Registration can be completed by calling Lori Windels at 218-367-6301, Monday through Friday from 8:30 a.m. and 4:30 p.m. or by email lwindels@co.ottertail.mn.us . Membership is based on the number of officers in your department. Cancellation Policy: Because spots for classes are limited in size agencies must notify Lori Windels a minimum of 2 days (48 hours) prior the start of the class that they will be unable to attend. Failure to do so will cost the department $25 for each non-cancellation. A waiting list will be established for cancellation replacements and will be filled by order of the waiting list for the class. This class will allow the students to utilize their judgmental abilities in how to handle a variety of nonlethal and lethal encounters. This program utilizes the officer’s use of force weapons to include chemical agents, taser, and handgun. Students will be evaluated on their judgment, justification, verbalization, and accuracy during the encounters. By incorporating classroom, dry run, and practical exercises, officers will be better prepared to detect and remove impaired drivers. Officers will learn the observable signs of seven major drug categories and what they will see when they encounter drivers under the influence of specific drugs. The course will address seat belt, child restraint and air bag history and development. Officers will learn the engineering designs that make these safety devices an important part of motor vehicles. Officers will be guided through the specifics about these safety devices and how they are protected both when they are occupants as well as when they respond to crashes. Officers will discuss enforcement techniques and requirements. Law enforcement, security practitioners, and federal employees face a growing threat from radicalized, antigovernment extremists, especially from lone offenders with the propensity to attack without provocation. The goal of SMART SECURITY is to provide law officers and security practitioners with a basic and/or advanced knowledge of the Sovereign Citizen Movement (SCM), and other like-minded, anti-government extremist ideologies. SMART SECURITY increases your knowledge and understanding of the movement and its’ ideology; familiarizes attendees with examples of paper terrorism tactics; gain insight into warning signs (visual and verbal indicators) and officer safety do’s and don’ts. Instructor: NeTia Richards coordinates a law enforcement training program housed at the Upper Great Plains Transportation Institute at North Dakota State University in Fargo, ND. She holds a Bachelor’s of Science degree in Criminal Justice with an emphasis on Criminal Offending. After completing a research externship focused on counterterrorism under Dr. Jarret Brachman she became the lead Researcher for the Sovereign Watch Program in 2009 until becoming the Program Coordinator in 2013. Bauman's research interests span security and transportation related issues. She has been a contributor to an online blog on transportation security threats and has been an invited guest contributor for Mass Transit magazine on several occasions. This is a no punches pulled presentation on Terrorism. The presentation is intended to provide an introduction to violent extremism and its nexus to terrorism, to include an understanding of radical Islam, sectarian division, Jihad in Islam and social disorganization that leads to destabilization in the Middle East, such as the Arab Spring. The presentation will also explore the underlying ideology of certain Middle Eastern terrorist and radical groups such as the Islamic State in Iraq and Syria (ISIS), HAMAS, Hizbullah, Boko Haram, the Muslim Brothers and others. Lastly, the presentation will examine the radicalization process for both domestic and foreign-born extremist, and how propaganda, social media and other non-traditional forms of messaging are influencing the next generation of potential terrorist. Instructor: Colorado Dept. Public Safety The instructor is a criminal intelligence Analyst working at the Colorado Information Analysis Center (CIAC). The focus is on Muslim Sunni, Salafist and Shia' radical groups and terrorist organizations. The Instructor is an American-Arab born and raised in Kuwait for fourteen years and has gained a tremendous understanding to the radicalization process and the ideology that exists in the Middle East while being exposed to religious, cultural and governmental differences in the region. The instructor is fluent in Arabic in ten different dialects. On good days we all go home safely but not every day is a good day. If you and your fellow officers have one of these bad days and someone gets hurt, do you know what to do? Do you have the mindset, the knowledge, and the equipment to rescue a downed officer and provide life-saving treatment? Attendees will get an overview of current recommended tactics and treatment techniques for response to low frequency / high risk events such as shootings and mass casualty events. In addition, attendees will receive an update of recommended response to high frequency / low risk events including vehicle collisions, heart attacks and other common life threatening conditions that law enforcement officers encounter. Based on the concepts Tactical Combat Casualty Care (TC3) and realistically adapted for law enforcement officers, this class offers training on how to rescue injured personnel from hostile environments and how to control bleeding, manage breathing and