for reissuance of a permit for the
private facility Ampro Shipyard and
Diesel. The applicant proposes to
release industrial wastewaters at a
rate of approximately 21,600 gallons
per day and storm water into a water
body. The facility proposes to release
the industrial wastewaters and storm
water into Carter’s Creek in Lancaster
County in the Rappahannock River
watershed. A watershed is the land
area drained by a river and its incoming
streams. The permit will monitor the
following pollutants to protect water
quality: metals, organic matter, solids,
nutrients and hydrocarbons.

Rappahannock Art League,
Lancaster/Northumberland
Habitat for Humanity, Rappahannock Foundation for the
Arts, the Steamboat Era
Museum and the Rappahannock Regional Fire Training
Center were among 16 recipients of some $40,000 in competitive grants awarded by
River Counties Community
Foundation to organizations in
Lancaster, Middlesex and Northumberland counties.
The grants were presented
recently at the foundation’s
2008 annual meeting by grants
committee chairman Leland
James.
Rappahannock Art League’s
mission is to encourage educational and cultural activities in
the visual arts and crafts for the
community. The $1,095 grant
will help send 48 students from
Lancaster and Northumberland
schools to Washington, D.C.,
for the day to tour art museums
and exhibits.
Focused on eliminating substandard housing, Lancaster/
Northumberland Habitat for
Humanity is helping several
families within the Churchfield
Woods subdivision connect to
a community water system.
Accepting a $2,500 grant to
help with this project was president Ed Pittman.
Rappahannock Foundation
for the Arts continues to reach
out to students in Lancaster
County with quality cultural
and educational programs
such as Poetry Alive and Theatre IV. To help continue these
programs, a $1,500 grant was
accepted by board member
Claudia Calhoun.
The Steamboat Era Museum’s mission is preservation
and education regarding the
significance of steamboats of
the Chesapeake Bay. One of
the museum’s newest exhibits includes a vignette of the
steam engine room and the
crew depicting a side of life
of the steamboats many never
saw. Accepting a $1,000 grant
to help with the cost of the
new exhibit was museum
director Teri Thaxton.
The
Rappahannock
Regional Fire Training Center
serves the volunteer fire
departments of the Northern
Neck by providing practice
facilities and equipment for
the firemen. A $2,500 grant
was awarded to the training
center to help purchase 10

presented a program on using
herbs in the landscape to the
Rappahannock Garden Club
of White Stone.
Mercer is a manager for
Lavender Fields Farm in Glen
Allen. He described how to
grow, maintain and harvest
lavender and other herbs. He
also discussed cooking with
herbs and herbs for health.

The $10 raffle ticket winner
will take home four reserved
seats to see Tina Turner at the
Verizon Center in Washington, D.C. The prize includes
two rooms at the five-star
Renaissance Hotel near the
Verizon Center, a package
valued at over $1,000. Only
500 tickets will be sold. Proceeds will support community youth projects, the Free
Health Clinic landscaping,
Flower Power at Rappahannock General Hospital and
nature camp.

Northumberland County Board of Supervisors will

operating agreement with the Rice’s Hotel/Hughletts
Tavern Foundation, Inc. for the purpose of allowing the
Tavern Foundation to run and operate events at the
Northumberland Farmers Market Pavilion that is being
constructed by Northumberland County under a grant
from the United States Department of Agriculture. The
operating agreement is for management of events at
the Pavilion between the old and new courthouses,
adjacent to the Tavern facility.

The Northumberland County Board of Supervisors
has been requested, by Mr. and Mrs. Randolph Neal
to abandon, pursuant to Section 33.1-150 of the
Code of Virginia, an area that was designated for the
old Fleet’s Point road but built in the wrong location
causing a gap between the road and actual property
line. The section of right of way to be abandoned is
described as Fleeton lots 4,5,6, 15, 16 and 17 along
Fleeton Road and more specifically located at 2966
Fleeton Road.
This Public Hearing will occur on September 11, 2008

to the County Code, Chapter 79~2, which will allow
the use of golf carts within Mallard Bay Subdivision.
The operation of golf carts will only be allowed on
Mallard Bay Dr., Teal Way, Redhead Ct., Dabbler Dr.
Ruddy Duck Rd., Summer Duck Ln., Woodduck Ct.,
Bufflehead Ct., Pintail Ln., Pintail Ct., Widgeon Ct.,
Goldeneye Way, Canvasback Ln., and Ringneck Ct.
with restrictions that include but not limited to; (a) they
may be operated only on designated public highways
where the posted speed limit is twenty-five (25) miles

