Communications Group ________________________________________________________________________________________________________ Management’s Discussion & Analysis Economic Outlook (continued) Gift revenue continues to be a substantial source of our Organization’s funding. Planned giving continues to fund a significant portion of the digital conversion project. KUAT remains dependent on general appropriations from The University of Arizona and grants from the Corporation for Public Broadcasting. Fiscal Year 2007 Report The KUAT Communications Group is ultimately subject to the same economic variables that affect other financial entities (especially competition from other local non-profit organizations for philanthropic donations), making it difficult to project future outcomes. Management is well aware of the challenges ahead and is working diligently and responsibly to continue to provide high quality public broadcasting and educational services. 18 Independent Auditors’ Report The KUAT Communications Group The University of Arizona Tucson, Arizona We have audited the accompanying statements of net assets of the KUAT Communications Group (“KUAT”), a division of The University of Arizona, (the “University”) as of June 30, 2007 and 2006, and the related statements of revenues, expenses and changes in net assets and cash flows for the years then ended. These financial statements are the responsibility of The University’s management. Our responsibility is to express an opinion on these financial statements based on our audits. In our opinion, the financial statements referred to above present fairly, in all material respects, the financial position of the KUAT Communications Group as of June 30, 2007 and 2006, and the results of its operations and cash flows for the years then ended in conformity with accounting principles generally accepted in the United States of America. The management’s discussion and analysis on pages 4 through 9 are not a required part of the basic financial statements but are supplementary information required by the accounting principles generally accepted in the United States of America. We have applied certain limited procedures, which consisted principally of inquiries of management regarding the methods of measurement and presentation of the required supplementary information. However, we did not audit the information and express no opinion on it. Fiscal Year 2007 Report We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audits provide a reasonable basis for our opinion. Our audit was conducted for the purpose of forming an opinion on the basic financial statements taken as a whole. The accompanying supplementary information is presented for purposes of additional analysis and is not a required part of the basic financial statements. Such information has been subjected to the auditing procedures applied in the audit of the basic financial statements and, in our opinion, is fairly stated in all material respects in relation to the basic financial statements taken as a whole. Summary of Significant Accounting Policies Organization and Purpose The KUAT Communications Group (“KUAT”) is a division of The University of Arizona (the "University"), which functions as a public communications entity. KUAT-TV, KUAT-FM, and KUAZ/KUAZ-FM (the "Stations") are licensed by the Federal Communication Commission (“FCC”) as non-commercial, educational broadcasting stations. For financial statement purposes, KUAT-TV includes KUAT-TV, KUAS-TV, KUAT-DT, KUAS-DT and MultiMedia, a production and distribution department, operating an Educational Broadband Service (“EBS”) and a Multipoint Distribution System (“MDS”) in conjunction with satellite, microwave and internet services to provide instructional programming services. Basis of Presentation The financial statements include all funds directly controlled by the KUAT Communications Group. Fiscal responsibility remains with The University of Arizona. The financial statements include a Statement of Net Assets; a Statement of Revenues, Expenses, and Changes in Net Assets; and a Statement of Cash Flows. t The Statement of Net Assets provides information about the assets, liabilities, and net assets of KUAT at June 30. Assets and liabilities are classified as either current or non-current. Current liabilities are obligations that will be paid within one year of the statement date and current assets are those resources available to satisfy current liabilities. Net assets are the residual amounts and are classified according to external donor restrictions and availability of assets to satisfy obligations. Invested in capital assets represents capital assets less accumulated depreciation. Nonexpendable restricted net assets are gifts received for endowment purposes, the corpus of which may not be expended. Expendable restricted net assets represent grants, contracts, gifts and other resources that have been externally restricted for specific purposes. Unrestricted net assets include all the other net assets, including those that have been designated by management to be used for other than general operating purposes. Fiscal Year 2007 Report The financial statements are presented in accordance with U.S. generally accepted accounting principles (“GAAP”) applicable to governmental colleges and universities engaged in business-type activities as adopted by the Governmental Accounting Standards Board (“GASB”). KUAT follows Financial Accounting Standards Board (“FASB”) Statements and Interpretations issued on or before November 30, 1989, Accounting Principles Board Opinions, and Accounting Research Bulletins, and the Financial Reporting Guidelines published by the Corporation for Public Broadcasting (“CPB”), unless those pronouncements conflict with GASB pronouncements. 25 The KUAT Communications Group ________________________________________________________________________________________________________ Notes to Financial Statements Fiscal Year 2007 Report Summary of Significant Accounting Policies (continued) t The Statement of Revenues, Expenses, and Changes in Net Assets provides information about KUAT’s financial activities during the year. Revenues and expenses are classified as either operating or non-operating, and all changes in net assets are reported, including capital contributions and additions to endowments. Generally, revenues generated by KUAT for services are considered to be operating revenues. Other revenues, such as University appropriations and gifts, are not considered generated from operations and are reported as non-operating revenues. Operating expenses include the cost of providing program and supporting services, depreciation of capital assets and the indirect support provided by The University. Non-operating expenses include the loss on disposal of capital assets. t The Statement of Cash Flows provides