Greetings Neighbors,
I hope that everyone has had a great
spring and that you are looking forward
to summer with family and friends.
If you are one of the homes in Spring
Shadows that experienced flooding,
please contact the Spring Shadows
Association office to let us know at
713.460.1718 or by email at
sscaoffice@yahoo.com. We are making
sure that all government agencies know
that there continue to be problems in this
area and that they need to be addressed
ASAP. There are a number of board
members that are continually working on
keeping this area on the minds of local
agencies.
We had another wonderful Spring Festival in April and I want to thank everyone involved in planning and executing
this event. If you enjoyed this day with
neighbors and friends please consider
volunteering a little time to help out next
year. Your help is always welcome.
I hope many of you were able to attend the spring general meeting where
Spring Branch Management District representatives presented information on
their efforts in Spring Branch. Lots of
information was presented and more can
be found at www.sbmd.org.
I would like to give a special thank
you to Daune Luper for the 15+ years of
outstanding service she has given the
association as our administrative assistant. Daune has decided to move on to
other things in her life and I wish her all
the best. Daune will be staying on until
we can find and train someone to fill this
position. You will find a job posting in
this newsletter on page 9 and on the
website. If you are interested, or know
someone that might be, please send resumes to the office at

Houston suffered another flooding
event this past April and many families,
including a number of your neighbors,
had water in their homes. My thoughts
and prayers go out to all that have been
affected by the ‘Tax Day’ flood as they
rebuild their homes and lives. Because
of the flooding, the Governor has applied
for and the President has declared Harris County a federal disaster area. This
will allow residents and businesses to
apply for federal aid in rebuilding. More
information is available at
www.fema.gov .

summer and I hope to see many of you
around the neighborhood.

Architectural Control/Deed Restriction Committee

Hello neighbors,
ensure compliance with all Covenants and
Bylaws.
As with any exterior change to your property, we would advise before undertaking one
of these projects, that you submit an application to the AC/DR committee first, to guarantee there are no concerns that could cause
you problems in the future. In addition to the
aesthetics of the project, several members of
the AC/DR committee have engineering or
construction backgrounds and may be able to
point out safety or functional issues that you
might not have considered.
The purpose of this review is to protect
our scenic environment and maintain the
value of our homes. All modifications to the
exterior of your property, including repainting
with the same color, must be submitted to the
Architectural Committee for approval before
any work begins. If work is started without
prior approval, the homeowner risks being
cited for a covenant violation and may be required to alter or remove the changes at significant additional cost.
Finally, we ask that you consider your
neighbors enjoyment and well-being before
beginning any new projects. Remember that
even if you cannot see a 100 square foot solar panel on your roof, your neighbors can.
Please do what you can to have as minimal a
negative effect on others as you can. As always, we appreciate the help of everyone in
making sure that our neighborhood remains a
harmonious and beautiful place to call home.
We are on the edge of another summer,
and by all accounts it is likely to be a hot one.
This is a good time to be thinking about ways
to prepare and protect your home and lawn
from the elements.

Please take a few minutes to visit and familiarize yourself with its resources and get

provides many answers to most of the questions homeowners have. If you don’t find the
information you need there, the Board of Directors meet every month and we welcome
you to stop by.
We are excited to welcome new homeowners into the neighborhood, as well as our
appreciation to the original homeowners who
have paved the way to make Spring Shadows a wonderful place to live. As a new
homeowner, you may already have some
ideas on how you’d like to improve your property.
Please keep in mind, that the association
has an Architectural Review Committee to
help maintain the quality of our neighborhood. Its function is to evaluate the plans for
all exterior landscaping, repairs and remodeling (such as painting, decks, fences, trees
and bushes, replacement roofs, etc.) and to

