Dear participants of 38th Croatia Rally 2011,
It is my particular pleasure to welcome you to Croatia, to Rijeka, the host city of the 38th Croatia Rally 2011. that
will be held in our city from the 19th to the 21th May 2011. We are very proud that one of the oldest and toughest
Croatian car competition event, member of FIA European Rally Championship, chose also this year Rijeka as host. It
is verification last year begin cooperation with CCKF, and it is opening cooperation with AK MRC Sport from Rijeka
who is owner on this big Project. We truly believe to continue this cooperation in next period.
The Mediterranean city with a Middle-European soul - this is how we like to describe Rijeka, the biggest Croatian port,
economic, university and cultural centre with 150,000 inhabitants and a steady growth. It is a city of rich historical,
natural and cultural heritage, surrounded by most developed tourist areas in Croatia.
It is also a city in which sport in general and in particular the car racing has deep roots. A number of sports
enthusiasts, professionals and volunteers, overjoyed with the fact to have the Croatia Rally back to our Region, will
make their best efforts in order to provide the best conditions for this event. The best confirm is many of spectators
which visit last year event, specialy describe Preluk like place with very long tradition in car races. I truly hope that all
of you will enjoy the competition – let the best win! And I am sure that all octane’s fans from here and abroad will
have a great time.

Event overview
The “38th Croatia Rally” represents the successor of the oldest, most difficult and most popular car racing
event in the Republic of Croatia. The event also has the reputation as being one of the best organized events
in this part of Europe.
Event status “European Rally Championship”, was achieved only in 1991, when FIA accepted a multi-year
nomination of this rally, so that in June 1992, with the ordinal number 19, the first “European Delta” was
held, coefficient 2.
This was the first international sporting event that was entrusted to Croatian organizers in any sporting
discipline, after the independence of Croatia, as well as free, independent and autonomous state.
This event as well as all previous (1-36) has been organized by the Auto Klub Delta from Zagreb, that with
their hard-working in cooperation with the ASN could make possible the growing up in rank of this
competition, which now enjoys.
The first rally event of which the 38 th Croatia Rally 2011 is successor, held in September 1974, and it was
scored for the (in that period regional) Croatian Championship. The start of the Rally was in Delnice and the
283 km long route led the drivers through the Gorski Kotar and Lika regions to the finish in Rijeka., with one
slalom stage and two special stages: Platak (8.2km of tarmac) and Učka (8km of gravel). The first ever
winner of the Rally was Tomislav Markt a member of the INA team. Three years passed before the rally
became a part of the Yugoslav National Championship. The start was in Preluka near Opatija, and the 690 km
long route with five special stages took the competitors through Ogulin, Delnice, Duga Resa, Sisak to the
finish in Zagreb. A total of 44 crews started the event and Aleš Pušnik from Slovenia was the winner of the
event.
A further nine long years had to pass before the Croatia rally made its next step; this time on the international
scene. Namely, the 13th “Delta” held in 1986 was listed in the calendar of FIA as an international invitation
competition. It had total of 75 crews from Italy, Austria, Germany, the Czech Republic, Slovakia, Slovenia and
Croatia. This year will be also remembered for the first nomination for the European Championship. The route
of the Rally was 607,55 km long and was split into two legs and consisted of 18 road sections and 17 special
stages in six different locations. This Rally will also remembered as the only one to have been won by a
female crew; the Slovenian crew of Romana Zrnec as driver and Špela Kožar as co-driver in their Renault 11
turbo.
After that, the whole event was moved and definitely remains until 2010. on the attractive and demanding
paths in surrounding areas of Zagreb, mountain Medvednica, areas of the City of Samobor, Žumberak,
Plešivica and the Croatian Zagorje region.
For the Organizers of the event, the most difficult time was during the war in Croatia. Despite the many
difficulties, the organization was flawless and the rally experienced a dizzying rise, wtitten in the history of
European Rally Championship.
Namely, this first European year 1992 (won by Šepetavc – N.Krlić from Croatia) and the next 1993 year, had
the coefficient 2, immediately after, year 1994, had the coefficient 5 (won by N. Pulić – D.Devunić from
Croatia), and already in 1995 year, the rally had the prestigious coefficient 10 (won again by N. Pulić –
D.Devunić from Croatia).
Thanks to acquaintances and the ever growing reputation of the Rally and it’s Organizer, a growing number of
international drivers of the highest quality have appeared at the rally (Enrico Bertone three times European
Champ amongst others) and the event has maintained its high rank of organizing throughout the years and
FIA observer’s reports only confirm this fact.
With a good organization that was provided by a long-standing organizer of the Rally, AK Delta from Zagreb,
and especially good relations of the CCKF with the responsible FIA officials that have recognized in the “INA
Croatia delta rally” a project worthy of support, at the end of the year 2006 the long awaited news arrived.
The International automobilistic federation FIA nominated the event in the highest European status –
European Championship.
Unfortunately, 2010 The AK Delta has lost the support of its major sponsors and partners, and the ASN
(HAKS) make a decision about relocating this event to the City Rijeka. Organizations accepted the ASN
(HAKS), in cooperation with all the 10 member clubs from Car Associations Primorsko goranska County
(Regional federation). This year, ASN (HAKS) gives confidence to organize this rally to Auto Klub MRC Sport
from City Rijeka.

