Iowa is a state built upon the commitment and ingenuity of citizens; together, Iowans are
growing and restoring our great communities with the ultimate goal of improving the quality of
life. One of the important components contributing to the creation and sustainability of our
state is community based philanthropic investment. Across Iowa, such efforts can be seen
through Iowa Community Foundations thanks to the implementation and support of the County
Endowment Fund Program in 2005. The following report, a collaborative summary prepared by
the Iowa Council of Foundations and the Iowa Gaming Association, showcases the impressive
results in the form of charitable grants awarded to numerous worthy organizations.
Iowa Council of Foundations
The vision of the Iowa Legislature to appropriate a percentage of the commercial casinos’
gaming tax revenues is creating real impact while leveraging additional opportunities for private
investment – by Iowans and for Iowans. These funds are being distributed to 85 countywide
community foundations located in counties without state issued gaming licenses. Community
based philanthropy allows local citizens to determine local priorities and it provides the tools
for making their communities a better place to live, work and raise families. Through Iowa
Community Foundations, counties have the resources to encourage and grow endowment funds
that will provide charitable support to many causes both now and in the future. The grants on the
following pages are listed by each county and reflect the leveraging taking place to support arts and
culture, community development, education, health, human services, historic preservation
and more.
The Iowa Council of Foundations (ICoF) organized in 1998 as an informal network of
grantmakers across the state. Since that time, the organization has engaged in numerous
activities that promote philanthropy in Iowa. The mission of the ICoF is to strengthen and
promote organized philanthropy in the State of Iowa; to promote and facilitate effective
philanthropic grant making; and to provide a forum for the exchange of information on
philanthropic programs and issues. For a complete list of members,

Iowa Gaming Association
The IGA is an advocate for its members acting as a viable part of the state’s
economy and adding value to the entertainment and tourism industry. The IGA’s

History & Purpose
The County Endowment Fund Program is one of two legislative programs in Iowa that aims to increase philanthropic activity
that will enhance the quality of life for Iowans. Below you will find a timeline that highlights and explains various aspects of
both legislative programs (County Endowment Fund and Endow Iowa) since together these incentives are helping to build the
community foundation infrastructure that will sustain our communities now and well into the future.

and the Endow Iowa tax Credits was

commercial gaming tax revenue to
be used to support the programs.

The Endow Iowa Program was originally proposed as part of the Iowa Values
Fund. The goal was to enhance the quality of life for Iowans through increased
philanthropic activity. To achieve this, the Endow Iowa Program was created with
two prongs:
(a) the Endow Iowa Tax Credit and
(b) the Endow Iowa Matching Grant Program.
The tax credit offers Iowa taxpayers the opportunity to apply for a 20% tax
credit in addition to the normal deduction they would receive for a charitable gift
provided it is made to a permanent endowment fund at a qualified community
foundation (there is a current limit of $2 million in total credits per year).
The matching grant program provides a limited amount of matching funds to
new and existing community foundations that build the permanent, unrestricted
endowment fund for their community.

the community foundations then granted 75 percent
of those funds to charitable projects within their
counties and placed the remaining 25 percent into a
permanent endowment fund. The intent is to attract
other donations and provide a source of permanent
funding for charitable projects within the county.

