RECEIVE A REPORT ON THE DISPOSITION OF COMMITTEE ACTION ITEMS (FOR POSSIBLE ACTION) Item: Transportation Access Advisory Committee Meeting of Septembe¡ 25, 2013 Page 3 of 10 Comments: Ms. Sue Joseph, Regional Transportation Commission of Southern Nevada, stated that item #3 needed to be pulled and that staff would provide the monthly operating reports to the Transportation Access Advisory Committee in November 2013. Motion: Mr. Dan Hyde made a motion to approve the consent agenda with the removal of Item #3. Vote/Summary: 12 Ayes. 0 Nays. The motion carried. **END OF CONSENT AGENDA** Item: 4. RECEIVE A REPORT ON THE SOUTHERN NEVADA STRONG PLANNING INITIATIVE Comments: Mr. Philip Banea, Regional Transportation Commission of Southern Nevada (RTC), quickly introduced Mr. Daniel Fazekas and Ms. Stephanie Bri.ining, Planners with Southern Nevada Strong, whom would address the item. Mr. Fazekas referenced the item's backup and gave a brief verbal report on the Southern Nevada Strong initiative. He described Southern Nevada Strong as a collaborative regional planning project working to build a foundation for long-term economic success and community livelihood by better integrating transportation, housing and job opportunities throughout Southern Nevada. The project was funded by a $3.5 million dollar grant from the U.S. Department of Housing and Urban Development. The grant provides the resources to conduct in-depth research and community engagement efforts to analyze the issues facing the community and develop solutions. The Southern Nevada Strong group intended to develop a "Regional Plan" (PlaÐ by February 2015. Mr. Fazekas touched upon the implementation strategies which included feedback and engagement from the public to generate and collect ideas, the work of task groups which would carry out research and develop the Regional Plan. He added that there was a public survey called "Metroquest" which will help collect feedback related to the priorities that were most important to the members of the community. Next, Mr. Fazekas emphasized that it was important to reflect upon the benefits of planning which he listed as follows: . High walkability would result in increased home values o Urban environments are key to economic resilience o Public health benefits o Increasing housing and transportation choices serve to reduce household costs In closing, Mr. Fazekas encouraged interested parties to get involved by volunteering, attending a workshop, visiting the www.SouthernNevadaStrong.org website or connecting with the group via social media on Facebook or Twitter. Mr. Gary Shade inquired if Southern Nevada Strong planned to hold separate focus groups such as those that are employed and those that are retired. Mr. Fazekas replied that the survey will be available online for those with access to the intemet and that the Southern Nevada Strong group would also be hosting open-house events and workshops throughout the year with a focus toward all residents of Southern Nevada. Item: RECEIVE A REPORT ON THE REGIONAL TRANSPORTATION COMMISSION'S TRANSIT AMENITIES PROGRAM INCLUDING INSTALLATION OF BUS SHELTERS, BENCHES AND ACCESS IMPROVEMENTS (FOR POSSIBLE ACTION) Comments: Following a detailed PowerPoint presentation fattached], Mr. Carl Scarbrough, Regional Transportation Commission of Southern Nevada (RTC), addressed this item. 5. Mr. Scarbrough discussed the following the topics: o o o o o o o o o General Market Shelter Site Selection Criteria Phase I and II of the Bus Shelter Installation Project (lt{OTE: A map with dots to indicate the locations of bus shelters was projected. Mr. Scarbrough mentioned that the RTC would be handling some installations and Outdoor Promotions, a company, would be responsible for others.) Phase III Bus Shelter Installations (NOTE: A map with dots to indicate the locations of bus shelters was projected.) Americans with Disabilities Act (ADA) Access Improvements regarding the 3,156 active bus stops o 150 or 4 percent are not ADA accessible o l23have no existing sidewalk o 12 were upgraded in Phase I o 22were upgraded in Phase II which is nearly complete RTC does not intend to develop new stops that would not be ADA accessible RTC will address those stops which have accessibility issues as the community develops Bus Turnouts o Senate Bill (SB) 173 required 10 turnouts to be constructed by December 31, 2012 and all turnouts were completed on schedule. o SB 137 required 15 turnouts be constructed by December 31,2014 and all turnouts, except three, are in the process of construction. Future Shelter Locations - 884 total o 884 locations where right-of-way (ROW) or easements exists to install shelter