“ROSY FOR RENTALS”
The percentage of renters is rising, and Midwest multifamily housing owners and managers will be reaping the rewards.
In fact, the most dramatic increase in the country was in the Midwest, where renter households went up by 15.4% between 2004 and 2009.
That trend is expected to continue over the next five years. In fact, some analysts expect the share of ownership will be
pushed back to where it was in the early 1990s. Already, in the wake of the housing boom going bust, the share of U.S.
households owning houses has steadily decreased from 69% at its 2004 peak to 67.2% in the first three months of this
year. Some forecast that the rate will fall to its 1993-94 level of 64% by 2015. With the average household containing
more than two people, approximately 10 million extra people could be moving into rental housing over the next five
years.
This is good news for all of us…particularly for our companies that are pouring millions of dollars into renovating existing apartment communities and developing new ones. The August issue of INsites featured nine properties; this issue if
INsites features eleven new and renovated properties throughout Indiana. We appreciate our members’ participation in

ABBEY COURT APARTMENTS-EVANSVILLE, IN
Abbey Court Apartments (formerly Stonehedge Apartments) was purchased by Hearthview Residential in June
2010 and is managed by Barrett & Stokely Management LLC. Abbey Court offers one, two and three-bedroom
apartment homes. Abbey Court is currently under extensive renovation with progress already apparent in the
short amount of time since the sale.
The major renovation projects at Abbey Court include these exterior projects: new roofing, new siding, new
windows and patio doors, new pavement throughout the community, a new pool, and a new sign package.
Common area renovations will include a
complete remodel of the clubhouse with addition
of a fitness center, business center with coffee
bar and flat screen TV, and a Wii gaming
area. In addition, all common hallways will
be redecorated and some unit interiors will be
renovated with new cabinetry, countertops,
appliances, lighting, plumbing fixtures, and
flooring.
Abbey Court apartment homes have from 741
to 1256 square feet with rents currently ranging
from $508 to $750 monthly. The community
offers unique turret interiors, free Wi-Fi at the
Welcome Center, two laundry care centers, and
a playground.

NAA Publishes 2010 Income & Expenses Survey
With 2011 operating budget preparations underway, NAA presents
results from its annual Survey of Operating Income & Expenses in
Rental Apartment Communities, completed by CEL & Associates.
An executive summary of the survey appears in the August issue of units
magazine. The survey is based on operating budgets from hundreds of
communities and is broken down by community size and type,
as well as by metropolitan statistical areas. It gives readers a greater understanding of what
competitors are spending in all facets of apartment operations. A record number of properties and
units are represented in this year’s report.
Participating management companies will receive a CD copy of the survey in its compete
form. The complete report (available by Oct. 1 at www.naahq.org/10ies) contains detailed data
summarized for six geographic regions and metropolitan areas. To order, please contact NAA’s

Accreditation of CAMT Pays Off for Affiliates
Now that NAA’s Certificate for Apartment Maintenance Technicians (CAMT) training program
has achieved ANSI accreditation, local and state apartment associations whose members face
maintenance licensing requirements are finding success instituting CAMT as a licensing test. In
August, Jacksonville, Fla.’s First Coast Apartment Association successfully lobbied the city’s
Construction Trades Qualifying Board to approve the CAMT as the testing component of the city’s
Property Maintenance Craftsmen license, replacing a difficult and impractical examination. To

Megan McCadden Lyceum Leadership Scholarship
The Megan McCadden Lyceum Leadership Scholarship will be awarded at the 2010 NAA
Assembly of Delegates, Nov. 11–13 in Indianapolis. This individual scholarship emphasizes
leadership and empowers the recipient with the knowledge they need to succeed in developing
their local NAA affiliate and facilitate their becoming productive members of NAA at the local,
state and national level.
This Award is an all-expenses-paid scholarship to three national meetings per year: Capitol
Conference, Education Conference and Assembly of Delegates.

NAA Launches Community Site and Online Resource Center
In mid-September NAA members will be able to access the latest member benefit: the new NAA
Community Site and Online Resource Center.
Members will have access to their peers around the country to ask questions, share ideas and stay
up to date on what’s going on in the industry. Members can join virtual communities to connect
with others who share their interests and have conversations with them through the forums.
The Resource Center will have something for every member’s research needs, including staff
development, marketing strategy, best practices, policies and procedures, bed bugs, and so much
more.

