INTRODUCTION
This profile contains information and statistics about the City of Welland, Ontario, Canada, that we hope is useful to those
involved in making a location decision or seeking general information.
Welland is a component community within the Regional Municipality of Niagara in the Province of Ontario. The City is
governed by a twelve member council and Mayor. The administration of the City is under the direction of a City Manager
who reports to the Mayor and Council.
The City is responsible for revenue collection, local planning, local economic development, building permits, local water
and sewer mains, local streets, fire protection, parks and recreation, and public cemeteries. The Regional government is
responsible for regional planning, regional economic development, water and sewage treatment, major water and sewer
mains, solid waste, police, major roads and social services.
The ensuing pages present services provided for the City and the demographic characteristics of its people.
WELLAND’S LOCATION ADVANTAGE
The location of Welland is enviable in terms of business and personal fulfillment. The City is strategically and conveniently
located within Ontario’s “Golden Horseshoe” region. The Golden Horseshoe is centered by Metropolitan Toronto, which is
Canada’s largest consumer market and an integral part of its industrial heartland. Welland is approximately ninety minutes
from Toronto via superhighways, and within thirty minutes by excellent highways from the United States’ port of entry;
Buffalo, New York.
Welland is approximately one and one-half hours by automobile from Toronto’s Pearson International Airport and fortyfive minutes from the Buffalo airport.
Welland is within 900 kilometers (500 miles) of half of the population of the United States and Canada, and 60 percent of
the North American industrial market. This market area comprises three-quarters of the purchasing power of Canada and
the United States. As well, seven of the top ten U.S. industrial states are within one day’s trucking of Welland. Welland is
closer to the bulk of the U.S. market than Florida, Texas and California!
The City’s location on the St. Lawrence Seaway links Welland to ocean ports in such places as Hong Kong, the Pacific Rim,
Europe, and North and South America. There is space on Welland’s harbor on the Welland Canal for warehousing of goods
to be loaded onto and received from ocean going ships.
Welland has rail linkage to major Canadian and U.S. centers, and its airport offers service to both business and leisure
travelers, and accommodates both freight and private jet passenger crafts on a regular basis.

LIVING AMENITIES
Population Mosaic
Welland is one of Canada’s cultural mosaic cities. The City contains mostly European first and second-generation ethnic
groups. Its larger ethnic communities are: Italian, British, German, Dutch and Ukrainian, in addition to a substantial
number of English and French Canadians. Welland’s French Canadian population represents over eleven percent of the
total.
Education
Welland residents have a variety of educational choices in both English and French. The Niagara Catholic District School
Board and District School Board of Niagara offer grades kindergarten through high school in general curriculum. In
Welland there are a total of 16 nursery schools/day care facilities, 16 home child care providers, 20 elementary schools, 5
secondary schools, 1 college, 1 adult school, 3 music schools, 1 trade/training schools and 2 driver education schools.
There is also a public library located within the city.
Local post secondary institutions include Niagara College Canada and Brock University.
Niagara College Canada
Welland is the home of Niagara College Canada. The College is bilingual and its curriculum includes more than 90
post secondary and 15 post graduate programs. It also features skills and apprenticeship training. Programs
range from one year in length to four years. There are approximately over 9,000 full time students and 1,200
continuing education students. The Welland campus is home to approximately 5,600 full-time students taking
programs in technology, community studies, health studies, media arts, and general studies.
Brock University
A modern institution of higher learning, nearby Brock University offers both undergraduate as well as
graduate programs in Art, Mathematics, Science, Business, Education, and Applied Health Science.
Currently, the enrollment at Brock University is over 18,824 students.
Residential Living
Welland boasts pleasant and neatly kept tree-lined residential neighbourhoods. There are a variety of living choices for
any desired living style in Welland, ranging from bachelor apartments to high-rises, bungalows, semi-detached houses, as
well as seniors’ complexes. Welland also boasts a low crime rate, making residential living in the City safer than in larger
metropolitan centres.
In addition, the City is famous for its abundance of parks. A beautiful well kept park is always just a short walk away.
All in all, Welland makes for an exciting, safe and affordable place to live, work and/or raise a family.

