The International Children’s Day
June 1st, 2007
I. Introduction
NGO Committee on the Rights of the Child (NGOCRC) always cooperate with
Cambodian National Council for Children (CNCC) conduct an official gathering
ceremony of the International Children’s Day June 1st every year. This year of 2007,
the ceremony was held under the presidency of H. E. SOK AN, deputy Prime
Minister, Minister in charge of the office of the Council of Ministers and the high
representative of Samdech HUN SEN, Prime Minister of the Royal Government of
Cambodia at Wat Phnom resort. “Working Together to Stop Violence Against
Children” is the topic on which this year International Children’s Day focused.
Same as last year, this 58th anniversary of International Children’s Day, 1st
June 2007 was organized together with the 6th anniversary of World Day Against
Chilld Labor, 12th June under the theme of “Harvesting without Child Labor”. The
International Children’s Day was celebrated in an aim of reminding the event during
The Second World War where the Fascist Hitler massacred 192 people and children in
Lydyce village of Czech Republic and burnt 200 live children in Uradou village of
France. This cruel act had been strongly condemned by all peoples in the world, and
they stood up together to struggle against it. Also, this ceremony celebrated in an
attempt to remind all Cambodian citizens to pay attention to children and provide
support to them to enjoy their 4 fundemental rights, the Rights to Survival, Rights to
Protection, Rights to Education and Rights to Participation in any social development
activites.
This year, with financial support in amount of approximiately 10,000.00 US$
from: PLAN International, Save the Children, Bridge Across Border, Church World
Service, and World Vision Cambodia, NGOCRC co-organized such event in 11
cities/provinces with its NGO members and networks supporting from authorities,
members of Commune Council, District and Provincial Department of Education Youth
and Sport, District and Provincial Leaders, District and Provincial Department of
Social Affairs Veterans and Youth Rehabilitation, Teachers, Parents as well as the
Children.
Campaigns on Violence Against Children were conducted during the event with
participation from around 20, 000 adults and children. Multiple approaches were used
to advocate on violence against children including children drama, joking story by
children and professional jokers, march, radio lived, banners and messages,
poster/leaflets, research study on violence against children, drawing contest, CRC
quiz, film, TV interview on the organization of children’s day and Cable TV network in
Ratanakiri etc.
This report will depict the event of The 58th Anniversary of International
Children’s Day, June 1st and the 6th Anniversary of World Day Against Child Labor,
June 12th, 2007 in Phnom Penh, along with Summarized Report of the same event in
11 Cities/Provinces including Battambang, Sihanouk Ville, Kampong Cham, Prey
Veng, Takeo, Ratanakiri, Porsat, Svay Rieng, Kandal, Siem Reap and Phnom Penh
where NGOCRC co-organized with its NGO members and Networks.

II. Goal and Objective
Objectives of ceremony:
- To raise awareness about the consequences of violence against children
- To attract the Government’s attention to the child right issues
- To promote the Children’s Right to Participation in any social activities as well
as to raise their issues as the recommendation to the Government.
III. Activities
A. pre-organize
In order to celebrate the International Children’s Day Anniversary successfully,
NGOCRC had conducted 3 meetings with its NGO members, on April 26th, 2007, May
11th, 2007 and May 29th, 2007. The meetings decided 6 groups will be responsible as
below.

B. During the Day
B.1 – Theme and Achievements
The International children’s day, 1 June, was celebrated at Wat Phnom under
the great presidency of H.E. Sok An, Deputy Prime Minister, Minister in Charge of
the Office of Council of Ministers, and the High Representative of Prime Minister
Samdech Hun Sen, the Prime Minister of the Royal Government of Cambodia.
This event was organized cooperatively by NGOCRC, Cambodian National
Council for Children, Ministry of Social Affairs, Veterans and Youth Rehabilitation,
Ministry of Education, Youth and Sports, Municipality, Local and International NGOs.
And there were 150 National and International Honorable Guests participated:
Senates, Parliaments, Government Officers, Local and International Organizations
and Donors.
There were 4000 Children and adults participated, which 866 children and 150
adults were from NGOCRC. They were divided into 3 blocs. The first bloc for Ministry
of Education, Youth and Sports, the second bloc for Ministry of Social Affairs,
Veterans and Youth Rehabilitation and Cambodian National Council for Children, and
the third for NGOCRC.
H.E Sok An would like to take this opportunity to express his sincere
appreciation to the Cambodian National Council for Children, Ministry of Social
Affairs, Veterans, and Youth Rehabilitation, Ministry of Education, Youth and Sports,
Ministry of Labor and Vocational Training, as well as other relevant ministries,
institutions, authorities and NGOs that have worked cooperatively to organize this
event, which provide facilitation to children from different part of the country to
participate in this occasion warmly and joyfully together. These are the evidence
reflecting the spirit of care of the Royal Government, relevant institutions, parents,
guardians, teachers, NGOs, International Organizations and the entire society
towards children.
He added that, the laws, policies, and some national plans concerning children
have been developed and approved. Moreover, in order to ensure the social security
and order as well as children, the Royal Government of Cambodia has laid down the
policy for arm control, gangster suppression, suppression on the dissemination of
pornography, suppression on drug use and child trafficking as well as women which
are the main factors lead to the stop of violence. For instance in 2005, the National
Assembly adopted the Law on the Prevention of Domestic Violence and the
Protection of Victims which aims to prevent domestic violence, to protect victims