Though many people may be considering renting,
government data shows that they have yet to commit.
The vacancy rate for rental housing is currently near
an all-time high of 10.6 percent, reports the U.S.
Census Bureau. Although home sales decreased
5.1 percent last month, according to the National
Association of Realtors, the shift to rentals has not
materialized. Changing attitudes are what is needed
to boost the rental market going forward.
Nicolas Retsinas, the director of Harvard’s Joint
Center for Housing Studies, observes, “In the past,
you rented if you didn’t make enough money. You
rented if you weren’t ambitious. You rented if you
weren’t sort of smart enough. But as it turns out, as
we look in recent years, renting turned out to be a
pretty smart thing to do.” Indeed, it was a smart move
because apartment residents were not saddled with
mortgages worth more than their residences. Another
distinct advantage to renting in this economy
includes having the flexibility to move in order to
pursue employment opportunities elsewhere. Even
though people who rent do not get the same kind of
tax breaks as homeowners, renting may feel more
secure in this fragile economy.

The poll queried nearly 1,400 apartment hunters
nationwide. Of those, 67 percent said they do not
currently have renters insurance. The top reason
respondents gave for not being covered is that they
cannot afford it. Others claimed they did not know
such coverage existed, while still others said they do
not need renters insurance because their possessions
are not valuable enough. Almost 25 percent of the
apartment seekers polled are under the assumption
that renters insurance is too expensive. The National
Association of Insurance Commissioners, though,
notes that the average premium is less than $200 a
year.

The Financial Case for

In today’s weak housing market,
homeownership is no longer viewed by
many as an investment vehicle or as an
ATM machine for constant refinancing.
That is because ownership has been
a “culprit of distress” for the last four
years. RealtyTrac Inc. reports that one
in every 411 housing units received a
foreclosure filing during the month of
June. The S&P/Case-Shiller Home Price
Index, meanwhile, shows that home
prices plunged more than 32 percent
between 2006 and 2009. With so much
stress on homeowner markets, renting
has become more appealing than owning
for many. A 2010 study of the Joint
Center for Housing Studies of Harvard
University determined that the number
of renter households increased almost 10
percent, or by 3.4 million, between 2004
and 2009.
The increase was most dramatic in
the Midwest, where growth of renter

a memo outlining the situation and identifying HUD’s
planned response. On August 4—just two days before
it was set to adjourn until mid-September—the
Senate passed by unanimous consent an emergency
standalone bill (H.R. 5872) providing an additional
$5 billion in credit authority. This follows House
passage of an identical bill on July 28.
President Obama is expected to sign the measure into
law. As a result, the FHA multifamily programs are
expected to have enough credit subsidy to continue
issuing commitments without interruption.
NMHC Quarterly Survey Shows
Widespread Improvement
The apartment market’s rebound continues to gain
momentum, according to NMHC’s latest Quarterly
Survey of Apartment Market Conditions.
All four of the survey’s indexes covering occupancy,
sales volume, equity finance and debt finance showed
improvement over three months ago; the indexes for
both sales volume and equity financing registered
all-time highs.
In a press release announcing the survey, NMHC
Chief Economist Mark Obrinsky noted that “Demand
for apartment residences has substantially increased
thanks to modest improvements in the jobs market
and the continuing decline in homeownership
rates. Going forward, the near-term outlook for
the apartment industry is likely to be tied to the
pace of job growth. Over the longer term, positive
demographic trends are likely to keep the demand for
apartments growing.”

A Bunch of Today’s Renters Won’t Ever Buy Homes ... Well, No Kidding

Yesterday, there was lots of media coverage highlighting results of a survey
that indicates quite a few of today’s renters don’t expect to ever become home
buyers. Specifically, a Harris Interactive poll of about 2,000 folks conducted for
real estate search site Trulia.com found that 27 percent of current renters don’t
anticipate that they’ll eventually make the leap to home purchase.

