Meeting called to order 9:00 a.m. Welcome to all of our members to the 2009 Congress, and thanks to all of our wonderful clinicians, judges, coaches, safety committee, ethics committee, technical committee, judging committee, and the executive board. We appreciate your support throughout our season, and look forward to a wonderful new season. Introduction of Executive Board : followed; Debbie Moser, President, Patti Lingenfelter, Executive Director, Paula Grigsby, Vice-President, Dana Johnson, Technical Vice-President, Linda Billiet, Technical Chair, Gloria Herring, Ethics Chair, and Debbie Barber, Recording Secretary. Agenda: Change the Silent Auction results to be concluded at 11:00, and post-pone short break for lunch as meeting was expected to be finished at that point. Agenda was then approved. Secretary’s Report: was provided for each member in attendance and was announced that it was on file at the national office, and reported in the newsletter and can be found on line as well. It was open to the floor for any questions, a motion to accept the minutes and the motion was approved. Treasurer’s Report: was provided for each member in attendance and was open to the floor for any questions and/or comments regarding the report. We have a new balance of $29,134.65 at this time. Made mention about the money market account for our scholarship fund and its continued interest on the account. Treasurer’s report was accepted. Roll Call was given at this time with 51 voting members present at the meeting. Vice-President’s Report: This was given during the banquet, and no new discussion was held at this time. 2010 National Congress: It was asked for the membership to email any concerns about the congress of this year, and any interest to look into for next year. We want to continue to learn and improve. 2010 National Championships: Nationals were hosted by the Indiana Teams in Springfield, IL at the Springfield Civic Center June 15-19, 2010. The host club thanked everyone who helped out and appreciation was given to the executive board for their assistance. 2011 National Championships: Nationals will be hosted by the Executive Board in Charleston, WV, June 21-25, 2011. It is a beautiful area and site for our competition. Hotel information was also provided to the membership at this time as well. Noted that the first three hotels listed on the flyer are all in walking distance. Primary host hotel is at the Hampton Inn. 2011 National Congress: This will be held in Ft. Mitchell, KY on September 23-25, 2011. It was noted that there will be an evaluation of the rotation of locations for congress due to the size and profit of congress weekend. 2012 National Championships: Madison, Wisconsin on June 18-23, 2012. Hosted by Kris’ Power Tumbling. Safety Committee Report: ! Note that safety certification is good for every 4 years. On your team roster it notes who is certified and must be a coach that is listed on your roster. Safety Certification Fee is $25 and is available online as well as a hard copy available here as well. ! Trampoline spotter qualifications…possible need for them to have AAU memberships. ! Double-mini moving…looking for a way to safely attach the landing mats. ! Any exceptions to the standard equipment when hosting a sanctioned meet, must be listed on the sanction and on the entry form. If this is continuing to be a problem a report must be filed before anything can be done. ! Thanked the safety committee for their work. Ethics Committee Report: 1. Acknowledged the main areas of concern for this year has been the solicitation of athletes. Would like to reiterate that we have a zero tolerance for solicitation. 2. Committee developed an athlete pledge. It is expected to be done at state and national level meets, however it is encouraged to be part of invitational meets as well. It was also stated the intent is to have an athlete lead the other athletes present in the reciting of the pledge, after the national anthem. We will be putting the pledge in the newsletter and handbook this season. 3. Thanked the ethics committee for their work and being available whenever needed. NTJC Committee Report: Mentioned during yesterday’s judges meeting rules where discussed and clarifications were given. Stated that the judges open book recertification test must be in by December 15, 2010. Service Gifts were recognized for the judges that had 5, 15, and 20 years of service with USTA. Technical Proposals: Thanks to the technical committee, believe that the process went very smoothly. Upon conclusion of all the technical proposals, Linda Billiet was thanked in leading us in a good discussion. 