Parks & Recreation Director, Mr. Don Howell is requesting to approve the GDOT contract for 10% local match to
purchase a van with a lift to replace an old van for $4,415.40.

Parks & Recreation- Name change for Hogansville Senior Center
Parks & Recreation Director, Mr. Don Howell is requesting to change the Hogansville Senior Citizens Center to the
Hogansville Active Life. The Troup County Recreation Board has already approved the name change pending
approval of the Commissioners.

Purchase Van for Sanitation -Convenience Center Inmate Transport
Purchasing Director, Ms. Diana Evans is requesting to purchase a diesel van for Sanitation Department. The van will
be used to transport inmates to and from all the convenience centers. This is a 15 passenger van that will be
purchased off Georgia State contract. The total cost is $33,085.00. The funds to purchase the van are in the
2015/2016 Sanitation budget.

will replace a worker in the kitchen at the Active Life Center. This position would pay $7.50 per hour. The other

message for Estes Outdoors located at 1122 Old Hutchinson Mill Road. Staff recommends approval of the digital
message billboard with the following conditions: Permit from DOT will be obtained and all other requirements of
the sign ordinance will be met. Chairman Crews asked if there was anyone who would like to speak in favor of or

WHEREAS, Great Wolf Resorts Holdings, Inc. (“GWR”) is considering, through
itself or one of its affiliated entities, the construction and operation of a 400-room hotel,
conference center and family-oriented destination resort in the City of LaGrange, Georgia
(the “Project”); and
WHEREAS, to induce GWR to construct and operate the Project within the limits
of City of LaGrange (the “City”), Troup County Board of Commissioners, Development
Authority of LaGrange, Troup County Board of Assessors and Troup County Board of
Education previously entered into that certain Memorandum of Understanding dated as of
October 15, 2015 (the “MOU”), which MOU was approved by the Board of Commissioners
at a public meeting held on October 20, 2015; and
WHEREAS, the MOU, a copy of which is attached hereto as Exhibit “A,” sets out
certain incentives to be provided to GWR by the City, the County and other public entities;
and
WHEREAS, one of the proposed incentives is the qualification of the Project to
participate in the state sales and use tax incentive program (the “Program”) established by
the Georgia Tourism Development Act (O.C.G.A. § 48-8-270 et seq.) (the “Act”); and
WHEREAS, the MOU provides for the inclusion, within the sales tax revenues
eligible for rebate to GWR under the Program, the local option sales taxes (with the exception

of the local option education sales tax) collected at the Project (the “Non-Education Local
Option Sales Taxes”); and
WHEREAS, in accordance with the terms of the Act, GWR previously submitted to
the Mayor and Council of the City, GWR’s application (the “Application”) which will be filed
with the Georgia Department of Community Affairs; and
WHEREAS, after a public hearing held at a regularly scheduled meeting on February
9, 2016, the Mayor and Council of the City passed a resolution (the “City Resolution”)
approving the Application and the conveyance of a copy of the City Resolution to the
Commissioner of the Georgia Department of Community Affairs and the Commissioner of
the Georgia Department of Economic Development.
WHEREAS, the Troup County Board of Commissioners believes it is in the best
interests of the County and its residents to approve and endorse the Application, to designate
and authorize the inclusion of the Troup County portion of the Non-Education Local Option
Sales Taxes collected at the Project in the sales taxes eligible for rebate to GWR pursuant to
the Program and the Application, and to submit such approval, designation, and authorization
to the Commissioner of the Georgia Department of Economic Development and the
Commissioner of the Georgia Department of Community Affairs;
NOW, THEREFORE BE IT RESOLVED by the Troup County Board of
Commissioners, and it is so ordained by the authority thereof, as follows:
1) That the City of LaGrange, by and through the Mayor and Council, has by the
City Resolution approved and enthusiastically endorsed the Application of Great

Wolf Resorts Holding, Inc. for approval of the Project under the Georgia
Tourism Development Act and committed to the inclusion of the City of
LaGrange Local Option Sales Tax (LOST) sales and use tax within the tax refund
program “under the same terms and conditions as the refund of state sales and
use tax” as authorized by O.C.G.A. § 48-8-273(h);
2) That Troup County, Georgia, by and through the Troup County Board of
Commissioners, likewise approves and enthusiastically endorses the Application
of Great Wolf Resorts Holding, Inc. for approval of the Project under the
Georgia Tourism Development Act and commits to the inclusion of the Troup
County portion of the Local Option Sales Tax (LOST) sales and use tax within
the tax refund program “under the same terms and conditions as the refund of
state sales and use tax” as authorized by O.C.G.A. § 48-8-273(h);
3) That inclusion of the Troup County portion of the Local Option Sales Tax
(LOST) sales and use tax in the refund program, as allowed under the Act, aligns