Shopping
Welland has excellent shopping facilities available in several areas: the Central Business District, a regional shopping mall,
the Seaway Mall in the Northern part of the City, and several small shopping centres throughout the City.
Services
The urban area of the City is serviced by modern piped water, piped sanitary and storm sewerage systems with treatment
facilities, high voltage electrical power, natural gas, telephone (including fibre optic cable), and cable television service.
Welland is also the proud home of 91.7 GIANT FM; a radio station serving listeners and advertisers in the Niagara Region
and Upstate New York.
There are a variety of excellent transportation systems in and around Welland including a local bus and taxi service. Rail
services are provided by the Port Colborne Harbour railway, operating Monday to Friday and servicing the major industry
in Welland, and the Canadian National Railway, CP Rail System, Norfolk & Southern Corp. a service for car load freight
only. There is also excellent highway and bus access provided by Highway 406, a controlled access freeway connecting
Welland to the Queen Elizabeth Way freeway, the Greater Toronto Area and Buffalo, New York.
Low Cost of Living
Cost of living expenses, including prices paid for transportation, housing (i.e. mortgage cost, homeowner insurance, real
estate taxes, utilities and maintenance) and prices paid for goods and services, are lower in Welland than in larger centres
such as London, Kitchener – Waterloo and Toronto.
A beautiful detached home in Welland’s pleasant residential neighbourhoods is significantly lower in price than a similar
home in Toronto. Homes in Welland are also minutes away from shopping, schools, recreation and work, with no hectic
rush hour traffic. This allows Welland based employees to minimize their commuting costs and maximize their leisure and
family activities.

BASIC INFORMATION
The following information presents an overview of the City’s geographic and
climatic characteristics, real estate statistics and its major employers.
Welland lies in the Southeastern corner of the province between the Great Lakes
of Erie and Ontario in the Niagara Peninsula fruit belt. The climate is moderated by the
Great Lakes; mild without extremes in temperature or precipitation throughout the
year.
The City’s residential, commercial and industrial land and building prices are
quite competitive in comparison with other Ontario communities. Large treed
residential lots and serviced commercial and industrial properties are available at
reasonable costs.

Municipality of Niagara has been a steady population growth, which is expected to
continue, as illustrated by the included population forecast.
The information also illustrates Welland’s population by language. There is a diverse
ethnic mix, including a significant French-Canadian population. Educational
achievement and housing style statistics are also presented.
These statistics were gathered from the Statistics Canada 2006 and 2011 Census.

HEALTH AND SAFETY
The Welland Hospital Site of the Niagara Health System provides many services
to the citizens of Welland and surrounding communities. The 900 employees at the
hospital work hard to meet the health care needs of their patients. In-patient and outpatient health care information is included.
The New Niagara Emergency Services enhance the health care in the Regional
Municipality of Niagara by providing an ambulance service to the residents of its
communities.
The issue of safety in Welland is one well-recognized and attended to. The
Niagara Regional Police, Number 33 Division, is located in Welland. The Ontario
Provincial Police and Royal Canadian Mounted Police also patrol areas in the City and
Regional Municipality of Niagara. The Welland Fire Department, with five local fire
stations, enforces the safety of the citizens of Welland.

Hospital Care
The Welland Hospital site of the Niagara Health System has been providing hospital care to Welland and surrounding
communities since 1908. In 1960, a new hospital opened at the Third Avenue location. This community hospital provides
Inpatient and Day surgery, Complex Care, 24-hour Emergency service, an Ontario Breast Screening Program, and a number
of unique programs and clinics. An updated Emergency Department and renovated Ambulatory Care Centre opened in
2003. A new Dialysis Centre opened in 2008. The hospital also operates a Long Term Care facility. This site services a
catchment population of more than 70,000.

Medical Services
There are over 20 General Practitioners and 30 Specialists that practice in Welland. MDS Laboratories operates a Regional
Laboratory and Patient Laboratory in Welland. In addition, there are approximately 20 dentists, 3 physiotherapy centers
and 10 chiropractors that practice in Welland along with 3 private emergency walk-in clinics.
Ambulance Services
Niagara Emergency Medical Services is made up of paramedics and emergency medical dispatchers who are committed to
promoting the safety and well-being of all residents and visitors to Niagara. There are 17 ambulances bases throughout the
region and have 37 emergency service vehicles which are staffed by dedicated and highly qualified paramedics. Our state of
the art Communication Centre is staffed with over 25 System Status Controllers who handle all 911 emergency and
scheduling of ambulance calls 24/7.