Looking a little more closely at the survey info provided on Trulia’s website,
only 663 of the 2,000 people surveyed actually are renters, and there’s no
info provided on what type of housing (apartments, single-family homes, or
something else) the renters are leasing. That seems like a pretty small sample
to use when making broad-brush statements about a large and diverse group of
renters, but let’s go ahead and assume that the survey results are accurate. Do
they, in fact, mean anything?
The Census Bureau reports that 66.9 percent of American households are
homeowners, meaning that 33.1 percent rent. If 27 percent of those renters don’t
expect to buy at some point, the total pool of all households excluded forever
from purchase is just 9 percent.
Throwing some more numbers out there for you to think about (go on, whip out
your iPad for a calc-a-long), today’s median home price across the country is
$176,900, according to the National Association of Realtors. Assuming you’re
really old fashioned and will only buy a home that costs three times your annual
income, you’ll need to make about $59,000 to afford the typical home. The
latest version of the Census Bureau’s American Community Survey shows that
incomes are below $50,000 for 48 percent of U.S. households. Furthermore, 23
percent of all households have incomes below $25,000, too low to afford not
only the median-priced single-family home but also pretty much any for-sale
housing anywhere in the country.
Thus, if 27 percent of all renters, or 9 percent of total households, don’t expect to
buy at some point, that’s truly well less than half the folks who at this time don’t
appear to be qualified buyers in any way, shape or form. And we certainly won’t
be doing anybody any favors by encouraging non-qualified buyers to go out
there and purchase in order to deplete the excess inventory of for-sale product.

HARVARD SQUARE
Upgrades for a New Generation
Kirkpatrick Management Company, Inc. (KMC) has been responsible for
overseeing renovations at Harvard Square Cooperative, including acting as
liaison between the property and the mortgage company. KMC has managed
the 342 unit property located on the south side of Marion County continuously
since 1973. Renovations were necessary to keep the property competitive
with newer complexes in the area. Thanks to an extensive planning program
and an organized approach to the renovations, residents only had to put up
with one day of inconvenience. All units received new cabinets, refrigerators,
stacked washer/dryer units, microwaves and dishwashers. Additionally,
all units received a new HVAC system. In many of the units the upgrade
included knocking out walls and redesigning the floor plan to create a more
open feeling. As walls were opened up, inspectors checked for mold. Pictured
below is a shot taken from the living room of a two-bedroom flat looking
onto the back patio. Next to that is a photo taken from the opposite angle,
showing the wall removed and the new cabinets. The third photo shows the
entire kitchen, including the new stacked washer/dryer, the newly relocated
refrigerator, as well as the dishwasher and microwave. When completed, the
total cost of the project

BLOOMINGTON HOUSING AUTHORITY
The Bloomington Housing Authority (BHA) is a provider of Affordable
Housing offering 310 apartments to low to moderate income families, assisting
1284 families with rent, 35 homeless veterans with rent assistance and several

Crestmont Four Bedroom Townhouses Before Renovations
The BHA developed a 10 year master plan in 2005 and since has completed a
major phase with the renovation of the Reverend Butler Apartment complex,
both interior and exterior including the addition of outdoor storage units,
energy upgrades to all sites, total renovation of the administration building
and the on-site Boys and Girls Club, installation of a Tot Lot, new site lighting,
and extensive infrastructure improvements.
The BHA is currently undergoing a major renovation of its Community
Building which is scheduled for completion in August 2010. Other programs
scheduled for the Community Building this fall are tutoring for teens, Indiana
Legal Services will be on site one day each month, Healthy First Fridays, Teen
Parenting Network, Food Pantry, Step Dancing for Teens and GED classes.
The BHA received notice on June 18th, 2010 it will receive a $500,000
Affordable Housing Program Grant from the Federal Home Loan Bank
(FHLB). Old National Bank is sponsoring the BHA for the FHLB. The grant
will be used to finish renovation of the interiors of 30 one bedroom units at
the Crestmont Apartment site. Total Cost of the planned project is a little over
$800,000. Other resources committed to the renovations are coming from the
BHA’s Capital Improvement budget. In 2008 and 2009 the exteriors and some
interiors of several of the one bedroom units at Crestmont were completed.

Sterling Construction’s newest Senior Community opened in Lawrence,
Indiana in late August. Heritage Place at Parkview is a brand new and

FINAL LEAD BASED PAINT SEMINAR OF 2010
The last Lead Based Paint seminar for 2010 will be held on Tuesday, September
28. Until October 1, 2010, EPA will not take enforcement action for violations
of the RRP Rule’s firm certification Requirement. For Violations of the RRP
Rule’s renovation worker certification requirement, EPA will not enforce against
individual renovation workers if the person has applied to enroll in, or has
enrolled in, by not later than September 30th, 2010, a certified renovator to train
contractors in practices necessary for compliance with the final rules. Renovators
must complete training by December 31, 2010.