information about KUAT’s sources and uses of cash and cash equivalents during the year. Increases and decreases in cash and cash equivalents are classified as operating, non-capital financing, capital financing, or investing activities. The financial statements are reported using the accrual basis of accounting. KUAT eliminates all internal activity. Use of Estimates The preparation of the financial statements in conformity with accounting principles generally accepted in the United States of America requires management to make estimates and assumptions that affect the reported amounts of assets and liabilities and disclosure of contingent assets and liabilities at the date of the financial statements and the reported amounts of revenues and expenses during the reporting period. Actual results could differ from those estimates. Cash and Cash Equivalents Cash and cash equivalents include all highly liquid investments held by The University and The University of Arizona Foundation (the “Foundation”). Funds Held by The University of Arizona The University acts as collection and disbursement agent on behalf of KUAT. Funds held by The University represent the excess of cash collected over cash disbursed and are due on demand. Therefore, these amounts are considered cash and cash equivalents for purposes of reporting cash flows. Under Arizona State law and Board of Regents’ policies, The University may invest its pooled operating funds in collateralized time certificates of deposit and repurchase agreements with commercial banks, United States Treasury securities and other Federal agency securities or in the government investment pool administered by the State Treasurer’s office. Cash amounts held in excess of federal depository insurance limits are otherwise collateralized by U.S. Government obligations held by an agent of the bank in the name of the State of Arizona. Funds Held by The University of Arizona Foundation Amounts on deposit with the Foundation are cash collected and invested for KUAT by the Foundation. The balance is due to KUAT on demand. Therefore, these amounts are considered cash and cash equivalents for purposes of reporting cash flows. The Foundation invests such funds in a combination of fixed income securities, government obligations, treasury obligations, cash and cash equivalents, and other federal agency obligations in order to achieve a diversified portfolio. 26 The KUAT Communications Group ________________________________________________________________________________________________________ Notes to Financial Statements Summary of Significant Accounting Policies (continued) Endowment Investments Endowment assets have been donated to KUAT and are permanently restricted by the donor. Endowment assets are held and invested by The University and the Foundation. With respect to KUAT, these investments represent external investment pools. The investments pools include investments in various stocks, bonds, fixed income securities, real estate and commodities. As of June 30, 2007 and 2006, the weighted average maturity of investments was approximately 5 years for The University and approximately 4 years for the Foundation. The investment pools are not rated. Investments are carried at market, and realized and unrealized gains and losses are reflected in the statement of revenues, expenses and changes in net assets. Transmission, antenna, and tower Studio, equipment, and furniture and fixtures 15 years 7 years Interest is capitalized in connection with the construction of major facilities. The capitalized interest is recorded as part of the asset to which it relates and is amortized over the asset's estimated useful life. Revenue Recognition Federal grants, contracts and appropriations and non-governmental grants and contracts are accounted for as exchange transactions and are recorded as revenue when earned. Advances in excess of costs incurred under grants and contracts are deferred and recognized as revenue when the related expense is incurred. Auxiliary enterprise revenue results mainly from the sale of services of the MultiMedia department, lease of broadcast rights, and video sales of programming. In addition, KUAT leases certain excess capacity EBS and MDS frequencies and other spectrum to third-parties. All such revenue is reported when services have been provided or products have been shipped. Fiscal Year 2007 Report Capital Assets Capital assets equal to or greater than $5,000 are recorded at cost or, in the case of gifts, at their estimated fair value at the date of donation. Depreciation is calculated using the straight-line method over the estimated useful lives of the related assets as follows: As a division of The University of Arizona, KUAT receives an annual appropriation from The University. The appropriation is reported as revenue in the year appropriated. Subscription and membership income are considered unconditional promises to give and are reported as unrestricted revenue in the period the pledge is made. Allowance is made for uncollectible accounts. Revenue related to program underwriting is recognized as unrestricted contributed revenue in the period the agreement is executed. Other gifts received for the purpose of supporting programming costs, including amounts from the Corporation for Public Broadcasting, are recognized as revenue in the period the promise to give is made. CPB funding is expended in the year following receipt for budgetary purposes. Other gifts are considered to be unrestricted unless specifically restricted by the donor. KUAT records donor-restricted gifts that have not been expended in the current year as restricted net assets. 27 The KUAT Communications Group ________________________________________________________________________________________________________ Notes to Financial Statements Summary of Significant Accounting Policies (continued) Deferred Revenue Excess capacity lease incentive payments are recorded as deferred revenue and amortized to revenue over the term of the agreement. Functional Allocation of Expenses The costs of various program services and other activities have been summarized on a functional basis in the statement of revenues, expenses and changes in net assets. Accordingly, certain costs have been allocated among program and supporting services based on total personnel costs or other systematic bases. Fiscal Year 2007 Report Prepaid Expenses Prepaid expenses include dues and program broadcast rights. These costs are amortized on a straight-line basis over the period of the agreement. 