The staff organization for this sport is made up of a Competition venue and the Competition
Manager who will take the task and the necessary responsibilities for the proper conduct of the
competition with the cooperation of competition managers of the unit support.
4. COMPETITIONS, DATES AND VENUES

4.1. Competitions
The Beach Handball competitions of the 1st edition of the Mediterranean Beach Games will include
one Men’s and one Women’s tournament.
4.2. Dates and Venues
Beach Handball matches will be held from 30th August to 2nd September 2015 at the “Arena del
Mare” in Pescara.
5. CONDITIONS UNDER WHICH COMPETITION WILL BE HELD AND
CONFIRMATION
The Sport of Beach Handball will take place if at least eight (8) nations for men’s event and six (6)
nations for women’s event have registered by the deadline set for numeric registration.
Considering the minimum number of participants, the President of the Technical Commission of the
International Committee of the Mediterranean Games (ICMG), assisted by one or two (2) other
members from the same Commission, appointed by the President of the ICMG and in the presence
of the Sports Director of OCMBG 2015 will decide the interruption of the numerical registration.
Depending on the numerical registrations submitted by 30 Aprile 2015 (h.24.00 Italian time), the
abovementioned Commission will decide on the actual carrying out of the race, or on the possible
cancellation, by 06 May 2015.
Then immediately the OCMBG 2015 will notify the National Olympic Committees (NOCs)
involved, via fax or e-mail about the possible cancellation of one or more of events.
Once confirmed, the events will be held and medals will be awarded, regardless of the actual
number of participants.
6. COMPETITION RULES
Beach Handball competitions will be held in accordance with the International Handball Federation
(IHF) rules in force as of 1st January 2015, special dispensations by the ICMG excepted.
Any case not covered by the aforesaid rules will be decided as follow:
 General cases will be settled according to ICMG rules;
 Technical questions will be decided according to IHF rules.
Any dispute arising before or during the competitions will be decided by the Competition
Management of the competitions in accordance with mentioned rules, except by ICMG
7. COMPETITION VENUES AND EQUIPMENT
The Beach Handball competitions of the 1st edition of the Mediterranean Beach Games will be held
at the Arena del Mare in Pescara that provides a central field and other side fields, depending on the
number of teams in the tournament (the number of fields depends on how many teams and days
available for holding the tournament).
The field will be equipped with bleachers for a capacity of about 3000 seats. Arena del Mare is 7.5
km and 15 min for the Athlete’s Village.
7.1. Equipment
All sport and technical equipment used for the Beach Handball tournament and warm-up will
comply with technical regulations as defined by IHF and in force as 1st January 2015, special
dispensations by the ICMBG excepted.

7.2. Changing rooms
Changing rooms will be provided for the players, with facilities including showers and toilets.
7.3. Athletes lounge
The Athletes lounge, located near the playing field, is for athletes only; during competition sessions,
access will be allowed only by showing the accreditation pass. In this lounge, equipped with treated
air, competing athletes will be provided with refreshments including cold beverages, water and
fruits. A sport information desk will also provide information on competition.
7.4. Mixed Zone and Press Conference Room
Accredited media will be allowed to conduct short interviews with the Athletes in the Mixed Zone
immediately after competitions.
Athletes must go through this area to get out of the arrival area and they are requested to cooperate
and to answer questions from the press.
Upon request by accreditation media, the person in charge of the press of OCMBG 2015 will escort
the athletes or their coaches to the Press Conference Room in order to answer questions from the
reporters.
8. TRAINING
8.1. Training Venues
Based on the number of Teams registered a suitable number of playing fields will be available for
training, so that beginning of 28th August 2015 teams will be able to practice for at least one hour
per day.
The following technical equipment will be provided at each field:
- 10 balls of the same brand and the same model as the official one
- 2 permanent handball goals equipped with their nets
8.2. Procedures for the scheduling of training sessions.
Training sessions will be assigned by the Competition Direction and communicated in advance.
Training sessions must be confirmed by the NOC before 17:00 on the day prior to the session,
otherwise the session will be made available to other teams.
9. TECHNICAL ORGANIZATION
The IHF Technical Delegate together the FIGH, is responsible for the technical organization and
management of the Beach Handball Tournament of the 1st edition of the Mediterranean Beach
Games 2015 in Pescara.
9.1. Competition Management
Any dispute occurring before or during the tournament will be resolved by the Competition
Management according to ICMG and IHF regulations in force as of 1st January 2015, special
dispensations by the ICMG excepted.
The Competition Management is composed by:
 1 Chairman, IHF Technical Delegate;
 1 representative of BHWG of IHF appointed by Technical Delegate
 1 OCMBG Sport Head