Governor proclaims September Virginia Food Safety Month
Gov. Tim Kaine has focused
attention on an important topic
for the entire Commonwealth
by proclaiming September
2008 Virginia Food Safety
Month.
Many people including
farmers, processors, retailers
and regulators play vital roles
in ensuring a safe food supply.
But once the food has left the
store or market, consumers are
responsible for maintaining the
safety of the food they prepare,
serve and store.
What can consumers do to
ensure food safety? According to the Virginia Department
of Agriculture and Consumer
Services (VDACS), the answer
is plenty.
Whether buying, cooking,
serving or storing, there are
guidelines to follow to keep
food safe every step of the way
from store shelf to dinner plate.
The key concepts are cleanliness, thorough cooking, proper
temperature control and separation of raw and cooked foods to
prevent cross-contamination.
Everything that comes in
contact with foods needs to be
as clean as possible, including
dishes, cutting boards and utensils. Hands are no exception.
They are the number one vehicle for contamination and one
should always wash them for at
least 20 seconds with soap and
warm water before preparing
food and during preparation
if handling raw meat, fish or
eggs.
Dish cloths, towels and
sponges can be breeding
grounds for bacteria. Using
them to dry dishes, clean pots
and pans and wipe counters can
spread the problem throughout
the kitchen. The solution is to
launder cloths and towels frequently in hot water and soak
sponges in mild bleach solution
between uses, replacing them
every few weeks.
Food safety is an important
element in the cooking process.
Cooking adds to the flavor of
food but its main function is
to kill disease-causing microorganisms. To do this effectively, it is important to cook
until the internal temperature
reaches the recommended level
as shown on a meat thermometer. Meat, poultry, fish, egg
dishes and casseroles should be
cooked thoroughly in one operation. Do not start the cooking
process, interrupt it, and plan
to complete the cooking process later.
Bacteria tend to grow well
in the temperature danger zone
between 40⁰Fahrenheit and
140⁰ Fahrenheit, so to keep
foods safe and good to eat,
it’s important to maintain cold
foods below 40⁰ F and hot
foods above 140⁰F.
When serving food, keep the
two-hour rule in mind: Don’t
leave perishable foods at room
temperature for more than two
hours. In warmer weather,
reduce the amount of time the
food is not refrigerated. Instead
of putting large quantities of
food out on a buffet table at one
time, offer the food in smaller
serving dishes and replenish
September is National
Preparedness Month
Half of Virginians recently
surveyed by the Virginia
Department of Emergency
Management (VDEM) have
emergency supply kits in their
homes. September is National
Preparedness Month.
“All Virginians are encouraged to follow the lead and
get prepared for disasters and
emergencies during September,” said VDEM state coordinator Michael Cline. “What we
do ahead of time really matters. When families take steps
before emergencies happen,
they have a better chance of
avoiding injury and recovering
quickly.”
The survey also showed half
of Virginians have identified an
out-of-town friend or relative
for their family members to
contact in case they are separated during an emergency. “Set
aside time during September
to create a family emergency
plan. That one step could save
a lot of heartache,” Cline said.
The informal survey was
conducted by VDEM to help
evaluate citizen awareness
and readiness for natural and
human-caused
emergencies
and disasters. Some 430 adults
throughout the state participated. Some survey results
mirror previous research conducted by the agency.
“September is a great time
for even more people to get
ready because it is the height
of hurricane and flash flood
season in the Commonwealth,”
said Cline.
During National Preparedness Month, Cline encourages
citizens to take three simple,
low-cost steps to protect their
families:

supply kit contains essential
items to support a family for
at least three days. A kit should
include non-perishable food, a
manual can opener and about
one gallon of water per person
per day. Having extra cash or
traveler’s checks is useful if
power outages affect banking
institutions. A whistle that can
be used to signal for help and
dust masks that can filter air
can be included, and a batterypowered radio, flashlight and
extra batteries.

discussions about what to do
and who to contact if family
members are separated when
an emergency strikes. For
example, it is often easier to
call long distance during an
emergency due to overloaded
local phone lines. Each family
member should know where to
meet and who to call in case of
emergency.

emergency. Listen to local
media and use resources such
as ReadyVirginia.gov.

Security to promote National
Preparedness Month. More
than 1,200 national, regional,
state and local businesses and
organizations are part of the
fifth annual effort.