PATROL & SAFETY COMMITTEE

We extend our thanks for the services of our Harris County Pct. 5 Constables for a
job well done in our subdivision. Their presence in Spring Shadows Civic Association (“SSCA”) is the reason we have considerably less criminal activity compared to
other residential areas around us. It is not the intent of the constables to replace
calling 9-1-1, but by calling Pct. 5 Dispatch at (281) 463-6666, you will get a much
faster response since the constables are already in our neighborhoods.
The Patrol & Safety Committee, consisting of six SSCA members, meets each
Thursday morning in the office conference room with Sgt. Gonzales of the Harris
County Pct. 5 Constables. Since the last Newscaster issue, crime remains low
within the subdivision. However, the number one crime remains burglary of a motor vehicle and the major reason for this is that homeowners continue to leave
their vehicles unlocked, with valuables in them! It doesn’t matter if your vehicle is
parked on the street or in your driveway; if it’s unlocked it’s vulnerable to be burglarized. For the first three months of 2016 we have already had eight (8) burglaries of motor vehicles in Spring Shadows. Based on this rate we will far exceed the
twenty-four (24) burglary of motor vehicles that occurred in 2015. Those of you
who attended the April 12th general meeting heard committee’s chair, John Arnold,
state this very same issue. So…

Welcome Deputy Crosby
Deputy S. Crosby graduated high school in
2011 and went on to Wharton Junior College to
pursue a degree in Criminal Justice. He then
attended Sam Houston State University to expand his knowledge in Criminal Justice and decided to go to the police academy in 2015. He
signed a job offer with Harris County Precinct 5
on May 31, 2015. He enjoys getting to meet
new people and strives to become a better police officer every day. He is very happy about
getting to be part of the Spring Shadows team.

Keep Those Numbers Handy!
Many Spring Shadows’ residents were affected by the heavy rains of the last few
months. And as we are aware, hurricane season starts June 1st and runs through November 30th. (This season started exceptionally early, nearly five months before the official
start, with Hurricane Alex forming in the Northeastern Atlantic in mid-January.) So keep
all those phone numbers, website locations and pertinent flooding information
available. We may not have to use them but having them nearby is essential for your
safety and wellbeing. For those of you who had no need of these numbers here is a list.
Keep THESE THREE numbers at the top of your list; your insurance agent, your doctor/s
numbers and the Pct. 5 Constables number 281.463.6666.



FEMA’s National Flood Insurance Program has a call center to answer Texas policyholders’ flood insurance questions. Specialists can help with servicing claims,
providing general information and offering technical assistance to aid in recovery.

Advice for Homeowners, After a Hurricane






Call FEMA and register at 1-800-621-FEMA (3362)
FEMA will give you a case number. Keep this case number with you at all
times. Each time you call back you will be asked for your case number. FEMA
may cover damages ranging from home repair/replacement to income loss due to
the flooding event. Vehicles and other property losses may also be reimbursable.
If You Have Flood Insurance, file a claim immediately
FEMA will only consider your case once a settlement between you and your
insurance company has been reached. You may be eligible for additional FEMA
reimbursement on items not covered by your insurance after your insurance settlement has been determined.
Save All Your Receipts
Since your need to restore your home will come before your insurance and
FEMA coverage is settled, save all of your receipts as they may be reimbursable.
Take Pictures
Take pictures of anything and everything that documents your loss, from wet
walls in your home, to home furnishings, vehicles, etc. that has sustained loss.
Consult www.harrisrecovery.org regularly for the latest on what FEMA and local government is doing in relation to recovery. This information will include deadlines for registering, where to go to meet directly with a FEMA representative for
mobile registering and what to bring with you.

The recent storm(s) have displaced
local wildlife and left them searching for
new homes and sources of food and
clean water.
Harris County Public Health & Environmental Services, Veterinary Public
Health would like to remind residents to
avoid all wildlife.
Any building or structure can become
temporary housing for animals flooded
out of their natural homes. Even piles
of lumber or collapsed sheds can provide shelter. Therefore, use gloves
when cleaning storm damage.
Do not walk through flood waters because it can bring you into close contact with venomous snakes and mounds
of floating fire ants. Make sure you can
see where you are walking or placing
your hands before moving debris.
Exposures to skunks, raccoons or
bats should be reported due to the possible exposure to rabies. Contact your
local animal control agency for information if you are bitten by a raccoon or
skunk, or touched by a bat.