and to promote the culture of non-violation culture and harmony in Cambodian
families. Meanwhile, the government has laid down many strategies and programs to
help child victims in all fields and all levels of the relevant ministries and agencies,
NGOs and other civil society. In terms of child trafficking, the government has been
cooperating with ILO/IPEC to organize some limited programs to be implemented in
the city and some other target provinces such as Sihanouk Ville, Banteay Meanchey,
Prey Veng and so on.
He went on to inform that Cambodia already have a national plan of action
against trafficking and sexual exploitation of children 2000-2004 that is updating for
the next period. Cambodia ratified convention No. 182 of the ILO on the prohibition
and immediate action for the elimination of the worst forms of child labor. He added
that government needs to adopt national plan of action against the worst forms of
child labor. He commits to adopt the plan as the government have already draft it.
He also express that he support children’s view as saying that children’s day should
be a public holiday so that all adults can do a special thing for their children and
children can play, freely participate in event, do something for helping vulnerable
children, poor children and child victim etc. He also called for public to work together
for stopping violence against children.
In this occasion, H.E. Ith Samheng, the Chairperson of the Cambodian
National Council for Children, The Minister of the Ministry of Social Affairs, Veterans
and Youth Rehabilitation said, based on the definition of the research on Violation
against Children conducted by the UN, sexual abuses, sexual and mental threats,
physical punishment, sexual harassments, obscenity, beating, over work,
debauchery, sexual exploitation and pornography are considered as violence against
children.
So far, Cambodia has laws, policies, plans and many other programs related to
the elimination of violence against children and child labor such as the Constitution,
Marriage and Family Law, Labor Law, Law on Suppression, Kidnapping, Sale and
Exploitation of Human Beings, Law on Prevention of Domestic Violence and Victim
Protection, Criminal Law (UNTAC), Law on Criminal Procedure. Law on Marriage and
Family provides for the removal of parental power in case they beat or commit any
actions against the code of conducts which may have negative impacts to children.
He also added that, to pay more attention to orphans and vulnerable children,
the Royal Government of Cambodia issued a Sub Decree no.116 dated October 26,
2006 on the Policy for Victims Staying in State Centers. Currently, the Ministry of
Social Affairs, Veterans, and Youth Rehabilitation is about to finalize the draft Law on
Inter-Country Adoption, Minimum Standard for Child Care in Community, National
analysis on the situation and services provided to orphans and vulnerable children,
the National Multi-Sectoral Plan of Action for five years (2008-2012) to help orphans
and vulnerable children and to monitor and evaluate on the implementation of the
child protection network.
Ministry of Social Affairs, Veterans and Youth Rehabilitation has specially
focused on raising awareness and rehabilitation of street children, children & youth in
conflict with the law and children using drug, provides care, supports, and provide
counseling to children and family affected with HIV/AIDS.

For the child labor, Child labor Department of the Ministry of Labor and
Vocational Training mainly focuses on children working in salt field, child fishers in
Kampot province, Kep municipality and Sihanouk Ville, children working in rubber
plantation, brick factory children, children as porters in Banteay Meanchhey and child
domestic workers in Phnom Penh. Many programs are supported by ILO-IPEC.
Dr. Suomi Sakai, UNICEF Representative said, everywhere in the world,
children are more likely to become victims of violence than adults, and Cambodia is
no exception. So, to halt violence against children and young people we need to put
in place a protective environment for children. To let all the love and caring for
children, is to show not only through the action of individuals but also through the
action of groups of people working together and through government services.
She would like to take this opportunity to appreciate and applaud the effort
being taken by NGOs, in collaboration with the Government, to develop and
implement a toll-free national helpline in Cambodia. Once it is operated, the helpline
will provide all children in Cambodia, including child victims of violence and abuse,
the opportunity to express their concerns and talk about the issues that directly
affect them.
Mr. Menachery Paul JOSEPH, Chief Technical Advisor of ILO-IPEC, said that,
the process of advocating for child labour and campaigning for them can begin only
when we ourselves are aware of the problem, and have an empathy with the child
labourers themselves.
Nowadays, the child labour in the agriculture sector therefore represents a
significant part of the problem of child labour in the country. It has to be tackled for,
it is not only a social issue but an issue of human resource development that can
have strong impact on economic future of Cambodia. The Child Labour can end only
everyone in the country takes a stand against it. He added,
Korn Dany, Children Representative said, in this splendid occasion, we the
children feel truly very much warm owing to the Government’s efforts, particularly
Cambodian National Council for Children, in promotion and protected of children’s
right and children’s welfare, along with provision of children with opportunity to
express and share views in national and international podiums.
On behalf of children in Cambodia, I would like to request to all participants,
teachers, parents, guardians, citizen, the government, local and international NonGovernmental Organization and relevant institution to continue paying attention to
and working together to eradicate violence against children. More than this, I would
like to appeal to the Government to make the 1st June as a national holiday in order
for children and adult to commemorate Child’s Right, this day would allow parents
and guardians to arrange a special activity for their children and enable children to be
entertained with their friends. The joy help some children forget such certain
concerns they have confronted as physical and psychological violence, trafficking,
sexual exploitation, child labour and drug abuses, driving children to quit their
classes.

