INTRODUCTION
This information was compiled through a survey that was conducted from August through November
2012. Initial contact with each complex was made through a mail out questionnaire that asked for a
variety of information, including rental rates, numbers of units, amenities, renovation dates, etc. A total of
65 surveys were mailed out with a response rate of 68%. Information on the unresponsive complexes
was gathered through phone calls and internet search of either the complexes own website or
www.forrent.com.
A total of 65 complexes, totaling 8,351 units were located within the City of Citrus Heights.
Approximately 45% of all units are one bedroom and approximately 47% are two bedroom units. The
remaining units are a mix of studio apartments and three and four bedroom units.
The complexes surveyed contained at least 15 units. Large apartment complexes are fairly easy to
locate and review. Smaller apartment complexes are more difficult to locate and contact as many do not
have on–site management and are often not listed in telephone directories.
The complex-specific information contained is valid as of the date that each complex was surveyed.
APARTMENT UNITS BY SIZE
Just over 3,600 units in the City of Citrus Heights are one bedroom units; this represents approximately
45% of all apartment units surveyed. Most of these units have one bathroom and rent from $595 to $905
a month. Two bedrooms units make up approximately 47% of the total units with almost 64% of those
units providing two bathrooms. Rent for a two bedroom unit generally ranges from $625 to $1075 a
month. Only 3% of all apartment units have three bedrooms, with most of those having two bathrooms.
These units range in rent from $750 to over $1300 a month. The survey located 17 four bedroom
apartment units.

Crosswood Oaks and Merrill Gardens Apartments were not included in the calculation of median and
average rents due to the complexes rent include meals and other services.
AFFORDABILITY
According to the survey, average rental rates for apartments in Citrus Heights range from $610 a month
for a studio apartment to over $1,100 a month for a three bedroom, 2.5 bath apartment. Average rent for
a two bedroom apartments range from $834 to $936 a month and three bedroom apartments rent for
over $1,000 a month.
Based upon estimates of utility costs, typical unit sizes, and 22–26% of income going towards housing,
most low-income families can afford rentals in the City of Citrus Heights.

VACANCY RATES
Over the last seven years (2005–2012) annual apartment vacancy rates have fluctuated between 3.6
and 7.9% with 2012 being the lowest vacancy rate of 3.6%. Rental rates have remained relatively flat
over this same period. Average rents for all unit types and sizes have decreased from a high of $864
month in 2008 to $828 month in 2012, less than a 1% change.

AGE OF COMPLEX
Three apartment complexes have been built within the past 12 years, with the newest complex being
built in 2004. Most of the complexes in the City are more than 25 years old with the largest number of
complexes built from 1984 – 1989.
