ADVERTISING
Paid advertising is permitted in the community newsletter
(Board approval - June 18, 2007).
Residents who offer community based services such as dog
walking, plant watering or babysitting may be included in the
newsletter.
ANIMAL CONTROL
Homeowners should contact Baltimore County Animal
Control and notify the Ruxton Crossing Board for animal
control and nuisance problems with neighborhood pets. See
Pet Policy attached.
ANTENNAE
See satellite dishes.
ATRIUMS
Maintenance, repair and replacement of the atrium roofs are the
association's responsibility. All other maintenance, repairs, etc.
are the homeowner's responsibility.
ATTIC FANS
Placement of an attic fan is allowed in the rear of the house.
AWNINGS
Awnings are permitted. Written requests for awnings must
be approved by the Architectural Standards Committee (ASC)
and must meet established community specifications. See
Awning Specifications attached.
BASKETBALL
No permanently attached basketball backboards and the like
are allowed in the community.
Portable basketball backboards are allowed only if they are moved
inside of the home or garage when not in active use.
CARPET
Indoor/outdoor carpets are not permitted on concrete patios.
CHIMNEY CAPS
Chimney caps are the homeowner's responsibility.
COMMON GROUNDS
Vehicles are not permitted on common ground except with
advance written permission from the Board of Directors. The
costs of damages caused by such use shall be assessed to
the responsible homeowner.
CONFLICTS
with NEIGHBORS
The Board of Directors has adopted a policy which is
contained in the community manual. See Neighborhood
Conflicts.

COURTYARDS
Architectural changes in courtyards must be submitted in
writing for approval by the Architectural Standards
Committee (ASC) prior to the commencement of such work.
DAYCARE
Daycare centers or homes are not permitted in accordance
with Article 17, Section 4, of the association by-laws.
DECKS
1. Maintenance, repair and replacement of decks is the
homeowner's responsibility.
2. Replacement of decks must conform to ASC approved
specifications, guidelines and all applicable building code
requirements.
3. All proposed changes must be submitted in writing for
approval by the ASC prior to work being performed.
DECK RAILINGS
Plans for changes to deck railings must be submitted
in writing for approval by the ASC prior to commencement
of any work.
DESIGN CHANGES
Any design change must be submitted in writing for approval
by the ASC.
DOORS AND STORM
DOORS
Plans for replacement of doors and/or storm doors must be
submitted in writing for approval by the ASC prior to the
commencement of any work. The color must be dark brown as
specified on the exterior finishes specification sheet attached.
DOWNSPOUTS
Maintenance, repair and replacement of gutters and
downspouts are the homeowner's responsibility.
EXTERIOR CHANGES
Any proposed exterior change must be submitted in writing
for approval by the ASC prior to the commencement of any
work.
FENCES
Fences of any kind are not allowed.
FLAGS/BANNERS/
PENNANTS/
FOR SALE SIGNS
Other than the American flag which may be flown on any
day, all other requests for flags, banners or pennants must
be submitted in writing for approval by the Architectural
Standards Committee (ASC). Flags, banners and pennants
may not exceed 3' X 5’ and may be affixed to a pole not
longer than 6' on a temporary fixture.

Item (I).

GARAGE DOORS
Plans for replacement of garage doors must conform to ASC
approved specifications, guidelines and all applicable
building code requirements and must be submitted
in writing for approval by the ASC prior to commencement
of any work.
GARBAGE CANS
Trash cans or other items to be disposed of shall not be
permitted in public view on any day other than trash
collection days. Refer to Article 8, Section 3, Item (e) of the
Declaration of Covenants.
GARDENS
Requests for individual gardens must be submitted in writing
for approval by the Landscaping Committee (LC) prior to the
commencement of any work. Homeowners are responsible
for "up-keep".
GATES
Only low visibility wire is approved for pet containment on
the inside of courtyard gates.
HOT TUBS
Hot tubs are not permitted outside of the dwellings, except in
the old and mid section courtyards, and these must be out of
public view. Drainage of hot tubs must comply with all applicable
state and county code requirements.
HOUSE NUMBERS
House numbers are to be maintained by the Association.
Old section front numbers are painted by the Association on
a three-year schedule. Rear house numbers are required by
the Fire Department and are the responsibility of the
homeowner to maintain or replace.
INSURANCE
1. Common area: The Association maintains loss and
liability insurance for common property.
2. Private lots and dwellings: The Association is not
required and, therefore, does not maintain any insurance
whatsoever for individual homeowner lots and/or
dwellings. Homeowners should contact their private
insurance provider to secure insurance for their personal

