Further to your discussions with Thomas Loh on July 3, 2015, Fairbank Architects Ltd. is pleased to provide
the following outline of the Project, our services, methodology and fees for the Rossland Miners Hall
Renovations & Restoration Project.
Project Outline
Thomas Loh Architect was retained by Rossland Council for Arts & Culture to provide an architectural
concept as part of a design proposal for the Rossland Miners Hall Renovations & Restoration Project.
Thomas Loh will remain as the Design Consultant for the Project and will be employed by Fairbank
Architects Ltd.
It is understood that the August 2009 Construction Cost Estimate is $917,300.00, provided by James Bush
& Associates Ltd. dated October 28, 2014. A re-analysis of the estimate will be undertaken prior to
Tendering.
Scope of Work:
1. Building Envelope Upgrade/Maintenance:
• Replace all deteriorated structural framing components
• Replace existing metal roofing, flashing
• Replace/repair existing soffit, fascia
• Replace all deteriorated siding and trim work
• Prep/Seal/Refinish all siding, trim, windows, with new paint
• Remove existing chimney, reconnect existing exit stairs
• Re-configure Shed roofs over rear exits
• Remove/trim existing trees in danger to the building
• Correct existing Code non-compliance at front exit stairs

2. Façade Restoration:
• Restore original balcony
• Restore gable end parapet and peak detail
• Assess/re-mediate framed building against finished grade
• Replace/refinish as per 1. Above
• Install new storm windows (interior) over original windows
3. Entry Plaza/Forecourt Remodel:
• Reconstruct concrete retaining wall, steps and ramp
• Install new paving, guard rail and lighting
• Replace existing timber planter with concrete
• New public sculpture (Separate Allowance)
4. Attic Floor Reclamation:
• New Green Room, Lounge, Multi-Use Space with Accessory spaces
• Install all required Fire Separation and Sprinkler to Code
• Complete building envelope installation
• Complete interior finish and fit up
• Reconnect to all exit stairs and upgrade to current Code
Fairbank Architects Ltd. will employ a Code Consultant and Fire Protection Engineer to analyze the sprinkler
requirement or provide for an “Alternative Solution” during the Design Development Phase of the Project.
Fairbank Architects Ltd. and Thomas Loh Architect have previously collaborated on the following Projects:

Methodology
Fairbank Architects Ltd. will divide the project's development into four basic phases, which are: Design
Development, Construction Contract Documents, Bidding, and Construction/Commissioning Phase. The
project is monitored throughout a minimum of one year post-construction. Necessary action is directed to the
contractor to honour warranty items.
A team consisting of the architect and the fire protection, mechanical and electrical engineers are coordinated
to carry out activities within each phase of our services. Throughout the project's development, the Architect
acts as the Managing Consultant, working in close relationship with the Client's Building Committee and
consulting engineers.
Through past experience, continuing communication, and in-depth reviews of the program, the functional
requirements are understood and developed throughout the phases of the project. The Project Architect
remains involved throughout the duration of the project's development, including construction and
post-construction phases, to maintain the functional objectives and cohesiveness of the program.
A critical path work schedule, established at the outset, determines the personnel involved, consultants'
responsibilities, and determines completion times, man-hours, and related costs. A task schedule will be
available to the Client upon request.
Employees of Fairbank Architects Ltd. have extensive experience in the use of Computer Aided Design
(CAD). All preliminary drawings, project briefs, and construction documents will be produced with the aid of
our in-house Vector Works CAD system. Drawing information will be exchanged periodically by electronic
mail between Fairbank Architects Ltd. and the sub-consultants for purposes of cross-checking and updating
each sub-discipline's work.
Composite computer generated floor plans can be reproduced at any scale, with varying degrees of reference
notes and therefore can be used for future promotion, fire evacuation plans and maintenance scheduling.
Construction cost and development cost estimates used by the consultants are derived from the comparison
of costs of other similar projects, market trends, availability of contractors, availability of special materials, and
equipment. Fairbank Architects Ltd. and our sub-consultants maintain an accurate record, by component
breakdown, of previous and current projects within our control. Fairbank Architects Ltd. recommends the
employment of a Cost Consultant to take an active role in the project's development. During all costing stages,
the Cost Consultant will provide support with advice regarding cost savings, alternative design options and
selection of construction materials. Local market conditions would be assessed through polling of the
trades/suppliers and analysis of recent bids.