28 Net Assets KUAT has both restricted and unrestricted resources available for most programs. Restricted resources are externally restricted for a specific purpose and primarily include specific grants and contributions. KUAT’s policy regarding whether to first apply restricted or unrestricted resources is made on a case-by-case basis. Tax Status The University has received approval for federal tax-exempt status from the Internal Revenue Service and is also exempt from state income taxes. Accordingly, no provision is made for income taxes in the accompanying financial statements. Management is not aware of any matters which would cause The University or KUAT to lose its tax-exempt status. The accompanying financial statements include only the transactions specific to KUAT and do not include other transactions of The University. KUAT receives a portion of its revenues and support from The University in the form of a general appropriation totaling $2,657,782 and $2,564,562 for operational purposes for the years ended June 30, 2007 and 2006, respectively. KUAT receives administrative support from The University in the form of legal services, accounting services, use of facilities, repairs and maintenance, and other administrative support. In addition, facilities not directly related to KUAT stations are owned by The University and used by KUAT. The value of the indirect support is calculated based on the Other Sponsored Activities Method developed by the Corporation for Public Broadcasting. KUAT has purchased transmission and studio assets with grants from the Public Telecommunications Facilities Program (“PTFP”) with an original cost of $3,190,484 and with a net book value of $2,103,035. PTFP funded assets are subject to a 10 year lien from the date of project completion. The PTFP has the ability to seize the assets if not used in accordance with the grant agreement. 6. Retirement Plans Full-time, permanent employees of The University are, in general, required to be members of an authorized retirement program. The programs are funded through payroll deductions from covered employees' gross earnings and amounts contributed by The University. In general, employees' rights vest after five years of service under all plans. University contributions for, and interest forfeited by, employees who leave employment before five years of service are used to reduce The University's future period contribution requirements. Retirement payments are obligations of the respective retirement funds and not The University. Benefit eligible employees of The University are covered by the Arizona State Retirement System (“ASRS"), a defined benefit retirement plan. The ASRS is a multiple employer, cost-sharing pension plan providing death and retirement benefits based on a combination of years of service and average monthly earnings, as defined. The ASRS issues a publicly available financial report that includes its financial statements and required supplementary information. The ASRS contribution rate, as required by statute for both employees and employers was 9.1 percent (8.6 percent retirement and .5 percent long-term disability) and 7.4 percent (6.9 percent retirement and .5 percent long-term disability) of the employees’ annual covered payroll for the years ended June 30, 2007 and 2006, respectively. KUAT’s retirement plan expense for this plan approximated $159,876 and $145,759 for the years ended June 30, 2007 and 2006, respectively. 32 The KUAT Communications Group ________________________________________________________________________________________________________ Notes to Financial Statements Retirement Plans (continued) The University also offers pension benefits for eligible faculty, academic professionals, and administrators via defined contribution plans. The benefits of the defined contribution plan depend solely on amounts contributed to the plan plus investment earnings. State statute requires that both the employee and The University contribute an amount equal to 7 percent of the employee's base salary. KUAT’s retirement plan expense for this plan approximated $120,577 and $100,645 for the years ended June 30, 2007 and 2006, respectively. 7. Nearly 20 years later in 1939, UA established its Radio Bureau providing programming to Tucson and Phoenix commercial radio stations. In the early 1950’s, the bureau expanded to include the word “television” in its title and provided news reports to commercial television stations throughout Arizona. KUAT Channel 6 inaugurated service in March 1959 as one of the pioneer educational television stations in the United States and as the first noncommercial educational TV station in Arizona. Upgrades from black and white to color transmission, new transmitter sites on Mt. Bigelow (and additional transmitter and translator construction on Tumamoc Hill) occurred during the late 1960’s. The University of Arizona’s first “PEG” (Public Access/Education/ Government) cable channel launched in 1994. The service later became the UA Channel and is now carried throughout Southern Arizona on Cox and Comcast cable systems. Tucson television entered the digital age in December 2002 as then UA President Peter Likins officially switched on KUAS-DT as the first Digital Television (DT) station in Southern Arizona. KUAT-DT, the Group’s second digital television transmitter, signed on in April, 2003. In December 2006 and January 2007 respectively, KUAT-FM and KUAZ-FM High Definition (HD) digital transmitters were installed. Each FM station now has the capability to deliver multiple discrete program services to listeners who have HD radio receivers. Fiscal Year 2007 Report In the Fall of 1968, KUAT-AM began broadcasting with a format of classical and jazz music as well as cultural and educational programming. The station’s 50,000-watt signal is one of the most powerful among non-commercial radio stations nationwide. A few years after its launch, KUAT radio became a charter member of the newly formed National Public Radio (NPR) system. KUAT’s full-time classical radio service began in Spring, 1975 with the addition of Tucson’s first public FM radio station. 1980 marked the beginning of a decades-long commitment to news and public affairs with the premiere of Arizona Illustrated on KUAT-TV. On the radio side, KUAT-AM began the broadcast of Radio Universidad, a weekly series focusing on content of interest to Southern Arizona’s Hispanic listeners. 1982 saw the debut of Reflexiones on Channel 6, a weekly bilingual news magazine series focusing on the issues and interests of Southern Arizona’s Hispanic community. KUAT-TV took on the production of The Desert Speaks in 1990, working in cooperation with the world-renowned Arizona-Sonora Desert Museum. Since then the series has won a multitude of regional and national awards. KUAZ-FM launched in 1992 and it broadcast NPR’s flagship morning and afternoon news magazines, Morning Edition and All Things Considered, with the balance of its programming primarily devoted to jazz music. KUAT-AM’s call letters were changed to KUAZ in 1998, to reflect that it simulcasts KUAZ-FM’s daytime programming. In 2003, the schedule for KUAZ-AM/FM was modified to offer news and information programming from NPR during daytime hours and jazz music during evening hours. t KUAT Channel 6 inaugurated service in March 1959 as one of the pioneer educational television stations in the United States and as the first noncommercial educational TV station in Arizona. 