The popular games Group prepared 50 packages of prize, awarded to the
winners of the games. And the program finished at 13:30.
The delivery team also provided the food, T-shirts and hats to the street
children and the garbage collectors.

Today is an auspicious occasion that all of us are here participating in the Meeting to celebrate the
58th Anniversary of the International Children’s Day, 1st June, and the 6th Anniversary of the
World Day Against Child Labor, 12th June 2007.
First of all, on behalf of the Cambodian National Council for Children and the Ministry of Social
Affairs, Veterans, and Youth Rehabilitation, I would like to warmly welcome H.E. Sok An,
Deputy Prime Minister, Minister in Charge of the Office of Council of Ministers, and the High
Representative of Samdech Hun Sen, Prime Minister of the Royal Government of Cambodia, who
spends his invaluable time to be here to preside over today’s ceremony.
My warm welcome is also conveyed to Dr. SUOMI SAKAI, UNICEF representative in the
Kingdom of Cambodia, Mr. MP JOSEPH, Chief Technical Advisors of ILO-IPEC in the

Kingdom of Cambodia, Excellencies, National and International Honorable Guests, Ladies and
Gentlemen. The high presence of H.E. Deputy Prime Minister, Excellencies, National and
International Honorable Guests, Ladies and Gentlemen helps make today’s event livelier and
meaningful for Cambodian children. This serves as evidence revealing the care and concern of the
entire society towards children.

All beloved children!
Allow me to briefly describe the history of International Children’s Day, 1st June. During the
Second World War, the Fascist Hitler massacred 192 people and children in Lydyce village of
Czech Republic, and burnt 200 live children in Uradou village of France. This cruel act had been
strongly condemned by all peoples in the world, and they stood up together to struggle against it.
In January 1949, a meeting of International Democratic Women Federation approved to choose 1st
June of every year as the International Children’s Day so that all humans being remember and stop
any form of violation to ensure peace throughout the globe. Particularly, in Cambodia between
1975 and 1979, children and people were faced countless of crimes committed by the genocidal
regime.
Since 7 January 1979, Cambodia has celebrated International Children’s Day on the 1st of June,
every year to remind all its citizens to pay attention to children and provide support to them in
order them to enjoy the Rights to Survival, Rights to Protection, Rights to Education and Rights to
Participation in any social development activities.
On the other hand, World Day Against Child Labor, June 12, is one of the events celebrated by all
countries in the world, especially poor or certain developed countries to raise awareness on and
fight against the worst forms of child labor. Out of 246 million of working children aged between
5 and 17, around 100 million of them are working in worst forms with no chance for education or
relax. The elimination of worst forms of child labor is one of the crucial factors for the
implementation of the Convention on the Rights of the Child.
The Royal Government of Cambodia, under the leadership of Samdech Prime Minister Hun Sen,
has focused on child issues. Cambodia has ratified the Convention on the Rights of the Child,

Optional Protocol to the Convention on Rights of the Child on the involvement of children in
armed conflicts, Optional Protocol to the Convention on Rights of the Child on the Sale of
children, child prostitution and child pornography, Convention No. 138 of the ILO on Minimum
Age for Working Children, Convention No.182 of the ILO on the Prohibition and Immediate
Action for the Elimination of the Worst Forms of Child Labor, Optional Protocol to Prevent,
Suppress and Punish Trafficking in Persons, Especially Women and Children and The Hague
Convention on Protection of Children and Cooperation in respect of Inter-Country Adoption.
Today Cambodian National Council for Children, Ministry of Social Affairs, Veterans and Youth
Rehabilitation, Ministry of Labor and Vocational Training, Ministry of Education, Youth and
Sports together with some concerned institutions jointly celebrate International Children’s Day
under the theme of “Together to Stop Violence against Children” and World Day Against Child
Labor under the theme of “Harvesting without Child Labor” aiming to raise more awareness of
these problems.
Based on the definition of the research on Violation against Children conducted by the UN, sexual
abuses, sexual and mental threats, physical punishment, sexual harassments, obscenity, beating,
over work, debauchery, sexual exploitation and pornography are considered as violence against
children.
Violence against children happened seriously during the war especially under the Pol Pot
genocidal regime in 1975-1979, when even babies and children who knew nothing were also
tortured and killed. Most Cambodian people are Buddhist, so Cambodian tradition prohibits and
advises people not to commit violence against children. If children make mistakes, then parents,
guardians, teachers can set them rights by means of education, but poverty, negative impacts of
globalization are the main reasons which lead to violation against children and child labor.
Based on the research, violence against children leads children to become victims or high-at-risk,
and child labor badly affects the four basic rights of the child.
So far, Cambodia has laws, policies, plans and many other programs related to the elimination of
violence against children and child labor such as the Constitution, Marriage and Family Law,
Labor Law, Law on Suppression, Kidnapping, Trafficking and Exploitation of Human Beings,
Law on Prevention of Domestic Violence and Victim Protection, Criminal Law (UNTAC), Law on

