Official data for the first quarter will be released April 29, and forecasters are marking down their numbers due to weak spending by consumers and businesses. The IMF cut its forecast for U.S. GDP growth in 2015 to 3.1%, from 3.6% in January. But that’s still much better than 2014, when the economy grew by 2.4%. Low oil prices should begin to feed through to consumer spending, the IMF said, and even a gradual rise in interest rates and the strong dollar shouldn’t prevent the U.S. from turning in its best performance since 2005. “For the U.S. the strong dollar is good but it slows down spending,” said Olivier Blanchard, chief economist at the IMF. “But the U.S. has the tools to respond to it if the economy were to slow down. They could ... increase interest rates later, or may be able to use fiscal [stimulus].” The flip side of a strong dollar is a weak euro and yen, which have lost about 25% and 10% of their value respectively since the start of 2014. That should support the tentative recoveries in Europe and Japan. The IMF raised its forecast for eurozone growth to 1.5%, compared with 1.2% in January, and for Japan to 1%. Central banks in both economies are pumping vast quantities of cheap money into their banking systems to stimulate demand. At 3.5%, the IMF’s global growth projection is unchanged since its last update and just a shade stronger than 2014. High levels of debt -- public, household, or corporate -- continue to act as a brake on the world economy. “Financial crises leave long scars,” said Blanchard. “In most countries there is one of these things that is not right, there is a level of debt that is too high.” Advanced economies will make up for slower growth in most of the major emerging markets. China’s growth will slow to 6.8% from 7.4% last year. But India should power ahead with growth of 7.5% in 2015, according to the IMF. FIL-AM POST SF Bay Area care home must pay $101K in back wages to 14 workers SAN FRANCISCO – A care home with three assisted living facilities in Hayward, across the bay from here, must fork over $101,000 in back wages and damages to 14 caregivers for violating the fair labor law. The Department of Labor Wage and Hour Division found that the three Escueta Care Home facilities at 1873 West Street, 1889 West Street and 23571 Ronald Lane, in Hayward violated the Fair Labor Standards Act. The care home failed to pay time-and-onehalf for hours worked beyond 40 hours in a workweek. Instead, Escueta Care Home paid the caregivers straight time for all their hours, in violation of the law. Investigators from the Wage and Hour Division’s San Jose Area Office established that 14 caregivers working at the three different locations were owed $50,666 in unpaid overtime wages and an additional $50,666 in damages. Escueta Care Home has agreed to pay all the back wages due and the assessed damages. “We continue to see widespread violations in an industry where unscrupulous employers are cheating their workers of their basic employment rights,” said Susana Blanco, the division’s district director in San Francisco. These employees, who provide care to the most vulnerable, the elderly and the ill, deserve better. The Wage Hour Division will continue to assist both employers and employees and will not hesitate to enforce the workers’ rights to receive legally mandated compensation for all of the hours they work,” Blanco added. Sugar: Poison for Your Heart When I was growing up, families ate their meals together, dining on plates of fresh food. Candy and sweets were doled out only occasionally as a special treat. Those days are gone. Today, people eat desserts with almost every meal. They also grab candy bars when they’re hungry, and wash down most of their food with sweetened soft drinks. As a result, sugar consumption has gone through the roof. And that’s a recipe for disaster. Today, we’re fatter than ever before in this country, more of us are getting diabetes, and we’re grappling with an ever-growing array of dangerous chronic diseases. What’s the culprit? For years, government health officials have pointed the finger at cholesterol and saturated fat, with nary a word about sugar. This is about to change. Government officials are preparing a report that will come down hard on our country’s sugar consumption. Three Ways Sugar Wrecks Your Heart Simply put, sugar is a carbohydrate. There are many different types of specialty sugars, such as those for baking, cooking, decorating, and other specific purposes. But all of them are basically different forms of glucose, a substance that occurs naturally in plants and fruits. There is a well-rooted myth that refined sugar — the kind you keep in your sugar bowl — is the worst type, and that there is something inherently better about raw sugar, brown sugar, honey, molasses, maple syrup, and others. But it’s not true. Sugar is