39 PROGRAM SERVICES Television KUAT’s two digital television transmitters broadcast multiple digital television signals throughout Tucson and Southern Arizona. A 24-hour high-definition television (HDTV) service is the cornerstone of the digital program service, providing the best of public television programming in this new, high-resolution TV format. In addition, KUAT offers four standard-definition television (SDTV) channels, including a digital version of Channel 6, a round-theclock children’s service (KUAT Kids), a life-long learning channel (Create), and KUAT Prime, featuring encore presentations of the very best programs from PBS. Radio The major focus for KUAT’s digital television operation in Fiscal Year 2007 has been the purchase and installation of High Definition (HDTV) production and program delivery equipment to complete the next phase of the digital conversion. Federal matching grants from the Public Telecommunications Facilities Program (PTFP) provided $494K towards a project totaling $988K. Local fundraising secured KUAT’s match to the PTFP grant. Fiscal Year 2007 Report KUAT-FM provides a 24-hour classical music service to metropolitan Tucson and other Southern Arizona communities via five translators. KUAT-FM is the only classical music radio station in Southern Arizona. In addition to the station’s local hosts presenting recorded classical music, KUAT-FM offers nationally distributed classical music programming including the Metropolitan Opera, the Chicago Symphony Orchestra, St. Paul Sunday, Live from the Concertgebouw, and many others. KUAZ-AM/FM broadcasts a schedule that includes news and information programming, jazz music, and bilingual programming designed for Native American and Hispanic audiences. The stations serve metropolitan Tucson and the nearby communities of Marana, Oro Valley, Vail, Green Valley, and via translator, Sierra Vista. Its broadcasts include Morning Edition, All Things Considered, Talk of the Nation, Fresh Air, Latino USA, Weekend America, This American Life and Car Talk, among others. Local news is provided on both KUAT and KUAZ. Online and New Media KUAT Online and New Media is having its greatest impact in the area of community engagement. Over the past year, KUAT local productions have been adapted for the growing online world with more than 650 video-on-demand offerings now available. UA Channel (Cox 116/Comcast 76) The UA Channel provides recording, editing and distribution services for a variety of departments and organizations on campus. Productions offered to Cox and Comcast subscribers included the Winter and Spring Commencement Ceremonies, the weekly Faculty Fellows Speaker Series, and coverage of several Faculty Community Lecture Series presentations. 40 Digital Television KUAT Channel 6 and KUAS Channel 27, which simulcast a single program stream, provide high quality national programming from the Public Broadcasting Service (PBS) including The News Hour with Jim Lehrer, Frontline, Masterpiece Theatre and a wide array of children’s programs like Sesame Street and Arthur, based on the popular children’s books by Marc Brown. The stations also provide a rich assortment of original productions including news and public affairs and documentary programs for television viewers throughout Southern Arizona. Offerings include Arizona Illustrated, Reflexiones Domingo, The Desert Speaks and documentary specials like Tucson Remembers: The War Years. Digital Technology Additional support for the purchase of HD production equipment was provided by the Corporation for Public Broadcasting’s Digital Distribution Fund (DDF), the total cost of which was $252K. The new digital production equipment will continue to be installed throughout the remainder of the calendar year 2007. Digital Radio KUAT staff installed new High Definition (HD) FM transmission equipment for stations KUAT-FM and KUAZ-FM with funds from a matching CPB grant received in FY2006. KUAT-FM began broadcasting the HD Radio format in December 2006 and KUAZ-FM followed in January 2007. In addition to improved sonic quality, the HD Radio transition provides the opportunity to broadcast additional discrete program streams to HD radio receivers. The total HD radio project cost was $235K. ORIGINAL PRODUCTIONS Local Arizona Illustrated With more than 25 years of local news and public affairs coverage, Arizona Illustrated is one of public television’s longest-running local productions, offering in-depth stories on topics ranging from the arts to politics, science and health to new technology, cultural events and border issues. A list of guests who appeared on Arizona Illustrated during fiscal 2007 appears in Appendix A at the end of this document. Arizona Spotlight KUAZ produces its own weekly public affairs radio program, Arizona Spotlight, which focuses on local newsmakers and events and arts and cultural stories unique to Southern Arizona. Reflexiones Domingo (produced in English and Spanish) The Sunday morning educational programming block on Channel 6 features a combination of national programs, local content, and news segments especially designed to serve Southern Arizona’s Hispanic audience. Radio Reflexiones (produced in English and Spanish) KUAZ UA Journal UA President, Robert Shelton, is the featured guest on UA Journal, produced by KUAT for distribution on the UA Channel. Once each quarter, the President discusses a variety of issues of interest to the community about the University. Tucson Remembers: The War Years World War II veterans and spouses from the Tucson area shared their touching stories in this KUAT one-hour documentary, first broadcast on the 60th anniversary of the attack on Pearl Harbor, December 7th, 2006. Personal and historical photos and footage culled from more than 60 hours of national archive film supplemented the stories. Beginning with life in the Old Pueblo before the war, the program documented the experiences of Tucsonans who proudly and unselfishly fought for freedom. The Vote (Election Coverage) In late summer and early fall 2006, KUAT offered extensive political coverage leading up to an Election Night Special on November 7th. Thirty-minute forums were produced featuring all the candidates in the following races: Attorney General, Secretary of State, State Treasurer, the District 7 Congressional Race, and State House and Senate Races in Districts 25 through 30, which appeared on Arizona Illustrated and online. Arizona Illustrated also hosted two one-hour forums in August with all the Democratic and Republican