I. Introduction
1. Preface
The 17th Asian Games will be held in Incheon, Korea starting from September 19th to
October 4th 2014.
The Asian Games is an exclusive property of the Olympic Council of Asia (OCA) where
the members of OCA come together to enhance the ability of Asian athletes and promote
mutual understanding through fair competition. It is the multi-sport festivity within the
Asian region held every 4 years.
This publication, both in English and Korean languages in the form of hard and soft
copies, provides the general information about the Olympic Council of Asia, the Member
countries, Incheon Asian Games Organizing Committee and overview of the 17th Asian
Games Incheon 2014 as well as introduction of Korea, the Host Country and Incheon, the
Host City. This publication also contains the technical information for Football Sport in
the 17th Asian Games Incheon 2014, which is the most important.
It is our honor to provide this Technical Handbook before the start of the 17th Asian
Games Incheon 2014. This handbook will serve an important role to all the participating
officials and athletes.

1.4 Emblem
•Embodied 'A (initial of Asia)' into a human form to
dynamically illustrate Asians hand-in-hand and soaring
with wings.
•The image of moving towards the bright sun (symbol of
OCA and Asian Games) symbolizing constant movement
towards a bright future.
•Implies a message of hope for Asians to build friendship
and harmony through the 2014 Incheon Asian Games, and
for people across the globe to participate in the festival.
1.5 Mascots
Personification of three harbor seal brothers and sister,
very rare species, living in the Baekryong Isles, located on
the western Korean peninsula. They call themselves,
Vichuon (Light), Barame (Wind), and Chumuro (Dance).
These seals roam freely between two Koreas beyond the
ideology and conflicts, therefore carry the desire for unity,
which Asia has longed for.
2. Accreditation and Validation
Asian Games Identification and Accreditation Cards (AGIAC) will act as an entry visa to Korea
and ensure special access to the Games venues including the HQ Hotel and competition
venues. IAGOC will distribute Accreditation Guide and Accreditation Application Forms to
Accreditation Responsible Organizations by December 2013. The online Accreditation System
will open on December 1, 2013. The deadline for the submission of the application forms is
April 30, 2014. IAGOC will distribute the Pre-valid AGIAC to the confirmed participants from
August 2014. Upon the arrival in Incheon, pre-valid AGIAC holders should visit one of the
accreditation centers with their effective identification documents and validate their pre-valid
AGIAC. Once validated, AGIAC becomes an official Games document.

3. Immigration and Visa
From August 20 to October 19, 2014, AD Card holders will be permitted multiple entries into
Korea upon presentation of their valid passports or travel documents. AD Card holders will not
need to apply for a Korean Entry Visa or Residence Permit in order to enter the country
(Provided that the press are allowed to enter Korea without visa for 90 days, from July 22, 2014
to October 19, 2014, which can afford every facility for the press).
Any AD Card holder wishing to enter Korea before or after the valid period of the AD Card, or to
remain in Korea after its expiry date, will need to make their own arrangements regarding
visas according to Korean immigration law.
AD Card holders should ensure that the information on their valid passport when entering
Korea is exactly the same with the information on the certified document used for application
for AD Card, and that their passports remain valid at least until October 19, 2014.
4. Transportation
4.1 Transport Services for Arrival and Departure
Shuttle Bus Services will be provided for arriving and departing athletes and team officials,
depending on arrival and departure information and flight schedule. Before departure, Shuttle
Bus Services require advance reservation.
4.2 Dedicated Vehicle Services
Dedicated Vehicle Services will be provided between Athletes' Village and the designated
areas, depending on team events and on the size of NOC participants. Dedicated Vehicle
Services require advance reservation and approval.
4.3 Transport Services for Competitions (for non-team events)
Shuttle Bus Services for athletes and team officials participating in non-team events will be
provided between Athletes' Village and the competition venues as per the competition
schedule.
4.4 Transport Services for Training (for non-team events)
Shuttle Bus Services for athletes and team officials participating in non-team events will be
provided between Athletes' Village and the training venues as per the training schedule.

