INTRODUCTION
The year ended quite differently from the way
it began. In the first half of 2008 production
starts were few and far between, reflecting the
brutal market facing producers trying to make
independent films – not just in Ireland but across
the world – and the weakness of the dollar
besetting international films that might have chosen
Ireland as a location. But during the summer, while
there was still no sign of Hollywood, we counted
the number of Irish films that by then were set to
go into production in the coming months with Bord
Scannán na hÉireann/the Irish Film Board (IFB)
support and realised we were in for a record year.
So much so that by October we had effectively run
out of money.

the films that started production this year see that
aspiration put into practice, and will serve to test it.
Twenty-five IFB-backed feature films will have
started production in Ireland during 2008, and that
does not include animation (two animated features
were delivered, Cartoon Saloon’s The Secret of
Kells and Magma’s Niko & the Way to the Stars) or
documentaries, where the emphasis of IFB support
is now on feature-length films with theatrical
potential. The tendency towards ever lower-budget
production continues here as everywhere in Europe,
with several films being made, as was last year’s
Once, for 1250,000 or even less. So it was good to
see Neil Jordan back at work in West Cork with
Ondine, and Bosnian director Danis Tanovic coming
here to make an Irish film, Triage, both on ‘doublefigure’ budgets.
Further, this was the year in which Ireland, and
Irish stories, seemed to become more than usually
interesting to non-Irish filmmakers. Besides Triage,
an unexpected consequence of the IFB’s openness
to support co-productions originated in other
countries (on a reciprocal basis) has been that a
number of these will be perceived by audiences
as Irish films, as was Ken Loach’s The Wind That
Shakes the Barley two years ago. Mira Fornayova’s
Little Foxes depicts the lives of young Slovak women
in contemporary Dublin; German director Oliver
Hirschbiegel tackles a tale from the Troubles in Five
Minutes of Heaven; Vic Sarin’s A Shine of Rainbows is
a Canadian take on a family movie set in Donegal;
and in Nothing Personal, Dutch-Polish director
Urszula Antoniak conjures up a unique relationship
between a Dutch woman escaping her past and a
Connemara man played by Stephen Rea.
This volume of production invites analysis of what
is going on in terms of trends and new departures.
During the Galway Film Fleadh, Irish Times critic
Michael Dwyer described Lance Daly’s new film,
Kisses, which premiered there before playing
the Locarno, Telluride, Toronto, London and
Thessaloniki festivals, as “Truffaut meets Roddy
Doyle”. The prospect of Irish filmmakers becoming
known for a type of cinema that is both auteurist
and popular is undeniably alluring, and is an

of the Catalyst Project films to get underway; and
Conor McPherson to return to the screen after

Meanwhile The Secret of Kells, unveiled by Tomm
Moore and his team in September, represents the
first animated feature with palpable Irish authorship
– manifest in its narrative, visuals and accents.
In documentaries, too, the IFB’s determination
to encourage Irish filmmakers to think bigger
and further has had the consequential effect of
attracting other world-class filmmakers to work
in and from Ireland: veteran British director Mike
Grigsby with I Was a Soldier: the Revisit, to be shot in
Texas; US director Liz Mermin with Horses, made
in the heart of Ireland; Sandra Jordan, recently
returned home from the UK, with Little Matador,
made in Mexico and Spain; and, still Dublin-based
but taking photographs all over the world, Perry
Ogden with The Palestine Project.

If all this adds up to new Irish cinema, and if the
profile of Irish filmmaking is lifting in the eyes of the
rest of the world, there is still much to be done in
order to ensure that Irish films consistently reach
Irish audiences and make more than an occasional
impact on our home market.
The IFB’s inevitable budget cut for 2009 will not
prevent us from applying resources to the next
frontier where we believe intervention is needed
to bring about change, namely the distribution
and exhibition of Irish films in Ireland. We are
closely examining ways in which Irish distribution
companies can be sustained and enabled to derive
benefits from an Irish theatrical market that is
independent of the UK.
With the Arts Council, we have provided a first
round of grants – linked to a commitment by
exhibitors to show a diverse range of films – for the
installation of digital projection equipment in 10
screens, with more to follow. The characteristics
of the Irish market mean the task that lies beyond
our continuing responsibility to maintain production
support is huge, but vital, and we relish it.