9.2. Competition system and playing schedule
Beach Handball competition system and playing schedule will depend on the number of
participating countries and will be announced before the draw for the participating countries and
confirmed at the Technical Meeting.
9.3. Draw and Composition of Team groups rounds
The draw for the composition of rounds will be carried out in accordance with the ICMG and IHF
rules no later than July 28, 2015 (h12.00 CET).
The Commission for the random draw will be composed of the following members:
 Chairman of the ICMG Technical Commission or
 IHF Technical Delegate
 FIGH President or a other representative
 OCMBG 2015 Sports Director
The Committee for the draw, in order to achieve more balanced groups will take into account the
level and value of participating teams, taking into account the International Ranking in addition to
the data in possession of the Technical Committee to designate the seeding.
The draw is open to representatives of the participating Countries, press and the public.
9.4. Match Evaluation
Preliminary round / main and consolation round/ placement and Final phase
All matches shall be played in 2 X 10 minutes with a half – time of 5 minutes, according to the
official IHF Rules for Beach Handball.
Points are awarded as follows:

to determine the winning team will be taken into consideration:
First half:

One against the goalkeeper (shoot out): win 1 period

Goal points are awarded according to the official IHF Rules of the Game for Beach Handball.
Teams are ranked by adding the points gained.
If two or more teams have gained the same number of points, after the group matches have been
completed, classification is decided as follows:
a) Results in points between the teams concerned
b) Periods difference in the matches between the teams concerned
c) Goal points difference in the matches between the teams concerned
d) Greater number of plus goal points in the matches between the teams
concerned.
If the teams are still equal, a decision is made between those teams with equal number of points, as
long as the contested place is not the last place within the group, as follows
a) Periods difference is subtracted in all matches
b) Greater number of plus periods in all matches
c) Goal point’s difference is subtracted in all matches

d) Greater number of plus goal points in all matches
If classification still is not possible, a draw shall decide. The IHF representative on site shall
execute the draw, if possible in the presence of the “responsible team official”. If the
“responsible team official” cannot be present, other co-workers selected by IHF shall take
part...
Comments:
Shoot-Out
During the preliminary, main, and consolation round matches, in case of a shoot-out, all the throws
must be executed, regardless of the fact that the result of the game may have been already decided.
10. ELIGIBILITY
All NOCs of the ICMG member Countries whose Federations are also IHF members can take part
in the Beach Handball Tournament of the 1st Edition of the Mediterranean Beach Games 2015 in
Pescara.
Athletes must be nationals of the country they represent sport and must comply with and follow
ICMG and IHF conditions and rules.
Each country may register only one (1) team per gender of no more than ten (10) players and four
(4) Team’s Officials.
11. ENTRIES
The entries system of the Delegation is linked to the General Accreditation System.
The OCMBG 2015 registration system is based upon a document downloadable from the website:
www.pescara2015.it
Each Delegation will receive a code and a password to access the document available in three
languages: French, English and Italian.
The document for online accreditation allows the registration of sports entries which must also be
faxed or e-mailed to the OCMBG 2015 before the deadlines hereafter indicated.
11.1. Preliminary Entries by Number
The Preliminary Entries by Number form issued by the NOC of each participating country must be
submitted to the OCMBG 2015 by: 30th March 2015 (24:00 CET).
11.2. Entries by Number
The Entries by Number form issued by the NOC of each participating country must be submitted to
the OCMBG 2015 by: 30th April 2015 (24:00 CET).
11.3. Entries by Name (Long List)
The Entries by Name (Long List) must be entered into the system by the NOC of each participating
country and must be submitted to the OCMBG 2015 by: 30th June 2015 (24:00 CET)
11.4. Final Entries by Name (Short List)
The final nominative list of participating Athletes issued by the NOC of each participating country
must be submitted to the OCMBG 2015 by: 30th July 2015 (24:00 CET).

