This Study Work Group has discussed a range of topics regarding buffer strips and drainage and developed a number of consensus recommendations. Following the initial study, they agreed to continue meeting to aid the legislature as a consensus group for future issues. nage Work Group was first established by the Legislature as a stakehold aration of the Public Drainage Ditch Buffer Study, which was published b Soil Resources (BWSR) in February 2006. MACO - Minnesota Association of County Officers As you can also see, buffer strips are not a new topic. When a 'new re-determination of benefits' is MADI - Minnesota Association of Drainage done on a County Ditch (Chapter 103E ) , the affected landowners are compensated for the Inspectors use of the 16.5' buffer by the entire watershed, and the landowner is required by statute to maintain a miniRRWMB - Red River Watershed Management Board mum 16.5' buffer. Local control by the benefitted landowners. No cost to the State or County. MAT - Minnesota Association of Townships The new Buffer Laws were enacted with no provision for compensation by the State, and you have MAWRC Minnesota Agriculture Water Resources Co until November 1, 2018 to complete-this requirement. Recently, also, only County Ditches (Chapter 103E) are included-not private ditches. You can applyDrainage for various Federal programs for funding, ADMC - Agriculture Management Coalition however most of these need a 30' minimum width of the strip. encies : BWSR, DNR, MDA, MPCA We are very fortunate in Freeborn County, as ALL of the county ditches have been re-determined, ure : so we are in compliance Legislators and/or and Senate committee already. In other parts ofHouse the state, this is not the case. This is putting greatstaff stress on the Ditch Viewers to get through all the new re-determinations. The Drainage Work Group is exploring alternative methods to speed this up, however this whole process is daunting. All that man builds is from the land. We often take it for granted, or even abuse it, and yet many unthinkingly and unknowingly pass the land by. What man finally does with the land will be the deciding factor in his survival. PRSRT STD US POSTAGE PAID OWATONNA MN PERMIT NO 41