LANDSCAPE
Landscape maintenance of the common area is the
responsibility of the Ruxton Crossing Homeowners' Association.
Maintenance of private gardens and plantings are the
responsibility of the homeowner.
LAWN SERVICE
No individual lawn service is allowed.
NOISE and NUISANCE
Noise and nuisance issues are addressed in the
Association's Declaration of Covenants.
The Board's policy is to encourage homeowners
to refer to the Neighborhood Conflicts document (found in your resale package) as a guideline for conflict resolution.
PAINTS and STAINS
The Association has specifications for paints and stains that
are used on all exterior surfaces. See Exterior Finish
Specifications attached.
PARKING
Only head-in parking is allowed. Parking is not allowed by
the pool.
PARTIES
The use of common ground for a party requires the approval
of the Board prior to the event. The homeowner is
responsible for all clean-up and any and all damages and liability
that may arise.
PETS
1. All pets must be under owner supervision and control
when outside.
2. Residents are required to immediately clean
up after their pets and/or repair any damages caused by
their pets.
3. Baltimore County laws, rules and regulations pertaining to pets
apply to all areas of the community. Baltimore County has
leash laws, pet waste cleanup laws and other regulations
regarding pets.
4. Pets may not be tied up outside of dwellings unattended.
5. Caged pets are not allowed in the community.
6. To report stray animals and other animal problems or
complaints, contact Baltimore County Animal Control
at 410-887-5961or file an anonymous complaint online

7. The Board of Directors, acting in accordance with the

POOL and TENNIS
Refer to Pool Rules and Tennis Rules and Regulations in
your Community Manual/Re-sale Package and distributed
separately when updated.
PRIVATE PARTIES
No member is denied use of the pool because of a private
party during regular pool hours.
ROOF LEAKS
Damage to the home, personal injury or personal property
resulting from roof leaks is the homeowner's responsibility.
The HOA's responsibility is limited to the repair and/or
replacement of the roofing membrane.
SALE OF HOME
Sellers have the obligation to notify the Homeowner's
Association within 30 days of sale of property.
SANDBOXES
See Sporting and Recreational Equipment policy.
SATELLITE DISHES
Residents are required to notify the Architectural Standards
Committee (ASC) in writing for board approval before
installation of a satellite dish or antenna.
Satellite dishes must be one meter or less in size. They may
not encroach upon any common area or any other owner's
property. Installation must comply with all applicable codes
and state and county regulations.
The dish shall be installed in a place approved by the ASC,
where it is shielded from public view to the maximum extent
possible. It shall not obstruct access to or exit from any unit,
walkway, ingress or egress.
Homeowners who install or maintain a satellite dish or
antenna are responsible for all associated costs including
reimbursement and indemnification of residents and the
association for damage caused by their dish and restoration
of any site to its original condition when the dish is removed.
If antennae are installed on property for which the
association has maintenance responsibility, owners retain
responsibility for antennae maintenance and any additional
property maintenance costs that are caused by the dish
installation. If maintenance requires removal, the
Association shall provide owners with 10 days written notice.
Owners shall be responsible for removing antennae. If
owners do not remove antennae by the required time, the
Association, acting in accordance with Article 17, Sections 5,
6 and 7 of the by-laws, may do so, at owner expense.

SATELLITE DISHES
(continued)
The Board of Directors, acting in accordance with the Ruxton
Crossing Homeowners Association Resolution of Dispute
Policy, may levy fines for violations of the policy pertaining to
satellite dishes. If these rules are violated, the Association may
impose a fine of $250 for each violation. If the violation is not
corrected within 30 days, additional fines of $50 per day will
be imposed for each day that the violation continues.
SNOW REMOVAL
The Association is responsible for snow removal from the
common areas only.
SPORTING and
RECREATIONAL
EQUIPMENT
All sporting and recreational equipment used by association
members, other residents, their children and/or guests,
both on resident property and on common ground, must be
removed immediately after use and stored inside of a
dwelling or garage. When any sporting or exercise equipment is in
use, a responsible adult must be present.
STAINS and PAINTS
The Association has specifications for paints and stains that
are used on all exterior surfaces. See Exterior Finish
Specifications.
STREET LIGHTS
Report inoperable street lights to BG&E at 410-685-0123.
SWING SETS
The Association maintains a playground for the use of all
homeowners. Portable swing sets must meet the
requirements described in the Sporting and Recreational
Equipment policy.
TRAMPOLINES
Trampolines are not allowed.
TRASH
Per the Declaration of Covenants Article 8, Section 3,
Items:
(c) No burning of any trash and no accumulation or storage
of litter, new or used building materials, or trash of any
other kind shall be permitted on any lot.
(e) Trash and garbage containers shall not be permitted to
remain in public view except on days of trash collection.
TREE-HOUSES
Tree-houses are not allowed.
WADING POOLS
See Sporting and Recreational Equipment Policy.
WINDOW
REPLACEMENT
Requests for window replacement must be submitted in
writing to the Architectural Standards Committee (ASC) for
approval prior to replacement.

