This camp must comply with regulations of the Massachusetts Department of Public Health (105 CMR 430.000), and be licensed by the Boston
board of health. Information on 105 CMR 430.000 can be obtained at (617) 983-6761. Parents may request copies of camp policies on discipline,
background checks, and health care, and grievance procedures from the camp operator. Prior to admitting a child to the camp, parents shall be
provided a copy of the policy pertaining to the care of mildly ill campers, administration of medication and the procedures for providing emergency health care. A complete copy of the policy shall be furnished to parents upon their request.

Dear Project Destiny Campers and Families,
Welcome once again to our summer camp! The Planning Team has assembled
this Family Handbook in order to better serve you with the information you need
about Project Destiny’s program, schedules, policies, and procedures, as well as information about related year-round opportunities for youth and adults at Boston Chinese
Evangelical Church. It is our hope that you will be able to use this resource to help you
connect with your child’s summer experiences at camp, or to find out more about
BCEC, or just to flip to the schedule page or the calendar page to find out where we
will be heading for our next field trip! It will also help you to quickly access answers to
any questions you might have.
We’re very excited to begin our 23rd season of Project Destiny. PD began in
1994 when the pastors at BCEC recognized that there were very few summerenrichment opportunities in Chinatown for students in the middle grades. Out of that
call, several members of the church responded to form PD. They designed a curriculum
that combined academic classes with fun field trips, enriching experiences, and a
warm, caring environment. Then, as now, the counselors were all volunteers who
served the community out of gratitude for how much Jesus Christ loved them. It continues to be our goal today that, in addition to having a fun and enriching summer,
students and families who come to PD will be able to get a sense of God’s great love
for them as well.
As you get to know PD and BCEC, we hope you will consider some of the sections in this book about the year-round programs we offer, such as our Project Destiny
Autumn to Spring, or one of the regular youth groups (TWR ), or even our Saturday
English and Citizenship classes for adults. We would love to continue our relationship
with your family for more than just one summer!

Year Round at BCEC
Teen Fellowship (Grades 9-12) and “Teens With a Reason” (TWR) (Grades 6-8)
Fridays, 7:30 PM, 249 Harrison Avenue, Boston
Meet in church basement.
Teen Fellowship (TF) and Teens With a Reason (TWR) gather weekly for a time of music, games, Bible study, and small groups. This is the ideal “starting place” for guests
looking for a church or for those who are exploring Christianity. Throughout the year,
there are special events, conferences, and sports leagues.
Summer Teen Conference (STC)
August
After the end of Project Destiny, campers are invited to join the BCEC youth fellowships for Summer Teen Conference. During this weekend conference in Maine, the
youth will enjoy worship, talks, small group sharing times, as well as various outdoor
activities like kayaking, swimming, archery, and rifelry
Project Destiny Autumn to Spring (PDAS)
September to June
Project Destiny Autumn to Spring is an afternoon program that runs throughout the
school year at Boston Chinese Evangelical Church in the heart of Chinatown for youth
in grades 6-12. Every afternoon starts off with homework time, and tutoring from a
counselor will be available. There will also be fun labs. On top of all that, we have several field trips that make Project Destiny Autumn to Spring a great opportunity to have
fun and spend time with new friends and counselors!
Community English Class and Citizenship Class for adults
Saturday, 9:00 AM - 12 noon
September-December, March-June
English classes to help new immigrants learn everyday English. All levels available. Citizenship classes help immigrants applying for US citizenship to prepare for the naturalization interview.

Travel procedure: Mode of transportation on field trips will vary depending on the
location. Campers will stay in their small groups with counselors when Traveling on the
subway or on a school bus.