candidates in the race for the District 8 Congressional Seat vacated by Congressman Jim Kolbe. KUAT co-sponsored a live, one-hour Gubernatorial Debate with the UA’s Student Association and Arizona’s Children’s Action Alliance. The event aired on Channel 6, was re-broadcast on the UA Channel and was posted on www.kuat. org. The program was also distributed on KAET/Phoenix, Cox Cable/Arizona and C-SPAN. Desert Voices (produced in English and Tohono O’odham) Desert Voices is a weekly half-hour program that serves the Tohono O’odham Nation. The program is hosted by volunteers (speaking in English and their native language) who provide notice about tribal and cultural events as well as information about health issues, consumer advice, employment and training opportunities, and other topics of interest. University of Arizona Productions KUAT offers audio and video production and distribution services to the University of Arizona for both broadcast and non-broadcast presentation. KUAT also supported the campus community by producing a major video for the Students in Free Enterprise and ArtsReach programs. KUAT crews record lectures for the Faculty Community Lecture Series, regularly host teleconferences and provide technical services for numerous members of the University community. In June, KUAT producers covered the American Indian Language Development Institute which featured lectures, panel discussions and workshops with prominent Native American poets and writers from throughout the United States. This event, which was held on the UA campus, was co-sponsored by The University of Arizona Poetry Center and was distributed on the UA Channel. Special events and programs produced by KUAT for presentation on the UA Channel include: Fiscal Year 2007 Report produces Radio Reflexiones featuring cultural and public affairs segments, news reports and interviews, traditional music, and historical information. Radio Reflexiones places special emphasis on providing information about child and adult literacy and on opportunities for higher education. KUAT produced a U.S. Senate debate and offered the only broadcast debate to include the race’s Libertarian candidate. KUAT co-sponsored with Pima Community College three special election programs: a one-hour forum on the District 27th race, which was aired on KUAZ a two-hour forum covering all 19 ballot propositions for the UA Channel and a 90-minute forum covering the District 28th race which aired on KUAZ Radio. On Election Night KUAZ provided live national and local Election Coverage from 7pm through 10pm. KUAT-FM also produces and broadcasts an annual 13-week series from the Arizona Friends of Chamber Music’s concert series and the organization’s annual Winter Chamber Music Festival. The station’s bi-weekly Community Concert series features performances from The University of Arizona School of Music’s annual concert series and other local ensembles including, among others, The Tucson Philharmonia Youth Orchestra and The Tucson Arizona Boys Chorus. The Community Concert series gives listeners across Southern Arizona the opportunity to enjoy exceptional music performances regardless of their ability to attend concerts in person. REGIONAL Conversations with Governor Napolitano In addition to the Governor’s monthly appearances on Arizona Illustrated, KUAT also conducted two 30-minute interviews with the Governor in March and May. The full interviews ran on the UA Channel, KUAZ and online. Highlights of the interviews aired on Arizona Illustrated. Arizona Town Hall In April 2007, KUAT sent a crew to Fiscal Year 2007 Report Prescott to report on the Arizona Town Hall. Coverage of the event included news spots for KUAZ, a segment for Arizona Illustrated, a conversation with one of the participants on KUAT’s Friday Night Roundtable, and a 30-minute program highlighting the Town Hall’s findings for the UA Channel. Tucson Regional Town Hall KUAT joined the Arizona Daily Star as the official media sponsors of the first-ever Tucson Regional Town Hall, organized by the Southern Arizona Leadership Council. During the five weeks leading up to the (May 6-9th) event, KUAT conducted 30-minute interviews with Town Hall participants that aired on Arizona Illustrated, the UA Channel and online. On June 6th 2007, the Tucson Regional Town Hall conducted a follow-up Town Hall meeting at the Fox Theater in downtown Tucson. KUAT covered this 90-minute event and aired the entire program on the UA Channel. Conversations with the Legislature In February 2007, KUAZ began airing weekly eight-minute segments alternately featuring State Senate President, Tim Bee (R) of Tucson and House Minority Leader, Phil Lopes (D). KUAZ plans to add Congresswoman Gabrielle Giffords (D), Congressman Raul Grijalva (D) and Senator John Kyl (R) to the mix in the coming months. 42 National The Desert Speaks This locally produced, nationally distrib- uted series takes viewers on a travel adventure to deserts throughout the world to explore the flora, fauna and human side of these unique ecosystems. This year KUAT produced and delivered the 17th season of The Desert Speaks to Southern Arizona audiences through local broadcast, and to American Public Television and The Discovery Channel’s Discovery HD Theater for national distribution. In-Production Argentina Rustica: Aventuras en la Patagonia (for air: July 2007) In December of 2006, a KUAT video crew visited Patagonia in Argentina’s outback. The result will be programs for The Desert Speaks and a special half-hour documentary, produced in Spanish, which will air as part of Reflexiones Domingo. The program takes viewers through Patagonia’s desolate but fascinating landscape to see glaciers, penguins, seals, and an exciting Argentine-style rodeo. Tucson Remembers: The Battle for Europe (for air: September 2007) Building on the success of the first documentary in December 2006, KUAT this Spring began principal photography on a second World War II special focusing on the conflict in Europe and its impact on Southern Arizona. This special along with the original documentary, will air in the fall with THE WAR, from PBS and filmmaker, Ken Burns. Tucson Remembers: The War Years – Part 3 is in production and is due Spring, 2008. Arizona Illustrated Special: Immigration (for air: Spring 2008) KUAT is producing a local special focusing on the critical issues surrounding the immigration debate. Producers and crew recently returned from Washington, D.C. where they were taping interviews for this production which is slated to air later this year. Phoenix Mars Mission: Ashes to Ice (for air: Fall 2007 and Fall 2008) – KUAT is producing two documentaries on UA’s Phoenix Mars missions. Work on the project to date has included expeditions to the Jet Propulsion Laboratory in Denver and Cape Canaveral, Florida, as well as numerous shoots at the Phoenix Mars