18 19. 20. 21. 22. 23. 24. 25. 26. 27. All proposals passed will be included in the newsletter and handbook. Silent Auction Results: Winning bidders were recognized and each claimed their prizes. Election of Officers: Nominations went to the national office. President: Debbie Moser, Technical Chairperson: Linda Billiet, Recording Secretary: Debbie Barber Election of Technical Committee Members: Positions available for six technical members. Interested persons should submit their resume to Linda Billiet by November 1, 2010. AAU 2010 Junior Olympics: Was held at Virginia Beach, Virginia July 29-August 2, 2010. It was a very calm, relaxing competition. AAU 2010 National Convention: Will be held in October in Puerto Rico. It was mentioned that AAU adopts all of USTA rules, but since that was not found in the minutes of the meeting, any rule proposals had to be submitted ahead of time for AAU Convention. AAU 2011 Junior Olympics: This will be held in New Orleans, Louisiana and the date is TBA. AAU & SOT Team Trials: Winter Haven, FL on February 19-20, 2011. Any team (at least one paid coach and athlete) that attended the 2010 AAU Junior Olympics is eligible to try out. AAU Stars of Tomorrow is members Beginner – Novice (open age division-top one female and top one male is selected) AAU National Team is members Intermediate-Advanced (open age division-top three females, top one male is selected). Entry fee $60 one event, $75 two events, $90 three events. If placed on team, members will sign a contract that they will compete at the next two AAU Junior Olympic Games. Old Business: Discussion from the floor requesting clarification for a judge to judge a meet where he/she has athletes competing from the club that the judge coaches at. Discussion was given and reference made to the initial rule stated in the judge’s handbook. New Business: 1. Discussion from the floor requesting that they would like to see advanced clinics restarted again. 2. Great appreciation was given from a member of the floor for the opportunity our organization provides for the coaches and athletes. Individual made note of support given by the body and executive board. 3. Petitions: If you are in attendance at your state meet and your athlete can not compete, contact Dana Johnson and/or an executive board member before the end of the state meet to meet petition eligibility. My sister Carmen and I would also like to thank you for honoring our mom ( Bernita Moser) with the Marg Mazotti " You Make A Difference Award." She really does go above and beyond every day of her life to try and make the world a better place and to help our youth achieve their goals while teaching life lessons along the way. We love her and we appreciate the fact that you honored her with the award. I am honored to be able to be a part of such a wonderful organization--The USTA is truly a great organization to be involved in. Each one of you and each of the athletes make us what we are today and for that I thank you. LOOKING FORWARD TO ANOTHER FABULOUS YEAR WITH THE USTA Sincerely, USTA President Debbie Moser 2010 USTA Rule Changes GENERAL 1. The Board will check with the USTA Lawyers to see if it is possible for a general USTA liability release waiver to be considered “signed” electronically upon obtaining a USTA membership. If possible it will be brought back to the Technical Committee next year. 2. Protests: Procedures for Reviewing a Video Recorded Pass Under Protest The meet director will inform the respective judging panel that a protest has been filed, gather the appropriate protest committee members and prepare the video for viewing by the committee. o During this time, there is to be no discussion amongst the committee regarding the pass or rules in questions. This eliminates any pre-determined conceptions of the pass and any bias or persuasion of committee members to vote one way or another. Once the committee is convened and the video is set for review, the meet director will read only the general facts related to the protest and indicate the specific skill (i.e. – the second skill, the last skill, etc.) or movement in question (i.e. – landing). o At this time, the committee may also ask the meet director and/or superior judge to review any rules related to the protest. (i.e. – “A ____ position is determined by ___ degree angle between…” or “A pass is