Lab and ProjX
Labs are taught twice a week during the entire duration of the camp. During the labs,
the campers have a chance to experience new topics in a hands-on manner.
ProjX are taught twice a week, where campers will have a chance to explore various
activities and ultimately create a final product for the parents and families to enjoy at
the end of camp. In previous years, ProjX classes have included drama, street fair, and
claymation. Campers enroll in one lab for the whole summer.
Lunch/Snack Information
The City of Boston and the Summer Food Service Program provide lunches for all
campers. Lunches will be delivered by the city each day to ensure freshness and to
maintain the nutritious value.
However, campers may bring their own lunches. Please let the Project Destiny staff
know if your child will bring lunch so that we can properly store it at a safe temperature.
Healthy Snacks are served daily to the campers in the afternoon.
Project Destiny Staff
The Project Destiny staff is comprised of senior counselors, junior counselors, interns,
and the planning team, the majority of whom are members of BCEC. The entire staff
works as volunteers to run the summer camp, receiving more than 75 hours of training
prior to the start of camp. The camp performs background checks on all of the staff for
any past Criminal or Sexual Offenses.
Senior Counselors are 18+ years old Christians who will be teaching classes and leading
small groups. They are mostly college students and have a heart to be with youth this
summer.
Junior Counselors are 16-18 years old high school students who want to spend their
summer being a big brother/sister to the campers. They will be mainly supporting the
senior counselors with classes and small group, as well as supporting the camp in various duties.
Interns are administrative assistants, who are on site to help with office administrative
work as well as assisting the directors with various camp tasks.

Absences, Late Arrival,
Early Dismissal Procedure
a. If a camper is sick and cannot attend camp, a parent should call
(617) 357-5539 to notify the Project Destiny staff. Unless notified, a camp
staff will call home if the camper is absent. Campers are expected to arrive
on time at 9:00AM.
b. If a camper has an appointment and will arrive late, s/he must bring a
written note explaining the reason and time of arrival at least 2 days prior
to the appointment.
c. If a camper has an appointment during camp hours, s/he must bring a
written note explaining the reason and time of pick-up and return to camp.
If the camper is to go unaccompanied, it should be explained in the note.
Camper Dismissal
Campers shall be released and signed-out from camp only by the following
methods:
a. Sign-out and released to their parents
b. Sign-out and released to an individual designated in writing by the
camper’s parents
c. Sign-out and depart on their own by walking or MBTA if previously
authorized by their parents on the Pick Up Authorization Form, and only if
written approval has been obtained from the Department of Health. Only
campers 12 and older are allowed to sign-out and depart on their own.

General Camp Rules:
a. No swearing, stealing, fighting, gambling, or other disruptive behavior.
b. No alcohol, drugs, weapons, cigarettes, or other regulated substances may be brought
to camp.
c. No playing or trading cards, no portable game systems, no portable MP3 or CD players
and cell phone use during camp hours.
d. Students cannot leave the church building without proper permission.
e. Students are expected to participate in all activities and be supervised at all times.
Project Destiny reserves the right to modify the rules to ensure safety of campers and
effectiveness of running the day camp. Detailed camp rules are listed in the camper handbook. Upon any misbehavior or violation of stated camp rules, counselors will follow the
procedures below to discipline the camper (except otherwise noted in the camp rules):
a. For issues not explicitly mentioned in camp rules, we will talk to the camper to discuss
the infraction. This will include a firm verbal warning.
b. Time out from program activities.
c. Contacting parents / legal guardians to inform them of the misbehavior of the camper
and warn them about suspension upon repetition of infraction.
d. Actual suspension, which may include temporary or permanent suspension, will be
enforced depending upon the nature of the misbehavior.
Under no circumstances should the following prohibitions be
violated in disciplining campers:
a. Corporal punishment, including spanking, is prohibited.
b. No camper shall be subjected to cruel or severe punishment, humiliation, or verbal
abuse.
c. No camper shall be denied food or shelter as a form of punishment.
d. No camper shall be punished for soiling, wetting, or not using a toilet.
Contingency Plan for
Campers and Pick-Up
a.
If a camper fails to arrive at the dismissal location, then the camp director will conduct
a thorough search of the camp premises. If the camper cannot be located, the Lost
Camper Plan procedures will be initiated.
b. If a camper’s authorized pick-up individual(s) fails to arrive at the dismissal point, camp
staff will follow procedures for contacting parents and emergency contacts. If, after a
reasonable length of time, the parent/legal guardian or emergency contacts are unable
to be contacted, camp staff will contact the Department of Children and Families.
The above (b) does not apply if the parent has given prior authorization for the child to sign
out from camp and return home on his or her own.