headquarters in Tucson. The crew will be on location in Florida this August to record the launch of the rocket carrying UA’s payload. The first documentary is planned for Fall 2007/Spring 2008 and the second, a year later, will cover the landing and early science from the mission. The Desert Speaks – Season 18 (Fall 2008) – KUAT is now preparing ten new shows for Season 18 of The Desert Speaks, including programs featuring Chile and the desert islands in the Sea of Cortez. EDUCATIONAL OUTREACH Ready to Learn KUAT’s Ready to Learn service is designed to bring a rich, comprehensive reading experience to participating students, through the KUAT Kids Book Club, established in selected local schools. Based on the PBS Between the Lions television series, the “club” features comprehensive teacher resource materials centered on monthly themes, corresponding videos, and free books delivered each month to every first grade student. Participating schools are targeted from low-income neighborhoods and draw a high percentage of limited-literacy students. During the last school year approximately 2,600 books were delivered to first-grade students through this program. To date, more than 70,000 free books have been distributed to local children. Teacher training supports the Kids Book Club goals by demonstrating the accessibility of classroom resources, such as PBS Teachers, PBS Kids, and Reading Rainbow websites. Web-based training is targeted to reach educators in local charter schools and rural educators with an online exploration of resources, similar to those presented in the teacher training. All workshops trainings are enhanced with educational and program related materials. Reading Rainbow Young Writers and Illustrators Contest (since 1995) – On May 6th, the winners of KUAT’s annual Reading Rainbow Young Writers and Illustrators Contest came together with family members and other literary supporters at Bookman’s Entertainment Exchange on East Speedway. The contest encouraged children in grades K-3 to write and illustrate an original story. Thirteen winners were chosen by volunteer judges from more than 350 entries, with the top winners at each grade level going on to the national contest. Holiday Card Project KUAT visited the children’s wards at University Medical Center and Tucson Medical Center to offer a bit of cheer and brighten the holiday season, with its holiday card art contest. Working with art materials donated from a local vendor, the young patients depicted holiday scenes for possible use as KUAT’s “official” holiday card. KUAT staff selected a work of art from each ward for the production of two holiday greeting cards. UA Distance Learning KUAT records Systems Engineering courses for the Department of Engineering and Mines. The semester-long courses are distributed via DVD and web streaming to remote students across the United States and the globe. In addition, KUAT coordinated with the same department on an experimental course, for which instructional material was recorded in small components and delivered via D2L. Courses were provided in modular form, permitting the flexibility to change content from semester to semester, giving recorded courses a longer life span. Fiscal Year 2007 Report KUAT sponsors parent workshops which include multiple contacts with parents, particularly those participants from Family Literacy settings. Initial contact focuses on an experiential workshop centered on the PBS television program Clifford and the Learning Triangle (view a program, identify the theme, and complete the learning experience with selected books). Performance achievements for the 2006-2007 year included 60 multi-contact workshops, 85% of which were presented in Spanish or both Spanish and English and 8 single-contact workshops, including workshops offered to parents of children in the Kids Book Club. Participants included 755 parents and 121 educators, and represented approximately 2,236 children. Nearly 800 books were distributed through these workshops. Community Outreach and Events Tucson Family Arts Festival KUAT is a regular participant in this city-wide event designed to promote art to people of all ages. Tucson Baby Fair KUAT is commited to creating a safe, educa- tional programming service for children. The station participates in this annual event held at the Tucson Convention Center, offering giveaways for children and information about KUAT’s services for parents, guardians and caregivers. Educational Enrichment Foundation (EEF) KUAT assisted the EEF by producing a video presentation to honor Helaine Levy, Joan Diamond, The Tucson Conquistadores and Eileen and M. Lee Starr. Habitat for Humanity Members of the KUAT staff volunteered to paint a new house constructed by Habitat for Humanity. Staff members are encouraged to support the community through organized staff activities whenever possible. 43 Andre Rieu Concert at the Tucson Convention Center The Dutch violinist, conductor and top-selling recording artist, known for bringing about an international revival of waltz music, brought his orchestra to Tucson for a holiday concert. KUAT Channel 6, the media partner for the event, offered advance tickets during membership appeals for those wishing to attend the concert and support Southern Arizona public broadcasting. Antiques Road Show Premiere at the Rodeo Parade Museum Hosting a premiere event at the Rodeo Parade Museum gave KUAT an opportunity to introduce many local residents to this unique collection from Tucson’s past. The event was designed to promote the new season of Antiques Roadshow, which featured three episodes shot in Tucson. Media Sponsorships Tucson Literacy Volunteers and Library In May, KUAT launched a collaborative effort with Literacy Volunteers and the Pima Public Library to promote adult literacy in Tucson. Fiesta Fantastica at La Encantada KUAT partnered with Tucson Lifestyle Magazine and the Ara Parseghian Medical Research Foundation, for the benefit of Niemann-Pick (NP-C) disease research. KUAT Public Advisory Board members met viewers and listeners in a festive, casual atmosphere in support of medical research. The Desert Speaks Premiere at the Arizona Sonora Desert Museum This annual event was held at the ASDM this year, strengthening already strong ties with the museum. Be Safe Saturday at Tucson Medical Center Gabriela from PBS’s Danger Rangers joined staff and volunteers for “Be Safe Saturday” at TMC. The annual event drew families from all over Tucson to learn about bike safety, fire precautions and quality television programs. more than a dozen years KUAT has been the media partner for this annual celebration of the new performing arts season. Green Valley Piano Competition Classical KUAT an- Fiscal Year 2007 Report nouncer James Reel was host and master of ceremonies for the annual Green Valley Piano Competition, featuring UA School of Music graduate students. The program will be broadcast as part of KUAT-FM’s Community Concert series. During the past year, KUAT has been a media partner of the Tucson Symphony Orchestra, the University of Arizona School of Music and Repertory Theatre, the Catalina Chamber Orchestra and Chamber Music Plus Southwest, among others. Talk of the Nation National Broadcast Across the nation via ra- dio broadcast by NPR stations, and across the globe via web streaming, the popular NPR program was introduced “Live from the Stevie Eller Dance Theater on the campus of the University of Arizona…” KUAZ hosted a live, two-hour broadcast of Talk of the Nation dealing with the issues of immigration, personal ethics and “horse sense” with Arizona-based humorist, Baxter Black. The Stevie Eller Dance Theater was standing room only with invited guests and the general public in attendance. 