4.5 Transport Services for Spectating
The AV-to-venues shuttle will be provided to athletes and team officials wishing to watch other
sport competition events. The service is also available to all athletes and team officials who are
involved in the same events: priority, however, will be given to athletes and team officials
participating in their own events.
※ Tickets are required for spectating.
4.6 Transport Services for Luggage
The luggage belonging to athletes and team officials should, in principal, be loaded onto the
bus they take. If not possible due to insufficient storage space, another vehicle will be provided
to the destinations.
5. Accommodation
During the Games time, over 13,000 athletes and team officials including extra officials will be
accommodated at Incheon Guwol Asiad Athletes' Village located in Incheon. Pre-opening of
Athletes' Village will be on September 5, 2014. The Athletes' Village will officially be open on
September 12, 2014 and will close on October 7, 2014. A variety of amenities and recreational
facilities will be offered for the Games family at Athletes' Village. For the sake of the safety,
separate signage is required for entering the area.
6. Media
6.1 Mixed Zone
The Mixed zone is an area in which athletes may be interviewed as soon as they leave the field
of play. The Mixed Zone is designed to permit the broadcasters and press to interview athletes
in a designated area near the field of play. In accordance with OCA's rules, all athletes must
pass through the Mixed Zone. Mixed Zone interviews are recommended within limited time
each to let the broadcasters and press to have an equal opportunity to speak to the athletes.
The AFs and IAGOC Sports Operations Team will provide all necessary assistance to ensure
the convenience of Mixed Zone.

6.2 Press Conference
After each event, the designated medalists will attend a press conference at the venue as well as
coaches if circumstances dictate. They should accompany to the press conference room.
Medalists press conference will be held right after the medal presentation ceremonies at the venue.
Sports operational staff will bring athletes to the press conference room.
Translation services will be provided with English and Korean during the press conferences at the
venues. If medalists do not speak English or Korean, NOCs are requested to assign an interpreter
with the medalists attending the press conference.
7. Medical Service
Medical stations for athletes will be installed at all competition venues and training facilities.
On-site medical treatment and emergency transfer service will be provided during operating period.
Polyclinic in the Athletes' Village will provide treatment and consultation by professional medical
staff across the departments of internal medicine, general surgery (including orthopedics),
ophthalmology, stomatology, medical imaging, physical therapy, pharmacy, etc.
It will also have an emergency room open 24 hours a day, with stand-by ambulances. Any patient
who needs further diagnosis and treatment will be transferred to designated hospitals of the
Games.
Where accredited persons including OCA Family VIP guests, NOC guests suffer from acute
diseases, acute exacerbations of chronic diseases or acute injuries, they can receive treatment in
Polyclinic or designated hospitals for free of charge. Services may include emergency treatment,
in-patient service, special consultation and ambulance transfer, if required. However, free medical
services will not include selective or unnecessary treatment.

8.2 Incheon in brief
Introduction to Incheon
The name "Incheon" was first used in the late Goryeo Era. Before then, Incheon was called
"Michuhol" in the Baekje Era. Incheon was the first city to experience civilization through trade,
religion and education. The constant foreign invasions eventually made the people of Incheon
realize the importance of modern education and search for international experiences. After the
construction of Gyeongbu Expressway, Incheon's geographic importance in exchanges with
China was realized and Incheon International Airport, one of the world's most advanced
airports, was built on Yeongjong Island, making Incheon the hub of Northeast Asia. In addition,
Incheon Free Economic Zone was designated in 2003 and now is an international city.
Transportation
The so-called Penta-port City, Incheon has a superb traffic infrastructure with unparalleled
accessibility. It features the world's finest Incheon International Airport, Incheon Port, the 1st and
2nd Gyeongin Highways, the West Coast Highway, the Yeongdong Highway, and the Seoul Outer
Beltway. Incheon is also geographically close to Seoul, and the two cities are well connected.

9. Weather Condition
Korea is geographically situated in the Far East of Northern Hemisphere. It has a moderate
climate and is characterized with distinctive four seasons such as spring, summer, autumn
and winter.
Incheon is located in the mid-west of the Korean peninsula with an average sea level low,
abutting the west sea. Incheon has a relatively dry climate and is also greatly affected by
seasonal winds.
The average annual temperature is approximately 12.1℃, with an average rainfall of 1,234.4㎜
and relative humidity of 69% respectively.
It is said to have a pleasant climate condition, a small rainfall and long sunshine hours while
approaching the end of September. It is an optimum weather for athletes to play and perform
in its best weather condition.

The Football competition will be held from September 14 to October 2, 2014 at Incheon
Worldcup Stadium, Incheon Football Stadium, Ansan Wa Stadium, Goyang Stadium, Hwaseong
Sports Complex Main Stadium and Namdong Asiad Rugby Field.