counselor should accompany camper to emergency facility. Take child's file to

Plan For the Care of Ill Campers in the Center
Mildly ill campers will be given the opportunity to rest. Campers with contagious diseases, serious illnesses, or reportable diseases will be picked up by parents. Before a
camper returns to the program, a physician's letter stating that the camper is no longer contagious and is well enough to go back to the program is required.
Administration of Medication
a. Medication prescribed for campers shall be kept in original pharmacy containers
bearing the pharmacy label. All over the counter medications for campers shall
be kept in the original containers containing the original label, which shall include
the directions for use.
b. Medication shall only be administered by the health supervisor or by a licensed
health care professional authorized to administer prescription medications. The
health supervisor must be trained by the consultant to administer oral or topical
medications only except:
1. The health care consultant may make an exception for the health supervisor to use an Epi-pen® for a camper with a known allergy or pre-existing
medical condition, for whom the Epi-pen® has been prescribed. The
health supervisor must demonstrate the capability to use an Epi-pen®
and written approval of a camper's parent/guardian and the health care
consultant must be given.
c. Campers may be allowed to do the following self-medication:
1. If a camper is capable of self-medicating using a prescribed Epi-pen® or

inhaler and the parent/guardian and the camp health care consultant
give written approval, the camper may be allowed to carry these devices
with him/her at all times in order to self-administer when necessary.
2. If a diabetic child requires his/her blood sugar be monitored, or requires
insulin injections and the parent/guardian and the camp health care consultant give written approval, the camper, who is capable, may be allowed to self-monitor and/or self-inject him/herself. Blood monitoring
activities and self-injection must take place in the presence of the health
supervisor. The camp must dispose of any hypodermic needles and syringes in accordance with 105CMR480.000.
The health care supervisor must ensure that the following guidelines are followed when a camper who requires prescribed medication travels on an outing
with the camp organization away from the home base of the camp:
1. Prescribed medication must always be kept in an original pharmacy container. Repackaging of medication and intermediary or substitute containers are NOT allowed.
2. Medication must be taken from an original container and administered
directly to the child by a licensed health care professional or when appropriate, a health supervisor authorized by the health care consultant to
administer prescription medication. Camp personnel cannot transfer
medications from one bottle to another.
3. The original prescription container can be taken from the camp base as
long as the medication remains in a locked case, in the supervisor until
return to the home base of the camp.
4. The camp operator can require that parents supply the camp prescription
medication necessary for their child.
Medication prescribed for campers brought from home shall only be administered if it is from the original container, there is written permission from the
parent/guardian and the health care consultant approves in writing the administration of the medication.
When no longer needed, medications shall be returned to a parent or guardian
whenever possible. If the medication cannot be returned, it shall be destroyed as
follows:
1. Destruction of prescription medication shall be accomplished by the
health care supervisor, witnessed by a second person and recorded in a
log maintained by the camp for this purpose. Said log shall include the
name of the camper, the name of the medication, the quantity of the
medication destroyed, and the date and method of destruction. The
health care supervisor and the witness shall sign each entry in the medication destruction log.
2. The medication log shall be maintained for at least three years following
the date of the last entry.

If any problem arises, immediately contact (Project Destiny’s Health Care Consultant),
parent/guardian or emergency services. Call 911 if necessary.
Storage of Medication
All medications must be kept in the locked medicine cabinet located in the Operations
Manager's office. Refrigerated medication will be stored in a designated refrigerator
with a thermometer for monitoring temperature.
Availability of Full Health Care Policy
The Health Care Policy included in this handbook is only a portion of our full policy.
The full Health Care Policy is available by request from the Camp Director.

Grievance Procedures are available to parents upon request.
A Grievance Report Form may be submitted regarding:
1. Improper application of one or more of the camp’s rules, regulations or policies.
2. An action, inaction, or decision of a camp staff which adversely affected a
camper.
Grievances can only be submitted by parents / legal guardian of enrolled campers
about their own children.
Grievance procedures are as follows:
1. Parent or legal guardian will complete and submit Grievance Report Form
detailing the nature of the grievance.
2. Grievance will be reviewed by Camp Director. The director shall respond to
the person submitting a grievance within 3 camp days and schedule a meeting
with the parent/guardian.
3. After the meeting, the Camp Director will complete a Grievance Response
Form detailing meeting date, meeting attendees, outcomes, and next steps.
4. In the event that the outcome of the meeting is unsatisfactory, the parent /
legal guardian may file a Grievance Appeal Form.
5. Grievance Appeal Form will be reviewed by the Camp Director and the pastoral staff overseer only after the grievance procedure has been completed with
the Camp Director and the outcome is not acceptable. The pastoral overseer
shall respond to an appeal within 5 camp days.