The “1st Delta TLX Rally” was organized as a regional Croatian Championship.
The event was won by Tomislav Markt and Milena Markt, BMW -1600, members of Auto Club. “INA”
Zagreb.
The “INA delta Rally”, European Championship candidate.
The first Croatian National Automobile And Motorcycle Federation (ASN) was founded.

The “27th INA Croatia delta Rally”.
The event is under the high patronage of the President of the Republic of Croatia, Mr. Stjepan Mesić.
The “32nd INA Croatia delta Rally”
The competition is a candidate for European Championship.
The competition is included in the International calendar of FIA and for the first time is rated for
the Rally Championship of Europe.
INA oil company decides once again not to be the sponsor of the 36th Croatia Delta Rally”
The rally is canceled from the side of the AC Delta, in regard with that CCKF took the organization
of
the event. Rally is moveing from Zagreb to Rijeka, where it gets the full support of the mayor of Rijeka
Mr. Vojko Obersnel and the county ruler of Primorsko-Goranska County, Mr. Željko Komadina.
With greate pleasure we can say that the 37th Croatia Rally 2010 is held under the high patronage
of President of Republic of Croatia, Ivo Josipović.
CCKF during July 2010. writ bidding for organization 38th Croatia Rally 2011 AK MRC Sport from Rijeka
offer best conditions and won on this bidding. So, 38 th Croatia Rally 2011 stay in Rijeka and surrounding
with big support from City Rijeka and Region Primorsko goranska County.
In short we could say that “Croatia rally” has the support of the most important State and sporting factors of the
Republic of Croatia, quality sponsors and numerous media, and the promotion of this 2011 year, has been taken over
by the company United Businness d.o.o. with which AK MRC Sport as Organizer of 38th Croatia rally 2011 signed a
Contract.

4.1.1 Criteria for acceptance of entries
Anybody wishing to take part in the 38th CROATIA RALLY 2011 must send the attached entry form duly
completed to the Rally Secretariat before 05. May 2011. at 24.00 h (to be approved by postal stamp). Details
concerning the Co-driver can be sent in up to 18. May 2010 ( Before Administrative check). If this application
is sent by fax, or E-mail the original must reach the Organizers at the latest on 05. May, 2010 at 24.00 h.
Maximum number of entrants is fixed at 100 vehicles.

The organizer shall confirm all the entries to inform the crews where are located throughout the Service park.
Crews are required to fully comply with the provisions of the organizers regarding the use of space in the Service
park. Organizer leaves the possibility of monetary punishment on the behavior of non-compliance with provisions in
the premises Service park (see special provisions 5.4)