ONDINE
Ondine is a tale about hope, love and the

THE ECLIPSE
Widower Michael Farr has been seeing and
hearing strange things late at night in his house.
He isn’t sure if he is simply having terrifying
nightmares or if his house is haunted. When
he volunteers at a local international literary
festival, he is drawn to the attractive Lena
Morelle who writes supernatural novels.
Lena has come to the festival at the bidding of
world-renowned novelist Nicholas Holden with
whom she had a brief affair with. As the festival
progresses, the trajectories of these three
people draw them into a life-altering collision
between the living and the dead.

THE WAKE WOOD
The villagers of Wake Wood perform an ancient
ritual to bring the dead back to life for three
days, in order to say farewell before their journey
to the spirit world. A young couple beg the
villagers to bring their daughter back but find
themselves unable to lose her for a second time.

OCCI VERSUS THE WORLD
Austin ‘Occi’ Byrne’s life begins when his mother
brings him back to her village in Sligo after she
fails to have an abortion in England. Occi suffers
traumatic bullying at the hands of a local gang,
but remains devoted to his increasingly alcoholic
mother, convinced that his lost father will one
day re-enter his life.
When the mental asylum he’s committed to as
an adolescent closes down, he finds work on a
trawler where he causes the death of a fellow
sailor. The murder goes undiscovered, but worse
awaits Occi when he returns home and learns
the truth about his parentage.

Twelve hundred years ago an orphan named
Brendan met Brother Aidan, the keeper of
an extraordinary, but unfinished, book of
illuminations. Aidan sets Brendan a great task,

LOVE AND SAVAGERY
Newfoundland poet Michael McCarthy arrives in
the west of Ireland in 1968 to study the rocks of

An 18-year-old girl called Joy has gone missing.
Another girl called Helen is a few weeks away
from leaving her care home. Helen is asked
to ‘play’ Joy in a police reconstruction that
will retrace Joy’s last known movements. Joy

bright future. Helen, parentless, has lived in

NOTHING PERSONAL
Anne is a Dutch woman who hits the road to
escape a personal grief. Hitching her way to
the west coast of Ireland, she happens upon an
isolated farm belonging to Martin, a man who
has chosen the freedom that solitude brings
him. When he offers Anne work on the farm in
exchange for food and shelter, she agrees on
condition there will be no questions, no small
talk between them.
Slowly they become curious about each other,
determined to keep the deal but increasingly
tempted to break it. Both are faced with the
challenge of trying to know someone without
asking questions, of expressing feelings without
using words. In time, despite their ardent desire
not to be shackled by dependence on another
person, they develop a unique relationship that
awakens both of them to the real value of love.

In this contemporary comedy, 18 year-old Maja
dreams of becoming an actress, so that she can
be the centre of attention and people will see
past her overweight exterior. Erika, an aspiring
documentary filmmaker, sees an opportunity
to create tragicomic entertainment at Maja’s
expense. Maja agrees to be in Erika’s film but,
as filming progresses, Maja realises she is being
used. It then dawns on her that Erika needs her
subject as much as Maja needs Erika’s camera
– maybe even more - and Maja will eventually
take centre-stage, on her own terms.

The hero of this unconventional crime story is
37-year-old Tibor. In the city hospital where he
works as a pathologist, his mother is dying of
cancer. He discovers there is a possible cure for
her, but it requires the kind of money he just
doesn’t have. But then a mysterious one-eyed
man called Cyclops comes into his life and offers
him the money he needs if he agrees to carry
out an assassination for him. Tibor accepts the
job, without knowing the identity of the intended
target. A letter he receives after the killing,
however, reveals circumstances that shed a
totally new light on the contract.