sugar. And all sugar is a source of empty calories. The best that can be said for those other forms of sugar is that you can safely use them in smaller amounts. So if you want something sweet, they are better than refined sugar. But watch your portions. Sugar Damages Your Brain Sugar harms not only your heart, it may also be poison for your brain. Researchers are learning that sugar clouds thinking not only in the short term, but in the long term as well. For instance, they found that people age 70 and older who consumed excess sugar had four times the risk of developing mild cognitive impairment, a precursor to dementia. But those who ate a balanced, healthy diet were at significantly lesser risk according to the study which was published in the Journal of Alzheimer’s Disease. This leads, of course, to the big question: Is sugar helping to fuel the Alzheimer’s disease epidemic? Unfortunately, we don’t know the answer yet. But there is reason for concern. What if you just sprinkle a little sugar on your cereal, or maybe add some to your tea or coffee? What’s the harm in that? Quite a lot, it turns out. -Dr. C. Crandall (Cont. from page 1... Aguto said that based on the contents of the cell phone and the laptop, investigators could determine who could be the mastermind of the journalist’s death. “It would give investigators an idea of her activities that could provide leads,” Aguto said. At the Senate, Sen. Ralph Recto on Wednesday urged the government to create a fund for information that would lead to the capture of the killers of Magsino, adding that he was donating P100,000 to the fund. Recto, who is married to Batangas Gov. Vilma Santos, joined those who had condemned Magsino’s killing and called on law enforcers to immediately bring justice for her death. The government should also end the impunity surrounding the killings of journalists, he said. Magsino, 40, was shot dead a few meters from her apartment in Batangas City on Monday. Police are looking at several possible motives for the killing. Renewal of DACA ensures current DACA holders will continue to be safe from deportation for another two-year period. In addition, they will continue to have work authorization and to be eligible to receive a social security number, and, in nearly every state, a driver’s license. Q. Does this process apply to me if I am currently in removal proceedings, have a final removal order, or have a voluntary departure order? A. This process is open to any individual who can demonstrate he or she meets the guidelines for consideration, including those who have never been in removal proceedings as well as those in removal proceedings, with a final order, or with a voluntary departure order (as long as they are not in immigration detention). If you are not in immigration detention and want to affirmatively request consideration of deferred action for childhood arrivals, you must submit your request to USCIS – not ICE – pursuant to the procedures outlined below. If you are currently in immigration detention and believe you meet the guidelines you should not request consideration of deferred action from USCIS but should identify yourself to your detention officer or contact the ICE Office of the Public Advocate through the Office’s hotline at 1-888-351-4024. Q: What is deferred action? A: Deferred action is a discretionary determination to defer a removal action of an individual as an act of prosecutorial discretion. For purposes of future inadmissibility based upon unlawful presence, an individual whose case has been deferred is not considered to be unlawfully present during the period in which deferred action is in effect. An individual who has received deferred action is authorized by DHS to be present in the United States, and is therefore considered by DHS to be lawfully present during the period deferred action is in effect. If you are concluding a contract with somebody, would you trust him if he uses an alias? Iqbal said that is his revolutionary nom de guerre for security reasons. But how can the alias provide him with security when everybody knows how he looks like, considering that his pictures and video clips appear almost daily in newspapers and on television? Some observers suspect the reason is that he is not really a Filipino but a Malaysian, and telling the senators his real name would reveal that. Iqbal said he carries a Filipino passport. If true, then his real name must be on the passport because the government does not issue passports to people using an alias and in fact goes to great lengths to determine the passport holder’s identity. Since Iqbal will surely not show his passport, why does the Senate not subpoena the records of the Department of Foreign Affairs, where his true name should be? What is shocking is that the two government representatives in the peace talks, Secretary Ging Deles