Facilities at Service Park
The organizer provides for all the crews that are included in the inventory list in Europe Rally Championship in 2011
120 m2 space for their needs. Larger area can be booked by completing the application list (entry form). If the crewcompetitor opts for a larger area of the grant, in accordance with the same magnification square meters at the price
charged 70.00 kn/ m2 + VAT(appr. 10 EUR). Payment performed on the verification document at officials of the
organizers (treasury).
Organizer for all private crews provide a minimum space of 6 x 10 (60 m2). All crew-competitors have the opportunity
to seek a larger area and by completing the application list (entry form). If the crew-competitor opts for a larger area
of the grant, in accordance with the same magnification square meters at the price charged 70.00 kn / m2 + VAT
(appr. 10 EUR). Payment performed on the verification document at officials of the organizers (treasury).
The organizer will provide connections to electricity and water for the crew-competitors.
Price of electrical connection is immediate and costs 350.00 kn (VAT included) = (appr. 50 EUR) for all days of a
competition and land use Service Park. Payment performed on the verification document at officials of the organizers
(treasury).
Price for water connections shall not be charged separately.
The organizer will be in the area of the Service park to provide several chemical toilets for the crews and spectators.

• Refuel area - refuelling is organized in three positions and the same are described under Refuelling (See Article
7.1)!
• Auxiliary parking areas and PRESS – additional parking space and parking for PRESS organized on special
place which is located adjacent to the Parc Ferme for the night (see picture of all accommodation services in
competition during the rally)!
• VIP Parking – VIP parking area and FIA Officials Parking area are situated in front of Hotel Bonavia (Rijeka
Center – 30 m from Service park 1 and from Start & Finish ramp!)
• Helicopter pad - Landing a helicopter is organized in the area of Sport Airport Grobnik, which is intended to
helicopter traffic, and it is located approximately 15 minutes car ride from the Service park.
5.4 Service park - SPECIAL CONDITIONS OF STAY CREW AND THEIR SUPPORT TEAM
Service Park is located in the center of the Rijeka Town, mostly in the pedestrian zone.
Given the commitment of the organizer according to the City of Rijeka as the owner of the underlying surface, are
hereby regulated special conditions of stay in the park all the crews and their supporting teams.
Service Park is divided into three zones, namely:
1st Zone - Korzo - slated for the biggest teams
2nd Zone - Gat Karoline Rijeka - other
3rd Zone - Parking in front of Transadria - other
Reserved area by each crew and supporting teams which they may have available is 6 x 10 m, so 60 m2. For each
additional square meter of the crew and their supporting teams paid organizers amount of 10.00 EUR / sm, payable in
the currency. Payment is made at the office during the verification of the competition, based on a document signed
by the Service manager of Service - paddock.
Special conditions:
1st. All the crews and their supporting teams are required to comply with the specific provisions at the time of stay in
these areas, and they are forbidden any kind of drilling holes in the floor due to possible consolidation of tent or any
other structures.
2nd. All the crews and their supporting teams are required to comply with all environmental standards when staying
in this region, which includes strict adherence to the provisions of attention in handling all types of fuels and
lubricants, and also their method of disposal, for which purpose the organizers prepared a special place in the subject
areas equipped with appropriate containers.
3rd. All the crews and their supporting teams are obliged to set up an impermeable plastic surface under racing cars
to avoid contamination and / or fatty permanent basis.
4th. All the crews and their supporting teams are required to adhere to the maximum operating a service manager the paddock and follow the instructions of his assistants.
Insurance:
With potential solutions to environmental problems, organizers introduced the obligation to pay a deposit that will be
issued in HQ, in verification office in competition with the following amounts:

For the first zone The deposit is € 500.00
For Zone 2 I 3 The deposit is € 200.00
The bond will be returned to all candidates who are not in any way damaged, dirty or in any way devastated the
place where they stayed during the competition. Refund of deposit is made after packing and cleaning the area that
the crew and their supporting teams used during the competition, and performs control service manager - the
paddock or a person for that authority. Certificate of restitution is issued in writing by signature of the organizer, and
without the procedure of return will not be able to execute.
Organizer hereby appeals to all the crews and their supporting teams to maximize water ratchet on the ecology at the
time of residence in the territory of Service - paddock.
Since all participants are expected to respect set procedures, and for any violation of the organizer reserves the right
to charge penalties.
5.4.1 Entry and exit – SERVICE PARK - SPECIAL PROVISIONS
a) place of service parks, their duration and their structures are listed in the Road book and in time card
b) special service from organizer in the Service park will control the entry and exit, which will be marked boards IN /
OUT (see Annex IV)
c) Inside the Park Service vehicles must not exceed the speed limit of 20 km / h; perceived violation of this restriction
will be punished by the Stewards
5.4.2 Vehicles that is allowed to enter the Service Park
a) Each crew can have no more than two service vehicles which may provide services during the rally. These vehicles
must be marked with "Service". Marks awarded to the organizer at verification, and they must be affixed to the
windshield (visible on site).
The premise Service park may enter only one service vehicle (private competitors), or up to a maximum of 2 vehicles
(other competitors). This will be particularly taken into account by officials at the entrance to the Service park.
b) All other auxiliary vehicles, if the crew have, must be marked with "Auxiliary". Marks awarded to the organizer at
verifications, and they must be affixed to the windshield (visible on site). Vehicles with "Auxiliary" can not go into the
Park Service.
One support vehicle (Auxiliary ) organizer assigns free label, and for any additional price 350.00 kn + VAT (appr. 50
EUR).
5.4.3 Service park location

5.4.4 The time allowed access to service vehicles (Service) in the Service park
Time for access to service vehicles is:
- Wednesday 18th May 2011 from 12.00 to 24.00
- Thursday, the 19th May 2011 08,00-16,00
- Friday 20th May 2011. 08.00 - 11.00 / 16.30 to 18.30
- Saturday 21st May 2011. 08.00 - 11.00 / 15.00 to 16.00
Any failure to comply with schedule of entry and exit from the service park will be specially sanctioned by the
Stewards.
5.4.5 Code of Conduct in the Service park
During the entire course of events (rally), the crews are obliged to obey the direction of travel in pairs Service as
indicated on the sketch (Appendix 6) and each drive in the opposite direction is expressly prohibited.
Given the special conditions in the Service park 1 (Rijeka – Korzo), service vehicles may not be in the passage that
also serves as the gateway to the rally competitors cars, but they must be placed to the right of the direction of
movement and to each service vehicle in the area that is allocated for competitor-crew.

5.4.6 Special provisions behavior in the Service park
- Additional explanations of behavior in the service park can be determined by Buletin
- in the Service park 1 not to be allowed to enter the Service Park (regardless of the statutory timetable set out in
Article 5.8), until the last rally-competitors car leaves the Park Service
- 1,2,3 Service Park will be closed during the night and nobody will be allowed entry without special approval of the
Clerk of the course
5.4.7 Parking for extra vehicles and service vehicle
All services (Service) and extra vehicles (Auxiliary) may be parked in the area adjacent to the Public parking area
(garage) named "Zagrad” in Rijeka (temporary parking without paying organized by the organizer), and it is located
approximately 400 m from a service 1,2,3. (location - see Appendix IV).
Service and extra vehicles can also use the public car park or parking garage in the city of Rijeka with the prescribed
fee for 1 hour of use, which is about 5-10 kn / h (appr. from 7Kn – € 1,5 / hour).

TWO-WAY RADIO
6.1
Application procedure
It is possible to use radio devices and frequencies if you previously acquire the license that is issued by the
Croatian telecommunication agency. The application needs to be submitted at least 30 days before the usage
and the fee is cca 150 EUR.

7.1
FUEL / TYRES
Information on requirements / availability (especially for non priority drivers)
Tyres
During the event, the use of tyres, their replacement, marking and checking, will be in accordance with the
2011 FIA Regional Rally Championships Sporting Regulations, Art. 55 and Appendix IV of the Regulations.
Tyre changes may be carried out in each service park during the servicing of competing car. Any breach of
the tyre regulations will be reported to the Stewards and may result in a penalty in compliance with Arts 152
and 153 of the Code.
The tyre marking space is located immediately after leaving the OUT Time Control in Service park
1,2,3. Exact Location is marked on the sketch - Appendix V!
Fuel
During the event, the use of Fuel will be in accordance with the 2011 FIA Regional Rally Championships
Sporting Regulations, Art. 54.
The maximum lead content permitted in Croatia is 0.40 g / l.
Refuelling may only be performed during the rally in the refuelling area outside the Service Park, and in the
additional refuelling zone in each Day specified in the Road Book. A maximum of 2 team personnel members
per competing car are allowed in the refuelling zone at the same time.
Refuelling during the rally allowed at the gas stations that are located on the section that passes through the
itinerary and also in refuelling areas outside the Service Park.
Second day refuelling is in the additional area for refuelling as stated in the Buzet (Marked on Road Book).