PILOT Policy
Investments Assistance Guidelines
Development Authorities of Troup County
and
Troup County Board of Assessors
April, 1999

The maximum tax phase-in on personal property is 7 years. To be eligible for tax phase-in the
real estate and/or personal property must be titled in the name of a Development Authority.
Simultaneously with the transfer of title a lease agreement will be entered into with the company
leasing the property back for the specified term of the tax phase-in. The lessee company will be
required to provide the Development Authorities of Troup County and the Troup County Board
of Assessors documentation as outlined in the compliance section. This information must be
returned each year along with the company’s personal property return.
Any agreements or other documents to be executed by the Troup County Board of Assessors,
together with all supporting documentation incorporated in, attached to, or made a part of such
agreements and/or documents, must be submitted in substantially final form to the Chief
Appraiser for review, no later than fourteen (14) days prior to the meeting with the approval of
the Board of Assessors is sought. If the taxability of real or personal property included in
forming part of a project is addressed in or made a part of any validation petition and/or
validation order or judgment, the Chief Appraiser must be provided a copy of such validation
petition and/or validation order or judgment for review no later than fourteen (14) days prior to
the validation hearing.
Any conflicts between the PILOT Policy / Compliance Section and the MOU or other
agreements, the PILOT Policy / Compliance Section will govern.

PILOT Policy
•
Any offers that vary from the policy as set forth in the current policy between the
Board of Assessors and the Development Authorities of Troup County must be
reviewed by the Board of Assessors at least 30 days prior to any agreement.
•
All schedules must be signed by all parties involved and will be adhered to entirely for
the duration of the schedule.
•
Any conversion options or buy outs prior to the conclusion of the agreed upon term must
be listed and signed off on by all parties
•
The amount used to compute the abatement and shown on the schedule will reflected by
the accumulative investment for that year.
•
Any legal expenses associated with implementation and /or compliance of this agreement
will be borne by (The Company).
•
Nothing in any agreement restricts the Assessor’s Office from assessing all property
according to the state of Georgia laws and the Georgia Department of Revenue rules and
regulations.
•
Assessor’s Office must have a signed original copy of the final document from the
responsible Development Authority.
•
Audit Fee – Company will be responsible for the cost of one independent audit on
Personal Property. The fees for this audit will be based on the previous year’s Personal
Property returned value and the value of the new Personal Property investment. This fee
will be due July 1st of the first year of the PILOT.

Construction in Progress (CIP) shall be reported each year as provided by law. By way of

An annual PILOT processing charge will be billed annually to all Troup County companies
participating in a payment in lieu of taxes (PILOT) structure. The assessment will be billed
by the Troup County CFO for the related bonds on April 1 of each year and is due and
shall be paid by the participant on July 1 of the same year.
The charge will be billed each calendar year to all companies participating in the PILOT
program as of January 1 of such calendar year; and will be used to monitor each PILOT
every year.
The annual assessment will begin for all PILOTs (1) whose first tax year of property tax
savings (“abatement”) begins on or after January 1, 2013, or (2) whose governing
agreement is amended on or after January 1, 2013, or (3) where the taxpayer receives a
new or additional PILOT agreement.
The assessment to each company will be calculated by multiplying the total bond for title
amount for each company by 0.00009. No company will pay less than $1,500 or more than
$25,000 per year in an annual assessment.