initiated when…”) STATE 3. PETITIONING: If an athlete petitions to attend another state’s championships in order to qualify for Nationals, the athlete must pay entry fees to both their state meet director and the meet director of the state petitioning into. NATIONALS 4. Add a new Collegiate Division at Nationals. Collegiate Level Purpose: To give college athletes the opportunity to compete for their schools. In order to promote this we will not make the college athletes qualify through the state meet but just have them compete at one sanctioned USTA/AAU meet. The rules governing this level will be adjusted as needed as the level grows. Eligibility: Athletes: must have adult AAU memberships 21 and over (20 and under will get youth memberships) USTA memberships $25.50 $14.00 $10.00 Must be safety certified $25.00 Coaches badges $10.00 AAU $16.00 We would like the Ex. Board to develop a registration form that will list Athletes personal information, University coaches signature, some form of approval from the university activities director, parent signature if under 18 Coaches: Must be an approved part time or full time student, ( 6 hours or more). Feeder schools for that school are ok if the activity director approves. How to qualify: Must attend at least one sanctioned USTA/AAU meet in that year. They have to compete in and get a score in each event that they will compete in at Nationals Does not have to compete at state to compete in the collegiate division. If they choose to compete in the advanced or Elite level they have to qualify through the state meet to do so. They cannot compete Adv. Elite and Collegiate. ( too many events, not safe). They can only compete in 2 divisions at Nationals. Competition: Use advanced rules Each team can compete as many athletes as they want We will take the top 2 raw preliminary scores for each event and add them together. Then add all 3 events together. It is an open division. Men and women will compete together. This will change as it grows. Each team will pay the team entry fee of $50.00 and each individual will pay the regular event entry fees. 3 or less teams there will be a 1st place team trophy awarded. 4 or 5 team 1st and 2nd 6 or more 1st, 2nd and 3rd Follow the same guide lines for event awards. Awards will be parallel to current team awards given at nationals. The same dress codes will be used. If there are If a collegiate athlete contacts the national office they will explain everything to them and contact the appropriate state chair who will help them find a contact gym. 5. To be eligible to bid for Nationals, team(s) must attend the prior year’s Nationals and the year’s Nationals after your year of hosting. Failure to comply will result in not being eligible to host any sanctioned competition the following year. 6. Parade of Champions - competition attire only or complete team warm-ups or leo (step in) w/team pants or leo (step in) w/ team jacket and competition footwear. Non-shedding accessories can be worn. 7. In effect for Nationals, food to be provided for the judges must be pre-approved by the USTA Executive Board. Food provided must be hot and balanced. NATIONAL TEAM 8. During the year, to qualify a new U.S.T.A. National Team, there will be three (3) Team Trial Meets. Points shall be given by placement. 1st - 100 points; 2nd- 99 points; 3rd - 98 points; 4th - 97 points; 5th 96 points; etc. On each event, the top two scores from the three meets will be added together to achieve the final ranking. Everything else remains the same. GENERAL TUMBLING 9 Any somi at the end of a completed pass that is not executed at shoulder height or above – 0.3. Any backward somersault, twisting or non-twisting executed at the end of a pass must be shoulder height. 10. Hand slides on hand springs: Hand slide deductions may not be taken on front or back hand springs demonstrating quality repulsion/rebound off the tumbling floor. 11. Hand slides on Roundoffs: Hand slide deductions may not be taken on roundoffs demonstrating quality repulsion/rebound off the tumbling floor. BEGINNER 12. Remove the round-off as a legal skill at the Beginner level. Judge as an illegal skill at this level. ELITE 13. To qualify for the Elite level of competition at the USTA National Championships, an athlete must have met the difficulty requirements and must also compete at the state competition. 14. During the current season, the athlete must perform a routine with a difficulty score of a least 8.0 difficulty (combined 5 skill and 8 skill passes) at the Advanced level at a sanctioned U.S.T.A. meet to be eligible to compete in Elite Tumbling. 