11.5. Entries Confirmation
Confirmation of registration of the participant Athletes will be announced at the Information
Technology Center at the competition venue or to 'Sport Information Point’ at the Athletes' Village
before the technical meeting.
The Team Leader of each Country will be duly sent the specific forms for registration confirmation.
12. TECHNICAL MEETING
The Technical Meeting will be held, before the Tournament, on 29th August 2015 at the Athletes'
Village.
The time fixed for the Meeting will be announced at a later date.
The Meeting will be organized following IHF rules and under the supervision of the IHF Technical
Delegate.
The meeting will be attended by:
 IHF Technical Delegate;
 1 representative of BHWG of IHF appointed by Technical Delegate
 Team Leader (one of each team) and Chef Delegation Team Beach Handball;
 Member of FIGH Referees Commission
 OCMBG 2015 Director of the Beach Handball tournament.
A member of the ICMG Technical Commission will take part in the meeting.
13. MEDICAL SERVICES
Medical Services will be available in the Athletes' Village and at the Training and Competition
venues for all accredited.
a. Athletes' Village
The Athletes' Village clinic will provide assistance to residents with the following medical services:
 Sports medicine;
 Physiotherapy;
 First aid;
 24-hour emergency service;
 Ambulance Service.
A Medical Guide will be published with a detailed list of medical services that will be given to the
Mediterranean Family during the Games.
b. Training and Competition venues
Service of sports medicine and physiotherapy with massage beds will be provided to athletes and
support staff at the training and competition venues.
An ambulance service to designated hospitals will be also organized.
13.1. Anti-Doping Tests
Anti-doping test will be conducted during, and sometimes prior to, the competition, under the
responsibility of the Medical Committee of the ICMG in collaboration with the Anti-Doping
Commission of OCMBG 2015 and in accordance with ICMG and IHF rules.
All Athletes selected for anti-doping tests will receive written notification.
The procedure for collecting of samples to be analyzed in accordance with set rules and the time
limits will then start.

Any Athlete who refuses to undergo anti-doping control or who tests positive will be excluded from
the competition and will be sanctioned along with his team according to the ICMG and IHF rules.
14. OFFICIAL BODIES
14.1-Disciplinary Commission
Disciplinary Commission will be composed of five (5) members
 Chairman: 1 BHWG member of IHF appointed by Technical Delegate
 BHWG member of IHF appointed by Technical Delegate;
 A representative of the OCMBG;
 Substitutes: 2 members of the ICMG
14.2. Jury
Jury will be composed of five (5) members:
 Chairman: 1 BHWG member of IHF appointed by Technical Delegate;
 A representative of the OCMBG;
 A representative of the FIGH;
 Substitutes: 2 members of the ICMG
14.3. The Referees Committee
The Referees Committee will be composed of three (3) members:
 IHF Technical Delegate as President;
 Member of FIGH Referees Commission
 A representative of the OCMBG;
The Referees Committee is responsible for:
 Referees and nominations for each match;
 Organizing Meetings with Referees and Technical Officials;
14.4. Referees
Each participating country could appoint 1 Technical Official and 2 referees holding the "National
or continental" title for the Beach Handball.
If the nomination of any other referees and Technical Officials should be necessary for the
Officials, they will be appointed by the IHF in agreement with the FIGH.
15. PROTESTS AND APPEALS
In the Mediterranean Beach Games no valid protests may be forwarded against:
a) date and time, venue and draw of the match
b) nomination of referees and delegates
c) referee decisions based on factual judgment in accordance with the Beach Handball Rules
d) results of matches
15.1. PROTESTS
15.1.1 - The IHF Disciplinary Commission at Mediterranean Beach Games shall consist of a
Chairman and three other members being recruited from the IHF officials at the venue and
nominated by the IHF. The deciding body in single cases consists of the chairman and two members
appointed by the IHF.