SAFETY FACILITIES
Police Protection - Niagara Regional Police Service (N.R.P.S.)
The Niagara Regional Police Service provides policing to the Niagara Region’s residents and visitors. The Service has a
Central Region headquarters for Welland and Port Colborne, located on Lincoln Street in Welland. In addition to uniform
patrol officers, the Central Region also includes an investigative branch consisting of detectives who investigate major
incidents. The Niagara Regional Police Service maintains mobile and foot patrols and also has a number of specialized
units, including Canine, Auxiliary Police and Community Services. Some of the focus of the Service is on education on traffic
safety and drug awareness and these are provided to elementary and secondary schools.
Ontario Provincial Police (O.P.P.)
Ontario’s provincial highways (King’s Highway system) are patrolled by the Ontario Provincial Police. King’s Highways in
Welland are 58A, 140 and 406.
Royal Canadian Mounted Police (R.C.M.P.)
The Royal Canadian Mounted Police (R.C.M.P.) has an office located on Glendale Avenue in Niagara-on-the-Lake. The
Niagara R.C.M.P. detachment covers the entire Regional Municipality of Niagara. There are sixty-five members of the
R.C.M.P. stationed at the Niagara Detachment, as well as a support staff of five civil servants. The Niagara R.C.M.P. enforces
approximately 97 statures including The Narcotic Control Act, The Food and Drug Act, The Customs Act, The Excise Act and
The Immigration Act.
Fire and Emergency Services
The Fire and Emergency Services Department is a composite department made up of 48 career firefighters and 62
volunteer firefighters assigned to emergency response and working from five stations in the City. Additional career staff
work in fire prevention, firefighter training, and administration. The career firefighters work in 4 rotating shifts providing
24/7 availability while the volunteers are called as needed.
At fire Headquarters, the department has a Training Officer, a Director of Fire Prevention and two Fire Prevention Officers.
On the administrative side a Fire Chief, Deputy Fire Chief and two Administrative Assistants. The staff generally works
regular office hours.
Firefighters deal with more than just fires. “Suppression” staff maintain many different skills to deal with all types of
emergencies including fires of all types, hazardous material spills, specialized rescue incidents, and medical assistance
calls.

A big part of our emergency call volume is responding with ambulance on medical assistance calls. Medical call volumes
are increasing every year and the department’s role in this area is also increasing. In 1996, all department apparatus were
equipped with Defibrillators. Currently all Suppression staff are trained to First Responder-Level 3.
The Training Officer prepares and ensures that appropriate training is available and is provided to all firefighters in the
Department. Skill demands on firefighters are constantly evolving which creates a challenging task to ensure that our staff
are on top of their skills at all times.
“Fire Prevention” staff provides services including public safety education, Fire Code enforcement, and fire cause

Niagara College is a leader in education and training and one of the most enterprising colleges in Canada. Niagara
College offers more than 90 post-secondary diploma and post-graduate certificate programs, skills and
apprenticeship training programs and two bachelor’s degree programs. The programs range from one to four years
in length. The College is bilingual and accommodates over 9,021 full-time and 1,209 continuing education
students, including more than 500 international students from over 60 countries.
Niagara College is home to the world-renowned Niagara Culinary Institute, the award-winning Niagara College
Teaching Winery - Canada’s first and only commercial teaching winery – and Canada’s first fully-operational
teaching brewery.
Niagara College has transformed its main campuses through a $90 million capital project – the largest expansion in
Niagara College history. At the Welland Campus, five new buildings opened in fall 2010, including a new student
centre, athletic centre, academic wing, technology skills expansion and learning commons, and in spring 2011 the
$40 million Applied Health Institute will open its doors. At the Niagara-on-the-Lake Campus, the Wine Visitor +
Education Centre opened in 2009, and in fall 2010 an expansion of the Niagara Culinary Institute and construction
of the Niagara College Teaching Brewery were complete. The project incorporates the latest in green technologies
resulting in some of the most sustainable buildings in Niagara.
Niagara College enrolment totals over 9,000 full-time and 1,200 part-time students. Both the Welland and Niagaraon-the-Lake Campuses feature student residences and facilities and offer a variety of College services, such as the
library, cafeteria, open access computer labs, Job Centre, Campus Store, athletic facilities and student pub and
eatery. Extensive off-campus housing is also available.