44 Tucson Lifestyle Magazine Performing Arts Premiere For AUDIENCE GROWTH/RECOGNITION Television KUAT Channel 6 is consistently ranked one of the top public television stations in the country according to PBS Station Audience Reports, which are based on industry standard Nielsen Media Research data. Channel 6 ranks among the top three PBS stations nationwide in terms of prime-time viewing per capita. At a time when many broadcasters are experiencing audience erosion from the increased number of channels available, KUAT-TV’s prime time audience grew 42% and the overall audience grew 28%. The Desert Speaks, which is produced in both analog and HDTV, is distributed nationwide and is available in 80% of the country. In the last 90 days alone, 16,371 telecasts have been broadcast on public stations across the country. In addition, the series is licensed to the Discovery Channel’s Discovery HD Theater for additional national telecasts. Radio The Reading Rainbow Young Writers and Illustrators Contest is making a positive contribution toward creating a community of readers, writers and illustrators and is one of KUAT’s most popular online activities. More than 2,000 users went to the Reading Rainbow site on kuat.org for contest information and entry forms. The winning entries were animated and are available online for viewing or downloading. KUAT’s online assets extend the reach of the organization far beyond the KUAT broadcast range – and in so doing, strengthen the outreach mission of the University. Recent Awards Tucson Pima Arts Awards Producer Sooyeon Lee and Arizona Illustrated won a “Lumie,” a 2007 Tucson Pima Arts Award, in the category of Arts Supporter for demonstrating leadership in advancing the arts. The Tucson Pima Arts Council annually recognizes those luminaries who are dedicated to the advancement, enhancement, and growth of the arts in our community. According to Arbitron audience data, in the Winter quarter KUAZAM/FM posted a 15% increase in audience over the same quarter of the previous year and a 56% increase in listenership over the Winter quarter of five years earlier. KUAZ is regularly among the top 5 “most listened to” stations in the market. KUAZ’s online streaming service continues to grow as well but in contrast to that of KUAT-FM its users tend to be located within the U.S. Fiscal Year 2007 Report Arbitron audience estimates indicate that KUAT-FM regularly places among the top 12 most listened-to stations in the market. Like most classical music public radio stations, KUAT-FM’s audience has not grown in recent years, but has remained steady. In marked contrast, commercial classical stations’ audiences have declined precipitously in recent years, losing about 26% of their listeners between 1999 and 2005. Markets across the country have seen commercial classical radio programming replaced by other formats in increasing numbers. Nationwide there were 40 commercial classical stations in 1998; by 2005 the number was 28. The situation is different for KUAT-FM’s online streaming service, which continues to serve ever-larger audiences around the globe. KUAT’s The Vote (election) initiative provided extensive coverage of the candidates, the races and the issues on radio, television and online. Online statistics demonstrated that audiences watched election forums and debates when they were first posted, and then went back to view them again close to Election Day. This was especially evident with coverage of the confusing slate of initiatives and propositions before Arizona voters in 2006. Election Day coverage yielded more than 28,000 page views, roughly a ten-fold increase from normal online traffic. Online KUAT online activities are enjoying significant growth. During FY2007, more than 600 video-on-demand offerings were posted: a ten-fold increase over the last fiscal year. On-demand video segments range from 3-4 minutes and cover news, science and arts features to the hour-plus special productions. Online usage (page views) has increased over the last year: kuat.org +44% kuaz.org +38% kuatfm.org +32% Among online offerings, coverage of UA President Robert Shelton’s inauguration is noteworthy in that it was KUAT’s first live streaming effort in collaboration with the Online and Broadcast classes from the Department of Journalism. The inauguration became the most requested content for the month of October; generating well over 2,500 views on kuat.org and over 1,700 views on thecatscan.com (Department of Journalism website). Emmy Awards The winners of the 2006 National Academy of Television, Arts and Sciences - Rocky Mountain Chapter, Emmy awards were announced and KUAT’s Martin Rubio and Tom Kleespie each won in the Magazine Program - Feature/Segment category for their Arizona Illustrated feature, “Medical School Student.” Dan Duncan won an Emmy in the Photographer - Program category for his work on The Desert Speaks. To date, The Desert Speaks staff has been recognized with 24 Emmy awards for overall programming excellence. NETA Award The Desert Speaks brought home yet an- other prestigious trophy in January. The National Educational Telecommunications Association (NETA) honored the KUAT production with its national award for best documentary series. The award was presented during a ceremony at the NETA annual conference. Judges commented that the series remains strong and innovative, even in its 16th season. They praised the program’s environmental focus and its beautiful high-definition photography. 