AWNING POLICY: OLD, MID and NEW SECTIONS

As with all exterior changes, residents must submit an architectural modification
request form to the management company. Board approval is required before
work is begun.
Homeowners are responsible for awning maintenance.
Below are the awning installation requirements common to all sections of Ruxton
Crossing. There are additional specifications by section on the following page.
The community standard in all homes where there is sufficient width is a retractable
style awning. This applies to first and second floor installations.
Where retractable awnings are used, they must span the width of the home, not more
than 4 inches from the edge of the house, on either side of the awning.
In areas where there is insufficient width to install a retractable awning, the fixed style
awning must span from wall to wall or wall to atrium, whichever condition applies.
Fabric must be laced to the frame.
Awning Fabric - Sunbrella or equivalent from another manufacturer.
Awning Color – Sunbrella True Brown 4621 or equivalent from another manufacturer.
If a resident is not using Sunbrella True Brown 4621, a product sample
must be submitted along with the architectural modification request form.
Awning Valance - Must be a 9” drop with a straight edge.

Ruxton Crossing Rules and Regulations concerning pets follow Baltimore County law.
Attached is Baltimore County's publication on Animal Laws & Information.
Baltimore County laws pertaining to pets specifically state that:
1. Dogs must be on a leash at all times
2. Dogs must be under the owners supervision and control at all times when
outside
3. Dogs may not be allowed to bark excessively
4. Owners must remove pet waste from public and private property
Any incident of a dog/pet exhibiting aggressive or menacing behavior, animal nuisances
and mistreatment of animals should be reported to Baltimore County Animal Control.
Reports can be made online at https:/Icitizenaccess.baltimorecountvmd.gov
or by calling
410-887 -5961. Baltimore County Animal Control will open a file and investigate all
reports. Incidents should also be reported to the community Board by delivering a
written report to any Board member.
Owners of pets exhibiting aggressive behavior will be required to keep them on a short
leash, to keep them under control at all times, and to walk them at a distance away from
people and other pets.

ARTICLE 12
1. When off the owner's property, all dogs and cats must
be on a leash. If chained outside, chains must have swivels. Chain collars may not be used, except when training.
2. All dogs and cats four months of age must be vaccinated
against rabies.
3. All dogs and cats must be licensed at four months of
age. New pets and those being moved into Baltimore
County must be licensed within thirty days.
4. All animals must be provided shelter for protection from
wind, snow, rain, cold and the sun, plus adequate daily
food and water, in clean un-tippable bowls.
5. Owners offemale cats and dogs "in heat" must not leave
their pets outside unattended. Although spaying female
or neutering male animals is not required, it is highly
recommended.
6. It is a violation of the law to allow dogs to bark
excessively.
7. If an animal bites someone, the owner and the bite
victim must report the injury to the Police Department.
You are responsible if your pet bites or injures another

Rabies Vaccination
All dogs and cats must have rabies vaccinations and
boosters. Low cost rabies vaccinations
are available by appointment.
Micro-chipping is also available for reasonable fee.
Spaying & Neutering
We urge pet owners to have their pets spayed and neutered.
If You Find A Stray Pet
8. Owners are responsible for the timely removal of pet
waste on public and private property.
Baltimore County Law requires that all stray dogs and cats
be turned over to the Baltimore County Animal Shelter
within 24 hours. If the pet you found is not redeemed by its
owner, you may adopt it. A rabies vaccination and an
animal license are required.
9. It is violation of the law to abandon or neglect pets you
cannot keep. If you are unable to keep your pet call
Animal Control for assistance.
Redeeming Your Pet
lO.Any puppy or kitten sold or given away must be at least
eight weeks old. Anyone selling or giving away a
puppy, kitten, dog or cat must provide a health
certificate, signed by a licensed veterinarian, along with
a statement indicating date of sale or transfer of animal,
description of animal, and immunizations given. The
name, address and phone number of buyer and seller
must also be provided.
11.Inadequate provision of food or water, unsanitary
conditions, animal combat, and neglect are all
considered animal cruelty.
Animal Control Officers are empowered with
enforcement authority for state and local laws
involving animals. Persons violating these
animal laws may be subject to fines.
To redeem your pet at the Animal Shelter, bring your
identification and proof of current rabies vaccination and an
animal license. If you cannot provide this verification, a
rabies vaccination and license will be provided for a fee
before your pet is released. Redemption and boarding fees
may also be due.
If Your Pet Is Lost
If your pet is micro-chipped or is wearing an animal
license, rabies tag or an ID tag, every effort will be made to
trace the ID and contact you. Visit the Baltimore County
Animal Shelter promptly to look for your pet. Bring a
picture of your pet. Stray pets are held for a minimum of
four (4) days.
