10/27/2015 GANG EFFECTS ON COMMUNITIES NATIONAL DEC WEBINAR OCTOBER 27, 2015 GANG DETECTIVE BRIAN HOLLAND MISSION •Explain gangs and their membership •Show the expanding enterprise of gangs (guns, narcotics, violence, and territory) •Define effective investigation strategies •Future prognosis •Presentation Cautions 1 10/27/2015 experience • • • • Over 15 years overall experience working with gangs Parole – developed a specialized gang caseload Almost 8 years in a specialized gang unit Recognized Idaho state court and federal court gang expert • Idaho POST trainer on gangs • CGIA and NWGIA member and speaker • Specialized in prison to street investigations Idaho Senate Bill 1336: Definition of a Gang 18-8502 (1) “Criminal Gang” means an ongoing organization, association, or group of three (3) or more persons, whether formal or informal, that has a common name or common identifying sign or symbol, whose members individually or collectively engage in or have engaged in a pattern of criminal gang activity, having as one (1) of its primary activities the commission of one (1) or more of the criminal acts enumerated in subsection (3) of this section. BOISE POLICE DEPARTMENT - GANG UNIT Gang Member Identification 18-8502 (2) “Criminal Gang Member” means any person who engages in a pattern of criminal gang activity and who meets 2 or more of the following: • Admission • Identified as • Resides in or frequents a particular gang’s area (+)and adopts its style of dress, its use of hand signs, or its tattoos, (+)and associates with known gang members (3 parts to this section) • Arrested more than once with identified gang members for offenses that are consistent with usual gang activity • Identified by physical evidence – pictures/documentations • Stopped in the company of known gang members four (4) or more times BOISE POLICE DEPARTMENT - GANG UNIT 2 10/27/2015 Gangs Sureno (southsider) sureno • Largely Hispanic gang • Originate from Southern California • Claim Blue • Number 13, letter M • Aligned with Mexican Mafia 3 10/27/2015 sureno “MM” for Mexican Mafia Crossing Swords to make “13s” investigations • “Chasing the Dragon” - Sureno Gang Organized Crime Drug Enforcement Task Force (OCDETF) Started in 2013 targeting Mexican DTO using Idaho Surenos to move meth Approximately 9 gangs identified as involved 2 cartels identified (Sinaloa and Zetas) Guns / meth trade Idaho prison infiltration Sureno (Ocdetf)case Results • 15 documented gang members and associates charged (federal and state) • 2 gang leaders convicted • 5 firearms and multiple pounds of meth • Gang enhancements • $10,000 in seizure money 4 10/27/2015 Sureno (Ocdetf)case Results Burley/Twin Falls Norteno (Northside) • Largely Hispanic gang • Originate from Northern California • Claim Red • Number 14, letter N • Aligned with Nuestra Familia nortenos Huelga Bird ENE = Northern North Star Structure 14 Corcoran Penn (California) 5 10/27/2015 Blood • Largely Black gang • Originate from Southern California • Primary color is RED, but associated with other colors such as Brown or Green • Names – Piru, Damu (Swahili for “blood”) or Dawg • Right side orientation Right Side Alignment Crip • Largely Black gang • Originate from Southern California • Primary color is BLUE, but associated with other colors such as purple • Names – Cuz or Loc • Left side orientation Rollin’ 60’s Neighborhood Crip 6 10/27/2015 Crip Folk Nation • • • • Originally a Black gang Originated in the Midwest Identify with even numbers Identifiers - Six pointed star, the number 6, heart with wings or horns, pitch fork pointed up, swastikas. • Right side orientation – rag placement • “BOS” (Brothers of the Struggle), use of 274 or 74 for BGD or GD, tats of above identifiers 7 10/27/2015 Folk Nation People Nation • Almighty Latin King Queen Nation – ALKQN, Almighty Vice Lord Nation • Largely Hispanic gang originating from the east coast. • Identify with numerous colors (i.e., yellow, gold, black, red) • Identify with odd numbers (3 point / 5 point crown) • Left-side orientation (rag placement) People Nation 8 10/27/2015 Hybrid / Cross-sectional Gangs • Growing movement • A hybrid gang is identified by a common name and or sign/symbol, but does not follow traditional lines of similar race, culture or identifying color. • A hybrid gang can also include members that identify with another gang, i.e., cross sectional. • Hybrid and cross sectional gangs offer more money making opportunities and larger power base. Hybrid / Cross-sectional Gangs Aryan PRISON GANGS • Aryan Knights (AK) – Very large and oldest prison presence; Maintain control of Maximum Security Prison – Do not identify with a particular color except for White skin color – Identify with numbers 1 and 11 = A and K; Also “14” and “88” = for more Aryan following members regarding Hitler’s 14 words and “Heil Hitler” – No orientation of side regarding clothing – Enemies: Other races, Insane Outlaws (IO), Nortenos – Alliances: SVC, Sureno gangs, smaller Aryan groups (Psychotic Soldiers, Skinheads) – Signs: AK, 1-11, Swastikas, lightening bolts 9 10/27/2015 Aryan Brotherhood • Established in the 1960's in San Quentin • Aryan brotherhood is a white prison gang • Membership is not automatic • A person wanting to belong to Aryan Brotherhood has to prove their worthiness 10 10/27/2015 investigations •Severely Violent Criminals (SVC) case from 2008 – 2009 Idaho prison hybrid gang with Aryan Knight and Sureno alignment Rise from juvenile system to large control of adult prison system Specialized in home invasions of local drug dealers and illegal firearm possession SVC Investigation • SVC (Severely Violent Criminals) – Large prison presence; less prison politics for larger numbers and cater to White and Hispanic members – Do not identify with a specific color; usually incorporate members from other affiliations (Crips, Surenos, Aryans, etc.) – Identify with Idaho area code “208” and California penal code for Criminally Insane “5150”; Will use numbers or roman numerals for “SVC” = XIX XXII III or 19223 – No specific orientation to wearing items to a side but do have bylaws to follow – Enemies can include Nortenos, Black gangs and Police/IDOC staff; No specific disrespect signs – Alliances largely with Aryan Knights (AK) and certain Sureno prison sets, particularly Lost Soul Trece (LST) – Signs include getting “blasted” (tattooed) with SVC on the body, usually large and openly displayed SVC identifers Burned tatts (tax) Dollar Signs 11 10/27/2015 SVC Investigation results • • • • • • • 12 felony arrests on members 5 Felony arrests on associates 7 CI’s developed 5 expert testimonies provided 7 debriefs Million dollar warrants for violent crime Multiple Search Warrants on member homes and hangouts • Sparked additional investigations SVC Investigation results • Purchased stolen firearms • Prevented two Home Invasion Robberies • Prevented possible shooting/murder of former leader • Intervened in stabbing plot • Provided Witness Protection and Relocation • Over 200 Hours of Surveillance completed • SVC leader sentenced to 40 years in prison 12 10/27/2015 OUTLAW MOTORCYCLE GANGS Laughlin video OMG Weapons 13 10/27/2015 OMG Weapons Armor Piercing Taken off BSMC Hollow Points OMG Weapons OMG Weapons 14 10/27/2015 CASE EVIDENCE 15 10/27/2015 IDENTIFICATION EXERCISE Where is the gang indicator? 16 10/27/2015 The Aryan Knights use the numbers “1” and “11”” to represent their corresponding letters in the alphabet – A and K = Aryan Knight.
