Equatoria Western Equatoria 1 1.0.Introduction “We cherish education for all our people equally and aim to provide a lifelong education for all children and adults of Southern Sudan, an education that is relevant and based on the needs of the people, to enable them to be responsible and productive citizens.” GoSS MOEST vision The Government of Southern Sudan (GoSS) Ministry of Education, Science and Technology (MoEST)’s main aim is to ensure that all individuals have access to a primary school education regardless of age, special needs and gender. These goals reflect the Government’s commitment to obtain the Millennium Development Goals (MDGs) of ensuring that by 2015 all boys and girls will be able to complete a full course of primary schooling, as well as eliminating all gender disparities in primary and secondary school by the same year. To this end the ministry is focusing on developing the sector of basic education through 1) constructing classrooms and 2) building the capacity of teachers. Also prioritized is community awareness of the importance of girls’ education. A great number of adults and children have not had the opportunity to go to school due to the decades of civil war. As a strategy in ensuring the achievement of the goals stated above, as well as eliminating illiteracy, MoEST has chosen to construct both a formal and an alternative education system. The Southern Sudanese education system therefore has both a formal education ladder and an alternative education system. The formal education ladder is based on an 8-4-4 system, i.e., eight years of formal primary education, four years of secondary education and four years of higher (post-secondary) and tertiary education. The alternative education system compresses eight years of formal (primary) education into four years and offers flexible entry and exit points for children, youth, and adults. Southern Sudan is emerging from decades of war where all access to basic services and rights was destroyed. After the Comprehensive Peace Agreement (CPA) was signed in late 2005, GoSS work has been guided by the strategies set out in this agreement. These strategies are: a) Developing physical infrastructure; b) Prioritizing agriculture and promoting private sector development; c) Restoring peace and harmony (including access to basic services); d) Regenerating social capital; and e) Developing institutional infrastructure for better governance. The education sector is cross-cutting and contributes to all the strategies above, but plays a specifically important role in restoring peace and harmony and regenerating social capital. Through expanding access to general and higher education the population gains a sense of purpose and education assists them in gaining skills that can create livelihoods for people whose only skill during the war was surviving or being a soldier. Investing in education is for this reason, and others too numerous to mention, essential in preserving peace in Southern Sudan. MOEST at national and state levels is a young entity. Big strides towards establishing the ministry has been made during the last few years, especially in the area of clarifying roles and responsibilities and establishing policies to ensure transparency and accountability. However, large amount of work still lies ahead of the ministry. For instance, efficiency and transparency cannot be built in a vacuum. An infrastructure such as a financial tracking system must first be developed and implemented to ensure that GoSS has a reliable payroll system. The EMIS Unit In GoSS MOEST the Education Management Information System (EMIS) Unit is housed under the Directorate for Planning and Budgeting in the Department for Data and Statistics. The unit was established in early 2007 and has since conducted and managed collection of education census data. It will indicate where actions need to be taken in order to ensure improvement. However, where there are several competing priorities and limited resources, planners and politicians need to analyze and compare the data and decide what intervention would have the most impact by spending the least amount of money. Without a functioning EMIS, planning, monitoring and evaluating for a better educational system becomes difficult. A functioning EMIS will tell planners where the weaknesses and the strengths of the system lies, which state or county do well in an area where others fail, etc. Information and lessons learned from the county or state that does well can be generated based on this information. Data from EMIS will also indicate if the activities implemented have had the desired impact. For example, if government decides to build a certain number of classrooms it should bring down the student/classroom ratio (that is, if the new student enrolment has not increased). As GoSS is committed to fulfilling the MDGs, MoEST in 2007 develop a Policy Handbook, which laid out the goals and priorities for the education sector in Southern Sudan. EMIS will assist the ministry in performing multiple tasks, including tracking its progress against MDG Goal #2 (that by 2015 all girls and boys should be able to complete a full course of primary schooling), MDG Goal #3 (eliminating gender disparity in all levels of education by 2015), and the targets in the Policy Handbook. The handbook currently serves as the key working document for the ministry until the Education Act is adopted. Based on its international commitments and the Policy Handbook, GoSS MoEST will develop Education Strategic Plans (ESPs) for both national and state level. The ESPs’ main purpose is not only to guide the ministry in medium3 and long-term policies, priorities and interventions, but also to assist donors in aligning their long-term funding to GoSS priorities. Base-line information from EMIS will play a critical role in developing these strategic plans and their corresponding budgets, as well as in monitoring and evaluating their indicators. The Collection of EMIS Data Collaborative relationship with the State Ministries of Education (SMoE) was not well developed in 2007 and 2008. Coupled with insecurities in some states, data collection effort resulted in relatively poor coverage rates. In 2007 the EMIS unit had just been established and the effort was concentrated around the collection of data in primary schools. Secondary school data was not collected and only a few of the AES schools were covered. The estimated coverage rate for primary schools in 2007 hovered around a mere 67 percent. In 2008 the coverage rate for primary schools improved and climbed up to 87 percent. An estimated 52 percent of the AES was covered. Data was collected from all secondary schools, vocational institutions, teacher training colleges and tertiary institutions. This was done in order to improve the cooperation with and capacity within state ministries to support a more decentralized data collection process, as this approach would improve coverage rates. These representatives were actively involved in the 2009 data collection in their respective states and the