Handbook for foreign students Hello and welcome to ICAM Lille campus This handbook’s aim is to give you some essential information for a long stay. 1. Arrival at Icam On arrival at ICAM, please contact one of the following: or the student mentor, if you have one, who will look after you at the beginning and help you with settling in. If you do not have a student mentor you will be given one on arrival. Page 1 sur 14 2. Administrative formalities to be completed on arrival a. At your Arrival On arrival, you are expected to visit the foreign student advisor’s office (Céline Villaeys) in order to fill in a form with personal details. b. Learning Agreement Depending on the demands of your university and in agreement with the Director of Studies of ICAM, you are required to draw up your Learning Agreement. Hélène Skrobala or Michele Pluss will give you the schedules in order to assist you in your choices. c. Student Card Céline Villaeys will give you your Student ID a few days after your arrival. d. Other administrative procedures Erasmus students are free of any residence permit requirements. However, for non-Erasmus student, International Desk will guide you through the French administrative jungle. Make sure to contact us as soon as possible so that we give you the student registration certificates needed when applying for the APL, opening your new bank account etc. e. Campus Fees Campus Fees: for 2013-2014, the campus fees amount to 403€; for international students, the amount depends on the length of your stay on campus (for example, the amount for one semester is 201,50€). These fees cover services proposed to students on campus (like student associations activities, access to documentation, reprography …) 3. Personal formalities a. Housing Allowance APL is a French Public Housing Allowance managed by the CAF (Family Allowance Office). If you want to apply, you should fill in a form available from the CAF web site (http://www.caf.fr/pdfj/al0.pdf) on your arrival in France. You can ask Céline Villaeys. The documents required are: - A photocopy of passport or identity card. - A birth certificate. - A photocopy of your student card or school registration certificate. - A photocopy of your residence permit (carte de séjour) except for EEA Nationals. - A bank identity certificate (relevé d’identité bancaire or RIB) issued by your bank in France. In order to be able to apply for housing allowance (APL) paid by the CAF, you must open a bank account. Many banks have branches in the area and an appointment can be made by us with one. - Your first rent receipt. NB: you will receive your housing allowance only after three months due to the time it takes to process your file. Therefore, be prepared to pay the first month full rent (excluding charges) and to pay in advance the following months. Page 2 sur 14 b. Health Inssurance Health Insurance is compulsory for all students. When registering, you will have to provide proofs of health insurance coverage, which may vary according to your situation: If you are a student who comes from and leaves in a country within the European Economic Area (EEA): the European Card for Health Insurance (CEAM) must be delivered by the national health scheme of your country to which you or your parents subscribe. This will entitle you to the same student benefits free of charge as for French students. Don’t forget to bring your original document for social security cover If you are a student from another country: if you are under 28 years old, you must adhere to the French student health insurance scheme (which depends on two complementary insurance centres SMENO or LMDE). National Health insurance fees in 2011-2012: 200€ Work insurance fees in 2011-2012: 8€ You should fill in a form available from the Health Assurance website (http://www.caf.fr/pdfj/al0.pdf) on your arrival in France. You can ask to Céline Villaeys c. Bank account ICAM is in close partnership with several following bank subsidiaries, among which are "La Poste" and the "Société Générale". It might be interesting to know if your current account bank is in partnership with another one in France (like HSBC), which could help you to save money from charges deducted from transfer payment and such. The Student Residence The Student Residence in ICAM in under refurbishment. However, you can check on this website http://www.campusfrance.org/fr/page/trouver-un-logement. You will find all possibilities to search an accommodation. You can also book an accommodation to one of the residence of La Catho through AEU association http://www.asso-aeu.fr/logement/index.html All residences are close to Icam (15min walk maximum). Page 5 sur 14 6. Playing Sport at ICAM Sports take a huge part in students’ life. With our sport desk in Lille, called BDS, we offer the possibility to everyone to join a team and participate to almost every activity. Practicing just to have fun or playing against other schools for tournaments and challenges. We propose almost 20 activities; it can be team sports like rugby, volley-ball, basket-ball, handball, soccer, or other individual sports like climbing, swimming, martial arts, squash… All those activities are organized by our sport association, we also offer promotions to go to the swimming pool or the closest gym and there is the possibility to rent paintball equipment for a week end. Our aim is to give the possibility to students to meet in the best conditions and have fun. We also organize events in the school like the “inter-promo tournament” where each year tries to do her best in each sport to win the title! You want to be a part of it? To subscribe to the association you only need to bring a medical certificate to the office which is next to the BDE, it is open every Tuesday and Friday from noon to 1:30pm, the BDS team will be glad to answer any question! Page 6 sur 14 7. The City of Lille Welcome to Lille! Lille, the most Flemish of French cities, will seduce you with its colorful architecture and warm hospitality. At the heart of the Euroregion, the capital of Nord-Pas de Calais has all the attributes for a successful stay: 1000 years of fascinating history, great museums - including the "Palais des Beaux-Arts", the second museum in France after