Criminal Procedure. Law on Marriage and Family provides for the removal of parental power in
case they beat or commit any actions against the code of conducts which may have negative
impacts to children. Related to child trafficking and sexual exploitation on children, Cambodia has
its Five-Year National Plan of Actions Against Child Trafficking and Sexual Exploitation 20002004. Since the mandate of this Plan has already finished, thus Cambodian National Council for
Children is in the process of preparing it second national plan of actions for the next five year’s
time. Standing with the situation of five year ago, Cambodia is taking the lead in the fight against
child trafficking and sexual exploitation of children comparing with other countries in Eastern Asia
and the Pacific. Many programs were set up by the ministries and relevant institutions to prevent
this illegal act and to make people more aware of the problem. At the same time, Ministry of
Justice also pays more attention to revising the Law on Suppression, Kidnapping and Exploitation
of Human Beings. The ministry is also drafting the Law on Juvenile Justice.
In spirit of accountability to protect the victims, in 2005 the Department of Anti-human trafficking
and juvenile protection, Ministry of Interior cracked down 398 cases, 16 cases more than the
previous year, which totally saved 787 victims, 126 victims more than the previous year, in which
among those 254 victims were under 18. 431 criminals were arrested, 14 criminals increased more
than the previous year. Taking care, educating, vocational training, and integrating those victims
into the community have been done continuously and recorded remarkable results.
To pay more attention to orphans and vulnerable children, the Royal Government of Cambodia
issued a Sub Decree no.116 dated October 26, 2006 on the Policy for Victims Staying in State
Centers. The Ministry of Social Affairs, Veteran and Youth rehabilitation in collaboration with
UNICEF and relevant institutions, and NGOs, has developed and enacted the policy on Alternative
Care for children, Minimum Standard for Child Care in the Centers and the creation of National
Multi-Sectoral Task Force on Orphans and vulnerable children. Currently, the Ministry of Social
Affairs, Veterans, and Youth Rehabilitation is about to finalize the draft Law on Inter-Country
Adoption, Minimum Standard for Child Care in Community, National analysis on the situation and
services provided to orphans and vulnerable children, the National Multi-Sectoral Plan of Action
for five years (2008-2012) to help orphans and vulnerable children and the monitoring and
evaluation on the implementation of the child protection network.
Ministry of Social Affairs, Veterans and Youth Rehabilitation has specially focused on awareness

raising and rehabilitation of street children, children & youth in conflict with the law and children
using drug, provides care, support, and counseling to children and family affected with HIV/AIDS.
Based on successive guideline of Ministry of Social Affairs, Veterans and Youth Rehabilitation,
especially the minimum standard for child care in center, all care givers are strongly prohibited to
committing violence against children and the latter have rights to file complaints for any
misconduct of the care givers.
For the child labor, Child labor Department of the Ministry of Labor and Vocational Training
mainly focuses on children working in salt field, child fishers in Kampot province, Kep
municipality and Sihanouk Ville, children working in rubber plantation, brick factory children,
children as porters in Banteay Meanchhey and child domestic workers in Phnom Penh. Many
programs are supported by ILO-IPEC.
Education section is also developed remarkably. These achievements are made because of the high
attention of the Royal Government, ministries ‘leaders, and all development partners who support
education, and great effort of all educational officers at all levels who work cooperatively with the
authorities and school support committees and who stimulate education section countrywide to
gradually developed. Schools are more built yearly. Obviously in the early of academic year 20052006, 381 schools are constructed including 176 preschools, 97 primary schools, 90 lower
secondary schools, and 20 upper secondary schools. The total number of schools is 8,717.
Numbers of pupils and students at all school levels are as follows: 75,225 persons at preschools,
2560 persons at primary schools, 588,933 persons at lower secondary schools, and 202,749
persons at upper secondary schools. Moreover, the draft law on Education has already approved by
the Council of Ministers.
In health sector, Cambodia has prevented successfully the spreading of HIV on adults, which
resulted in remarkably decreasing from 3% in 1997 to 1.9% in 2005 (exceeded Millennium
Development Goals of Cambodia which aimed at 2.3% in 2005). The rate of HIV infected
pregnant women registered for health check-up decreased from 2.5% in 2000 to 2.1% in 2005.
However, the spread of HIV from husbands to wives and from mothers to babies is still a problem.
The infant mortality rate decreased form 85 per thousand to 66 per thousand. The infant mortality
rate of children under 5 years old decreased from 125 per thousand to 83 per thousand.
Vaccination activities increased noticeably and covered nationwide of 85% of DTC-3 vaccinations