TRADE AND SKILLS SCHOOLS
In Welland, there are Trade and Technique schools aimed towards adults. They help adults to either obtain their
high school diplomas or expand their education to allow them to become skilled in a specific trade. These schools
include: Niagara Women’s Enterprise Centre, Professional Academy of Hair Design, Alexandria Professional Body
Sugaring, and Father Fogarty, an adult Learning school. There are also four driving schools and three music schools
located within the city.
To further enhance the learning opportunities of visitors and residents of the City of Welland, there is a public
library located in the Civic Square at City Hall.

TRANSPORTATION
Transportation modes discussed in this section include: bus, rail, water and
air. Welland is served by a primary provincial highway, the King’s Highway 406, a
freeway linked to the Queen Elizabeth Way (QEW) freeway. The QEW links
Toronto and the Peace Bridge, which serves as a border between the United
States and Canada. Welland is also served by two lesser volume highways, the
King’s Highways 58 and 140, and several regional arterial highways that link the
City with other Regional centres.

WELLAND TRANSIT
Regular Bus Service
Welland’s Transit operates nine bus routes departing from the Downtown Terminal at 15 and 45 minutes after the
hour, from 7:15 am to 6:45 pm, Monday to Friday. Saturday service operates from 10:15 a.m. to 6:45 p.m.
West & East Community Bus
Follows a fixed route that links major residential areas with all popular destinations in the city
East Community travels the route in the morning from 6:30 a.m. to 7:15 a.m. and every half hour from 7:00
p.m. until 11:15 p.m., Monday to Friday.
West Community operates morning service from 6:30 a.m. to 7:15 a.m. and half hour service from 6:45 p.m. to
11:00 p.m., Monday to Friday.
Will stop to pick you up at any corner along the route—simply signal the driver!
Is equipped with a lift, to be able to serve all Welland residents, including persons with mobility impairments
Saturday – Community service operates from 6:45 a.m. to 10:30 a.m. on East Community and from 6:30 a.m. to
10:15 a.m. on West Community.
These two accessible routes provide extended bus service during off-peak times, from Monday to Saturday
mornings before regular bus service begins, and Monday to Friday evenings after regular service ends.
WellTrans
WellTrans provides public transportation to individuals who are unable to use the regular Welland Transit service
and who are registered with WellTrans. This service provides accessible door transportation using lift equipped
vehicles. Request for service must be made at least 24 hours in advance of required pick up time. If you wish to use
WellTrans, your doctor must first complete a registration form stating that you are unable to use regular transit
service. Once the application is approved, you can start using WellTrans service immediately.

Rd. in the south. Trans-Cab allows you to book your trip in advance, be picked up at your door by taxi and connect

Inter-Municipal Specialized Service, is provided by the Niagara Regional Municipality. Please call (905) 680-2052;

Brock Link
Operates Monday to Friday (excluding Holidays), providing service between Niagara College in Welland and Brock
University in St. Catharines. At Brock, bus connections are available to St. Catharines, Thorold and Niagara Falls
(transfer fee might apply). Full time eligible Brock University and Niagara College Students travel at no charge with
a current photo I.D. and sticker, from September to the end of April. There is no service on Statutory Holidays.
Limited service will be provided during Christmas Break.
This service operates Monday to Friday at 7:15am (Downtown Terminal departure) and runs until 7:25pm (Niagara
College arrival). Then service resumes from 8:15pm (Niagara College departure) to 10:15pm (Niagara College
arrival).
Port Colborne Community and Link Services
The City of Port Colborne has contracted with Welland Transit to operate their transit system. Port Colborne’s
transit service is comprised of a local community bus which operates within Port Colborne from 7:15 -7:25 Monday
to Friday and the link service to Welland which provides 6 trips Monday to Saturday between the two
communities.
The link service, which started in October 2007, has been enhanced to include stops at the Seaway Mall and the
Welland Transit Terminal. Another enhancement to the service is a revamped fare structure that will allow riders
to use Welland Transit Econo and monthly passes for both systems. This will make for a more seamless system that
will encourage ridership, provide for more affordable access to employment in both communities and help both
cities with their commitment to help the environment.