6. Technical Regulations
6.1
The Football competition of the 17th Asian Games shall be conducted inaccordance with the
Laws of the Game laid down by the International Football Association Board and published by
FIFA and other relevant Rules and Regulations.
In case of any disagreement in the language interpretation of the rules and regulations, the
English version shall prevail. Any unforeseen cases not covered by the regulations and rules
shall be resolved as follows:
· General issues: Resolved in accordance with the OCA Constitution and Rules
· Technical issues: Resolved in accordance with the FIFA and the AFC Rules and Regulations
6.2
Only three substitutes listed on the Match Starting List may take part in the Match. A player who
has been substituted out may take no further part in the Match.
6.3
If there are fewer than seven players on either of the teams, the Match shall be abandoned. In
this case, the Disciplinary Committee shall decide on the consequences.
7. Match Duration
7.1
Each Match shall last ninety (90) minutes, comprising two periods of forty-five (45) minutes, with
an interval of fifteen (15) minutes in between from the whistle ending the first period to the
whistle starting the second period.
7.2
If the result is level at the end of normal playing time during the knock-out stage matches from
the round of 16 (for men) / quarter-finals (women) up to the final, extra time shall be played.

7.3
There shall be no extra time for the third placing (bronze medal) play-off matches if the result is
level at the end of normal playing time, kicks from the penalty mark shall be taken to determine
the winner.
7.4
The extra time shall consist of two (2) periods of fifteen (15) minutes each, with an interval of five
(5) minutes at the end of normal playing time, but not between the two periods of extra time.
8. Determining the Winner by Penalty Kicks
8.1
If the result is still a draw after the two periods of extra time, penalty kicks shall be taken to
determine the winner, in accordance with the procedures described in the Laws of the Game.
8.2
If the taking of kicks from the penalty mark cannot be completed because of weather conditions
or for other reasons beyond control, the results shall be decided by the drawing of lots by the
Referee in the presence of the AFC Match Commissioner and the two team captains.
9. Cancellation of Matches
9.1
If the Match cannot commence on time due to Force Majeure or any other incidents such as,
but not limited to, the field is not fit for play, weather conditions, floodlight failure, etc. the
following procedures must be followed:
A)The Match must first be delayed for a minimum of 30 minutes, unless the Referee decides
that the Match can commence earlier, before a decision to reschedule the Match is taken.
B)At the discretion of the Referee, another delay of a maximum of 30 minutes shall be allowed if
in his opinion this extra period of delay will allow the Match to commence. Otherwise, at the
end of this second 30 minute period, the Referee must declare the Match to have been
cancelled.

C)In the case of a cancelled Match, the AFC shall decide within two hours of the Referee’s
decision to cancel the Match whether the Match can be rescheduled, taking sporting and
organizational considerations into account, or whether any other action and decision is
needed to continue with the Competition. Any disciplinary sanctions resulting from the
cancelled Match shall remain in force.
9.2
No appeals may be lodged against decisions stated in Art. 9.1
10. Abandonment of Matches
10.1
If the Match is stopped by the Referee before the end of normal time or during any extra time
because of any Force Majeure or any other incidents such as, but not limited to, the field is not
fit for play, weather conditions, floodlight failure, etc. the following procedures must be followed:
A)The Match is automatically suspended for the duration of 30 minutes to allow conditions to
improve sufficiently to restart the Match, unless the referee decides that the Match can be
resumed earlier.
B)At the discretion of the Referee, another suspension of a maximum of 30 minutes shall be
allowed if in his opinion this extra period of suspension will allow the Match to be resumed.
Otherwise, at the end of this second 30 minute period, the Referee must declare the Match to
have been abandoned.
C)In the case a match is abandoned as a result of force majeure for any reason after it has
already kicked off, the match shall recommence with the same score at the minute at which
play was interrupted rather than being replayed in full.
The following principles shall apply to the recommencement of the match:
·the match shall recommence with the same players on the pitch and substitutes available as
when the match was initially abandoned
·no additional substitutes may be added to the ‘Match Starting List’
·the teams can make only the number of substitutions to which they were still entitled when
the match was abandoned