airways, and treat chest injuries. Learn how to be a warrior.. and bring others back. Instructor: Eric Dickinson is a Lieutenant with the Vinton (IA) Police Department and an Advanced EMT. He serves as adjunct faculty at Kirkwood Community College (Cedar Rapids, IA), and has been a frequent guest instructor at the Iowa Law Enforcement Academy (Johnston, IA) and for the Federal Law Enforcement Training Center’s (FLETC) Rural Policing Institute. He is a lead instructor for SAFETAC Training and received the 2014 Trainer of the Year Award from Law Officer Magazine. Eric instructs various topics related to officer survival, use of force, and emergency medical tactics. He holds instructor certifications in various topics including firearms, OC and ASP baton and has been trained as a wilderness EMT and tactical medic. Eric is the author of the book, The Street Officer’s Guide to Emergency Medical Tactics and has written more than 25 articles that have been published in various professional publications including the Journal of EMS (JEMS), Law Officer magazine, and The Firearms Instructor. This course covers interviewing concepts, guidelines and techniques. This course will cover the RIP Technique of interviewing and describe how the technique works, directing the interview, and complex interviews. This course is for everyone from the new officer to the seasoned officer who want to learn how to adapt their existing interview skills to a recording environment, and are looking for more sophisticated techniques with consistent interview results. This is done through a 5 step program that focuses on: Identifying armed individuals through body language indicators, identifying armed individuals through clothing indicators, street level interrogation skills, street level lie detection skills and identifying assaultive indicators through body language and verbal indicators. Instructor: Master Trooper Donald Kirk Hensley has been with the North Carolina State Highway Patrol since November 1994. Trooper Hensley is the primary instructor with the North Carolina Highway Patrol Training Academy for the Basic Law Enforcement Course, specializing in Defensive Tactics, Officer Survival, and Electronic Control Device (Taser). Trooper Hensley, on his own time, did extensive research for the Surviving the First Three Seconds class. This course has been taught across the United States & is now an exclusive course with SAFETAC Training. Trooper Hensley was chosen as the Troop G Trooper of the Year for 2011 and 2007, and was nominated for the North Carolina State Highway Patrol Trooper of the Year for 2011. He was also nominated for the Anti-Defamation League SHIELD Award for 2011. Trooper Hensley is widely popular at conferences across the world. Plaintiffs’ attorneys have changed their tactics, are receiving training, and are cooperating against law enforcement at a level never before seen. Jurisdictions are losing cases where officers achieved proper conduct, but failed to take those steps necessary to prove their actions where reasonable. After training thousands of veteran officers throughout the nation, this training has proved to be extremely effective in limiting civil liability in force incidents. The seminar provides specific articulation points necessary to prove proper conduct, as well as checklists for force report writing and the documentation of evidence critical to the officer and agency’s case. This course will provide the officer with practical skills needed in the present legal and political climate to respond with reasonable force in the arrest of a suspect, and then articulate that force in order to prove proper conduct. It may take officers days, months, or even years to comprehend the illicit driving behavior of criminals. Detecting unusual driving behavior within seconds as a vehicle passes by can be a hard concept to recognize. Understanding of behavioral analysis is essential for all officers both in the field and during a criminal investigation. This course will help officers with understanding smuggling trends, modification of vehicles, knowledge of their area of operation, and types of hidden compartments utilized by Drug cartels and other criminal organizations to transport their illegal narcotics and currency across the United States. This training will be conducted on a state of the art pneumatic turning target range. This course will include simulated stress shooting drills, reloading, drawing and target engagement drills. The suicide crime scene is one of the most difficult crime scenes to investigate. This crime scene carries with it the temptation to make a determination of the cause of death as suicide, long before the facts and available evidence can support that determination. The emotional impact of suicide on the surviving family members and friends makes this scene even more difficult to investigate than some homicide scenes. No one wants to believe that someone they loved has resorted to an act of self-destruction. Rather than face this unpleasant truth, surviving family members and friends will believe that the investigator has reached the wrong conclusion. They believe that the investigation was conducted poorly, incompetently, or unprofessionally. The officer conducting this investigation needs to be ready to have his or her work questioned by the surviving family of the victim. A crime scene that has been processed correctly will assist the officer and agency in answering those difficult questions.
