Larson ost manufacturers of business aircraft airframes, engines and avionics systems offer plans that enable a flight department to forecast its budget for maintenance with greater accuracy than would be possible without a plan. By removing much of the element of surprise from maintenance, a department manager or chief pilot is essentially hedging the way airlines buy fuel on long-term contracts to avoid wide swings in prices. From the manufacturers’ point of view, they are betting on actuarial data that’s been gathered over M 118 Business & Commercial Aviation ■ August 2007 years of flight operations of their equipment, so they’re fairly confident in the numbers. But a maintenance plan is not insurance or a substitute for the warranty; if you break something, you get to pay for it. Think of it instead as a package plan that simply lends predictability to your projected costs for parts and labor. You’ll need to provide accurate estimates of future flying activity, because that variable affects the annual fee. Recent data published by GAMA and reported by B&CA (“How the Airlines Are Selling Their Case for User Fees,” July 2007, page 46) indicate that although business aviation has become a more highly visible activity, its level of operations remains remarkably stable year on year. For planning purposes, flight department managers need access to top management’s travel plans, especially if company strategy is in play. Is this your year to make an entree to China or India? Knowledge of specific destinations is not as critical as management’s forecast of miles, in consultation with the flight department. With that information, a reasonably accurate estimate of flying activity should be within your grasp. And be prepared to negotiate the fee with your account representative. Have your numbers ready for the process of setting the amount you will pay for the service. If you are purchasing a plan for an airplane that’s no longer under warranty, you can expect to submit to a visit from a representative to estimate the amount of wear and tear from the airplane’s use up to now and to pay more than you would for a zero-time aircraft. Insist on transferability of the plan if you sell the airplane. These are complex contracts with a lot of money at stake. Bombardier Aerospace Smart Parts and Smart Parts Plus cover unscheduled removals for most airframe system components such as flight deck avionics and instrumentation, air conditioning, hydraulics, pneumatics, electrical Airframe Program systems, landing gear actuators and steering systems after warranty expiration. During and after warranty, coverage applies to tire and brake wear, flight deck light bulbs, landing lights and most airframe system components for life-limit expiration. Expendables such as gaskets, seals and orings are included for the covered items. Consumables such as fuel, oil, grease, nitrogen, oxygen and hydraulic fluids as well as shop supplies are among the exclusions, as are expenses for any labor, APU, interior completion work and engines unless enrolled in the optional engine plan for certain models. Warranty coverage during aircraft warranty or parts warranty always takes precedence for warrantable events on items such as system components. The main difference in the two plans is that items such as thrust-reverser cascades and blocker doors, door steps and navigation light lenses are covered only under Plus. Also, basic Smart Parts is not transferable and applies to out-of-production Challenger models. Customers of new aircraft can test drive Smart Parts Plus for a year and may exit with the obligation to pay only for those benefits received. Smart Parts Engine Coverage, or SPEC, is the engine plan for General Electric’s CF34 type engines on Challenger 850, 605 and 604 models as well as later Challenger 601-3R aircraft following on-condition engine maintenance. At the end of the Smart Maintenance Plus term, customers convert to Smart Parts Plus. Among the exclusions are customer labor, consumables and completion work. Engine coverage can be added with the SPEC program for applicable models. Online flight hour reporting for airframe and engine hours was launched from Bombardier Smart Services and is presently in beta test with a group of customers. Expanded rollout is expected over the balance of this year and into 2008. As always, Smart Services programs are based on flight hour rates paid monthly. Minimum payments apply each year and typically range from 300 to 350 hours depending on the aircraft model. With the completion of each full term customers are released from any deficits that may apply. Surpluses are either rolled-over to subsequent contracts for pur- Paul Brou (no labor cap), module repairs, engine repairs, lease engines under certain conditions, removal and re-installation of engines including lease engines, transfer of QEC between engines and lease engines, ignitors, filters, trend monitoring and on-wing scheduled borescope inspections. Shipping is also included for modules or engines requiring shop visit repairs. SPEC also covers GE category 1 through 6 Service Bulletins, to a specified cap, at next access or time compliance. Customers pay for achieved life limits should life-limited parts require modifications or repair or complete replacement. SPEC is available to the Smart Parts Plus airframe coverage agreement for an additional flight hour rate. Bombardier, Lufthansa and, depending on the nature of the work, certain Bombardier Authorized Service Facilities can perform labor for covered events. Among the exclusions are customer labor, FOD damage, optional Service Bulletins and routine preflight or postflight inspections, lease engine usage during off-wing Service Bulletin work or repairs for non-engine caused events. Bombardier’s newer program, Smart Maintenance Plus, covers new deliveries for current production models. This program is suitable for customers dependent on Bombardier Service Centers or Bombardier Authorized Service Facilities for most maintenance. The Citation ProAdvantage Programs provide a simple predictable means for managing the maintenance cost of your Citation. Under ProParts and PowerAdvantage, new aircraft enrollment is for a term of five years/3,000 hours, renewable in three year/1,800 hour increments. Used aircraft are subject to an enrollment inspection and fee and enrolled for a term of three years/ 1,800 hours, renewable. New this year, Cessna is offering ProTech, a complete