15.1.2 - Protests shall be announced to the IHF delegate orally immediately after the end
of the match. The reasons for the protests shall be handed over in writing (in English only)
within 30 minutes after the end of the match. At the same time a protest fee amounting to
CHF 500 has to be paid. If the protest is granted, the deposit will be refunded. In case of
the protest being rejected it will be forfeited to the credit of the IHF.
15.1.3 -The Disciplinary Commission takes its decision by simple majority. On protests and
disqualifications of players or teams one hour before the start of the next match of the
team(s) concerned and will determine the penalty, which is in accordance with the IHF
Arbitration Regulations.
15.1.4 -The Disciplinary Commission shall take its decision by simple majority, in cases of
players or teams are involved the respective decisions shall be passes one hour prior to
the next match of the party(ies) involved. Grounds of bias shall be challenged in
accordance with the IHF Arbitration Regulations
15.2 APPEALS
15.2.1 -The Jury shall consist of the highest serving IHF representative present at the
event and two officials or technical delegates appointed by him. None of the Jury
members may be associated with the Disciplinary Commissions or any interested party.
15.2.2 - A written notice of appeal against the decision awarded by the first instance –
Disciplinary Commission together with the reasons given for the appeal and the appeal fee
amounting to CHF 1500 may be filed to the IHF Jury (body of second instance) in writing.
If the appeal is dismissed by the second instance, the deposit will be forfeited.
15.2.3 - Appeals during Mediterranean Beach Games do not suspend the effect of any
decision of body of first instance (Disciplinary Commission) until the decision of Jury
(second instance) is published.
15.2.4 - An appeal against a decision taken by the Disciplinary Commission shall be filedin
writing no later than one hour after announcement of the decision of the Disciplinary
Commission.
15.2.5.- In principle the actual costs for personnel and material arising from the
activities of the Mediterranean Beach Games first and second instance shall be charged in
connection with the procedure. The respective points within the IHF Arbitration Regulations shall
apply for deciding upon proceeding costs.
15.2.6.–The time limits stipulated do not apply for decisions which may result in a
monetary fine in accordance with the relevant points in the regulations. In these cases the decisions
shall be awarded before the completion of the tournament respectively immediately after the finals.