The Port Colborne Harbour Railway (PCHR), servicing the West side of the Welland Canal from Port Colborne to St.
Catharines, Ontario, is a short line committed to and focused on customer service. It is a full service company,
which provides five (5) day per week service (Monday-Friday) to all rail clients and facilities on the line. In the City

Docking Availability: Wharf 10 is located within the City of Welland. This dock accommodates maximum Seaway

WIFI WELLAND
Welland has gone wireless with the launching of free wireless internet access in five designated locations
throughout the city. These current locations consist of the City Hall Plaza, Council Chambers and Public Library,
the Welland Transit Terminal, the Community Wellness Complex, the Welland Main Arena and finally the Jack
Ballantyne Memorial Arena (Youth). These hotspots make it possible for people with laptops and wireless devices
to access the internet free of charge. A pilot project, funded by the municipality, will eventually provide a total of
10 public area WiFi hotspots. Access, though free, will have some restrictions to protect the network and the

RECREATION AND CULTURE
The City of Welland prides itself on the availability of facilities and leisure
activities offered to families and individuals visiting and/or living in this
community. Additionally, outdoor recreation is available in the hundreds of
hectares/acres of city parks, sports fields, and recreational facilities found

Welland prides itself on the recreational opportunities and facilities it has to offer to families and individuals
visiting or living in this community. There are a number of facilities available for community use, with a strong
emphasis on sports venues. Welland is the home to over forty recreational and competitive sports organizations.
Outstanding contributions to these sports organizations are honoured by the Welland Sports Promotion
Committee during the annual Sports Awards Banquet and by Inductions to the Sports Wall of Fame, a
permanent display located in the Seaway Mall.

SPORTS VENUES
The Sports Complex
The Sports Complex is a state of the art baseball stadium with seating for 3,000 spectators and a ball field that
meets the requirements for major league play. The stadium is further enhanced by other amenities which
baseball players and fans would expect, ample parking and two softball diamonds, available for professional and
amateur play.
Arenas / Ice Rinks
The City has two arenas, located at 501 King Street, that operate year round with a variety of sports, recreation
and specials events. The arenas operate with ice mid-August to the end of April with a full slate of ice-related
organizations including Jr. B Hockey, Welland Minor Hockey and the Niagara Centre Skating Club. During
summer months the arenas host a number of sports including minor lacrosse and Jr. B lacrosse. This facility is
available for special events such as wrestling and boxing matches, concerts, circuses, conventions, trade shows
as well as community events taking place in this venue.
The City encourages everyone to get active and stay fit throughout the year by offering the whole family the
opportunity to get some exercise and have some family fun! Some of the family activities include Family SK8’s;
FREE Holiday SK8’s - Christmas and March school breaks and SK8’s for adults and seniors!

The New Sportsplex features a FIFA regulation sized soccer field, four indoor tennis courts as well as a Sport

where people can train year round. With the nearest facility of this kind being in Hamilton, and having only one
indoor field, the new complex will be able to not only serve the residents of Welland but include the surrounding

Community Parks
Welland is indeed the “City of Roses” with many of the finest displays in the City parks. One of the premier
locations is the Chippawa Park rose garden. This floral garden is the site of many wedding pictures as it features
many varieties of roses with the City of Welland rose as a part of the display.
Other major parks with excellent facilities include Memorial Park, Cooks Mills Park, Maple Park and St. George
Park. Amenities do vary so contact Integrated Services, Recreation and Cultural Services. Looking for a place for
a family reunion, a City park might be the spot!
A Welland Downtown Tradition – City of Welland Farmers’ Market
The Welland Farmers’ Market operates year round in its historic downtown site. The Market is available for use
as a hall suitable for seating of 100 -150 people, ideal for small business meetings, workshops, community group
meetings and family gatherings. Furthermore, the Farmers’ Market is a place where local farmers provide
visitors and Welland residents alike with a wide variety of fresh produce for purchase. During peak season well
over seventy vendors are on site. The market is a full year operation with an indoor market in the two market
buildings on Saturdays only.

CITY OF WELLAND SERVICES
The Integrated Services Department is a combined parks, recreation, and arenas operation, providing both direct
and indirect services to the community. It serves as a clearinghouse for information on recreation, sports, parks,
facility rental, arts, heritage, culture and it offers a variety of programs and services to the community with
services for children, youth, adults and seniors. Volunteer and non-profit groups are provided with training and
educational opportunities such as workshops on board governance, coaching skills, volunteer recruitment,
marketing and other topics.
Welland Community Wellness Complex
One of the most scenic locations along the Recreational Waterway is the Welland Community Wellness
Complex. The centre, established twenty years ago to service the community, the young and the young at heart
has expanded: increased recreational facilities, more opportunities for social interaction, cultural engagement
and sport development for people of all ages and abilities.
Join the Wellness Complex to celebrate healthy and active lifestyle through participation in one or more of our
