organisation dedicated towards public education, social welfare and religious enhancement of the
community. The cross-cultural fabric of our members and community indeed represents the
essence of harmonious living in a multi-racial country that transcends global boundaries.

Message
Assalamu‘alaikum Warahmatullahi Wabarakatuh
In the name of Allah, the Most Beneficent, the Most Merciful.
Alhamdulillah, the year 2011 is blessed with constructive movement for
Darul Arqam and the Muslim community, although as part of a global
society, we continue to face the challenges of international events that
influence our lives and thoughts daily.
With the intention to elevate our collective efforts in resonating harmony
from the light of Islam, Darul Arqam has focused to enhance
programmes that foster the goodwill amongst Muslims. As we bring up
the awareness on Islam, the International Da’wah Conference 2011 was
a key endeavour that brought activists of Islam from various countries
together to share experiences about the progress in their communities.
The sharing and the exchange were blessed opportunities for the
participants, the speakers, and Darul Arqam as organisers, to seek the
wisdom in the trials faced and the achievements produced by Muslims,
no matter where they live and no matter how small their community is.
In our unique Singaporean context, Darul Arqam continues to strive towards providing a comfortable,
respectful, and friendly platform for learners of Islam, from those who begin their journey of Islam to those
wishing to pursue deeper understanding of the aspects in the religion. The courses, workshops, seminars
and lectures that were brought to the fore in 2011 have brought together subjects of interest that were
relevant to audiences from many different walks of life. Insha’Allah, the spread of programmes for our
knowledge building will grow for the better as we plan events for 2012.
Our concerns, besides for the educational development of the community, are also guided towards the
social and welfare support of the Muslims that deserve assistance for their growth. Either for the new
Muslims who wish to meet other Converts to Islam or the Muslims who seek to improve their living
conditions, Darul Arqam, with its support network of members, volunteers, and donors, strives to put forward
the most resourceful programmes and assistance to suit their needs.
As Darul Arqam steps forward to fulfil the responsibility of the Association, with the trust that we value and
the confidence we receive from our supporters, Insha’Allah, we shall continue to contribute positively and
help the building of a wholesome unit of community with harmony and peace at its core and spirit.

OFFICIAL IFTAR
The Association held its Official Iftar on 13
August. The invited guests included
Chairman and representatives from MalayMuslim organisations, Mosques and the
Muslim Embassies.
HUMAN RESOURCE MANAGEMENT & DEVELOPMENT
Through the national funding incentive programme called Skills Redevelopment Programme (SRP)
and Skills Development Fund (SDF), the Association received Absentee Payroll, a funding
incentive, as well as training assistance for course fees from the Singapore Workforce
Development Agency (WDA).
VOLUNTEER MANAGEMENT & DEVELOPMENT
Volunteers contribute to a wide range of services
from management to operational duties in
accordance with the needs of the organisation. They
volunteered in event management, training, Zakat
programmes, and in niche programmes that required
their professional expertise, such as the free legal
clinic, counselling, courses, registrations for
conversions, and Solat tutorials.
BURSARY GRANT
Darul Arqam provided education grants twice yearly, in January and July, to encourage its
members and their families to continuously seek knowledge.
Applicants for the grant were interviewed to ensure their aptitudes and suitability in the area they
wished to pursue. The Association awarded a total of $100,000 to the eligible applicants in 2011.

INFORMATION TECHNOLOGY (IT)
IT Hardware & Software Upgrading Project Completion
The project was handed over to Darul Arqam after the necessary works, installation and testing
were completed by the vendor. All the necessary software to run the network optimally was also
included.

Upgrading Network Bandwidth from Leased Line to Fibre
Darul Arqam completed the transition from using the old copper-wire based network (512Kbps) to
the new fibre based network (10Mbps). With the new network, based on IDA’s Next Generation
Nationwide Broadband Network (NGNBN), faster transmission of data and emails was achieved.
Donation of Old PCs
Twenty units of the old PCs (CPU, keyboard, mouse & monitors) were donated to the Singapore
Tenkasi Muslim Welfare Society, whose recipients are needy students and families.
Refurbishment of Old PCs
Six of the old PCs had been refurbished and reinstalled with a different Operating System (OS),
Linux. An additional PC had been reinstalled with the old Windows XP for Finance Division
purposes.
The refurbished machines are located in the Training Rooms, Auditorium, Lounge, Da’wah
Division office, and Education Division office.
Procurement of LCD TVs
Two new LCD TVs have been procured and installed in the male and female musollahs to enable
the congregation to follow the solah proceedings during Terawih and Eid prayers.

ENRICHMENT PROGRAMMES
Personal Coaching
The Individual Personal Coaching (IPC) was provided for students that meet one or more of the
following criteria:
- had irregular working hours
- travelled frequently
- were on a very short stay in Singapore
- required a language other than English as the medium of instruction
Conducted at the mutual convenience of the teacher and the student, IPC had been
recommended to 286 students, who were assigned teachers to coach them respectively.

