The Mission of the Domestic Violence Intervention Program is to provide comprehensive support
and advocacy services to victim/survivors, focusing on immediate and long-term safety, empowerment, dignity, and hope. In collaboration with the community, we strive to end domestic
abuse through education, accountability, and social justice.

A Message
from the Executive Director
One step forward, two steps back – that’s how it feels
sometimes. But maybe this past year it was five steps
forward and only two steps back. It’s been a very mixed
year – DVIP’s service scope has been expanded significantly
– many of you are familiar with the changes the Iowa
Attorney General has made to funding victim services in
our state – DVIP’s service area now encompasses 8 counties
in Iowa, while our regional hotline covers 13 counties in
Eastern and Southern Iowa. Our goal was to make access
to services in our new counties as seamless as possible.
Our advocates use a Mobile Advocacy model – meaning
we are available to meet victim/survivors where they
are – whether that is a public library, grocery store, faith
location or other safe place. We’ve also opened offices in
Burlington and Keokuk, with satellite office space available
to us in every county we serve. This is a big change for
a relatively small non-profit that has worked out of one
shelter location for decades to increase staff, office space
and miles travelled! We’ve had tremendous success in
ensuring access, in FY13 we served 1749 individuals, and
last year that jumped to 2218 women, children and men – a
22% increase
One additional success was the culmination of the 1105
Project, a collaborative project between the Crisis Center
of Johnson County, Free Lunch Program, National Alliance
on Mental Illness of Johnson County and DVIP. Supporting
a collaborative use of the previous public health building,
the Johnson County Board of Supervisors sold the building
to the Crisis Center in 2012 for $1. About 17 months later,
donations from nearly 900 donors paid off the $1.25 million
cost to renovate and furnish the building. The agencies
moved into the building in January 2014. Ultimately
having four non-profits work together to develop, plan,
fundraise and successfully renovate a large building was
truly a learning experience that showcased the innovative
and creative spirit of not only the non-profits, but of our
community.
One major impact is the public “storefront” where
victims of domestic violence can seek help while visiting
other agencies, but the possibilities for collaboration
that saves money and benefits clients is huge! One such
opportunity is the overnight sharing of hotlines between
the Crisis Center and DVIP. This collaboration generated
a $24,000 income for the Crisis Center and saved DVIP
$45,000 – demonstrating just one example of how
collaboration creates a win/win for everyone involved.

2013 Domestic Violence Counts
Iowa Summary
On September 17, 2013, 23 out of 25 (92%), of identified local domestic violence programs in Iowa participated in the 2013 National Census of Domestic Violence Services. The following figures represent the information
reported by the 23 participating programs about services provided during the 24-hour survey period.
694 Victims Served in One Day
471 domestic violence victims (229 children and 242 adults)
found refuge in emergency shelters or transitional housing
provided by local domestic violence programs.
223 adults and children received non-residential assistance
and services, including counseling, legal advocacy, and
children’s support groups.
This chart shows the percentage of programs that provided
the following services on the Census Day.

228 Hotline Calls Answered
Domestic violence hotlines are a lifeline for victims in
danger, providing support, information, safety planning,
and resources. In the 24-hour survey period, local and state
hotlines answered 228 calls, averaging more than 10 hotline
calls every hour.
150 Educated in Prevention and Education Trainings
On the survey day, 150 individuals in communities across
Iowa attended 22 training sessions provided by local domestic violence programs, gaining much needed information on
domestic violence prevention and early intervention.
87 Unmet Requests for Services in One Day, of Which 86%
(75) Were for Housing
Victims made more than 80 requests for services, including
emergency shelter, transitional housing, and nonresidential
services, that could not be provided because programs did
not have the resources to provide these services. The most
frequently requested non-residential services that couldn’t be
provided were housing advocacy, followed by transportation,
and financial assistance
Impact of Unmet Requests for Help
Domestic violence programs do not always know what happens when a survivor courageously calls a stranger to ask for
a bed or other help and the services aren’t available; however
43% of programs report that victims return to their abuser, 26%
report that victims become homeless, and 13% report that the
families are end up living in their cars.
Cause of Unmet Requests for Help
17% reported reduced government funding.
13% reported not enough staff.
4% reported cuts from private funding sources.
4% reported reduced individual donations.
Across Iowa, 56 (14%) staff positions were eliminated in the
past year and most of these positions were direct services, such
as shelter or legal advocates, so there were fewer advocates to
answer calls for help.

DVIP provided safe shelter to 301 women
and children last year. Unfortunately, our
shelter stays full year round. Our capacity
is 35 women and children nightly, with 5
additional beds for immediate danger.
Crisis line calls were received from our
thirteen county service area, including
Cedar, Iowa, Johnson, Washington,
Henry, lee, Des Moines, Van Buren,
Louisa, Muscatine, Scott, Clinton, and
Jackson
No matter how full we are, if someone is in
immediate danger they are brought in to
our shelter.
Domestic violence, dating violence and
stalking are preventable crimes, but we
must stand together as a community to
make change. Entitlement, oppression
and inequity are at the root of domestic
violence, but we see the violence even
earlier in the bullying that occurs in our
children’s lives.

For many moms, seeing how domestic
violence is impacting their children is a
catalyst for leaving. But leaving is very

victim can make.