Maximum two persons per vehicle must also enter the zone for refuelling.
1st - On 19 and 20 May 2011, refuelling zone is located on the section that the crew go on their way to the
special stages and it is situated after the tunnel Škurinje after about 300 meters turn right (exit Rujevica).
Immediately after leaving highway ( about 200 meters) is entrance to the refuelling area and it is located to
the left side. Passing through the RZ the crew take to the road RIGHT following the signs to enter on
highway, and after about 200 m turns right and continues the way to the special stages.
2nd -On 20 May 2011 It is organized another area refuelling in Buzet, located just before the start of Special
Stage SS Buzet. The same is located in an area called "Masimova Skuja”.
3rd - On 21 May 2011 The refuelling area was organized in the area immediately around the exit from the
highway – point Kikovica. Refuelling zone is after leaving the old road Rijeka - Zagreb in the direction of the
Circuit (Automotodrom) - Grobnik. RZ is located right in the parking lot before the entrance to the
Automotodrom Grobnik.

Registration procedure / Information
For temporary import of competition tyres, spare parts and other tyres it should be showing ATA carnet on
entry in Croatia. There is no custom fee.
In accordance with the flight rules every pilot should carry out standard procedures for application of flight.
There are no specific protocol for registering the arrival of the helicopter. The airport nearest to the
maintenance of the rally is the airport of Rijeka, which is located on the island 30 km away from the city of
Rijeka.

RECONNAISSANCE
During reconnaissance there shall be control marshals at the start and stop point of each special
stage. Further checks may also be carried out during special stages. During the reconnaissance there will be
no GPS tracking.
12.1 Procedure for Reconnaissance Registration
Starting from Monday, 1 6 May 2011 the reconnaissance material will be available for the crews entered at
the Rally Headquarters (Rally HQ, TRANSADRIA, Riva Boduli 1- Fifth Floor, 51000 RIJEKA-HR).
When registering for the reconnaissance, one of the crew members must be present and complete an
information sheet giving details of the reconnaissance car, mobile phone number and place where the
competitor is staying.The third party insurance of reconnaissance cars must be presented during the
reconnaissance registration.The reconnaissance ID number must be attached to the reconnaissance car on
the top centre of the windscreen and kept visible for the entire duration of the reconnaissance period.
12.2 Schedule
The reconnaissance period will last from Tuesday 17 May 2011 till Wednesday 18 May 2011: (Exact time
will be published in Supplementary Regulation).
12.3 Restrictions
12.3.1 Any kind of practice on the rally route is forbidden.
12.3.2 Throughout the entire reconnaissance, the crews must strictly observe the traffic laws effective in the
Republic of Croatia, which generally correspond to those in continental Europe. If not otherwise specified by
traffic signs, the maximum permitted speed in built up areas is 50 km/h, outside built up areas 80 km/h, and
on highways 130 km/h. Headlights must be on at all times. The use of radar detectors is forbidden.

12.3.3 Each crew will be allowed to drive each special stage during the reconnaissance only 2 times.
12.3.4 In no circumstances may crews drive in the opposite direction to that of the rally in the special stages during
reconnaissance.
12.3.5 Any member of the crew taking part or intending to take part in the 38

CROATIA RALLY 2011, who is found
present on the route of any special stage of the rally before 17 May, 2010, and/or outside the reconnaissance
schedule, will be considered to be performing illegal reconnaissance.
12.3.6 The Organisers will control the route of special stages on a regular basis.
12.3.7 Any infringement of the reconnaissance regulations and particularly reconnaissance outside the given
schedule will be considered a very serious offence and will be reported to the Stewards who may impose a
penalty which may go as far as start refusal.
12.3.8

The reconnaissance may only be carried out using series production cars complying with the specifications
given in Art. 23.1 of FIA Regional Rally Regulations.