15. In order to advance to finals, an athlete must have a total combined difficulty score of 9.0 pt. for their two optional eight (8) skill passes 17. At Elite Tumbling, you can only repeat whips if you do a multiple somi at the end. If you do not do a multiple somi you will not get the difficulty for the repeats. 2010 CONGRESS CLARIFICATIONS Question: Is overall composition of a routine to be taken into consideration for trampoline routines (i.e. deduction taken for routines that are anti-climatic and/or credit given for routines that contain progressive skills)? Answer: No, the only rule regarding the overall pass is the “overall pass height.” Question: In trampoline skills, should the arms be kept in close to the body? Answer: Yes - as in book, deduction falls in the 0.1-0.8 Question: On trampoline, in between skill positions and the feet contacting the bed, should the arms be brought in straight by the sides to show the body line upon returning to the ears or should arms be returned to ears immediately after hitting the skill position? Answer: Technically, yes. Question: On front drops, is it a deduction for landing up on the elbows rather than having the elbows out and shoulders flat? Answer: Yes - as in book, deduction falls in the 0.1-0.8 Question: Upon returning to feet on front drops, is it acceptable to have the arms either up by the ears or in to the sides to show the body line prior to returning them to the ears upon contacting the bed? Answer: Yes - as in book, deduction falls in the 0.1-0.8 Question: It seems that on double-mini, mounter-dismount passes a the Beginner – Sub-Advanced level are sometimes scored harder (I’m guessing because the judge thinks the routine was quick), however, the number of deductions that can be taken are fewer (no deduction for a mounter straight jump). As coaches, we train mounter passes for progressive purposes and compete them for the reason of having fewer skills to deduct from. This is just something that I would like to see addressed! Answer: No Question: In the tumbling levels, should where the athlete started their passes and landed their pass be taken into consideration when scoring? I believe the guidelines state passes should be stretched out, however, it seems those that start their pass early & finish longer are not always rewarded for this. Is this deduction taken on part of the superior judge or as part of the aesthetic score? Answer: The Aesthetic score - pass should be stretched out. Question: I believe the rule states that scores can be within .5 above or below the median, however, when receiving only (2) aesthetic scores, that means that the difference in a judges score should only be .5 apart, correct? Answer: 1.0 pt Question: Is part of the duty of the superior judge to guide the aesthetic judges in their scoring? So if the superior feels there was error on part of the deductions taken by an aesthetic judge, they can overrule the judges deductions based upon their superior knowledge/status? Answer: No, can offer an opinion. Question: In the tuck, pike, and straddle positions, should contact be made with the hands and the legs? Answer: Yes Question: Is it a deduction to keep your arms straight in a tuck position or should the arms bend to form to the sides & around the legs? Answer: No there is not a specific deduction- either can be correct depending on the size of the athlete and where the hands touch. Hands should touch between the knees and ankles. Question: Define the above shoulder height to state hip rotation above shoulder height. Answer: Refer to picture. Question: TRAMPOLINE Define the difference between an out-bounce and a “skitter” Answer: An out-bounce goes straight up in a continuous repulsion with the arms up and comes straight down...a “skitter” is an obvious hopping (forward or backward) motion without control or form. Question: TUMBLING - Pike front roll, definition. How to begin & end (legs). Can you bend legs? Answer: The position of a pike front roll is defined by how the skill ends. Question: In the tuck, pike, and straddle positions, should contact be made with the hands and the legs? Answer: Yes, but not just a “slap.” Another topic to remember - D-Mini. ONE FOOT MOUNTS (when one foot strikes the bed before the other). If both feet land entirely in the Mounter Bed - it will be called a “ta-dump” and receive a major deduction of 0.1-0.5 to be