Set in a thriving midlands town, Eden tells
the story of a week in the lives of Billy and
Breda Farrell as they approach their 10th
wedding anniversary. Breda is determined

Two ten-year-old kids, Dylan and Kylie, run away
from dysfunctional homes into the streets of

Dublin’s nightlife starts to emerge and Dylan

NIKO AND THE WAY TO THE STARS
Animated adventure about a boy reindeer Niko
who longs to learn to fly like his father who is a
member of Santa’s Flying Forces. After an attack
on the reindeer herd by wolves, an event for
which Niko takes the blame, he heads off on a
journey to find his father and warn him of the evil
Black Wolf’s plan to destroy the Flying Forces.

guardian and surrogate father Julius, a clumsy
flying squirrel, and by a wild weasel girl called

A Paris-based film director returns home to
his village in South Lebanon after the 2006 war
and witnesses how people are coping with the
destruction.
This intimate documentary about the relationship
between film director Niall McKay and his jazz
musician father Jim, reveals an absorbing and
very moving story of two journeys. The first
journey follows Jim as he returns to Ireland from
Switzerland following the death of his second wife
Anna. The second journey is more grueling, as
father and son recall the events of Niall’s childhood
thirty years ago, his parents’ separation and his
mother’s depression, alcoholism and tragic death.
The resulting film is a visually striking diary piece,
featuring a collection of conversations, observations,
and reflections about rebuilding and surviving.
Inevitably the film also explores the cycles of life,
destiny, religion, war, peace, and olive-picking.
Above all, it is an intimate and special insight into a
community, starting with the director’s own family.

Abbi’s Circle is a series of three short films following
the adventures of Abbi, a young Nigerian girl
living in Dublin and her circle of friends. Against
the backdrop of graduation ceremonies, gruelling
football matches and high school musicals, Abbi
and her friends negotiate what it means to be a
young immigrant living in contemporary Ireland.
Fadó Fadó (Long, Long Ago) is a children’s series
which combines animation with live action. Irish
children between the ages of 6 and 12 years tell
their versions of traditional myths and legends and
use their own illustrations and designs to animate
these tales.

Set in modern day Dublin, Roy is the story of
Ireland’s only living animated character born into
a live-action family. The film charts the progress of

The IFB aims to invest in new talent by providing
opportunities for filmmakers to develop skills in live
action filmmaking, documentary, animation and digital
technology. To this end we provide funding for short
films through a series of schemes all of which welcome
and actively encourage Irish language entries.
SIGNATURES
Signatures is our new flagship scheme showcasing
live action short filmmaking, encouraging strong,
original storytelling, visual flair and production values
appropriate to the big screen. The short films act as
a proving-ground for Irish creative talents aspiring to
write, direct and produce films for the cinema.
The 2008 Signatures films premiered at the Cork Film
Festival and were selected by Andrew Meehan (IFB),
Fran Keaveney (IFB), Ed Guiney (Element Pictures) and
Mick Hannigan (Cork Film Festival).
REALITY BITES
Reality Bites is a new short documentary scheme
which encourages the experimentation and realization
of fresh approaches to non-fiction filmmaking,
whether the documentary is journalistic or creative,
observational or aesthetic, objective or personal.
The 2008 Reality Bites films premiered at the Cork
Film Festival and were selected by Alan Maher (IFB),
Fran Keaveney (IFB), Suzanne Keane (IFB) and Sandra
Whipman (More 4).
Frameworks
The 2008 Oscailt films which premiered at the Cork
Film Festival were selected by Fran Keaveney (IFB),
Prionsias Ni Ghrainne (TG4), Mary Ellen Ni Chualain
(TG4) and Robert Quinn.
Short Cuts
Short Cuts has now finished and has been replaced by
the Signatures scheme.
The 2008 Short Cuts films which premiered at the

SHORT SHORTS
Short Shorts aims to produce ultra short pieces, which
can be used to promote Irish filmmaking with the high
impact power of advertisements, but without a product
to sell.

Fran Keaveney (IFB) and Bertrand Faivre (Le Bureau).
VIRTUAL CINEMA
Virtual Cinema aims to encourage cinema for the YouTube generation by funding quality shorts which are
suitable for viewing across multi-platforms. These
films are exclusively for an online audience and can

Frameworks aims to encourage filmmakers with
imagination, visual flair and commitment to innovative
animation. It is also open to established animators
who may wish to realize more personal and creative
projects.