Methodology, continued
The Building Committee and Facility Staff make a vital contribution to the planning process and become, in
effect, part of the design team, with input in defining function requirements and involvement in all aspects of
the design as it is developed.
The extensive detail and accuracy of Fairbank Architects Ltd. construction documents, eliminates
unnecessary irregularities or changes during the course of construction. Should program changes occur
during construction, Fairbank Architects Ltd. will issue a "Contemplated Change Notice" to acquire a fixed
quotation from the contractor, prior to a written "Change Order" authorized by the Owner. Explanations and
reasoning for Contemplated Change Notices are always reviewed with the Building Committee prior to
issuance to the contractor.
Our schedule of site inspections, of approximately twice a month, and method of reporting the construction
status, ensures that all parties are aware of the compliance with the construction contract and completion
dates. Fixed monthly construction meetings with the contractors and the Owner's representatives will occur
once a month to review progress schedules, contractor's invoices, and any arising questions.
Substantial Performance of the construction project will not be declared by Fairbank Architects Ltd. until the
facility is constructed "for its intended use" and after system commissioning, receipt of operating/maintenance
manuals and with minimal "deficiencies". Sufficient holdback will be posted to ensure that deficiencies will be
rectified within the Builder's Lien period (45 days) as agreed to by the contractor. After the expiration date,
work may be undertaken "by others" and charged to the holdback.
Projects are monitored throughout a minimum of one year post construction. Necessary action is directed to
the contractor(s) to honour warranty items.
The ultimate advantage of any project depends upon close cooperation and continuing dialogue between the
Client's Building Committee, Architect and consulting engineers. Fairbank Architects Ltd. will maintain this
goal. We have worked with the listed consulting engineers on numerous projects in the past, and positive
working relationships have ensued.
The foregoing methodology, for projects both larger or of minor capital, as proven in previous endeavors,
offers an excellent degree of success for this project.

Fairbank Architects Ltd. strives to create buildings that conserve energy and water and reduce greenhouse
gas emissions and water generation. In retrofit projects, we have been able to introduce more efficient lighting
systems, upgraded heating, ventilation and air conditioning systems, water saving plumbing fixtures and
automated building operating systems. Salvage materials for reuse or recycling are specified where practical.
In new construction we use design strategies, such as enhanced thermal envelopes, passive solar design,
daylighting/shading, natural ventilation, water efficient landscaping and the reuse of building materials.
These design strategies can increase comfort levels, worker’s productivity and generate capital and
operational cost savings in addition to the environmental benefits gained. Throughout the Project’s
development, Fairbank Architects Ltd. can provide the services of our in-house LEED® Accredited
Professional.
Fairbank Architects Ltd. is a member the Canada Green Building Council and has recently designed several

Basic Consultant Services
Following is an outline of the basic consultant services to be provided by Fairbank Architects Ltd. and our subconsultants.

Develop and refine the approved Functional Plan. Prepare Preliminary Design Drawings including
scaled and dimensioned plans, interior design, exterior elevations and building sections.
Develop outline specifications of building systems, materials and finishes.
Develop Preliminary Design Reports for mechanical and electrical systems.
Undertake a Code Review to determine the extent of requirements for fire protection.
Review and develop the construction and development cost estimates for the Preliminary Design.
Develop priority strategies and select phased development.
Prepare an outline of subsequent phases and time-lines for the construction documents, tendering
and construction phases.
Submit an outline of possible future requirements and estimated costs of the project, including
geotechnical investigation, utility development, and materials testing.
Provide a Project Brief which will include: an Executive Summary; Project Description; Outline
Specification; B.C. Code Analysis; Mechanical and Electrical Reports; Project Schedule;
Preliminary Design Drawings and attached Project Cost Summary.
Make a presentation to the City of Rossland, to review all components of the Preliminary Design.