RIGHT OF WAY MOWING AND MAINTENANCE AGREEMENT
By and Between
GEORGIA DEPARTMENT OF TRANSPORTATION
AND
TROUP COUNTY, GEORGIA
THIS AGREEMENT made and entered into this _____ day of _____________, 20____ by and
between the DEPARTMENT of Transportation, an agency of the State of Georgia, hereinafter
alternately referred to as “DEPARTMENT” or “LICENSOR”, and the APPLICANT hereinafter
referred to as “LICENSEE”.
WHEREAS, the DEPARTMENT desires to enter into a public/private partnership to perform
certain services relating to mowing and
maintenance within DEPARTMENT’S right of way,
hereinafter called the “PROJECT”, and
WHEREAS, the LICENSEE has represented to the DEPARTMENT that, if such permission is
granted to the LICENSEE, LICENSEE shall bear all costs and liability associated with the
PROJECT; and
WHEREAS, the LICENSEE has represented to the DEPARTMENT that they are qualified
and experienced to provide such services and the DEPARTMENT has relied upon such representations;
NOW, THEREFORE, for and in consideration of the mutual promises and covenants as herein
contained, it is agreed by and between the parties hereto that:
ARTICLE I
SCOPE OF PROJECT
The DEPARTMENT shall permit the LICENSEE to perform or cause to be performed, the
PROJECT consisting of certain services related to maintaining an identified section of the
DEPARTMENT’S rights of way.
This permission shall be granted by the means of this Agreement for the entire scope of the
PROJECT, as set forth herein.

The maintenance duties and responsibilities of the LICENSEE are defined and set forth in
Article XI – MAINTENANCE WORK PLAN of this Agreement, and further enumerated and
final working drawings for a Department-approved construction PROJECT. Exhibit ‘A’ is attached
hereto and incorporated by reference as if fully set out herein. The PROJECT location shall be defined
or delineated as part of Exhibit ‘A’. The required Special Encroachment Permit and/or the construction
PROJECT final working drawings are to be approved or issued by the DEPARTMENT.
Should the LICENSEE desire that these maintenance services be performed by a third party,
LICENSEE and the third party shall enter into subsequent agreement, whereby the LICENSEE shall
assume all responsibility of repayment to the third party for those services to be rendered as set forth in
Article XI - MAINTENANCE WORK PLAN. The Agreement between LICENSEE and any third
parties to this Agreement, shall meet all operational and administrative requirements, including the
provisions of liability insurance, set forth by the DEPARTMENT, and all liability associated with the
PROJECT shall be borne by LICENSEE and any third parties, as set forth in Article VIII, herein.
ARTICLE II
EXECUTION OF CONTRACT AND AUTHORIZATION
TIME OF PERFORMANCE
Time is of the essence in this agreement. The LICENSEE shall execute this Agreement and
return it to the DEPARTMENT within thirty (30) days after receipt of contract forms from the
DEPARTMENT.
The LICENSEE shall begin work on the PROJECT under this Agreement immediately after
receiving a signed and executed copy of the Agreement (unless noted otherwise in Exhibit A or upon
PROJECT construction completion).
Subject to the terms and conditions set forth in this Agreement, and upon execution of this
Agreement, the DEPARTMENT grants the right to the LICENSEE to mow, edge, and maintain, as set
forth in Article XI- MAINTENANCE WORK PLAN, that specific section of right-of-way identified in
this Agreement, and herein defined as the PROJECT.
The duration of this Agreement shall not exceed fifty years from the date above first written
unless terminated sooner by the DEPARTMENT or LICENSEE.

described in Exhibit ‘A’ – Application and Permit for Special Encroachment with approved drawings or

ARTICLE III
SUBSTANTIAL CHANGES
alters the scope, character or complexity of the services from those required under the Agreement, a
Supplemental Agreement shall be executed between the parties.
It is understood, however, that
LICENSEE shall not engage in any activities or conduct any work which would be considered to be
outside the scope of the permission granted to LICENSEE by the DEPARTMENT. Minor changes in
the work which do not involve increased compensation, extensions of time or changes in the goals and
objectives of the work may be made by written notification of such change by any party with written
approval by the other parties.
ARTICLE IV
ASSIGNMENT
It is understood by the LICENSEE that the work is considered personal and, except as provided
for in Article I, LICENSEE agrees not to assign, sublet or transfer any or all of their interest in this
Agreement without prior written approval of the DEPARTMENT.
ARTICLE V
CONTRACT DISPUTES
This Agreement shall be deemed to have been executed in Troup County, Georgia, without
reference to its choice of law doctrine, and all questions of interpretation and construction shall be
governed by the laws of the State of Georgia. Any litigation arising out of this contract shall be
commenced within the State of Georgia. The foregoing provisions shall not be construed as waiving any
immunity to suit or liability, including without limitation, sovereign immunity which may be available
to the Department.
ARTICLE VI
INSURANCE
Prior to beginning work, the LICENSEE shall obtain and certify to the DEPARTMENT that it
has the following minimum amounts of insurance coverage for anyone that will be working on the right
of way:
(a) Workmen’s Compensation Insurance in accordance with the laws of the State of Georgia.