·players sent off during the abandoned match cannot be replaced
·any sanctions imposed before the match was abandoned remain valid for the remainder of
the match
·the kick-off time, date (foreseen for the following day) and location shall be decided by the
AFC
·any matters requiring further decision shall be treated by the AFC
10.2
No appeals may be lodged against decisions stated in Art. 10.1
11. Competition Format
11.1 Stage 1 (Group Stage – League System)
A)Men's tournament: 28 teams will be divided into seven groups.
Women's tournament: 12 teams will be divided into three groups.
B)Three points will be awarded for a win, one point for a draw and zero point for a loss. When
there is a draw, no extra time or kicks from the penalty mark will be played.
C)In the Matches of Stage 1, the ranking in each group is determined as follows:
i. Greater number of points obtained in all group Matches;
ii.If two or more Teams are equal on the basis of the above criterion, their places shall be
determined as follows:
(a)Greater number of points obtained in the group Matches between the Teams concerned;
(b)Goal difference resulting from the group Matches between the Teams concerned;
(c)Greater number of goals scored in the group Matches between the Teams concerned;
(d)Goal difference in all the group Matches;
(e)Greater number of goals scored in all the group Matches;
(f)Kicks from the penalty mark if only two Teams are involved and they are both on the field of play;
(g)Fewer score calculated according to the number of yellow and red cards received in the
group Matches;
(h)Drawing of lots

11.2 Stage 2 (Knock-out Stage – Men)
A)Men's Round of 16: The teams ranked first and second in each group qualify for the round of
16. One best 3rd placed team in group A, E, F and one best 3rd placed team in group B, C, D
will qualify for the round of 16 via wildcard entry.
B)The matches shall be played in accordance with the knockout system. The matches shall be
played as follows:
F1 vs D2, D1 vs A,E,F3, G1 vs E2, E1 vs C2, C1 vs B2, A2 vs F2, B1 vs G2, A1 vs B,C,D3
C)Men's quarter-finals: The eight winning teams of the above matches will qualify for quarterfinals. The matches shall be played as follows:
- Winner 1 : Winner (D1:A,E,F3) vs Winner (A1:B,C,D3)
- Winner 2 : Winner (G1:E2) vs Winner (A2:F2)
- Winner 3 : Winner (F1:D2) vs Winner (C1:B2)
- Winner 4 : Winner (E1:C2) vs Winner (B1:G2)
D) Men's Semi-finals: Winner 1 vs Winner 2 and Winner 3 vs Winner 4
E) Men's play-off for third place: Loser Semi-final 1 vs Loser Semi-final 2
F) Men's final: Winner Semi-final 1 vs Winner Semi-final 2
11.3 Stage 2 (Knock-out Stage – Women)
A)The top two teams in each group and two best third placing teams among all the groups (total
eight teams) will qualify to the quarterfinals.
B)The matches shall be played in accordance with the knock-out system. The winners of the
quarterfinals will advance to the semifinals and the winners of the semifinals will advance to
the final, and the losers of the semifinals will play for the third and fourth place.

12. Sport Entries
12.1 Eligibility
-Only the OCA Member NOCs are entitled to send athletes to participate in the Football
competition of the 17th Asian Games.
-Only athletes who comply with the OCA Constitution and Rules and its Bye-laws are entitled to
participate in the Football competition.
12.2 Entry Timeline
- Entry by Sport - Deadline: 24:00 October 31, 2013 (Seoul Time, GMT +9)
- Entry by Number - Deadline: 24:00 June 20, 2014 (Seoul Time, GMT +9)
- Entry by Name - Deadline: 24:00 August 15, 2014 (Seoul Time, GMT +9)
12.3 Entry Policies
- Team Events : Each NOC may enter only one (1) men's team and one (1) women's team.
- Total : Each NOC may a maximum of twenty (20) men players and eighteen (18) women players
in Football.
※ Age restriction:
-In Men's Football competition, only players born on January 1, 1991 or after are eligible to
take part in the competition. However, a maximum of three (3) players who are older than the
stipulated age limit may also be included in the official list of players.
-In Women's Football competition, there is no age restriction for the players.
※For all players, only the individual passport shall be proof of nationality.
※Participating teams must be from National Association which are affiliated to the AFC and
FIFA, and which belong to an NOC affiliated to the OCA. No team shall be permitted to play a
match against a team of an association not affiliated to FIFA without the consent of FIFA.
※NOCs that withdraw their athletes or teams after the submission of the final entries by
name and Team Sport Draw will be faced with disciplinary action by the OCA EB.