labor program for the Mustang based on flight hour rates. ProTech, available in conjunction with ProParts, provides coverage for all scheduled and unscheduled maintenance including line maintenance and scheduled and unscheduled engine R&I at Cessna owned and participating Citation authorized service centers. Dassault Falcon Jet Dassault launched FalconCare, a worldwide comprehensive “nose to tail” service support plan for new Falcons. A six-year renewable support program that covers scheduled and unscheduled maintenance, FalconCare coverage includes parts and labor throughout the entire Falcon Authorized Service Center network; AOG on-site technical assistance and mandatory and recommended Service Bulletins. Service maintenance management will eventually be included as well. Falcon described the program as being “totally flexible.” Olivier Villa, senior vice tors of the CF-34-powered Bombardier Challenger and CFM-56-powered Boeing BBJs and Airbus A319CJs. Each and every program is customized, configured and priced according to the operator’s specific requirements. These agreements cover all scheduled and unscheduled shop visits. OnPoint Solutions include all labor, material, component repair and engine tests necessary to return the engine to service. The MSP covers routine inspection, major periodic inspection (MPI), compressor zone inspection, unscheduled and scheduled maintenance, and Service Bulletins. Engine trend monitoring is required for all Honeywell engines through Jet-Care’s Engine Condition Trend Monitoring (ECTM) and spectrographic oil analysis program (SOAP). Under the actual payment plan, operators pay each month for flight hours flown during the previous month, multiplied by the hourly rate. Reporting forms are provided yearly to operators reporting off-line instead of via the Internet on Honeywell’s information system. Credit cards are accepted. The estimated payment plan allows the operator to remit payments based on estimated monthly flight utilization. Payments may be made monthly, quarterly, semiannually or annually. At the end of the year, the account is reconciled with the actual hours flown. In addition, the company offers an aux- spection labor by an authorized service center, remove and reinstall (R&R) labor, road trips due to engine-caused AOG and shipping costs. The CMSP and CSP provide the same level of protection that the MSP offers with only slight differences. Scheduled MPI coverage includes life-limited components, reworked parts, new parts, consumables and labor. These same items are covered in compressor zone inspections, but rental engines are made available at preferred rates during this inspection. Unscheduled maintenance coverage for MSP/CSP includes all parts and labor, component rework, engine modules, LRUs, troubleshooting labor (10 hours) and exchange engines. JSSI Complete includes all major maintenance (scheduled or unscheduled), life-limited components, future ADs, future Service Bulletins (both recommended and mandatory), all accessories, troubleshooting labor and loaner engines. JSSI Unscheduled covers unscheduled maintenance, accessories and life-limited components, future ADs and SBs, loaners and troubleshooting. JSSI Term is the Complete program for a stipulated period so that an operator can match the contract to the period of ownership. Options include Plus, which adds removal and replacement, off-site logistical support, shipping, and parts and labor for routine inspections. The R&R Option covers removal and replacement on scheduled and unscheduled maintenance. The EZ Program option covers engines with less than 25 percent of time left until the next scheduled visit or within 18 months of the visit, providing a reduction to 50 percent of the current hourly rate, with 100 percent JSSI (Jet Support Services, Inc.) JSSI coverage assistance for unscheduled failures. JSSI/VEST is an option available with Complete or Select and allows operators to become vested in their JSSI trust accounts, providing the opportunity to receive a portion of a positive trust balance at expiration. JSSI Tip-to-Tail (the words “Tip-to-Tail” are a registered trademark of Jet Support Services, Inc.) is an hourly maintenance program for listed (see chart) new and inservice aircraft for a term defined in the contract. The program covers parts and labor for scheduled and unscheduled maintenance, future mandatory SBs and ADs and may include engines. The program does not accrue funds for an item scheduled to be removed in years beyond the term. At expiration, a renewal will be offered that is similar to the prior contract. Enrolling aircraft must undergo a Pre-Induction Diagnostic Survey (PIDS). Prices are aircraft specific and are based on annual utilization and the contract term. This company’s Fleet Services offers an Eagle Service Plan (ESP) with four levels of coverage: Gold, Silver, Gold Lite and Silver Lite. All cover hot section inspection, scheduled overhaul/refurbishment, unscheduled maintenance for scheduled and basic unscheduled events, and line replaceable units/accessory maintenance. Gold covers all engine parts, AOG repair team labor and travel, engine shop labor, rental engine, troubleshooting labor, remove and install labor, and shipping. Silver excludes R&I labor, shipping and AOG team costs. Lite excludes coverage for expired life-limited parts. Price is based on the monthly flying hours multiplied by one of four applicable rates for each of the four plans. The TCP offers coverage for a fixed term. Options include LRU repair and replacement, low-cycle fatigue component replacement, fuel nozzle maintenance, spare engine support, on-site support and more. The TCP monthly fee is based on engine operating hours and a rate based on baseline costs, environment, mission profile, maintenance program and condition of engines. The MCG plan is a not-to-exceed guarantee of engine maintenance costs. The operator incurs its own expenses, and the total engine shop costs are reconciled at the end of the term against the operating hours and selected coverage. If the fixed rate is exceeded, the overrun costs are shared between P&WC and the customer at an agreed-upon rate. ESP, FMP, TCP and MCG are all trademarks of P&WC. Customers can receive an exchange through the Exchange/ Rental Program or repair of any product by Honeywell or an authorized dealer. No-charge loaners are available while a unit is under repair at one of Honeywell’s Worldwide Support Centers.