determined by the Superior Judge. If one foot land in the Mounter Bed and one foot lands in the Spotter bed - it will be called a “one foot” mount and result in termination. If one foot lands entirely in the Mounter Bed and the other strikes the red penalty zone - it will be called a “one foot” mount and result in termination. Mitchell, KY Sept. 3rd - Friday: Well the day starts out at about 3:00 am - I picked Rich up and we were at the airport by 4:30 am. We meet Julia and Nicholas - thought they might have over-slept but here they came about 5:15 am. Our flight took off smooth without a hitch at 6:15 am. Oh PLS (Patti Lingenfelter Syndrom for those who don’t know) did strike as I left my house. Of course Patti fell while shutting the door, but didn’t do as much damage as two years ago on Broadway in NY/NY. We connected with Nicolle/James/Debbie B/Janelle at Phili airport. I thought Rich, Nicholas, Julia, and I were going to miss the connecting flight, but Nicholas informed me they would wait because Patti was with us - how cute! Well, we got on our little puddle jumper - as we taxi out Nicholas and Julia are sitting in front of me - Nicholas was instructing Julia how planes fly! Too funny and cute at the same time. We would meet Cory Barnes and John Hanten at Penn State airport and a few others. We had a lot of time to occupy ourselves because the bus did not pick us up till 2:00 pm. Well, God Bless Fullerington Bus they were there at 2:00 pm and had 55 seats. We all arrived at Woodward but had to stop and buy about $75 worth of blankets, pillows, towels, and wash clothes because people said they did not get the memo!!!!!!!!! YIKES! Oh well, we had subs, pizza, slaw and drinks and worked out for several hours. Hit the canteen to buy some ice cream and hoped to be in bed by 10:00 pm. A cold front came through - we thought it was a hurricane - just kidding but it cooled everything down greatly! So nobody hurt and all was good. Thanks Debbie Barber and Marcie Schneider for all their help! Sept. 4th - Saturday - HAPPY BIRTHDAY RICH MASTERS! Patti was awakened by Deb Hunter who was upset about having car trouble. I was so worried - I thought someone died - GOD - Sean - your mother loves you so much! I talked to her and then was off to breakfast. We got everyone’s medical release - trust me parents - next time I will just send out a hard copy. Tried something new with email and that didn’t work! Kids had picture time at 9:00 am and then we started working out for a 2 hour session. We had a lot of great improvements - Yea, Brianna Stewart for doing her double back in the pit and then with a pit tramp. You see - your tears helped - WAY TO GO AND YOU GOT A GIGGLE DOLL! LOL. Well, lets just say that the weather dropped about 20 degrees and it was mighty cold. Chris Bohac and about five other went to the little Amish grocery store to get Rich’s Birthday cake, some water for the bus trip, and of course, some chocolate chip cookies for the road trip to New York. I swear to God - this chocolate cake with peanut butter frosting was to die for. I kept telling the kids they didn’t want to eat it, but they didn’t believe me! Lol. The kids had to work hard for the little giggle doll candy toys that Patti bought for motivation gifts for the kids that worked hard and improved. YEA - BRIANNA STEWART, CORY BARNES, MADISON BURKLOW, KELLYN EUHUS - WAY TO GO. You all did really great except of course, Corbin Dalton forgot his warm-ups pants for the team picture - God bless his heart...wait until he gets old!. What would a team picture be Corbin if you didn’t forget something? I AM SO PROUD OF THIS GROUP!!!!!! Julia Nowells did awesome working out of her double back on the tumble track, too. Well, the kids got introduced to the Amish people and life is good. The Whitmores and the Quints went to NY a little early so they could do some Amish shopping. The million dollar question from Allysa Long - why can the Amish people let their horses poop without picking it up? Lol. Well, at 3:15pm, Chris Bohac, Donna Stewart and I leave for the airport to leave the cars and meet the bus and then back to Woodward to pick up all the kids and to eat a dinner,. Oh yea - did I mention Paulette driving to NY - ASK HER ABOUT IT. Hey Paulette I am flying OUT OF NEWARK! Ok, we ate spaghetti and salad and we were taking off exactly at 6:00 pm. Mr. Paul, our bus driver was so great. We were watching a PG-13 movie - thanks Missy Gilliam. I got on the bus and (of course) the kids called me