the Louvre -, friendly fashion boutiques and delicious gastronomy. Here more than elsewhere in France, Flemish art can be read on the facades and found in the culinary specialties with these amazing recipes: potjevleesh, waterzoï, etc. ... In the Old town, in the Grand'Place and in many areas of the city, Lille adapts flourishing art admirably (well typified by "La Vieille Bourse") to all the refinement of French architecture. The rows of identical tall and narrow houses reflect the influence of French art which has been developed further to the conquest of the city by Louis XIV in 1667. During many centuries, Lille was the capital of the Flemish Counts, then capital of Dukes of Burgundy, and also be part of the Spanish Netherlands. With its business district and two TGV high speed train stations, now Lille is in the centre of Europe, Brussels, London, Paris, Luxemburg, Amsterdam….. Transport Public transport Thanks to Transpole, Lille has a comprehensive public transport network: - 2 automatic metro lines : the world's first automatic subway (1983), 60 stops covering 45 km. Line 1 : Villeneuve d’Ascq 4 Cantons <> Lille CHR B Calmette (Regional Hospital) Line 2 : Lomme Saint Philibert (Hospital) <> Tourcoing CH Dron (Hospital) - 2 tram lines with more than 35 stops connecting Lille to Roubaix and Tourcoing. Nationals of non EEA countries should obtain an international driving licence from the motoring authority of their country. For the vehicle, it is necessary to have the registration and insurance papers (log-book) and a nationality plate of the approved size. Arriving in Lille by car Six motorways lead to Lille: A1 from Paris (220 km) A22 / E17 from Ghent (75 km), Antwerp (125 km) and Amsterdam (290 km) A23 from Valenciennes (53 km) A25 from Dunkerque (80 km) and the A26 from Calais (110 km) A27 / E42 from Brussels (110 km) Car Park Lille has street level car parks offering about 20,000 parking spaces as well as several metro car parks in the city centre, in addition to on-street pay-and-display ticket parking. The rate generally varies between €1.30 to €1.60 an hour, depending on the location. They are located in Lille (metro stops Porte d'Arras, Porte des Postes and CHR B Calmette), in Lomme (metro stop Saint-Philibert) and in Villeneuve d'Ascq (metro stops Les Prés and 4 Cantons). 2 park-and-ride car parks with Citadine bus access are available. The first is located in the Champ de Mars (next to the Citadel) and the second at the Porte de Valenciennes metro stop. Both offer security surveillance Monday - Saturday: 7 am - 8 pm. At a cost of €1.70 for 3 hours or €3.20 for the day, parking includes free rides on the Citadine bus that serves the city centre as well as the rest of the city. However, there is the brand "Eurolines" which is located 23 parvis Saint Maurice in Lille (0 892 89 90 91). With this company, you will be able to travel through the country or go abroad by coach with a competitive fare ! Plane Airport: Aéroport de Lille - http://www.lille.aeroport.fr/ It serves more than 70 national and international destinations. Scheduled domestic flights with Air France, Chalair, Ryanair and Vueling Companies to and from: Brest, Bordeaux, Lyon, Marseille, Nantes, Nice, Strasbourg and Toulouse. Direct international flights to and from: Barcelone El Prat (from March 2012), Porto, Alger, Oran and Tunis. Shuttle service from the airport (Gate A) to the city centre (bus stop sign "Liaison aéroport" outside the Euralille shopping center) is available. Length of ride: 20 minutes. One way ticket: €7 - Return ticket: €9. You can also use a taxi, which will cost you between 25 and 35€. b. Cost of living Some foreign students arriving in France find a noticeable difference in the cost of living compared to their home country. It is therefore important to be financially prepared for your stay. Shopping Opening hours Shops and supermarkets are open Monday to Saturday, 9 am to 8 pm. Smaller shops may close at lunch time or earlier in the evening. Food stores (grocers and bakers) are open from 6.30 am to 7.30 pm. Some open on Sunday mornings. Many food stores close between noon and 2 pm. Wednesday and Saturday from 7 am to 2 pm. Marché des créateurs : Place des archives Market for artists: watercolors, paintings, earthenware and stoneware sculptures, stained glass, jewelry ... Every Sunday from 9.00 am to 1.30 pm. Marché de la Vieille Bourse : Place du général de Gaulle In the courtyard of the Vieille Bourse (1652-1653), booksellers and chess players welcome you From Tuesday to Sunday from 1 pm to 7 pm - In July and August, demonstrations of tango Marché de Wazemmes (the most famous) : Place de la nouvelle aventure It is one of the largest markets in France, and perhaps one of the liveliest. You will often hear an accordion being played in a "Soho" atmosphere. Market on Tuesday, Thursday and Sunday: 7 am - 2 pm. Covered market: Tuesday - Thursday: 8 am - 2 pm / Friday - Saturday: 8 am - 8 pm / Sunday: 8 am - 3 pm. On Sunday, a flea market is set up around Saint-Pierre Saint-Paul church. Going out Lille has many good places to eat out or to have a drink. There are also numerous cinemas in the centre, as well as theatres and concert halls. Lille has some beautiful sights, such as the Opera de Lille, the Old town, the Cathedral Notre-Dame de la Treille, the belfry, the Chamber of commerce, the main square….and many more. The Northern France is also a nice area to discover: the full natural space of the coastline of the Opal coast, e. La Braderie de Lille Two days of shopping madness every first weekend in September draw over a million visitors to Lille. This is undoubtedly the biggest flea market in Europe. Imagine 200 kilometres of sidewalks occupied by stallholders, from the city and from all over Europe. Ever since medieval times, when the valets obtained the right to hold an annual sale of their masters'cast-off clothes and belongings, every-thing has been for sale and for purchase here. Other than bargain-hunting, another tradition has established itself here - that of a bowl of mussels and chips ("moules-frites") along with a glass of local beer. During the sale weekend, the city is transformed, the pedestrian rules and everyone joins the celebration !