13. Team Registration
13.1 Number of Players Constituting Each Team
Each team shall consist of a maximum of 20 players (men) and 18 players (women).
The final registration of the 20 players and 18 players above (out of the maximum number of
players registered in the final entry form (Entry by name) shall be registered at the Match
Coordination Meeting. The status of team officials shall be decided later.
Once the final registration of 20 players and 18 players have been submitted and received by the
Match Commissioners, participating Teams can still replace any of these players on any
grounds, up until six (6) hours before their first Match in the Competition. There shall be NO
replacement of players after the stipulated time above for the entire competition.
Each team may, for the duration of the competition, use any of the 20 players and 18 players
registered at the Match Coordination Meeting.
13.2 Match Starting List
The Team must hand the ‘Player Selection List’ with the names of 11 players who will start the
Match and other players who are designated as either substitutes, suspended or not playing, to
the Match Commissioner at least 90 minutes before the kick-off of their Match. The team
captain must be identified on the ‘Player Selection List’. The Match Commissioner will then
produce the ‘Match Starting List’, which must be signed by the Head Coaches of both Teams.
The Match Commissioner will ask to see the Accreditation cards and uniforms of the players
whose names are listed on the ‘Match Starting List’. Each player participating in the Match must
be in possession of their Accreditation Card. Only those players who are in possession of an
Accreditation Card are entitled to play in the Matches.
After the ‘Match Starting List’ has been completed and signed by both Teams and returned to
the Match Commissioner, and if the Match has not yet kicked-off, the following instructions
apply:
A)If any of the 11 players listed on the Match Starting List selected to start the Match are not
able to start the Match for any reason, they may be replaced by any of the substitutes listed
on the Match Starting List. During the Match, three players may still be replaced.
B)The replaced players shall no longer be eligible to participate in the match.

14. Withdrawals, Walkovers and Abandoned Matches
14.1 Withdrawals
Participating teams shall play every match until they are eliminated.
Teams that withdraw after the draw for the groupings and the match schedule have been made
will be fined and sanctions will be imposed on them.
14.2 Walkovers
In the group competition, should any team give a walkover by failing to play a match through default,
then the opposing teams shall be awarded three points and a score of three goals to zero (nil).
14.3 Abandoned Matches
If a match has been suspended as a result of incidents (walkouts by teams), the Tournament
Committee must meet within 24 hours of such incidents and determine the action to be taken.
Should it be necessary to award a match to an opponent, three points shall be awarded with a
score of 3-0 or possibly more if the score at the time of stoppage showed a greater number of
goals for the team declared the winner.
15. Technical Officials
15.1 Technical Officials, Disciplinary Committee & Appeals Committee
AFC shall appoint Referees and Assistant Referees from the official FIFA List of international
Referees and Assistant Referees
The AFC shall appoint the Members of the Disciplinary Committee and Appeals Committee.
※AF/IF has the right to appoint the Technical Delegate and ITOs in coordination and approval
of OCA. In case of violation of the IF/AF Rules and Games Rules and Regulations by any
participant, the OCA has the right to revoke the AD Card and propose change of the person
to the concerned party.

17. Disciplinary Measures and Appeals
Disciplinary measures and appeals are dealt with in compliance and in accordance with these
Regulations, the AFC Statutes, AFC Disciplinary Code, AFC Code of Ethics and relevant AFC
Circular(s).
The AFC Disciplinary Committee may impose disciplinary measures for any violations of these
Regulations (unless otherwise under the jurisdiction of any other body), AFC Statutes, AFC
Disciplinary Code, AFC Code of Ethics and relevant AFC Circular(s).
An appeal may be lodged to the AFC Appeal Committee against any decision passed by the AFC
Disciplinary Committee, unless otherwise as stated under the AFC Disciplinary Code.
18. Indiscipline and Violent Conduct
Any player or official reported for indiscipline or violent conduct anywhere in the stadium
including but not limited to the field of play, the changing rooms, at the Training Sites and in the
hotels shall be dealt with by the AFC Disciplinary Committee in accordance with these
Regulations (unless otherwise under the jurisdiction of any other body), the AFC Statues,
Disciplinary Code and Code of Ethics.
19. Cautioned or Dismissed from the Pitch
19.1
A player who receives two cautions (yellow cards) during the Competition shall automatically
be suspended from the Match following the Match in which he received the second caution.
19.2
Single yellow card received in the matches of Group stage, Round of 16 and Quarter-final will
not be carried forward to the Semi-Final match of the Competition.
19.3
A player and/or official who was sent off during the Competition shall automatically be
suspended from the Match following the Match in which he or she was sent off. If the player
and/or official was sent off in his or her team’s last Match in the Competition, the suspension will
be carried forward as indicated in the AFC Disciplinary Code.