45 CPB/PBS Producers’ Academy Tucson Pima Arts Fiscal Year 2007 Report t Recognition Luis Carrion Selected as one of only 20 participants from a field of 185 applicants, KUAT producer Luis Carrion traveled to Boston in June to attend the prestigious CPB/PBS Producers’ Academy. The week-long workshop was developed for the most promising producers who create (or intend to create) works for public broadcasting. It is an opportunity for the producers to work intensively and in direct contact with some of public television’s most talented program creators to develop the skills that will benefit them and their stations. Rudy Casillas In May, Channel 6 programmer Rudy Casillas was recognized by the Public Television Programmers Association with a Golden Grids Award, for exceptional scheduling practices which resulted in significant audience growth. Hector Gonzalez Hector Gonzalez, Director of Online and New Media, was recognized with the National Academy of Television Arts and Sciences, Silver Circle Award for twenty-five years of service to the industry. Golden Grids Award NETA Silver Circle Award 46 AUDIENCE SUPPORT COMMUNITY SUPPORT Community support is KUAT’s single largest source of operating revenue. Each year, more than 28,000 members help fund programming and many of the services provided by the KUAT Communications Group. Through on-air appeals, new viewers and listeners are encouraged to join KUAT’s growing family of supporters. As new programs and services are developed, as program costs increase, and as State and Federal grants flatten, it is important to encourage greater community investment in Southern Arizona’s public media services. The number of individual members increased by 6.22% in FY2007. KUAT received the proceeds from a number of planned gifts during FY2007. Planned gifts are contributions that range from simple agreements to complex trust arrangements. All planned gifts made to KUAT are administered by the University of Arizona Foundation for the benefit of KUAT. Leadership Society Viewer and Listener Feedback The KUAT member services department keeps a record of correspondence from viewers and listeners (and responses from KUAT staff) on file. Every attempt is made to respond to suggestions, complaints and other feedback within 48-hours of receipt. Public Inspection File KUAT, as required by the Federal Communications Commission (FCC), keeps an accessible public file pertaining to all required aspects of KUAT radio and television broadcast operations. In April, KUAT participated in a review of the public file and all other FCC-regulated areas of the operation in cooperation with the Arizona Association of Broadcasters (ABA). The KUAT public file and technical operations were deemed to be in full compliance with all FCC regulations. Certification of our compliance and participation in the ABA voluntary inspection program is posted in the KUAT lobby. For individuals who support KUAT with an annual (net) contribution of $500 or more each year, KUAT has developed the Fiscal Year 2007 Report Leadership Society. These donors are afforded special opportunities with the organization, including invitations to special events, station tours and other VIP activities. Corporate Support Many Southern Arizona businesses have long recognized the benefit of incorporating KUAT into their advertising and marketing campaigns, through underwriting on radio and television. Underwriting (sometimes referred to as corporate support) provides financial support for a program or series that has no commercial announcements. In exchange for this contribution, the underwriter is provided an on-air recognition of their support for a particular program or station. The number of KUAT individual members increased by 6.22% in FY2007. The two-year program provides a variety of training sessions relating to the ongoing operation and television production activities. Students/Interns KUAT employs University students in key broadcast production roles, allowing them to receive the benefit of professional training alongside experienced staff. Still others work in support positions or are involved as student interns, adding practical knowledge to their classroom work. KUAT accepts interns from the University of Arizona in several departments throughout the organization. Placement is based on matching the skills and academic needs of the intern with the needs of the department. Volunteers As a public media service, KUAT’s television and radio stations are able to operate at maximum efficiency thanks to the work of hundreds of volunteers from the community. These individuals perform many different duties from answering phones during regular membership campaigns to assisting in other daily operations throughout the organization. Diversity As a federally licensed broadcaster, the KUAT Communications Group is required to report on its progress in attracting a diverse workforce. This requirement of the broadcast license is reviewed by the FCC at license renewal time and periodically throughout the year. Beyond the intent of the FCC requirement and University EEO policy is management’s strong commitment to embrace the spirit of both − to make the workplace and the content offered on KUAT stations reflect the communities served by KUAT. 48 SUMMARY The KUAT Communications Group is exceptionally well positioned to speak to the community and the national audience about the University of Arizona’s achievements. Through the reach of its various media assets, KUAT supports the University in attracting potential students and faculty and in bringing information about its research initiatives to the attention of the public and potential granting organizations and major donors. In addition to its broadcast channels, the KUAT websites provide much of the original content developed locally to audiences for download on demand anywhere in the world. The financial costs associated in keeping pace with rapidly changing technologies, program acquisition and creating local programming continue to challenge KUAT and the public broadcasting industry. Station expenses, including those for local program production, have increased by 26% over the past three years. Today approximately 40% of the KUAT operating budget goes to fixed PBS, NPR or other major program supplier license fees. Federal and State grants, matched with funds from local viewers and listeners, have provided substantial (one-time) capital resources for the FCC-mandated digital conversion of the television stations. Federal grants also financed a large portion of the move to digital radio – a byproduct of which is a more efficient and reliable analog broadcast environment for the FM stations. Fiscal Year 2007 Report KUAT’s key strength is its robust variety of media platforms and their market penetration. Each week more than 200,000 families in Southern Arizona use one or more of the Group’s stations. While these are indeed challenging times, they are equally exciting times to be involved in public broadcasting. In the coming fiscal year, KUAT will deploy the final phase of the digital television conversion. The organization will soon be producing a whole new generation of digital content – seizing the opportunity to offer higher quality and a greater diversity of programs to viewers and listeners throughout Southern Arizona and beyond.
