Supreme Court sides with
Obama in Israeli dispute

The Supreme
Court declined Monday to insert itself into the middle of the
Israeli-Palestinian conflict by
second-guessing U.S. policy on
Jerusalem.
Ruling a few months after an
open feud between President
Obama and Israeli Prime Minister Benjamin Netanyahu, the
justices refused to allow Americans born in Jerusalem to have
their passports changed to reflect Israel as their birthplace, as
Congress demanded over a decade ago.
In denying the challenge
waged by the Jewish parents of
Menachem Zivotofsky, 12, the
court heeded the State Department warning that a simple
passport alteration could “provoke uproar throughout the
Arab and Muslim world.”
Justice Anthony Kennedy
wrote the 6-3 decision for the
court, which needed more than
seven months after oral arguments in early November to
decide the congressional law
was unconstitutional.

recognition.”

sided with Congress, which
passed a law in 2002 allowing
Americans born in Jerusalem to
have Israel listed as their place
of birth on their passports.
“Today’s decision is a first,”
Roberts said. “Never before has
this court accepted a president’s
direct defiance of an act of Congress in the field of foreign affairs.” He said the court was
bowing to fears that the congressional law could be misinterpreted as changing U.S.
foreign policy, rather than simply allowing citizens to define
their place of birth.
Scalia argued that the ruling
establishes “a principle that the
nation must have a single foreign policy, which elevates efficiency above the test and
structure of the Constitution.”
He said that would “systematically favor the president at the
expense of Congress.”
Justice Clarence Thomas
agreed that Congress cannot circumvent the president on passports but argued that the law
can be applied to consular reports of birth abroad.

training of Iraqi security forces,
whose recent setback against the
Islamic State prompted criticism
of Obama’s strategy for defeating
the militant group.
“One of the areas where we are
going to have to improve is the
speed at which we’re training Iraqi forces,” Obama said at a briefing here after the conclusion of
the Group of Seven summit of
major industrialized democracies. “We’re reviewing a range of
plans for how we might do that.”
Obama did not address whether that could result in an increase
in the number of U.S. troops in
Iraq, but he didn’t rule it out.
On Sunday, British Prime Minister David Cameron said the
United Kingdom would send 125
more military trainers to Iraq, increasing its contingent to 200.
“What is fair to say is that all
the countries in the international
coalition are prepared to do more
to train Iraqi security forces,” the
president said.
Obama said that in return for
additional coalition training, the
Shiite-dominated government of
Iraqi Prime Minister Haider alAbadi would have to take a number of steps, including greater
outreach to Sunni tribes. Many
tribes have been fighting the militants but complain of a lack of
support from Iraq’s government.
Obama cited the alliance of
Sunni tribes in 2006, which
helped U.S. troops drive al-Qaeda
from Ramadi and other parts of
the surrounding Anbar province.
The Islamic State’s recent capture of Ramadi, a key city in the
Sunni heartland, prompted a reconsideration of the administration’s strategy in Iraq.
The U.S. has about 3,000
troops in Iraq, including about
650 trainers and advisers. Obama
has set tight limits on a military
role to avoid a return to combat
by U.S. troops, who withdrew in
2011 after eight years of war.

Fueled by colossal rainfall totals in the nation’s midsection,
May was the wettest month ever
recorded in U.S. history, the National Centers for Environmental
Information said Monday.
Of the 1,445 months since U.S.
weather records began in January 1895, May was the soggiest
single month.
More than 20 states in the
Plains and Midwest were wetter
than average in May and were responsible for the record, even
though most states along the East
Coast were drier than normal.

Total precipitation in May for
the contiguous U.S. was 4.36
inches, which is 1.45 inches above
average, the information center
said. This is an average of all the
precipitation
measurements
across the country for the month.
The heavy rain in the southern
Plains skewed the national precipitation ranking to such a degree that even the dry East and
West coasts couldn’t lower the average, the report said.
“The majority of the precipitation fell in the southern Plains,”
said Jake Crouch, a climate scientist with the information center.
“This shows how a regional event
can affect national statistics.”
Both Texas and Oklahoma had
their wettest months on record,
ending the drought in each state
but causing deadly flooding.
“The disaster of the floods ended the catastrophe of the
drought,” Crouch said. The statewide average rainfall in Oklahoma in May was 14.06 inches, the
information center reported.
Colorado had a record wet
May, but not its wettest single
month on record.
Meanwhile, seven states from
the Southeast to New England
had May rain totals far below average, but none set a record.
Crouch said the wet May stems
in part from El Niño, the climate
pattern that tends to bring rain
across the nation’s southern tier.
He said there is no apparent
trend to the top wettest months,
as they’re scattered throughout
the historical record. The secondwettest month was October 2009.