The Singapore Prison Services (SPS), in coordination with SACA; CARE Network; Yellow Ribbon;
and other partners, provided relevant trainings for the Asatizahs. These aimed to equip them with
skills to assist offenders/ex-offenders to re-integrate back to the community.
Pre-Conversion Advice (PCA)
Pre-Conversion Advice was held on the same day as the
conversion ceremony. During the PCA, the advisor would ask
the potential Convert about their basic comprehension of Islam.
The advisor also referred them to the courses that would help
them improve their understanding.

TALKS & WORKSHOPS
Public Talks
In 2011, Darul Arqam organised 11 talks for
large audiences at public venues. The main
objective is to bring awareness of and
affection for Islam to the non-Muslim, new
Muslim and young Muslim audience, who may
not be attracted to formal settings. The focus
is towards the young generation, who are
more likely to make decisions about choices of
religion. With the advantage of the New Media
and social networking, the attendance

D’Apprentice – An Exceptional Youth Da’wah Workshop
Da’wah Apprentice otherwise known as the D’ Apprentice is a pilot youth
workshop programme organized by a group of energetic and committed
youth team (from diverse background and tertiary students), for the youths.
It was organised on 10 and 11 December. Speakers were, Br Sheik
Mustafa, Br Mohd Amin Teo and Converts from the Association. Aimed to
enthuse young people to develop the interest in communicating Islam to other with subtlety,
sensitivity and action without preaching to them, the workshop carried the tagline, “You Don’t Need
to be an Ustadz to do Da’wah”, with the theme “Convey From Me Even If It’s One Verse”.
The participants’ responses were overwhelming and positive, indicating the need for such
programmes.
International Da’wah Conference Singapore 2011
The conference aimed to bring together real-life experiences of Muslim
communities from different parts of the world where Islam is not the majority
religion. It examined and encouraged exchange of experiences, techniques
and examples of how minority Muslims face and overcome their challenges.
Organised from 9 to 10 July, it targeted activists, volunteers and those
involved in Da’wah activities. The overall attendance to the Public Talks, InHouse Talks and IDC 2011 was estimated to be about 10,000 participants.

MASS MEDIA
The Muslim Reader Magazine
The Muslim Reader (TMR), the Association’s flagship magazine,
provided relevant information to the new Muslims, who are in
tune to learn more about their faith, and to the English-speaking
members of the Muslim community. Maintaining a circulation of
4,000 copies, TMR is distributed to members of the Association.
The magazines were also available for subscription and sale at
the English Bookshop. The themes of the editions released in
2011 were “Following Faith – a collection of stories on why they
embrace Islam”; Feel the Radiance – Islam Shines through
Everything; and still in production at the end of the year was
“Embracing The Light – Be Guided & Be Loved”. “Following
Faith” was a bumper edition commemorating Darul Arqam’s 30th
Anniversary celebration and presented a fresh new design and
layout, which are easier to read.
To create better awareness of the magazine among the general public,
copies of the back issues (from before 2010) had been distributed at
selected mosques, MMOs, and relevant functions organised by Inter Racial
and Religious Committee Circles (IRCC), Singapore Prisons Service,
Muslim students’ societies.
Teens’ Crossroads Magazine
Teens’ Crossroads (TC) is geared primarily toward secondary and
tertiary students. A column-based publication, TC presents lively
articles with colour photos and illustrations to convey the energy and
thought-stimulating attitude inherent in the rapidly changing world of
youths. Distributed free-of-charge, TC appeals to youngsters, aged
between 14 and 21, who are curious about the world and are
interested in the intriguing and youthful scenes of arts, sports, social
action and technology. The themes of the editions released in 2011
were “The Cool Side” and still in production at the end of the year
was “Poetry in Motion” bumper edition.

ZAKAT BROCHURE
The theme for the brochure was how Zakat has touched the
lives of others. About 7,000 copies were sent to Zakat payers
and members of Darul Arqam in Ramadhan. Besides
information on Zakat, its disbursement by the Association, and
frequently asked questions, the stories of some Zakat recipients
were also featured.

AMIL WORKSHOP
The annual workshop to prepare volunteers for their Amil
duties in Ramadhan was held on 30 July at Mydin Mosque. A
total of 24 participants attended the workshop.
Covered in the workshop were the rulings on Zakat and the
standard operating procedures. A session on Zakat fiqh issues
was conducted by Ust Khairani Basiran. A video produced by
the staff and volunteers, entitled ‘The Good, The Bad and The
Ugly’ was shown to convey the proper etiquettes of an Amil.
The volunteers were also tested through games such as ‘How
Amil Are You?’ and ‘MasterAmil’.