If, prior to the satisfactory completion of the services under this Agreement, any party materially

(b) Public Liability Insurance in an amount of not less than one hundred thousand dollars ($100,000)
for injuries, including those resulting in death to any one person, and in an amount of not less than three
(c) Property Damage Insurance in an amount of not less than fifty thousand dollars ($50,000) from
damages on account of any occurrence, with an aggregate limit of one hundred thousand dollars
($100,000), or proof of self-insurance.
(d) Valuable Papers Insurance in an amount sufficient to assure the restoration of any plans,
drawings, field notes, or other similar data relating to the work covered by the PROJECT.
(e) Insurance shall be maintained in full force and effect during the life of the PROJECT.
The LICENSEE shall furnish upon request to the DEPARTMENT, certificates of insurance
evidencing such coverage. These certificates shall also provide that the insurance will not be modified
or canceled without a 30 day prior written notice to the DEPARTMENT. Failure by the LICENSEE to
procure and maintain the insurance as set forth above shall be considered a default and cause for
termination of this Agreement and forfeiture of the Performance and Payment Bonds. The LICENSEE
shall, at least fifteen (15) days prior to the expiration date or dates of expiring policies, deposit certified
copies of renewal, or new policies, or other acceptable evidence of insurance with the DEPARTMENT.
ARTICLE VII
COMPENSATION
It is agreed that LICENSEE shall conduct all work at no cost to the DEPARTMENT, and
without compensation from the DEPARTMENT. It is further agreed that any and all issues relating to
compensation and payment shall be resolved by and between LICENSEE and any successors,
subcontractors, or assigns thereto.
The DEPARTMENT and LICENSEE further agree that, should the DEPARTMENT be
required to conduct any inspections and/or supervision of the PROJECT beyond that which would
normally occur in the ordinary course of the DEPARTMENT’S maintenance activities, LICENSEE
shall reimburse the DEPARTMENT for such inspection and supervision. The rate of reimbursement
for the DEPARTMENT’S inspection and supervision shall in no case exceed a rate determined to be
reasonable by the parties.
Should LICENSEE and the DEPARTMENT desire to change this agreement at a later date to
provide for compensation to LICENSEE, or any successors or assigns thereto, such change shall only

hundred thousand dollars ($300,000) on an account of any one occurrence, or proof of self-insurance.

agreements involving compensation shall be subject to the DEPARTMENT review and approval.
RESPONSIBILITY FOR CLAIMS AND LIABILITY
LICENSEE NOT AGENT OF DEPARTMENT
LICENSEE, and all successors and assigns thereto, shall save harmless the DEPARTMENT,
its officers, agents, and employees from all suits, claims, actions or damages of any nature whatsoever
resulting from the performance of work assigned to LICENSEE under this Agreement. LICENSEE
further agrees that they shall be fully responsible for injury or damage to landscaping, landscape related
items, and any other non-standard and decorative elements installed by or for the LICENSEE within the
right of way, and for any damage to the DEPARTMENT’S signs, structures, or roadway fixtures, if
LICENSEE causes the damage. These indemnities shall not be limited by reason of the listing of any
insurance coverage.
It is further understood and agreed that LICENSEE, or any successor or assigns thereto, in the
conduct of any work involved in the PROJECT, shall not be considered the agent of the
DEPARTMENT or of the State of Georgia.
ARTICLE IX
TERMINATION OF CONTRACT
The DEPARTMENT may terminate this contract for just cause at any time by giving of thirty
(30) days written notice of such termination. Upon receipt of such notice of termination, LICENSEE
shall discontinue and cause all work under this contract to terminate upon the date specified in the said
notice. In the event of such termination, the DEPARTMENT shall be paid for any amounts as may be
due it as specified in Article VII up to and including the specified date of termination. LICENSEE
shall have the right to terminate this contract at any time, provided that such termination is first
approved by the DEPARTMENT, and that the DEPARTMENT is reimbursed in full for all services
rendered pursuant to Article VII.
The DEPARTMENT and LICENSEE further agree that, should the DEPARTMENT allow the
LICENSEE to terminate the agreement, the termination, unless determined otherwise in writing by the
DEPARTMENT, shall be contingent upon the following:

ARTICLE VIII

A. The LICENSEE, at the discretion of the DEPARTMENT, removing the planted landscaping,
landscape related items, and any other non-standard and decorative elements that were installed

that meets federal standards and is acceptable to the DEPARTMENT.
C. The LICENSEE restoring the removed non-standard and decorative elements with standard
DEPARTMENT elements that meet federal and state requirements.
D. The LICENSEE reimbursing the DEPARTMENT in full any state and/or federal funds used to
purchase and install the landscaping, landscape related items, and other non-standard and
decorative elements that are no longer to be maintained by the LICENSEE.
E. No reimbursable is required for termination of the agreement for “Good Neighbor Mowing”.
The DEPARTMENT and the LICENSEE agree that, should the LICENSEE fail to perform
the maintenance, as set forth in Article XI - MAINTENANCE WORK PLAN, the DEPARTMENT
may require the LICENSEE to remove, restore, and reimburse according to items “A”, “B”, “C”, and
“D” above, as applicable, and then terminate the agreement.
ARTICLE X
COMPLIANCE WITH APPLICABLE LAW
The undersigned certify that:
A. This Agreement is subject to applicable state and federal laws, standards, and rules and regulations.
B. The provisions of Sections 45-10-20 through 45-10-28 of the Official Code of Georgia Annotated
relating to Conflict of Interest and State Employees and Officials Trading with the State have been
complied with in full.
C. The provisions of Section 50-24-1 through 50-24-6 of the Official Code of Georgia Annotated,
relating to the “Drug-Free Workplace Act” have been complied with in full.

MAINTENANCE WORK PLAN

Amendment to Resolution Setting Qualifying Fees for 2016
Elections
the county governing authority is required to set and publish the
qualifying fees for county offices (i.e., commissioners, sheriffs, tax
commissioners, superior court clerks, magistrates, probate judges, state
court judges, solicitors general, coroners and surveyors) by February 1,
2016.[i] Commissioners should adopt a resolution setting the qualifying
fee for each office. Calculation of qualifying fees is explained below.
1. County Officers and Magistrates. Qualifying fees to run for the
office of superior court clerk probate judge, magistrate, sheriff, and
tax commissioner must be set at 3 percent of the minimum base
salary specified in state law for each county based on the county’s
2010 population.[ii] Note that in calculating the qualifying fee for
the county officers and magistrates, the minimum base salary is not
to be adjusted to reflect supplements, cost-of-living increases, or
longevity increases.
County Commissioners and Chairs. Qualifying fees to run for the
office of members of the county governing authority (other than sole
commissioners) must be set at 3 percent of the base salary established by
local legislation unless the commissioners have set a higher salary using
their home rule authority (see below).
Qualifying fees to run for sole commissioner is 3 percent of the salary
set by local legislation or by the state minimum salary law for sole
commissioners,[iii] whichever is applicable.
In those counties where the commissioners or sole commissioner have
exercised home rule power to increase their compensation,[iv] the
qualifying fee is 3% of whichever salary is higher.

All Other Elected County Offices. The qualifying fee to run for the

3% of the total gross salary of the office paid in 2015, including all
supplements authorized by law. If the elected official is not paid a
salary, the commissioners must set a fee that is not more than 3 percent
of the income that the elected official earned from the office in 2015.

For 2016 Primary & General Elections
The governing authority of each County is required to fix and publish
the qualifying fees for the upcoming General Primary and General
Election for County Offices pursuant to O.C.G.A. Section 21-2-131(a)
(1).
Qualifying Fees were set by the Troup County Board of Commissioners
January 19, 2016 and published on January 22, 2016; however, due to
a clerical error in calculation certain fees were incorrectly stated. The

