Utilities offer cash
reward for metal thieves
Thieves in Coos and Curry counties are
increasingly stealing wire from power
poles, endangering residents and workers, costing consumers money in repairs
and in some cases causing power outages that inconvenience hundreds. The
metal thieves in recent weeks have cut
down poles and cut neutral wires on
both Pacific Power and Coos-Curry
Electric Cooperative, Inc.'s (CCEC) systems, apparently to steal copper wire and
any other metal. Pacific Power and
CCEC are offering a cash reward of
$5,000 for information leading to the
arrest, prosecution and conviction of
those responsible. "We are seeing more
and more of this type of damage to our
system and it greatly concerns us," said
Roger Meader, CEO and general manager of CCEC. "Repairs put additional
cost pressure on both utilities at a time
when everything possible is being done
to minimize cost increases to electric
consumers. Damaging the electric system puts crews at risk as they go about
their work on the local power grid and
the thieves themselves are in mortal danger when they perform these criminal
acts." "These thefts create an unnecessary safety and financial burden on our
customers and we are taking aggressive
action to stop it," added Doug Butler,
vice president of operations for Pacific
Power. More than $50,000 worth of
wire and other equipment have been
stolen in the last six months in southern
Oregon from Pacific Power's system
alone. Pacific Power reported earlier that
one recent incident would cost more
than $75,000 in repairs. That incident
also damaged communications equipment used by Oregon Department of
Transportation and other agencies. Rewards work," said Butler. "In July, we
paid out two $3,000 rewards and now
two metal thieves in the Yakima, Washington area are behind bars, convicted of
causing thousands of dollars in damages.
We can have the same kind of success
here. If you see something or know
someone is up to no good, go to the police. The system is confidential, anonymous, and it works." Working with law
enforcement officials, the two utilities
ask the public to report any incidents
where they see individuals loitering near
service yards, climbing poles or carrying
coiled wire when there are no Pacific
Power or CCEC vehicles in the vicinity.
Except during local power outages, Pacific Power and CCEC crews usually
will not be working at night. Pacific
Power and CCEC crews use companymarked vehicles, wear company gear
and surround any work vehicles with
orange safety cones. Anyone working on
power lines or facilities and not clearly
identified as a member of Pacific Power
or CCEC crew should be considered
suspicious. If residents see any suspicious activity around power poles, do
not confront these individuals, but dial 9

thefts, please call: Coos County Sheriff's Office, 541-396-7830; Oregon State

According to a news release from the
South Coast Interagency Narcotics Team
(SCINT), a detective accompanied North
Bend Police Officers to a residence on

A 79-year old Siletz-area woman was seriously injured Monday afternoon when her vehicle traveled off a cliff along Highway 101 north of
Newport. The woman was rescued by an interagency rope rescue
team and taken to a Corvallis hospital. Oregon State Police (OSP) is
continuing the investigation and seeking any witnesses who haven't
spoken to troopers. According to Lieutenant Justin McGladrey, on
August 19, 2013 at approximately 2:55 p.m., a 1986 Chevrolet Cavalier driven by MARY P. FISCHER, age 79, from Siletz, was
southbound on Highway 101 near milepost 134. According to a witness, the vehicle drove off the west side of the highway and down a
cliff where it rolled at least once before coming to rest on its top.
The Lincoln County Rope Team, an interagency squad of fire personnel from agencies within Lincoln County, responded to the
scene. Team members repelled down the cliff and secured the vehicle before extricating the woman from the car. FISCHER was taken
to a REACH air ambulance waiting on the beach and transported to
Good Samaritan Regional Medical Center in Corvallis for treatment
of serious injuries. She was using safety restraints. During extrication and recovery, one lane was closed to travel for about 3 hours.

The Oregon State Police (OSP) Fish & Wildlife Division Coos Bay
office is asking for the public's help in locating the person(s) responsible for the unlawful killing and waste of two bull elks, a 5point and 3-point, found Monday on Shotgun Creek Road in the
Tioga unit of Coos County. A reward is offered through contributions from the State and local Coos County chapters of the Oregon
Hunters Association. On August 19, 2013 at approximately 8:01
p.m., OSP was notified by a citizen that a dead bull elk was seen
lying in a clear cut off of Shotgun Creek Road. An OSP Fish &
Wildlife Division trooper responded to the location and found two
dead bull elk approximately 50 yards apart. The trooper determined both elk were shot once, left to waste approximately 20
yards from the road, and were probably killed on Friday August 16
or Saturday August 17. A reward of up to $500 dollars is offered
by the Oregon Hunters Association Turn-In-Poachers (TIP) reward
program for information leading to an arrest and conviction in this
case. Anyone with information regarding this investigation is
asked to contact Trooper Ryan Keeler at (541) 888-2677 ext 243.

OSP Trooper helps Save
Man
An Oregon State Police (OSP) trooper
used an Automated External Defibrillator (AED) to help save a 48-year old
North Bend man last Friday after an
apparent heart attack inside a convenience store. On July 19, 2013 at approximately 12:52 a.m., North Bend
police were dispatched to a panic alarm
at the 7-Eleven store located in the 1900
block of Virginia Avenue. As officers
were headed to the call, medical personnel were also dispatched to the same
location for a report of a downed man
who was unresponsive and not breathing. OSP Senior Trooper Freddie
Dunlap, a Certified EMT-Intermediate
and Emergency Medical Responder instructor, was nearby and responded to
assist after overhearing the call. North
Bend (NBPD) Police Officer Chris Rule
arrived first and confirmed there was an
unresponsive, middle-age male with no
pulse inside the store. NBPD Officer
Milo Arnesen then arrived as Dunlap
pulled up to the scene. Dunlap ran to his
patrol car and quickly returned with the
AED he carries on patrol. After preparing the man and attaching the AED pads,
Dunlap activated the AED and administered a shock to the man while North
Bend fire personnel were standing by
prepared to continue lifesaving efforts.
The man was transported by Bay Cities
Ambulance to Bay Area Hospital. He
was later transferred to Sacred Heart
Medical Center at RiverBend and is being treated in their Intensive Care Unit.
According to the hospital earlier this
week, the man was listed in serious condition. According to the American Red
Cross, sudden cardiac arrest is one of the
leading causes of death in the U.S. Over
350,000 people will suffer from sudden
cardiac arrest this year and it can happen
to anyone, anytime, anywhere and at any
age. The Red Cross says an AED is an
easy to operate tool for someone with no
medical background and is the only effective treatment for restoring a regular
heart rhythm during sudden cardiac arrest. Senior Trooper Dunlap has worked
for OSP for 12 years and is assigned at
the Coos Bay Area Command office. He
is one of 3 OSP Certified EMTIntermediate emergency medical technicians who work at that office. OSP has
about ten AEDs carried by EMTcertified trained troopers in various parts
of the State that were donated by local
hospitals.