Speed limit on special stages determined on max. 80 km/h, except on section where is speed limit less
(crew must respect traffic signals on road).
NOTE: Recce for SSS 11 will be possible only in this time because it is impossible to drive SSS 11 without
braking some traffic laws, so only in this time will be possible to drive through SSS 11 under police
supervision.
13.
SCRUTINEERING, SEALING AND MARKING
Place for the technical scrutineering, sealing and marking shall take place in the:

13.1 Location
Scrutineering will be on two parts:
Wednesday 18.May 2011, from 17:15 till 22:15 hours
Thursday 19.May 2011 , from 08:15 till 10:15 hours
Exact place will be published in Supplementary Regulations and RG 2 !
13.1.1. Schedule
Each crew must report to the scrutineering at its individual time given in the schedule published in the entry
confirmation on Monday, 9 May 2011.
13.2 Preparations to be made before the car is brought to scrutineering
13.2.1 Cars must be presented to the scrutineers with rally plates, competition numbers and optional advertising, if
taken, affixed.

Any crew reporting late at scrutineering (according to the time indicated in the entry confirmation) will be
penalized as follows:
- Up to 30 min
300 HRK (approx. 40 €)
- 30 to 60 min
600 HRK (approx. 80 €)
- over 60 minutes
according to the decision of the Stewards of the Meeting
13.2.2 Using of silvered or tinted film on the rear and side windows is allowed according to Art. 253.11 of Appendix
J. Mud flaps are permitted according to Art. 252.7.7 of Appendix J. The addition of sump or chassis guards is
allowed on all cars.
13.2.3 The control of the drivers` helmets and equipment will take place at scrutineering. It is compulsory for drivers
and co-drivers to wear gloves (not mandatory for co-drivers), socks, shoes and homologated overalls, which
comply with the FIA 8856-2000 Standard and it is mandatory that they wear underwear which complies with
the standard.
13.2.4 Using of HANS® system which comply with the FIA 8858-2002 Standard is mandatory for all drivers according
to the FIA Appendix L, CHAPTER III, Art. 3.

SHAKEDOWN
14.1 Date and times
Thursday, 19 May 2011 from 11:00 till15:00 hours
14.2 Participation
The shakedown will be available free of charge to all competitors correctly entered.
Only rally cars with starting numbers rally plates and obligatory and/or optional organiser’s advertising will be
allowed to participate in the shakedown.
The car may only be driven on the shakedown by one of the crew members as in the entry form. The
passenger may be any other person (at least 18 years old) who will sign beforehand a declaration of
voluntary participation and relinquishment of any rights to compensation of any kind from the Organisers,
which may occur following any incidents during the shakedown.
Each passenger for the Shakedown must wear FIA protective clothing (overalls, helmets,...).
14.3 Location
The shakedown will be over 2,2 km on asphalt road in direction Studena from main road (“Petrolejska cesta”),
approximately 25 km from the Rally HQ/Service.
Shakedown map is part of this RGF (see APPENDIX VIII)!
15.
START PROCEDURE
15.1 Ceremonial Start
The ceremonial start will take place on Thursday, 19 May 2011 at 18:00 from Rijeka, KORZO, in which all
crews must participate. All cars will start according to Start list. Before Ceremonial Start will not be organized
a n y ki n d o f p a r c fermé. C r e w s co m i ng o n S t a r t f r o m S e r v i ce p a r k .
15.2 Time Card Change During the Rally
The time card for Section 1 will be issued at TC0.

Starting System of Special Stages (except for SS 11)
After the marshal on start hands over to the crew a time card with the starting time entered, he will point to
them the clock counting daily time in hours, minutes and seconds, with the red light on. 30 seconds before
starting time digital display starts to count down seconds left to the starting time. 5 seconds before starting

time light change from red to yellow. The time for start is signalled by the changing from yellow to green
light, synchronised with the beginning of starting time minute on the clock. The starting lines are equipped
with photo cells of the timekeeping instrument with print out device and coupled with the above mentioned
system, registering false start.
15.5 Permitted Early Check-in
Crews are authorised to check-in early (before their target time) at the time controls at the end of Leg I (TC
4A) , Leg II (TC 11A) and at the end of Leg III (TC 15A) without incurring a penalty for early arrival.