Receive approval from the City of Rossland to commence Construction Documents.
Provide scaled, dimensioned: floor plans; exterior building elevations; interior room elevations;
construction details; millwork elevations/details; door/hardware schedules; room finish schedule
and window schedule.
Provide specifications for architectural components.
Provide mechanical H.V.A.C. and electrical schedules, drawings and specifications.
Provide a pre-tender construction cost estimate.
Review statutes, regulations, codes and by-laws applicable to the design and where necessary
review the same with the Authorities Having Jurisdiction (Building Inspector) in order that the required
consents, approvals, licenses and permits necessary for the project can be applied for and obtained
by the City of Rossland or Contractor.
Meet with the Building Committee to review all components of the Construction Documents.

Bidding or Negotiation

Assist and advise the City of Rossland on obtaining bids or negotiated proposals and in awarding and
preparing construction contracts.
Answer inquiries of building contractors.
Issue Addenda, if required.
Assist in evaluation of tenders.

Be a representative of the City of Rossland, advise and consult with them and have authority to act
on their behalf.
Provide Letters of Assurance of inspections as required by the Authorities Having Jurisdiction.
Keep the City of Rossland informed of the progress and quality of the Construction Work and report
to the Building Committee, City of Rossland any defects or deficiencies in the Construction Work
observed during the course of the site reviews.
Provide supplementary drawings, details and instructions to the contractors, as required.
Determine the amounts owing to the Contractor based on observations at the site and on evaluations
of the Contractor's invoices, proportionate to the amount of the Construction Contract, for work
performed and products delivered to the Place of the Work.
Review shop drawings and product data submitted by the Contractor.
Provide a colour schedule based on material samples provided by the Contractor.
Interpret the requirements of the Construction Contract Documents and make judgments as to the
performance thereunder by both the City of Rossland and Contractor.
Prepare change orders for the City of Rossland's approval, in accordance with the Construction
Contract Documents, and have authority to order minor adjustments in the Work not involving an
adjustment in the contract price or an extension of the contract time, which are consistent with the
intent of the Contract Documents.
Determine the date of Substantial Performance and receive from the Contractor and forward to the
City of Rossland for the Client's review the written warranties, maintenance manuals and materials.
Determine the date that the Contract is deemed to have been completed and ready for occupancy.
Undertake the one-year warranty inspection.

Fairbank Architects Ltd.'s services do not include geotechnical investigations, site/topography surveys,
materials testing or hazardous materials abatement. We are, however, pleased to coordinate these
specialized consultants on behalf of the City of Rossland.
Specific Provincial Government agreements between Client and Consultant state the detailed requirements
of each party and each phase of our services. Fairbank Architects Ltd. recommends the utilization of the
formal Agreement.

Site Representation
Fairbank Architects Ltd. and Thomas Loh anticipate attending two Design Development Meetings and one
Construction Document Completion/Pre-Tender Meeting. All meetings will be scheduled in Nelson or
Rossland.
The Construction Duration will be approximately eight months with deficiencies completed within the
ensuing month, after Substantial Performance. Sixteen (16) inspections by Fairbank Architects Ltd. and
other Members of the Consultant Team are anticipated during Construction.

The Mechanical Design Development Report will recommend the Mechanical Systems to be included in
the Construction Documents. The stated fee is based on a moderate HVAC system. A more elaborate
system could bear an additional fee of approximately $1,800.00.
Disbursements, such as travel, courier services and long distance communications are additional to the above
Basic Fee and estimated at $4,550.00. The listed Consulting Engineers are providing ongoing services for
other projects in the Kootenay Area, therefore, the cost of most travel will be pro-rated and shared.

Fees and disbursements will be invoiced at the end of each month in which they occur. Should the scope
and/or extent of work change during the course of consulting services, fees would be adjusted accordingly at
a mutually agreed formula.