(diphtheria, whooping cough, and tetanus: third) exceeded the target of 80%. The vitamin A
tablets provision increased from 36% in 2000 to 79% in 2005. Moreover the Anti-hepatic B
vaccination has been added for children since 2004. Children affected by HIV/AIDS are cared and
supported even more through the creation of National Multi-Sectoral Task Force on Orphans and
Vulnerable Children.
Every child needs the commitment for implementation and the support from us as individuals,
parents, communities, national and international organizations and their peer groups, especially the
institutions in charge of making laws, policies and other platforms of the Royal Government. In
this context, every individual has immense accountability to insure children can live in peace, good
health, intelligence, and dignity.
Presently the Royal Government has paid attention to fulfill the children’s needs according to the
national economy and the cooperation with other national and international organizations.

I believe that under intellectual leadership of Samdech Hun Sen, Prime Minister of the Royal
Government of Cambodia and the implementation of political policies in which the rectangular
strategy is the core, our country will be developed in every sector, especially social sector and

All the beloved children!
First of all, on behalf of the Royal Government of Cambodia and Samdech Hun Sen, Prime
Minster of the Royal Government of Cambodia, on my own behalf and my wife, I am very happy
to be with all the children on the occasion of celebrating the 58th anniversary of the International
Children’s Day under the theme of “Together to Stop Violence Against Children”, and the 6th
anniversary of the World Day Against Child Labor under the theme of “Harvesting without
Child Labor”. These two themes are in line with the world tendency which has recently drawn
tremendous attention.
I would like to warmly welcome the present of Dr. SUOMI SAKAI, the UNICEF's
Representative, and Mr. Menachery Paul JOSEPH, Chief Technical Advisor of ILO-IPEC in
Cambodia.
I would like to take this opportunity to express my sincere appreciation to the Cambodian National
Council for Children, Ministry of Social Affairs, Veterans, and Youth Rehabilitation, Ministry of
Education, Youth and Sports, Ministry of Labor and Vocational Training, as well as other relevant
ministries, institutions, authorities and NGOs that have worked cooperatively to organize this
meeting, which provide facilitation to children from different place of the country to participate in
this occasion warmly and joyfully together. These are the evidence reflecting the spirit of care of
the Royal Government, relevant institutions, parents, guardians, teachers, NGOs, International
Organizations and the entire society towards children.

Obviously, after 7 January 1979 until now, the Royal Government has been trying to rehabilitate
and build every sector of the country with empty hands to reach its development as seen today.

Together with the resurgence, the progress of children’s rights has also been regularly paid
attention. The Kingdom of Cambodia has ratified many international conventions related to
children including: The Convention on the Rights of the Child, The ILO Convention No. 138
on Minimum Age for Working Children, The ILO Convention No. 182 on the Prohibition
and Immediate Action for the Elimination of the Worst Forms of Child Labor, Optional
Protocol to the Convention on the Right of the child on the involvement of children in arm
conflicts, Optional Protocol to the Convention on the Rights of the Child on Sale of children,
child prostitution and child pornography, Protocol on Prevention, Suppression and
Punishment on Trafficking Especially Women and Children, The Hague Convention on
Protection of Children and Cooperation in respect of Inter-Country Adoption.
As the report made by H.E Ith Samheng, Minister of Ministry of Social Affairs, Veterans, and
Youth Rehabilitation and the Chairman of the Cambodian National Council for Children, on the
great achievements made by the Royal Government for the interests of children. The remarks
delivered by Dr. SUOMI SAKAI and Mr. Menachery Paul JOSEPH showed about some other
issues that need to be paid attention to. Children issues happen every where, and every time
including violence against children by both children and adults. Child labor does happen not only
in workplaces but in other places as well where children are forced to work without having enough
time to study.
The Royal Government of the 3rd mandate has laid out the 73 political platforms and the
rectangular strategies focusing mainly on good governance, which is a strong core to promote
economics, equity and effectiveness in Cambodia. The child development is clearly indicated in
Angle 4 of the Rectangular Strategies which states that Children Are the Future of the Nation.
The Royal Government is making an effort to promote economic and social development, and
improve the budget in all fields in order to promote the implementation on the four basic children
rights; Rights to Survival, Rights to Protection, Rights to Development and Rights to Participation.
These obviously reveal the endless spirit of the Royal Government to care for children’s issues.
The laws, policies, and some national plans concerning children have been developed and
approved. Moreover, in order to ensure the social security and order as well as children, the Royal
Government of Cambodia has laid down the policy for arm control, gangster suppression,
suppression on the dissemination of pornography, suppression on drug use and child trafficking as
well as women which are the main factors lead to the stop of violence. For instance in 2005, the
National Assembly adopted the Law on the Prevention of Domestic Violence and the
Protection of Victims which aims to prevent domestic violence, to protect victims and to promote
the culture of non-violation culture and harmony in Cambodian families. Meanwhile, the
government has laid down many strategies and programs to help child victims in all fields and all
levels of the relevant ministries and agencies, NGOs and other civil society. In terms of child
trafficking, the government has been cooperating with ILO/IPEC to organize some limited
programs to be implemented in the city and some other target provinces such as Sihanouk Ville,
Banteay Meanchey, Prey Veng and so on.