Technical Requirements
Rate and Credit
Standard Format: PDF/X-1a (PDF/X-1a:2001) files are preferred. Files must be
provided at actual image (ad) size. All extraneous information should be removed
and transparencies flattened.
All advertising shall be prepaid unless credit accommodations have been established beforehand with the Honolulu Star-Advertiser/MidWeek credit department.
Amounts not paid in 30 days are assessed a finance charge of 1.5% per month
(18% Annual Percentage Rate). Accounts with a balance of thirty or more days past
due are subject to credit discontinuance without notice. All charges are due and
payable on the twentieth day of the month following publication.
All digitally supplied files must be accompanied by a hard copy proof by deadline.
Images within your PDF should be saved at 200 ppi for correct reproduction in newsprint.
Color image tone range: a 2% cyan dot is the minimum highlight dot to hold the
lightest detail, with a 1% magenta and 1% yellow dot to maintain gray balance.
Neutral shadow dot area should be 60%, 50%, 50%, 80% for CMYK, respectively.
Total dot area should not exceed 240% in any part of the image.
Rules that are 4 points or thinner, as well as small type,should be reproduced as
one color only. Small type is defined as:
• sans-serif type that is 7 points or smaller
• serif type that is 12 points or smaller
• fine-serif type, such as Bodoni, that is 14 points or smaller.
Type smaller than 12 points should not be reversed on a four-color background
and type smaller than 10 points should not even be reversed on a single-color
background.
For design guidelines, please refer to SNAP, Specifications for Newsprint Advertising Production. For line art, 1200 pixels per inch give the best results.
The Honolulu Star-Advertiser/MidWeek may, at its sole discretion, offset any
credits due an advertiser hereunder against amounts otherwise owed to it by an
advertiser. Contracts become effective upon acceptance by management.
Contracts are not retroactive and are not prorated.
When an advertiser uses an advertising agency, both advertiser and agency shall
be jointly liable for complying with all terms of the rate agreement, including payment for all advertising.
Copy should be checked for errors by the advertiser on the first day of publication.
Credits for errors on advertisements will be allowed for the first insertion only.
Credit will be issued for the portion of the advertisement that was incorrect. No
credits will be given for positioning or for ads that did not publish in the paper. The
value of any credit cannot exceed the cost of the ad. No errors in advertisements
will be credited if ad copy was supplied after specified deadlines.
All rates are subject to Hawaii’s general excise tax of 4.712 percent.

Acceptance of advertising is subject to the approval of the Publisher. Brokered
space is not accepted. All previous rate schedules are hereby canceled. All rates
are subject to change upon 30 days written notice.
Industry Standards/Liabilities
All camera-ready files must be accompanied by a proof of the file which represents a
complete ad in its proper size. Proofs reduced to fit a small page must indicate the
print has been reduced for this purpose alone. In addition, delivery in other file formats
for Mac (Quark XPress, InDesign) must always be accompanied by all image files and
fonts. If multiple layouts are sent on the same media the correct file name must appear
on each proof.
All colors must be created with a CMYK model and all files should be prepared for
process color separation. No RGB, Pantone or PMS colors.
As is the industry standard, it is the sole responsibility of the originator to properly
prepare and provide all files according to recommendation outlined by Oahu Publications. Failure to provide files as required can cause unpredictable errors when the
files are output.

Advertisers forwarding orders that have incorrect rates or conditions are advised
that the advertising will be inserted and charged at the regular schedule of rates
in force, and in accordance with the regulations set forth in the current rate card.
Advertising resembling news text must be surrounded by a border and carrying the
line “Paid Advertisement” in 8pt. type at the top of the ad. The font in the ad must
be Sans-Serif".
Cancellations
Cancellations or copy changes cannot be accepted after deadline. Composition
charges can be charged on any ad produced and not released for publication. Canceled ads after space deadline will be billed 50% of the total cost of the original ad.
To cancel advertising, please notify us before 4pm three working days before publication. Ads canceled after space deadlines are subject to surcharges.