Standards for Special Use consideration:
1.
The available existing street system is adequate to efficiently and safely accommodate the traffic that
will be generated by the proposed use or development.
West Point Road is a Rural Minor Arterial road according to the Functional Classification Map. The
system is adequate for the proposed use.
2. The existing public utilities, facilities and services are adequate to accommodate the proposed use or
development.
The proposed use will not cause a burden on any of the existing public utilities, facilities or services.
3. The use or development will not generate or cause conditions such as noise, light, glare, or odor or
similar objectionable features which would reduce the value, use or enjoyment of surrounding
properties.
The business, if approved, will be required to meet the Supplemental Regulations as outlined in this
report. These regulations were developed to mitigate the objectionable features.
4. The use would (not) have a detrimental environmental impact on the surrounding area.
The property is located in the Flood Zone as indicated on the Flood Plain maps of Troup County. There is
also a stream that runs through the back of the property. State requirements stipulate that there be a
25’ buffer from the stream bank (both sides). This buffer requirement will prevent any clearing, paving
or storage of vehicles within the buffer. It appears from the aerial photograph that the building is
located in the flood plain and also may encroach upon the stream buffer. Because the supplemental
regulations for Towing/Wrecker Service businesses require that all vehicles be located in the rear yard,
the available land for storage is almost non-existent. Due to the stream and the required stream buffer,
there is little room for this use on this parcel or any expansion of the use.
The intent of the flood plain ordinance is to “promote the public health, safety and general welfare and
to minimize public and private losses due to flood conditions in specific areas by provisions designed to:
(2) restrict or prohibit uses which are dangerous to health, safety and property due to water or erosion
hazards, or which increase flood heights, velocities, or erosion; (3) control filling, grading, dredging and
other development which may increase flood damage or erosion.
5. The use would (not) adversely affect the health, safety, and general welfare of the community.
Due to the provisions in the Flood Damage Prevention ordinance requiring new structures to be built to
different standards and that movable structures (manufactured housing units and recreational vehicles)
being required to be anchored to prevent flotation, it would seem to suggest that the same type of
regulations for the storage of wrecked vehicles should be required. The storage of wrecked vehicles in
the flood zone has the possibility of adversely affecting the health, safety and general welfare of the
community from both an economic and environmental standpoint. If the property were to flood, the
stored vehicles would sustain significant damage. In addition, the concentration of a number of vehicles
containing toxic chemicals, such as gasoline, motor oil and antifreeze could contribute to the

degradation of the water quality of the stream.

Outdoor work/storage area where any towed vehicles are stored shall be in the rear yard only
surrounded by an 8’ solid visual barrier fence or wall. The visual barrier shall be painted or constructed
of one color and material providing a consistent appearance. The fence or wall shall provide screening
of the outdoor work/storage area from view of the public street and all surrounding properties. The
fence or wall shall be maintained perpetually and immediately repaired as needed. There shall be
sufficient distance between stored vehicles and fence or wall to allow for proper maintenance.
Vehicles shall not be stacked. Only one vehicle height shall be permitted within the vehicle storage
areas.
Towing/wrecker services shall not allow objectionable smoke, noise, odors or other adverse impacts on
adjoining properties or the county. No burning of any waste materials is permitted unless it is part of an
approved contained heat system specifically for reuse of waste materials.
Any draining of fluids or removal of batteries from wrecked or towed vehicles must be completed in an
enclosed structure on a concrete pad or floor or other impervious surface approved by the zoning
administrator, senior building official or county engineer. Any drained fluids shall be disposed or in a
manner consistent with Georgia Rules of Hazardous Waste Management and applicable Federal
Regulations.
Towing/wrecker services are subject to Article 25 Development and Design Standards, Section 25.6 Basic
Commercial and Industrial Design Standards.
The site plan submitted with application for building permit, land disturbance or special use showing the
location of structures, storage area, fencing and/or wall materials and parking plan for employees,
customers and compliance with American with Disabilities Act, shall be reviewed by the Troup County
Health Department, Troup County Engineer, Troup County Planner and Troup County Senior Building
Official for compliance with these standards.
The construction or operation of the towing/wrecker service shall not add to the contamination of the
soil, create additional drainage runoff or alter topography in such a way that creates hazards to the site,
adjoining properties or the county.
The ground surface in the outdoor work/storage area shall be covered with gravel, asphalt or concrete
or other material as approved by the Zoning Administrator, Senior Building Official and/or county
engineer.
Vehicles may not be stored at an outdoor work/storage area for longer than 12 months. Code
enforcement officer, zoning administrator or senior building official may inspect records at any time the
business is open for compliance with this requirement.
No wrecked or towed vehicles may be towed to the tow truck operator’s residence for any reason.
Towing and wrecker service businesses are a separate type of business from salvage yards and junk
yards. Towing and wrecker service businesses that store and resell used vehicle parts or dismantle,
demolish, and abandon inoperable vehicles shall comply with all Troup County Ordinances that are
applicable to salvage and junk yards.