All beloved children!
The government clearly understands that all of these works must go together with the law
enforcement, rehabilitation, vocation training to children, especially, the qualitative education
without discrimination to ensure that children are knowledgeable on know-how for selfpreparation and living together. In this regards, we have to upgrade the living condition of children

with no physical and mental violence which may affect child’s dignity and development. They
must live in harmony with family and society. On the other hand, children must get support in
order to be free from worst forms of child labor which may stop them from studying and affecting
their health.
In this special occasion, I would like to pay my high appreciation to the achievements on the child
issues which parents, teachers, government officers, NGOs/IOs pay attention and care for the
support, care, and education through all services to children especially orphans, street children who
have no chance to study and develop themselves to become good students, good friends and good
citizens in the future.
Children are bamboo shoot youth and a strong power to develop the nation. All citizens have
obligation to take care and protect children, and think of the best interest of the child which will
contribute to social development with peace, political stability, development with no fear, no
conflict and no violence.
The government recognizes that there are many challenges to be solved in terms of child issues.
Poverty and illiteracy are still one of the main obstacles that we need to have endless struggle for
elimination. In order to achieve great results which is the best interest of the child, on behalf of the
Royal Government of Cambodia, I would like to call to all national institutions, local authority,
NGOs/OIs to pay attention for the respect of child’s rights and for a continuation of a stronger
cooperation to contribute to the prevention of Child Sexual Trafficking, Labor Exploitation,
Violence on Children and so on. Meanwhile, I would like to suggest His Excellency, the
Chairperson of CNCC, the Minister of the Ministry of Social Affairs, Veterans, and Youth
Rehabilitation to broadly disseminate plans and policies to ministries, institutions, relevant national
and international organizations, and especially to set up Cambodian National Council for Children
networks in provinces/municipalities, district levels in order to be more convenient to collect data
related to child’s issues to give recommendations to the government on time.
Once again, let me express my sincere thanks to the relevant ministries, institutions, UNICEF,
ILO-IPEC, national and international organizations working for children’s rights, and other
organizations, which have supported to children and the preparation of today’s event.
Finally, I wish Excellencies, Ladies and Gentlemen good health, happiness, and great success in
working to serve the best interest of Cambodian children.

I am pleased to take part in today’s celebration of International Children’s
Day. This year, you have chosen to focus on one of the most important issue
affecting Cambodian children. It’s violence against children. No matter where
it happens - at school, at home or elsewhere - we have to stop it.
Everywhere in the world, children are more likely to become victims of
violence than adults. Cambodia is no exception.
When you read the newspapers and watch television, you can only be
horrified by the stories of violence against children. What is worse is that
these stories only represent a small proportion of what we know. This is sad
because we know that most people love children. Their own children, the
children they teach, the children playing in their neighbourhoods. And again,
Cambodia is no exception.
So, to halt violence against children and young people we need to put in place
a protective environment for children. To let all the love and caring for
children to show not only through the action of individuals but also through
the action of groups of people working together and through government
services.
This will take a lot of investment. Violent communities cannot be changed
overnight but as a possible start, children must have safe places like youth
and children’s clubs or schools where they could play and learn. This is

already happening here, in Cambodia, where children’s club welcome
thousands of children to learn about their rights, and where the government is
building a legal system that protects children and training police to be more
sensitive to the needs of children.
By putting children at the very top of its priorities, the Government is making
the wisest investment.
We need to work together to end violence against children. We need to take
action from now on, and not just talking. I would like to take this opportunity
to applaud the effort being taken by NGOs, in collaboration with the
Government, to develop and implement a toll-free national helpline in
Cambodia. Once it is operated, the helpline will provide all children in
Cambodia, including child victims of violence and abuse, the opportunity to
express their concerns and talk about the issues that directly affect them and
be channelled to people that care and know how to help.

