The city received bid details from the South Dakota Department of Transportation that were opened Eednesday. The low bid came in at appro<imately FG.6I million from $insworth BenninK Lonstruction, Inc., which is only sliKhtly more than the prior estiN mate for the proOect, which was FG.667 million, said Qyle Mathis, Spearfish city enKineer. REhat weSve budKeted will be more than enouKh,T he said, e<plaininK that the proOect will receive appro<imately FG.U to FG.V million worth of federal funds from the Statewide Transportation Improvement Plan WSTIPX. Some of the items in the proOect, such as the underN Kround utilities and landscapinK that are also involved are not covered under the federal fundN inK. The rest of the funds will come from the local level. Lheryl Yohnson, SpearfishSs public works administrator, said the city has been buildinK up the funds necessary for its portion over the two years the proOect has been in the planninK staKes, and she will have a breakdown of those funds for the Spearfish Lity Louncil on Monday niKht. BudKetwise, she said the city is Re<actly where we e<pected to be with the siZe of this proOect.T The proOect, which went throuKh a public meetinK process when it was in its beKinninK staKes in [\\], will e<tend three blocks from the south side of the Main^Yackson intersection to the south side of Main^_rant streets. Main Street will remain four lanes. SPEAR&ISH * Black Hills State 4niversity mass communication student Randall Iverson and Steve Babbitt, professor of photography, said their experience as part of a four-day photography and video shoot with National Geographic will have a transforming effect on their educational goals and careers. The two were part of a crew that shot photographs and video this summer at Custer State Park for an upcoming segment of AmericaKs Lild Spaces for National Geographic Channel. The segment will focus on buffalo during a series about the desert and high plains. Iverson, who is originally from Rhame, N.D., said Nbeing a part of the National Geographic video crew was an awesome learning experience.O Lhen Babbitt received a call rePuesting student assistance for the proQect, he immediately contacted Iverson due to the studentKs experience and exceptional dedication to his work. The crew later rePuested that Babbitt participate as well. In addition to shooting video, they shot still photographs that will be used for promotional materials and on the Leb site. At one point, Iverson was sent out at 3 a.m. to record the sounds of buffalo in the night. He said the animals were much Puieter than he expected. He wore big earphones to magnify the sounds of them breathing. NIt certainly helped me develop a new appreciation for buffalo,O Iverson said. NI know much more about buffalo than I did a few months ago.O The BHS4 student also knows a lot more about working in the field with a professional videoSphotography learning from a crew that included some of the best in the industry, including a producer from England, and helicopter pilot from Los Angeles, Calif. Babbitt noted the four days of shooting would be edited extensively for the final show. NThe experience was what I expected it would be. I was impressed with the level of cooperation and courtesy among the crew. They were very relaxed but very focused,O Babbitt said. NIt was a remarkably productive environment.O Babbitt said it was great to see his photography student immerse himself into this professional shooting situation and emerge with the praise and admiration of other crew members. NThereKs not so much that separates a student like Randy from the people in the crew,O Babbitt said. NIt really comes down to envisioning a proQect and making it happen.O Iverson added that being involved in this professional video shoot piPued his interest in working in a situation like this in the future. He will graduate in May and is already considering an internship or employment with National Geographic in the future. In addition to this experience Iverson has worked on several high profile proQects, including assisting with the creation of a video about Sanford Lab for the South Dakota GovernorKs Office. In recent years Babbitt has expanded his photography expertise to commercial, architectural, and industrial photography which has led to his most recent work helping to photograph the transition at the Sanford 4nderground Lab as it changes from gold mine to science lab. His work at Sanford Lab includes photography portraits of the scientists and miners who are employed there, industrial photography to record the changes, as well as artistic expression of the underground environment. Gary Hendrickson, the acting mayor of Belle &ourche, said that during the summer months several meetings were held with area residents and city council members of which several issues were discussed. Dubbed Nward parties,O Hendrickson said that one of the maQor concerns was fact that constituents are concerned with the beautification of Belle &ourche. NThis seemed to be the highest priority of each ward party and it starts with the little things,O he said. In order for this to happen, he said, area residents need to do their part. Manicured yards, old vehicles and overgrown landscapes, to name a few, are all easy proQects that if done efficiently can make a difference when it comes to the streetscapes of Belle &ourche and the sanity of their neighbors. NThis is not Qust a city issue, the people of Belle &ourche will have to take ownership and pride with moving forward with this task,O Hendrickson said. In order to assist area residents, the city of Belle &ourche and its public works department have specific services available. If people want to clean up their yards and have extra garbage - no problem. Area residents can place their garbage next to their garbage tote on the normal garbage day and the garbage man will pick it up. Betty Yo Yorgenson, the executive assistant to mayor and council, said that the only items that will not be picked up include construction materials and tires. However, she said, tires can be pre-paid for pick up at Belle &ourche City Hall and then they can be picked up. In addition to additional garbage the city will also assist with branch removal. Yorgenson said