16. SPORTS UNIFORMS
16.1. Players’ uniforms
Players participating in the Beach Handball tournament of the first edition of the Mediterranean
Beach Games must wear uniforms complying with IHF standards. The IHF would like to draw the
teams’ special attention to the following regulations regarding the style and design of their athlete
uniforms that will be used during the Mediterranean Beach Games.
The latter will duly decide the sets of uniform of each team which shall have three (3) jerseys of
different colors (light and dark). Colors shall be confirmed at registration. Players must keep the
same number until the end of the match, even if they change position.
These rules also apply to the award ceremonies.
Each team whose uniforms do not comply with the Athlete Uniform Regulations shall be fined with
the amount of 250 EUR for every match they use the inappropriate uniform. The fine must be paid
prior to the next match of the team, or they will not be further accepted in the competition.
16.1. Uniform technical regulations
The beach handball male player’s uniform consists of tank top and shorts and eventual accessories.
The beach handball female player’s uniform consists of tops and bikini bottoms and eventual
accessories.
The Competition Management (CM) must check each participating team’s athletes’ uniforms
during the Technical Meeting and during the event. All men’s and women’s athletic uniforms must
correspond to the standards indicated hereunder. According to the Olympic Charter, religious,
political and racial messages are strictly forbidden on athlete uniforms.
16.1.1- Men’s Tank Top/Women’s Top Style
The style of the tank tops/tops must be in accordance with the graphs shown. The men’s tank tops
must be sleeveless and close fitting, respect the space for the required brandings. The women’s tops
(a midriff design) must be close fitting as well, with deep cutaway armholes on the back, always
respecting the space for the required brandings. T-shirts that are worn under the team’s official tank
top are not allowed.
Color
Tank tops/tops will be of bright and light colors (i.e. red, blue, yellow, green, orange and white) in
the attempt to reflect the colors usually used and worn on the beach.
Brandings
No advertising logos may appear on the uniforms, accessories or, generally, on any clothing or
equipment worn or used by athletes, with the exception of producer labels of the clothing and
equipment, under the condition that the latter are not displayed for advertising purposes, in
accordance with ICMG and IHF rules.
Athlete’s number
The athlete’s number (of approx. 12cm x 10cm for the men’s tank tops and 8cm x 6cm for the
women’s tops) must be placed on the front and back of the men’s tank tops and the women’s top.
This information must be printed in a contrasting color to that of the tank top/top (i.e. light on a
dark tank top/top, dark on a light tank top/top).
16.1.2- Men’s Shorts/Women’s Bikini Bottoms Style

Team members must wear identical shorts/bikini bottoms. Men athletes must wear shorts as per the
enclosed graph. The players’ shorts, if not too baggy, can be longer but must remain 10cm above
the kneecap. Women athletes must wear bikini bottoms that are in accordance with the enclosed
graph, with a close fit and cut on an upward angle toward the top of the leg. The side width must be
of a maximum of 10cm.
Teams are authorized to have sponsors’ logos (including manufacturer) on their shorts/bottoms (or
one-piece bathing suits), located in any position and of any size. There is no limitation in the
number of the sponsors to be displayed on the shorts/briefs. Athletes are required to print their
name, nickname on their shorts/bottoms.
The respective team officials must submit their own team’s uniforms (tank tops/tops, shorts/bottoms
or one-piece bathing suits) for approval during the pre-competition TM. T-shirts that are worn
under the team’s official tank top are not allowed.
16.1.3 - Athlete Accessories
Athletes are authorized to use the following accessories: Cap or hat (with soft visor or hard visor
turned to the back), head band or bandana, sunglasses (plastic with restraining bands) therapeutic
support braces (or bandages) for knee/elbow/foot athletic socks, other types of footwear are not
permitted.
Athletes are responsible for their own accessories. There is no limitation concerning position and
size of sponsor logos on players’ tops/tank tops/shorts/briefs and headgear. Players who do not meet
the previous requirements will not be allowed to take part in the game until they have corrected the
problem.
16.2. Uniforms of referees
The referees will wear the uniform provided by the international regulations.

17. AWARDS
Award ceremonies will be held at the end of each competition.
Medals and diplomas
In accordance with ICMG rules, the following prizes will be awarded:
• First prize
A gold medal and a diploma for each player belonging to the first-ranked team;
• Second prize
A silver medal and a diploma for each player belonging to the second-ranked team;
• Third prize
A bronze medal and a diploma for each player belonging to the third –ranked team;
• Fourth to Eighth place
Each player belonging to the team ranked fourth to eighth place will receive a diploma.

19. TECHNICAL OFFICES FOR THE COMPETITION
Two offices will provide specific information on the Beach Handball Tournament: the first located
in the Technical Office of Beach Handball at the competition venue and the second at the Sport
Information Centre in the Athletes' Village.
These two Offices will provide information on competition times, training sessions, transportation,
list of players and results.
The two offices will also provide technical information communicated by IHF and the OCMBG
2015.
20. APPROVAL OF THE REGULATION
In case of disagreement on the interpretation of this Regulation, the French version shall prevail.