Super Special Stage (SS 11)
SS 11 will be driven 2,6 laps at special track in Preluk. Time keeping for this stage will start when car cross the
photocell trap. The expected average speed for this stage is 110-120 km/h, and the maximum of ten cars is
expected at the same time on track. If the running of the Super Special Stage must be interrupted, this will be
signalled to the drivers by showing trackside yellow flags. When given this signal, the driver must immediately
reduce speed and follow the instructions of the marshals or other officials. Failure to comply with this rule will
entail a penalty at the discretion of the Stewards. If the display of the yellow flag is caused by one of the two
cars blocking the stage or delaying the other competitor, the provisions of FIA Regional Rally Regulations,
Article 36 will apply. If any crew drives less than 2,6 laps, it will be penalized by worst stage time achieved in
“normal” conditions plus 1 minute.
FINISH PROCEDURE
Arriving to finish podium will be on Saturday, 21 May 2011 at 17:21 in Korzo, Rijeka. Crews will enter in last
TC according to final classification from first to last position.

Before the final entry on the podium, all the crews first enter the Service park and from it come to the finish
ramp. After passing the finish ramp all the crews are obliged to leave their vehicles in the Parc Ferme (Final
Parc Ferme was organized in the area of Ban Josip Jelacic Square in Rijeka). Crew have 20:00 minutes to
arrive in TC 15F (Parc Ferme) – (See Annex IV and V)!

PR ACTIVITIES
Organizer on his official site does a series of promotional activities. Firstly, all the news will be published on
www.croatia-rally.com. Also, the organizer shall submit all articles to more than 500 specialized car sports
editors who deal with sports car news. These news and editorial offices will publish on web portal but also in
their printed editions.
The organizer has prepared a series of side events during the rally, for instance Miss Rally and entertaining
concert.
Overall promotional activities will take place in the center of the City of Rijeka, where it is placed part of the
Service (Service 1,2,3).
The organizer will hold several events during the press conferences and also to record the entire event for the
promotion. So far, it is certain that the sports event will follow by all relevant TV stations from the Republic of
Croatia, including national television. Announced the arrival of several TV crews from overseas.
Crews will have a great chance for their promotion starting when passing through the formal stage continuing through ramps and pedestrian zone where there will be a large number of spectators.

Climate
The climate of Croatia varies from Mediterranean along the Adriatic coast to continental, inland. The coastal
areas have hot, dry summers and rainy winters yet the inland areas are cold in winter and warm in summer.
The coast benefits from refreshing winds in the summer and the mountain ranges shield them from bitter
winds in the winter. Sea temperatures never fall below 10 degrees in the winter and in August it can be as
high as 26 degrees, due to warm currents flowing north up the Adriatic coast. In spring and early summer a
sea breeze keeps the temperature down along the coast. This breeze that usually starts around 9am is perfect
for sailing. The islands benefit from up to 2715 hours of sunshine a year, the sunniest being Hvar. Winter
temperatures range from -1 to 30°C in the continental region, -5 to 0 °C in the mountain region and 5 to 10
°C in the coastal region. Summer temperatures range from 22 to 26 °C in the continental region, 15 to 20 °C
in the mountain region and 26 to 30 °C in the coastal region.

ADVERTISING ON COMPETITION - POSITION advertising
21.1 Conditions of placing advertisements
Terms of placing advertisements contained in the FIA Regional Championships Regulations Europe for 2011. Also
organizer described the conditions by placing advertisements in the supplementary regulations of this competition.
At this competition organizer has prepared advertising messages in accordance with the Regulations referred to in
paragraph 1 of this article, and in accordance with the provisions of the Special Regulations 38 th Croatia Rally 2011.
Advertising messages consist of compulsory and optional.
Accommodation and sizes of labels and signs that are required, optional and which are contained in this article (chart
and table)!