coverage rate for primary schools improved considerably. An estimated 99 percent are covered by the 2009 Education Census. Coverage increased for AES as well. The data collection process requires much planning and coordination with stakeholders at the state, county, and payam levels. First of all, the EMIS Unit members are grouped into field teams. In 2009 each field team consisted of two representatives from GoSS MoEST and another two from the SMoE. Each team, assigned to a set of counties, start planning a one-day training session on filling out the education census questionnaires for head teachers. Payam inspectors assist in contacting all head teachers and coordinating the logistics of the training. For counties too difficult to reach due to security restrictions or distance from Juba, the field team members travel to the county by car, air, or sometimes boat. In some counties the training may last over several days as it is more effective to train the large number of head teachers group by group, rather than holding a one-time, crowded session. The head teachers are provided a specific window of time to complete the questionnaire and submit it to their respective payam inspectors. The questionnaires then become consolidated at the state level, to be brought back to Juba. In 2009, the EMIS Unit visited the states several times to retrieve questionnaires. The information gathered is then processed into a common database. Random data input checks are conducted and the data cleaned before any analysis takes place. One product of the analysis is the Annual Statistical Booklet. In 2009, the EMIS Unit will also produce a State Statistical Booklet for each state, and a separate analysis report. There are also plans to conduct data dissemination trainings in all states for state and county planning managers, during which the use of EMIS data as well as improvement of the questionnaire formats will be discussed. 1 The 2006-2008 data have been adjusted from their original coverage rate to an estimated 100 percent. 4 EMIS Challenges and Constraints Much energy and work have been put into ensuring improvement of the coverage rates in the first three years of EMIS existence. On the way to achieving the 2009 coverage rate several challenges needed to be overcome. With the cooperation from the state ministries, these obstacles have been removed. EMIS will, together with the state ministries, continue to focus on maintaining high coverage rates in the years to come, but it will also increasingly address issues of data quality and data utilization. Current data do have several points of inaccuracy that can be corrected at the school level while filling out the questionnaire. Similarly, dissemination of the data can be made more useful with increased direct application of data to planning. As with improving coverage rates, cooperation and support from states and counties will be crucial in overcoming the obstacles around data integrity and application to decision-making. In order to improve quality of data, questionnaires must be made easier to understand and fill out—which can only happen upon constructive feedback from the state, counties, and school head teachers. Quality control must be institutionalized. The EMIS training of head teachers can be revamped to provide better guidance for head teachers. Payam inspectors and county education managers, too, should be given extra training so they can assist their head teachers in filling out the questionnaire and review the responses for potential errors, prior to sending the forms back to the state-level EMIS focal points. The ultimate goal of EMIS is, of course, to facilitate the connection between data and planning. Should the government and its partners not utilize the data correctly and effectively, the purpose of EMIS is defeated. Throughout the years to come, the EMIS Unit representatives will be actively involved, possibly via state- and county-level training, in encouraging stakeholders to use EMIS data in developing ESPs and checking progress towards national and international education standards in various indicators. Key Information about the EMIS National Annual Statistical Booklet EMIS data is collected from all schools that are officially registered with the SMoE as well as private and community run schools/centers. The EMIS Unit is cognizant that other schools may exist. However, limitations to coordinating head teacher training sessions are difficult to overcome for schools not officially recognized by the ministry, not to mention the question around their operational status. The 95 percent coverage rate for primary schools in the 2009 Annual Education Census (AEC), it is only relative to the officially registered schools. The list of such schools is annexed to this report. Two types of data have been used in the compilation of this booklet: 1) data from the AEC conducted in 2007-9 by GoSS MoEST EMIS Unit and 2) population data from the 2008 Southern Sudan Population Census conducted by the Southern Sudan Centre for Census, Statistics and Evaluation (SSCCSE). This statistical booklet is meant to serve as a reference document for government and others working in the education sector in Southern Sudan; its purpose extends beyond a report. The tables published are therefore not accompanied by an analysis or a narrative explanation. The booklet is accompanied by a computer-based electronic tool, the Education Automated Statistical Information System Toolkit (ED*ASSIST). It is beyond the scope of the EMIS Unit to include in the statistical booklet all the information collected in the AEC. However, if one wishes to access some of the data that is not displayed in the booklet, he/she can use ED*ASSIST to generate reports from the EMIS database. Independent of Internet connectivity and easy to use, ED*ASSIST is a powerful analytical tool that makes education data accessible and transparent at the time needed. The EMIS Unit provides interested parties with the installation CD upon request. The booklet has been structured in the following manner: 1) foreword, 2) introduction and elementary data from EMIS 2009, 3) state profiles containing key education information in each state, 4) access to education, 5) resources (human and physical), and 6) efficiency. Each of the sections is divided into a) primary, b) secondary, and c) AES sectors. The six main sections are followed by 7) more information on each sector of education, including d) tertiary institutions. 5 The coverage rate for 2007 and 2008 primary schools had not reached 100 percent. Comparative analysis of 2007 and 2008 data to 2009 data (which is very close to 100 percent coverage) uses estimates from the first two years. AES coverage was not 100 percent, either, even in 2009. Equally important to note, the GoSS and SMoE currently possess no list or overview of the total number of AES schools/centers. In the absence of a baseline, it deems inappropriate to use estimated 100 percent coverage numbers. This booklet therefore uses raw, reported numbers for AES for both 2008 and 2009. 6 2.0.