National and International Distinguished Guests,
Ladies, Gentlemen and my beloved friends!
Today, on behalf of Cambodian children and myself, I have great pleasure to rally together to
celebrate the 58th Anniversary of the 1st June International Children’s Day and the 6th Anniversary
of the 12th June World Day Against Child Labor in a magnificent fashion under the great
presidency of H.E Sok An, Deputy Prime Minister, Minister in Charge of the Council of Ministers.
In this splendid occasion, we the children truly feel very much warm owing to the Government’s
efforts, particularly Cambodian National Council for Children, in promotion and protection of
children’s rights and children’s welfare, along with provision of children with opportunity to
express and share views in national and international podiums. Regionally, four Cambodian
children representatives attended Southeast Asian Children Conference held on 10-14 December
2006 in Antipolo, the Philippines. The purpose of this conference was to bring together children
from ASEAN member countries to discuss the progress of the implementation of A World Fits for
Children, the Millennium Development Goals and to issue ASEAN Children’s Statement.
Nationally, children representatives from Phnom Penh and provinces took part in Children’s
Forum consultation on the 2nd and 3rd Draft Periodic Report of Government on Implementation of
the United Nations Convention on the Rights of the Child in Cambodia, participated in Children’s
Consultative Workshop on Child Trafficking issue in Cambodia, and voted to select five children
and youth representatives, who will attend the Greater Mekong Sub-Region Youth Forum Against
Child Trafficking to be held on 02-09 September 2007 in Bangkok, Thailand.
We the children would like to express honest appreciation for today’s celebration of the 1st June
International Children’s Day and World Day Against Child Labor on the theme of “Working
Together to Stop Violence Against Children”. This reflects the commitment of the Government,
local and international Non-Governmental Organizations and concerned institutions to eradicate
violence against children with a goal of making children in Cambodia fully enjoy rights as
enshrined in the United Nations Convention on the Rights of the Child. On behalf of Cambodian
children, especially those who are present here, we would like to express our commitments to
joining the Government’s and Non-Governmental Organizations’ campaign to eliminate violence
against children in Cambodia. Children’s Club of the Child Advocate Network will undertake
awareness-raising activities in communities on issue of consequences of violence, which exerts
negative effects on child’s survival and development.
Violence causes some children to give up their study, leave their family, become beggars, become
workers and even child sex workers, thefts, drug-addicted, and so on. I have observed that violence

against children has taken place at some homes, schools, factories, enterprises, brick factories,
rubber plantation, fishing sites, domestic services, restaurants, brothels and others.
On behalf of children in Cambodia, I would like to request all participants, the Government, local
and international Non-Governmental Organizations and relevant institutions to continue paying
attention to and work together to eradicate violence against children. More than this, I would like
to appeal to the Government to make the 1st June a national holiday in order for children and adults
to commemorate child’s rights, this day would allow parents and guardians to arrange a special
activity for their children and enable children to be entertained with their friends. The joy helps
some children forget such certain concerns they have confronted as physical and psychological
violence, trafficking, sex exploitation, child labor and drug abuses, driving children to quit their
classes.
Taking this opportunity, I would like to express deepest gratitude to Samdech Hun Sen, Prime
Minister of the Royal Government of Cambodia, H.E Sok An, Deputy Prime Minster, Minister in
Charge of Council of Ministers, H.E Eth Sam Heng, President of Cambodian National Council for
Children, Minster of Social Affairs, Veterans and Youth Rehabilitation, and their colleagues for
their close collaboration with children, youth, local and international Non-Governmental
Organizations in performing this undertaking with success. At the same time, they all have given
children and youth great opportunity to express their views on issues affecting our life and
encouraged the children to participate in implementing this process in a proper manner.
I would like to express sincere thanks to UNICEF, ILO/IPEC, NGO Committee on the Rights of

and immediately to the request of the Cambodian children representative, which is a
remarkable success for this meeting. He expressed his support, for instance, to the children’s
view as saying that children’s day should be a public holiday so that adults can do a special
thing for their children and children can play, freely participate in event, do something for
helping vulnerable children, poor children and child victims etc. Meanwhile, he informed that
the RGC is committing to adopt the National Plan of Action against the Worst Forms of
Child Labor which is already drafted. He also called for public to work together to stop
violence against children. The events ended in an enthusiasm circumstance at 1h00 PM with
Children drama, joking story by children group, traditional dancing, modeling Angkor
traditional clothes, children concert and popular game.

