Public Information Department - 419.213.4406 AREIS DVD-ROM License Agreement Hardware Configurations This Agreement is made by and between the User of the data and software and the Lucas County Auditor, of One Government Center, Suite 770, Toledo, Ohio 43604 (hereafter called "Auditor"). Whereas, the Auditor has prepared a REAL ESTATE INFORMATION SYSTEM (AREIS) for Lucas County, Ohio property, and Whereas, the Auditor has digitally converted AREIS into a compact disk format, and whereas the user by opening this disk and using the data hereby agrees to the terms and conditions under which the Auditor would make said data and software available, The parties hereto agree as follows: 1. User will pay the sum of $10.00 for the cost of converting the information to disk format. 2. User acknowledges that the data is taken from public records as filed with the Lucas County Auditor's Office and that the User will place a disclaimer on the use of the data to indicate that the information was taken from the County and that the information is deemed reliable but not guaranteed. 3. User acknowledges that AREIS is kept by the Auditor's Office for the sole purpose of tax assessment, and that the Auditor makes no warranties upon any further use. User agrees to hold the Auditor harmless for any misuse of or mistake in the data provided; and agrees to indemnify the Auditor upon any claim against him resulting from dissemination of data by User. 4. A portion of the software is provided by the Lucas County Auditor under license from Environmental Systems Research Institute, Inc. (ESRI) "as is" and "with all faults." The Auditor makes no representations or warranties of any kind concerning the quality, safety or suitability of the software, either express or implied, including without limitation any implied warranties of merchantability, fitness for a particular purpose, or non-infringement. Further, in no event will the Auditor be liable for any indirect, punitive, special, incidental or consequential damages however they may arise. 5.Trademark, Copyright, and Government Use Notice: MapObjects is copyrighted by Environmental Systems Research Institute, Inc. All rights not specifically granted in this Agreement are reserved to ESRI or its suppliers. User agrees to include the following ESRI Copyright and Government Restricted Use notice in all documentation and in the Application's on-line help or Readme file: "Portions of this computer program are owned by Environmental Systems Research Institute, Inc., Copyright 1998 Environmental Systems Research Institute, Inc., all rights reserved. Use, duplication, and disclosure by the U.S. Government are subject to restrictions as set forth in FAR § 52.227-14 Alternate III (g)(3) (JUN 1987), FAR § 52.227-19 (JUN 1987), and / or FAR § 12.211/12.212 [Commercial Technical Data/Computer Software], and DFARS §252.227-7015 (NOV 1995) [Technical Data] and / or DFARS §227.7202 [Computer Software], as applicable. Law: This Agreement shall be governed by the laws of the State of Ohio and the United States of America and applicable international treaties and conventions. This agreement shall not be governed by the United Nations Convention on Contracts for the International Sale of Goods, the application of which is expressly excluded. 7.The data contained on this disk is taken from PUBLIC RECORDS; any altering of the data is strictly prohibited. Misuse of the data or misrepresentations as to the accuracy of the data is a FRAUDULENT MISREPRESENTATION OF GOVERNMENT DOCUMENTS. Violators will be prosecuted to the fullest extent of the law. 8. Entire Agreement: The parties agree that this constitutes the sole and entire agreement of the parties and supersedes any previous agreements, understandings, and arrangements between the parties relating hereto and is binding on the parties, their heirs, successors, and assigns. The printed reports have been tested on the following printers: HP Laser Jet 6MP HP Laser V HP Laser II Xerox Docuprint C55 Color Printer HP DeskJet 850C HP LaserJet 6L For assistance, please refer to the AREIS Knowledge Base at http://www.co.lucas.oh.us Email comments or suggestions to alopez@co.lucas.oh.us Prior to Installation Previous versions of the AREIS CD or DVD Viewer must be uninstalled prior to installation of updated version. 1. Click Start - Settings - Control Panel 2. Double click Add/ Remove Programs 3. In the Add/ Remove Program Properties Window, on the Install/ Uninstall Tab, Select GIS Viewer or Viewer. 4. Confirm removal by selecting Yes 5. Select Yes to All for deletion of shared files. 6. You are now ready to install the most current version of the AREIS DVD Viewer. Installation 1. 2. 3. 4. 5. Place the AREIS DVD in your computer's DVD Drive. Click Start - Run - Browse Navigate to DVD drive and double click setup.exe to start installation. You will see the Areis Installer window displayed below. a. Users of Windows 2000 or above should only click on Install Areis button. b. Users of Windows 98 will need to click on Optimize Now button first and install MDAC (Microsoft Data Access Components). After installing MDAC you will be asked to restart your system, click No. Now you can click the Install Areis button on the Areis Installer window and follow the instructions below. 