Terms to Know
The County Endowment Fund Program focuses on countywide community foundations in 85 counties across the state. In many
counties, these organizations are referred to as affiliate community foundations because they work closely with a host community
foundation which has been confirmed in compliance with the National Standards for US Community Foundations. The illustration
below provides a brief overview of several terms important to the implementation of the County Endowment Fund Program;
community foundations, affiliate community foundations, endowed funds and expendable funds.
Community Foundations
Iowa Community Foundations are tax-exempt, nonprofit organizations established to meet the current and future needs of local communities.
Community Foundations are trusted and valuable resources to individuals, families, businesses, nonprofit organizations and professional advisors
working to build local philanthropy with a focus on creating endowments for the long-term benefit of charitable projects and programs. Community
Foundations provide grant support to a broad range of community needs such as arts and culture, health, human services, historic preservation, etc.
Because a community foundation carries the status of a publicly supported nonprofit, they also grow assets through contributions from many donors.
A community foundation often has numerous funds as part of its total assets; funds such as scholarship funds, agency endowment funds, and donor
advised funds all allow donors to make a charitable impact in the area of interest to them. Collectively, nearly 1,500 Iowans volunteer their time and
energy in the community foundation movement right here in our state.
Affiliate Community Foundations
An affiliate is a component of a community foundation that is, by most simplistic accounts, a fund or collective of funds that are advised by a group
of leaders in a specific geographic area. For example, there may be eight community leaders in XYZ County that advise grants from a charitable fund
and rely on a “host” community foundation to be responsible for all of the administrative requirements of those charitable funds. Most commonly
in Iowa, community foundations that have affiliate funds approach the administration of those funds similar to administering an entire community
foundation but as a component of the larger, host community foundation. These funds are then monitored in some way by a local collective of people
from the geographic area being served.
Endowed Funds
An endowment fund (for the purpose of the legislative programs) is a charitable fund that
provides grant support to Iowa charitable causes yet does not allow the annual spending rate
to exceed 5 percent. Any contributions made to an endowment fund are irrevocable gifts held
as an asset of the community foundation receiving the contribution. The intent of the fund is to
grow by reinvesting the principal to create even greater impact in the future.

Expendable Funds
Expendable funds are charitable funds where the contributions are not endowed and instead
both the principal and interest are available for grants to charitable purposes in the community.
Community foundations that hold expendable funds may also interchangeably reference
expendable funds as pass-through funds.

County Endowment Fund Grants
The County Endowment Fund Program stipulates that the countywide
community foundations distribute 75% of the allocated funds to charitable
projects and programs within their counties. The remaining 25% allocated
is used to build the unrestricted endowment fund for that county to provide
future grant support. It is important to note that community foundation
grantmaking is at the local level as each county develops its grant
distribution processes and involves local citizens to review and allocate
funding to charitable projects and programs that impact a broad range of
a community’s wellbeing. Because of this local involvement, grant awards
typically vary from year to year based on current and emerging needs in a
particular geographic area.
The Iowa Council of Foundations and the Iowa Department of Economic
Development collected reports from each of the 85 counties that outlined
the County Endowment Fund Program grant award recipients as well as
additional information from the community foundations after the first year
of the Program, the results of which are outlined in the following pages.
In the reports, the counties were asked to classify each grant based on
a common listing which allowed each grant to be categorized as either
program or capital based with a particular focus area in one of seven
categories. The chart to the right serves as a key for the grants outlined
in each of the county reports.
In addition, the organizations were asked to indicate their total assets
during the year one period. It is important to note that a community
foundation’s main purpose is endowment building which is often a long
process resulting in legacy gifts in addition to lifetime gifts. Whereas
growth in assets is certainly a component of the community foundation,
there are many additional ways to measure the value of organization’s
mission in the community such as education, philanthropic promotion,
grantmaking and more. There is certainly much more we would like you

The first year of the County Endowment Fund Program resulted in 1,509 grant awards totaling more
than $3.9 million throughout Iowa. These awards were made after careful review of applicants in each
of the 85 counties. Collectively, the program generated 2,601 grant applications seeking funding of
approximately $16 million for a wide range of needs.*
In analyzing the reports, the counties
identified 60% of total grant awards were
to capital based initiatives with 40% focusing
on program aspects of projects.

Each of the fourteen counties with a casino has a nonprofit license holder that serves as a foundation to reinvest gaming dollars contributed for numerous charitable
and civic needs. Thousands of grant applications are received each year, and millions of dollars are given annually to a diversity of community and charitable causes including:
The United Way, Red Cross, Make-A-Wish, life saving equipment for fire and ambulance services, laptops for schools, funding for day care and community centers and much more.