that the pickup is every third Monday of the month. Braches must be placed at the curbside of any given residence because city officials canKt go on private property. She added that an ordinance was recently passed that rePuires landowners to take responsibility for overgrown branches. That's part of it at least. … I've had two or three close calls right there. I did a complete 360 last winter when a snow plow truck flew out of there. I ended up across the street.” Jacobs said a large number of the wrecks are due to people failing to yield to oncoming traffic. “I don't think the intersection itself is so much of a problem, but almost every accident that we've go to there has been operator error - failure to observe all the vehicles coming both east and west,” Jacobs said. “Several have been due to driver distraction, whether it is a cell phone or radio use.” While Jacobs and @rambeck see the entrance as a concern, not all city officials do. “I wasn't aware there was a problem. This is the first I've heard of it,” said Public Works Administrator Cheryl Johnson. “We have not done any engineering to look into that. There is a stop sign in place. It's just regular traffic regulations. “I don't know if it is so much an engineering issue as it is an enforcement issue,” she added. “There is a stop sign in place. With a start date in April and an overall completion date of Nov. 4, 2011, the project will change the accessibility and flow of Main Street. !One of our objectives is to keep people in the loop3 and keep business owners informed of the process, added Mathis. Johnson said that the project will be phased in such a way as to work on one block at a time, to get it to !passable3 condition before moving on to the next block. While there will be limited pedestrian access to the businesses on the block worked on, traffic will be detoured around that block while the major work is being completed. BHSU is collaborating with the S.D. Department of Tourism and David Heil and Associates (DHA) to conduct the research proUect. Over the last several weeks, seven BHSU students and alumni have worked as field researchers interviewing approximately 1,800 tourists at popular destinations around the Black Hills, including Custer State Park, Keystone, the Journey Museum, the Adams Museum, and the streets of Deadwood and Sturgis. Following the tourist season, the focus of the work will shift to understanding the interests and needs of the K-12 education community, university scientists, faculty, and students, and the Black Hills community. The $50,000 award from the South Dakota Governor9s Office of Economic Development - S.D. BHSU students display photography SPEARFISH * Black Hills State University students Hillary Wittenhagen, senior communication arts and mass communications maUor, and Jenna Nagel, senior mass communications maUor, have their photography exhibit “Capturing Culture” on display in Clare and Josef Meier Hall on the BHSU campus. Wittenhagen9s images were taken in rural and urban China. They are an alternative photographic printing process called lith printing. The images show the effect of tourism on an already overpopulated country with the presence of people being one thing that is constantly missing from the images. The subtle tones and colors of these images give off a feeling of isolation in this vast country. Nagel9s images were taken throughout South Dakota during a photography internship with the South Dakota Department of Tourism and Economic Development this past summer. Her images represent the diverse landscape, culture, and attractions the state has to offer. Nagel9s photograph of the Northern Lights received national attention this summer when it was picked up by MSNBC. Z. The classes will take place in the lower level of the Hospice House, located at 224 Elk St., in Rapid City. Another training session will be held in Hot Springs on Tuesdays beginning Oct. 26. Volunteers are needed in homes, nursing homes and at the Rapid City Regional Hospital Auxiliary Hospice House. The classes are based on the hospice volunteer training model and will include topics such as caring for the terminally ill patient, psychosocial aspects of dying, communication, spiritual care, Hospice concepts, comfort care, pain control, advance directives and funeral planning. The class speakers include health care professionals to explain pain control, ethics in end-of-life decision making, legal issues, communication issues and how volunteers can make patients more comfortable. At the end of the class session, participants will have the preparation needed to be a Hospice of the Hills volunteer, but volunteering is not required of those who take the classes. “Our goal is to train people to be prepared as much as possible for caring for the terminally ill,” said Barbara Vargo, Hospice of the Hills volunteer coordinator. “We hope those who take the classes will have a special understanding of the challenges facing families as they care for a loved one.” Pre-registration is required for the classes, and Hospice of the Hills asks participants to contribute `20 to cover the cost of the training book and materials. The fee is waived for hospital employees and those who cannot afford the cost of the book. The Broncs had a couple of punts blocked early, but that was just scratching the surface of the Broncs problems, according to Belle Fourche head coach Adam Yowowiejski. KThere were a lot of things that were unfortunate about this game. We had several fumbles and turned it over three times and also had two blocked punts, and you can^t do that against a team like West <entral. It just can^t happen,M Yowowiejski said. Clark County District Attorney David Roger significantly raised the ante in the case alleging that Mayweather hit and threatened the life of his e5-girlfriend, Josie Harris, and threatened to beat two of their children during a pre-dawn argument at the woman's home a week ago. Mayweather, PP, is one of bo5ing's most recognizable figures, with a record of RS-T and UV knockouts. The welterweight goes by the nickname WMoneyW and earned more than XUT million in May in one fight in Las %egas against W#ugarW #hane Mosley Mayweather remained free on XP,TTT bail pending arraignment Yov.