6. AREIS will then begin the initial installation. 7. AREIS will inform you of the space required to run the program from the hard drive (see screenshot on the next page). 8. To install AREIS on your hard drive - Select Next Note: to save space on your hard drive, see Installation Options. 9. Once the installation is complete - Select Finish Installation Option 1 All the programming and data files from the DVD may be copied onto your hard drive. After installation the DVD will no longer be needed to run the program. Installation Option 2 1. You may install only the programming files and access the data files from the DVD. 2. Click on the data files you do not want installed on your hard drive. 3. Select Next and AREIS will install the programming needed to run the application. Note: Data files will remain on the DVD. However, the AREIS DVD must remain in your computer's DVD-ROM drive in order to access the data files. Getting Started Example: A criteria search may include an owner's last name and keywords in the legal description such as subdivision name. Sales Wizard The comparable Sales Wizard allows the user to search a given area for parcels based on a set of sales criteria. 1. To open the sales parameter's window, click on the button For Sale. To open the program select: Start - Programs - Lucas County GIS - Lucas County GIS Viewer 1. Select Search form the menu bar then By Attributes To begin a search you may use: parcel number, assessor number, owner's name, address, or legal description. AREIS will identify the parcel's geographic location and will display the property data. 2. To search By Intersection, enter the desired intersection and select search. AREIS zooms to the intersection. 2. Select search type. a. Search by Residential or Non Residential property. b. Search by using the current screen extent or by circular buffer (enter radius in feet). c. To limit search criteria by sale price, sale year, year built, etc.; click on the Advanced button. Zoom to extent of highlighted sales. To see parcel attributes, add highlighted sales parcels to the selected set. Hide highlight of parcels with value sales. 1. Select categories to select from the following fields: a. Standard Export Fields c. Residential Export Fields. b. Extended Export Fields d. Condo Export Fields e. Commercial/Industrial Export Fields 2. Click Finish to start the export and type the full path and filename in which to save the parcel information. When creating a database file, enter a name for the table containing the information. Export Wizard AREIS Help To save selected parcel information to a file, the export wizard will step you through the process of creating a file. AREIS Help provides extensive assistance on program operations, definitions and tutorials. 1. To start the wizard, select Export from the file menu. 2. To generate the file, choose the file type: MS Access, Excel, or Comma delimited text file. 1. Quick Start Tutorials offer step by step interactive instruction on how to perform tasks such as conducting searches, using the comparable sales, creating printed output, exporting (including how to perform a mail merge) and printing data. 2. Class type listings, land use, deed type listings, etc. are available under Glossary located in the Reference section. 3. The help file's main tool bar provides a Print option which will allows you to print the selected help descriptions. Running Over a Network To take up minimum space on multiple client computers, install only the program files to the clients and put the larger files on a central server. 1. Client Installation Install the AREIS Viewer but do not choose to put the data files on the hard drive (uncheck the boxes next to map files, real estate database, and aerial photography files). 2. Server Installation Server Installation— Install AREIS Viewer to a drive that will be shared to the clients and choose to place the data files on the hard drive. This is accomplished by checking the boxes next to the three components shown in Figure 1. Once the installation is complete, share the drive to your client machines. Make sure the data files appear as folders at the root (not under any sub-folders) of the shared drive. Running Over a Network 3. Network Drive Setup Make sure that the drive in which AREIS was installed to on the server is now shared and that the three folders appear in the ROOT of that drive. On the CLIENT machines, map a network drive (the drive designation letter does not matter) to the shared drive on the server. 4. AREIS Setup When installation is complete, run the AREIS CD or DVD Viewer Program on the client. Click the YES button and AREIS will start looking through your networked drives to find the folders (it is important to have already completed the Network Drive Setup before performing this step).