21.2 Refusal placing advertisements
Advertising messages marked as compulsory can not be rejected and they must be positioned at the position as
described earlier in this article (A1, A2 and A3)!
It is possible to refuse advertising messages that are marked as optional by paying additional fees as described in
Article 4.4 of the Special Regulations of competition as follows:

If the crew-competitor does not pay into the account increased membership, so he does not want to set up an
optional advertising message on their rally car, it is required that payment be made on receipt and verification
(cashier organizers), which receive payment of injury.
NOTE: Vehicles must be presented to the scrutineers with all prescribed advertisements (compulsory and optional),
or if they are non-binding rejected, the crew-competitor must present the receipt proving that the optional set free
advertising!
Final appearance of the label will be published in Bulletin 1!
22.
PASSES FOR VEHICLES AND OTHER PERSONAL PASSES
22.1 Personal passes
The organizer will provide all participants in the competition and these passes:
- For the vehicles
- For all participants in competition, officials at the competition and everyone involved in the technical realization of
the competition
All who receive the same passes were required to use. Those who don’t use passes, run the risk that they do not get
into the place in which want to go and with pass have permission. For such cases the organizer declines any
responsibility.
For crew-competitor organizer will give passes during verification of documents.
Officials and others involved in the implementation of the competition will receive passes to the plan of the
organizers, the principle of the managers of individual services to competition.

PERSONAL APPEARANCE PASSES
The organizer for each work area at competition will set up the exact list of passes with which this zone allowed.
Control of entry and stay in the working area of competition will be conducted monitorial office organizer.
22.2 Passes for vehicles
The organizer will prepare passes for the vehicle. Passes for the vehicle is designed as a sticker.
They will be made in the shape of a triangle and will have to be placed on the windshield. Passes
for vehicles are obtained on the verification of documents.
The organizer will assign each private crew pass for 1 service vehicle. If the crew wants to pass additional auxiliary
vehicle, the same charges and costs 700.00 kn + VAT (about € 100,00). Paying at the box office organizer.
The organizer of the other crews (legal person-competitors) to provide 2 passes for a service vehicle. If the crew
wants to pass additional auxiliary vehicle, the same charges and costs 700.00 kn + VAT (about € 100,00). Paying at
the box office organizer.
The organizer will make the following types of passes for cars:

24. REQUEST FOR EXTRA SERVICES IN THE SERVICE PARK

The Service Park of the 38 CROATIA RALLY is in Rijeka – Center city (Service Park 1 – Korzo; Service Park 2-3 in Harbour).
The Responsible of the Service Park is Mr. Piercarlo Capolongo and you can contact him in the Headquarter during the rally
beginning from Wednesday 08.00 - 22.00

Any failure to comply with schedule of entry and exit from the service park will be specially sanctioned by the Stewards.
Special provisions behavior in the Service park
- Additional explanations of behavior in the service park can be determined by Bulletin
- in the Service park 1 not to be allowed to enter the Service Park (regardless of the statutory timetable set out in Article 5.8),
until the last rally-competitors car leaves the Park Service
- 1,2,3 Service Park will be closed during the night and nobody will be allowed entry without special approval of the Clerk of the
course.
The organizer provides for all the crews that are included in the inventory list in Europe Rally Championship in 2011 120 m2
space for their needs. Larger area can be booked by completing the application list (entry form). If the crew/competitor opts for a
larger area of the grant, in accordance with the same magnification square meters at the price charged 70.00 kn/ m2 +
VAT(appr. 10 EUR). Payment performed on the verification document at officials of the organizers (treasury).
Organizer for all private crews provide a minimum space of 6 x 10 (60 m2). All crew-competitors have the opportunity to seek a
larger area and by completing the application list (entry form). If the crew-competitor opts for a larger area of the grant, in
accordance with the same magnification square meters at the price charged 70.00 kn / m2 + VAT (appr. 10 EUR). Payment
performed on the verification document at officials of the organizers (treasury).
The organizer will provide connections to electricity and water for the crew-competitors.
Price of electrical connection is immediate and costs 350.00 kn (VAT included) = (appr. 50 EUR) for all days of a competition
and land use Service Park. Payment performed on the verification document at officials of the organizers (treasury).
Price for water connections shall not be charged separately.