19.4
Any player and/or official who was sent off during the Competition shall remain suspended from
further play until his or her case has been decided by the AFC Disciplinary Committee.
19.5
A suspended player and/or official shall not be allowed on the substitution bench and technical
area.
19.6
Each Team shall bear the responsibility of monitoring the cautions and/or suspensions received
by its players and officials and to ensure that all players and officials registered and/or fielded
during the Competition are eligible to play.
20. Protests and Appeals
20.1
Subject to the following provisions, protests include objections of any kind to occurrences that
have a direct effect on matches organized in the competition (e.g. state and marking of the
pitch, accessory match equipment, eligibility of players, stadium installations, footballs, etc).
20.2
Unless otherwise stipulated in this article, protests shall first be submitted in writing to the AFC
Match Commissioner within two hours of the match and followed up immediately with full
written report, including a copy of the original protest, to be sent in writing to the AFC
Secretariat.
20.3
Protests against any incident that occur during the course of a match shall be made to the
referee by the team captain immediately after the disputed incident and before play has been
resumed. The protests shall be confirmed in writing to the AFC Match Commissioner by the
TeamManager or Head of Delegation no later than two hours after the match.

20.4
No protests may be made against the referees’ decisions regarding facts connected with play,
such decisions being final.
20.5
All protests, to be official, must be in writing and must be accompanied by a fee of USD 500 (five
hundred US Dollars only). If an unfounded or irresponsible protest is lodged, the body
responsible may impose a fine and the protest fee of USD 500 (five hundred US Dollars only) will
be forfeited.
20.6
Protest shall be sent to the officials concerned within the stipulated time limit, otherwise they
will be disregarded.
20.7
Once the final match of the Football competition of the 17th Asian Games has ended, any protest
shall be disregarded.
20.8
All appeals related to the technical sides will be the responsibilities of the International and Asia
Federations.
※Any Athlete/NOC can appeal to CAS, in case he feels that there is violation of IF/AF
Technical Rules or OCA Constitution which is not related to reversing the decision of the
referee or result.
21. Equipment and Clothing
Equipment and facilities will be in accordance with the Regulations and specifications set by
OCA, IAGOC and FIFA Constitute and Rules. If any equipment submitted infringes any of the
Equipment Regulations and/or event Regulations, the Technical Committee will require the
Teams to take corrective action.

21.1
Each team shall submit to IAGOC two set of jersey colours together with the entry. The official
jersey colour shall be noticeably different from and contrast with the colours of the reserve
jersey (shirts, shorts and socks). The goalkeepers shall wear colours contrasting with those of
the two teams and the referee.
Teams are required to wear the colours as allocated by the Match Commissioner. Teams must
bring both set of jerseys shall be taken to every match. If thermal shorts are used, they shall be
the same colour as the main colour of the shorts.
21.2
Throughout the competition, each player shall wear the number allotted to him or her on the
Final Entry (Entry by Name) List. None of the numbers may contain advertising, design features
or other elements.
21.3
The player’s name or popular name, not exceeding 7.5cm in height, shall be affixed above the
number on the back of the shirt and shall be clearly legible. The lettering shall be in capitals and
contain no advertising, design features or other elements.
The AFC Equipment Regulations governing the sports equipment and the colours to be used by
players, goalkeepers and team officials at the competition apply to any article worn or
equipment used by a participating national association.
22. Doping Control
Doping Control during the 17th Asian Games will be conducted in accordance with OCA AntiDoping Rules applicable to the Asian Games and will follow the standard sand procedures
under the World Anti-Doping programme.
IAGOC, in collaboration with the medical committee of the OCA will have in place the resources
to assist in the investigation of any cases of disorders of sexual determination, should the need
arise. The need for such tests and the processes to be followed will be as per the rules/
procedures laid down by the OCA.

23. Victory Ceremony
Gold, silver and bronze medals will be awarded to the top three teams of each event
respectively.
Fifteen minutes before the Victory Ceremony starts, the medalists shall be escorted to the
Waiting Area to get ready for the ceremony. Medalists must wear their NOC official uniforms.
24. Media Interview
All athletes should pass through the Mixed Zone. Athletes and/or coaches should attend press
conferences and interviews when there are interview requests for them.
25. Sport Information Center (SIC)
All sport-specific information for Football will be available at the sport information desks. They
are located at the competition venue and at the Sport Information Center (SIC) in the Athletes'
Village.
26. Matters Not Provided For
Any matters not provided for in these Regulations and any cases of force majeure shall be
decided by the Technical Committee in cooperation with the OCA and AFC. All decisions shall
be final and binding and not subject to appeal.
27. Approval of the Technical Handbook
The Technical Handbook for Football has been approved by the Asian Football Confederation
(AFC) on November 20, 2013.