to the back of the bus - I was like what are you doing? What do you want? GOD HELP ME - THEY PUT KELLYN IN THE OVER-HEAD STORAGE BIN OF THE BUS. Don’t worry Mrs. Euhus - she is okay - they didn’t tape her mouth shut or anything. It was about 8:15 pm and we had about one hour to our motel and the kids are being angels. DID I SAY HOW PROUD I AM OF THEM? We stopped at a little town to eat at McDonalds so James Hawkins could have his Chicken McNuggets. We had one cook, one man taking the orders. and one man at the drive-up window. The register could only take 15 orders at a time how funny. The USTA paid for their meals and would you believe all 36 kids and 10 chaperons ate for $138. I gave the three guys a $5 tip because they were so fast. They were so excited - they had extra food and gave it the kids We ordered, ate, and was on our way in 45 min. We got to the Spring Hill Suites about 10:30 pm and all the kids were in their room by midnight. Sept 5th - Sunday We were off by 8:30 am for New York City and Paul dropped us off by Rockefeller Center and all the boys went with their three chaperons - Todd Crase, Joe Pierce, and Rich Masters. They kept all the boys together and had a great time but was at the Theatre one hour early (Rich let the boys convince him it was 1:30 pm instead of 2:30 pm). Oh well, at least they were not late. Patti got to sneak away to “Billy Elliott” because she had seen “Wicked” before so I wanted see something different. I did get Gail and the Hunt Family’s tickets scalped for $75 each. Debbie and Marci helped me with the last one. Marcie Schneider, Debbie Barber and I did some power walking and took a cab around the block because the cab driver thought I said I wanted to go the Empire State Building (which we got into the cab one block from the Empire State Building). We went in a circle and ended up one block past where we got into the cab. I looked at the driver who could not speak English and thought I wanted to go the Empire State Building when I really said the Statue of Liberty! He said, What? Here I am playing charades with the cab driver holding my arm up like I was holding the torch. Marci and I had been to Battery Park but Debbie Barber hadn’t and we wanted to show her everything. Well the cab driver was a little upset, ripped the receipt off, and took us to Battery Park but dropped us off 4 blocks away from the park so we walked for about 10 minutes! Now Debbie B wants to get herself a Gucci Bag at a discount. Well, I needed a diet coke so I told them to go ahead and I would find them. One guy took them to the side of the road down a sidewalk and now I couldn’t find them. The one man stayed with me because he was trying to sell me sun glasses. I told him I didn’t need sun glasses, but he told me to come with him and I would see my friends. Well, I can’t find my friends and I am scared so I start calling them on my cell phone. The guy keeps telling me to come with him - I said, NO - I AM NOT GOING ANYPLACE WITH YOU! Well Frick-N-Frack (Marcie and Debbie B) didn’t answer their phone but then I saw them. Here they are with the handbags spread out on the sidewalk and Debbie was grinning ear to ear. I asked her is she got a good deal and she said, “ohhhhhhh yea”!!!!!!!!! I got two bags for $150 and I said you are crazy girl - you could have gotten two bags for $100. Debbie said she would just take them back to Ohio and sell them for $100 each. We just laughed and laughed. Marcie and Debbie B were such great help and it was fun getting to know them better. We got back to the Theatre area and Marci said we could walk to Central Park, see Trump Tower, Tiffany’s, and all the expensive shops. Well, it was one long walk but Patti lived through it. Debbie found “Hooters to buy her daughter a shirt and then we made our way back to the Theatre where the kids would see “Wicked.” After the show, we were off to Ground Zero to take some pictures and the Empire State Building. I could not believe the wait, but most of the kids were soooo patient. We all got to talk and get to know each other, the kids did handstands, and standing backs on different floors! It was nice, but would we ever do it again? No. We all made it home safe and sound. Whoopi (Jenni) and her girls had a slight plane PLS on the way home. Debbie Barber got them all back to Penn State Airport. Paulette, Joe, and about 10 others left from Jersey. It was a great rip and I thank Megan, Allysa, and Sean (I am sure you colored too) for my cute colored pictures! (