1-Preliminary
- On May 23, 2007, TVK Cambodia National TV, broadcasted the main purpose of the
International Children’s Day Anniversary Celebration Under the theme of “Working together
to Stop Violence Against Children”.
- Children Support Foundation (CSF) prepared the drawing contest for 32 registered children,
5 of them are female, the topic “Prevent and Stop Violence Against Children”.
- From May 31st to June2nd, 2007, Ratanakiry Cable TV broadcasted an educational spot
“Working Together to Stop Violence Against Children”, 3 times a day.
2-The International Children’s Day
The International Children’s Day June 1st celebrated in Ratanakiri under the
presidency of H.E. CHEY SAYOEUN, Vice Governor of Ratanakiri, and there were 1000
children from Banlung School, in Banlung District, participated. During his opening speech,
H.E. CHEY SAYOEUN would like to thank to sponsors and organizers of this event. He also
appealed for all national and international NGOs, all level authorities and the public to work
together for children’s best interests.
During such event, Mr. PHAN PHIRUN, Chief of Department of Education, Youth
and Sports, also sent his speech to the children and youth to try their best studying and
working hard for their own benefit, better future as well as for the happiness and prosperity of
Cambodia society.
SAY MAROZA, girl, and HONG ROATH, boy, Children’s Representative and also
members of North-East Children Club, released their speech on current Cambodian children’s
issues, and proposed for working together on finding intervention for those issues.
Quiz show, popular games such as breaking the clay pot, racing sacks jumping, racing
apples eating and holding eggs in mouth, etc came into the event until 12h 00.

Theme and Achievements
After an opening speech of Mr. PRUM VANNAK, Program Officer of Department of
Social Affair, Veterans and Youth Rehabilitation in Svay Rieng, participants marched a
campaign to disseminate Child Rights. Children from Children Club in Svay Rieng
Commune and children from RAO presented a role play on Stop Violence Against Children.
In this occasion, there were also popular games, and quiz related to Child Labor, Violence

Against Children and Child Trafficking. In term of drawing contest attracted children from
four clubs of RAO participated. The gifts donated by IOM have been distributed to all
participants. The event ended at 12h 00 on June 12, 2007 under a fruitful and joyful meaning.
Please note that, in Svay Rieng for this year, 2007, the International Children’s Day June 1,
jointly celebrated with World Day Against Child Labor on June 12, 2007.

Theme and Achievements
Two female Children Representatives, Kong Lakena and Morn Srey Nga, shared their
own experience with difficulties they faced and the true tragic stories in their live, including
their study obstacles, during the opening ceremony. Distinguished guests contributed their
own money to support those young girls after listened such their sad stories. Then, after the
expression of Ob Bun Keo, children representative, on The 58th Anniversary of International
Children’s Day, Mr. Chan Ny, Vice- Chief of Department of Education, Youth and Sports in

Porsat, motivated and encouraged to all poor children to go on their commitment on study, at
least finish grade 9 of secondary school. He also suggested all students not to discriminate,
but unite, motivate and help each other for higher study. During such occasion, Mr. Chan Sok
Khieng, Rector of Norton University donated one set of Computer Desktop to Hun Sen Kro
Kor High School. And after the speech, the presidency of the event awarded souvenirs to 15
poor students and 5 winners of the drawing contest. The quiz about Children’s Right was also
prepared. And at the end of the celebration, there had also the children and youth’s
achievement fair.

Theme and Achievements
International Children’s Day was celebrated at Bun Rany Hun Sen Primary School
with a huge amount of people participated. By this occasion, a quiz show on Children Issues
has been organized for increasing awareness of child rights to the public. During the event,
there were joke play on Child Trafficking performed by child protection of Chamkar Leu
high school, joke play on Child Labor in rubber plantation, performed by professional joker
team of Mr. San Mao, and popular game such as racing apple eating, filling water in bottle,
hold eggs in mouse, etc. The children participated in each game received gift from rank 1 to 3
as well as the souvenirs.

Theme and Achievements
The event started at 7:30 as the crowded participants from Mesang Secondary School,
Chi Chuj Primary School, Prey Trakhop Primary School, Snay Bon Primary School, Children
Clubs, Peer Educator Team, Teacher and local people jointly marched from Mesang High
School, around the market and return to the same place, purpose to disseminate widely about
the Children’s Right and the Consequences of the Violence Against Children. After the brief
description of the history of International Children’s Day and the speech of chairpersons of
the meeting, the event was going on until 15:30. In this splendid occasion, there were also
blessing dance, popular games, quiz, children’s concert, children’s performance and
composing poem contest, which are related to Children’s Right, Child Trafficking and the
Consequence of the Violence Against Children. The winners of the games and contests were
awarded souvenirs.

Theme and Achievements
The event started with marching from 3 different places, Phoum Dong Primary
School, Kampoeung Kert Primary School and Kantoeur Primary School, to District office of
Banan, with 2201 participants. Hay Channda, Children Representative of Banan District said
that the violence causes some children to give up their study, leave their family, become
beggars, become workers, child sex workers and even drug-addicted, and so on. She added
that violence against children has taken place at some homes, schools, restaurants, brothels
and others. After the speeches, the even committee prepared some popular games, quiz and
drawing contest under the theme of “Working Together to Stop Violence Against Children”.
In term of the quiz, each winners got 1 T-shirt which donated by PLAN. Note: The even
started at 6:00AM and finished at 11:00AM. And it restarted at 5:30PM until 11:15PM.