and Prof. Miriam Coronel-Ferrer, are helping Iqbal hide his identity. Who are they really representing, the Philippine government or the MILF? Franklin Drilon said two senators, Jinggoy Estrada (real name: Jose Pimentel Ejercito Jr.) and Bong Revilla (real name: Jose Marie Mortel Bautista) are using aliases. But it is different with show biz people. It is standard practice among them to use names that would be more attractive to moviegoers. They are known by those names everywhere but they sign their true names on documents. Unlike Iqbal, however, they are not hiding their true identity. They just want their screen names to be more attractive to fans. This is true also with Hollywood stars. In the case of President Joseph Estrada, he just added Estrada to his real surname of Ejercito, and he is known by that name everywhere. In fact, he is better known by his nickname “Erap.” He is not hiding behind an alias. Iqbal, on the other hand, is hiding his real name and signs official documents with his alias. Which puts in doubt the legality and validity of the documents he signed because there is a law that prohibits signing official documents with an alias. And certainly, using an alias in such an important document as the Comprehensive Agreement on the Bangsamoro does not inspire trust. But that does not bother our peace negotiators Deles and Ferrer. They should be the first to demand the true identities of their counterparts in the MILF, but they conspire to hide these identities instead. It turns out that not only is Iqbal using an alias but most of the MILF peace panelists and our representatives also know it but did not do anything about it. Our representatives have revealed their true colors. They are really on the side of the MILF. Isn’t it time that they were replaced with others more trustworthy? 12. This provision of the BSA requires that a FinCEN Form 114, Report of Foreign Bank and Financial Accounts (FBAR) be filed if the aggregate maximum values of the foreign financial accounts exceed $10,000 at any time during the calendar year. FinCEN Form 114 supersedes Treasury Form TD F 90-22.1 and is available online only through the BSA E-Filing System. In April, 2003, the Financial Crimes and Enforcement Network (FinCEN) delegated enforcement authority regarding the FBAR to the Internal Revenue Service (IRS). The IRS is now responsible for: - Investigating possible civil violations; - Assessing and collecting civil penalties; and - Issuing administrative rulings. Purpose of the FBAR Overseas financial accounts are maintained by U.S. persons for a variety of legitimate reasons, including convenience and access. The FBAR is required because foreign financial institutions may not be subject to the same reporting requirements as domestic financial institutions. The FBAR is also a tool used by the United States government to identify persons who may be using foreign financial accounts to circumvent United States law. Information contained in FBARs can be used to identify or trace funds used for illicit purposes or to identify unreported income maintained or generated abroad. Who Must File the FBAR? A United States person must file an FBAR if that person has a financial interest in or signature authority over any financial account(s) outside of the United States and the aggregate maximum value of the account(s) exceeds $10,000 at any time during the calendar year. Who is a United States Person? A “United States person” means: - A citizen or resident of the United States; - An entity created or organized in the United States or under the laws of the United States. The term “entity” includes but is not limited to, a corporation, partnership, and limited liability company; - A trust formed under the laws of the United States; or - An estate formed under the laws of the United States. Disregarded Entities: Entities that are United States persons and are disregarded for tax purposes may be required to file an FBAR. The federal tax treatment of an entity does not affect the entity’s requirement to file an FBAR. FBARs are required under a Bank Secrecy Act provision of Title 31 and not under any provisions of the Internal Revenue Code. Financial account includes the following types of accounts: - Bank accounts such as savings accounts, checking accounts, and time deposits, - Securities accounts such as brokerage accounts and securities derivatives or other financial instruments accounts, - Commodity futures or options accounts, - Insurance policies with a cash value (such as a whole life insurance policy), - Mutual funds or similar pooled funds (i.e., a fund that is available to the general public with a regular net asset value determination and regular redemptions), - Any other accounts maintained in a foreign financial institution or with a person performing the services of a financial institution.