behind the sidewalk o Does not include the 150 locations where the city of Las Vegas is working to acquire ROV/ o The RTC plans to annually reexamine locations for changes. Bench Project o Conducted research on database for locations where sidewalk was wide enough to safely install a bench (6 %feet), but less than the 10 feet required to install a shelter and determined that installation 100 benches would seem suitable due to site conditions. o 100 benches will be installed by June 2014 Transportation Access Advisory Comm ittee Meeting of September 25, 2013 Page 5 of l0 o Bus Shelter Partnerships Mr. Scarbrough noted that the RTC had either obtained or may obtain easements from the certain companies, local entities, a church and aprivate citizen. Mr. Dan Hyde asked if other entities, other than the city of Las Vegas, offered to assist with the rights-ofway acquirements. Mr. Scarbrough replied that the city of Las Vegas is spending $1 million in city funds to buy rights-of-ways which will allow the RTC to move up to 150 bus shelters behind the sidewalk and further away from the roadway. No other jurisdictions are taking similar action. He then recalled that Outdoor promotions used to install the bus shelters and inquired as to why the RTC has acquired this responsibility. Mr. Carl Scarbrough explained that according to Outdoor Promotion's business model a few years ago, the group was not in a position to continue the responsibility. Therefore, RTC decided to undertake the installation of bus shelters. The RTC would then benefit financially from having Outdoor Promotions maintain the cleanliness of the bus shelters. Mr. Hyde inquired if there have been any issues acquiring rights-of-ways. Mr. Scarbrough noted that, unfortunately, there will be some members of the community that will not want bus stops in certain areas; therefore, will not be willing to cooperate with the RTC. Mr. David Steinman inquired if the commercial properties are aware of the requirement for bus turn-outs. Mr. Scarbrough replied that this has been the most effective way to acquire bus turn-outs and that the RTC has close relationships with Clark County and the cities of Las Vegas, North Las Vegas, and Henderson. Mr. Steinman commented that he too has been concemed with the fatalities at bus stops. He then inquired if RTC staff has considered safety bollards. Mr. Scarbrough replied that staff has looked at many options and bollards have been one option. A consultant came in to assist the RTC with a safety study to help determine the best option to avoid crashes into bus stops. The safest option would be to move the bus stop shelter back further away from the roadway. He then explained the safety concerns with using bollards. At that point, Mr. Steinman urged staff to go out into the community to try different safety options at various bus stop shelters. Mr. Scarbrough agreed that actions need to be taken and that staff is carefully reviewing all options including lowering speed limits. Ms. Elizabeth Ilagan inquired if staff has tried changing the speed limits in certain areas of the valley that are more prone to accidents to see if this will keep pedestrians safer. Mr. Scarbrough noted that, unfortunately, RTC does not have the ability to lower the speed limits. He added that, hopefully, the Complete Streets design will reduce the speed limit in some areas and increase the safety of pedestrians. Next, Chair Jean Peyton shared an experience when she was waiting at a bus stop. She explained that a car sped past the bus shelter coming extremely close to her dog's nose. She added that it was a frightening experience and inquired about the bus shelters being "five feet from the curb" in which Mr. Scarbrough referenced earlier in the meeting. Mr. Scarbrough explained that some shelters are exactly within five feet of the road and that staff is focusing on moving those back further to make them safer. Ms. Ilagan inquired if the RTC had the ability to install cameras at bus stop shelters to help reduce the amount of crimes at bus stops. Mr. Scarbrough shared that some bus stops along Boulder Highway have camera coverage and a number of shelters have solar power to generate lights. He added that it was a technical challenge as well as a manpower challenge. Motion: No motion was necessary. Vote/Summary: No vote was taken. Transportation Access Advisory Committee Meeting of September 25, 2013 Page 6 of 10 Item: RECEIVE A REPORT ON THE AMEzuCANS V/ITH DISABILITIES ACT (ADA) PARATRANSIT SOLICITATION (FOR POSSIBLE ACTION) Comments: Following a detailed PowerPoint presentation [attached], Ms. Sue Joseph, Regional Transportation Commission of Southern Nevada (RTC), addressed this item. 6. Ms. Joseph shared that RTC staff completed an Industry Review in July 2013. A total of 10 organizations were notified of the process; six of those orgartizations met with RTC staff and submitted comments. The Paratransit Request For Proposal (RFP) was compiled using the same language that was used for the Fixed Route Procurement, but was altered only in areas where: 1) current experience indicated improvements could be made, or 2) where natural differences occurred between fixed route and paratransit service As with other Industry Review processes conducted by the RTC, staff felt that this process provided a good exchange of ideas. Many of the comments were incorporated as they were quite technical in nature. Ms. Joseph then reviewed the following topics: o Contract Term o Five year base with two options o Solicitation Process - Two Step Evaluation RFP o Step 1 o. Management Approach, Key Personnel Plan, and Staffrng PIan(40%) b. V/ork Plans and Start-UP (35%) c. Experience (25%) o Step 2 a. b. Price (50%) Technical (50%) o Evaluation Team - Cross Functional RTC staff with Consultants o Industry Feedback o Some Industry participants suggested splitting the award into two lots to provide management team synergies - in this case it would violate the Federal Transit Administration' s Open Competitive requirement. o The original request required audited financials of the proposing company. With the multinational framework of transportation companies in today's marketplace, this requirement was changed to allow for a broader spectrum of competition. o RTC's paratransit system is one of the largest single contracts awarded for Americans with Disabilities Act (ADA) service. Many multi-national firms service customers by demand response, unlike ADA which is only a requirement in the United States. RTC has placed very high requirements on the local management team's experience and this item follows suit with adjusting the cotporate experience level accordingly. o RTC is looking for the industry experts to advise RTC on appropriate overall staffing. Having RTC establish standards could increase the cost of the contract. o Schedule o RTC has developed an aggressive replacement schedule which industry participants did not review as part of this process. Many were concerned that a 12 month delay in delivery of vehicles before being able to request financial relief could establish risk. RTC assured Transportation Access Advisory Committee Meeting of September 25,2013 Page 7 of l0 the RTC Board of Commissioners (Commission) and the industry of the RTC's commitment to keep to the aggressive replacement schedule. o Participants expressed concerns regarding a potential conflict between RTC's scheduling activities and the productivity requirements within the contract. RTC staff then recommended doing a peer agency review to see how comparable other ADA services handle scheduling. o Innovation o The final industry recommendation was to provide within the RFP a means for innovative approaches to be solicited and evaluated in both the technical and price proposals. RTC staff agreed to include Innovation as a factor, but staff felt that only innovations that have already been applied and can be validated for could be evaluated. Such innovations would then be included in the technical evaluation, but not the included in the price proposal. The item pertaining to scheduling and productivity requirements within the RFP was then brought back to the Commission for fi.rther review. o Peer Review Results Staff learned that 80% of the agencies that were contacted outsourced their scheduling function. Below are the most common reasons that were provided: Contractor can dedicate greater resources at a lower cost to the public Reduces the potential for Conflict by providing responsibility and accountability o Staff recommendations based on peer review: o . . . . . RTC will retain the reservation portion in within the Customer Service department The Contractor will provide the scheduling function to include optimization of daily routes, managing the subscription files, and overseeing the software parameters in consultation with RTC staff Existing RTC staff will transition into Quality Assurance Specialists and monitor the scheduling and operational activities. As a result of modifying these recommendations, the following changes to the Technical Evaluation Factors of Step 1 were approved: '*o"*oGE o \ilErGHT 40%) - stays the same. AL PACKAGE WEIGHT 40"/"1 - Increasing this by Work Plans and Start-un Plan five percent will accomplish putting Operations Management at the same level of importance as Training and Fleet Maintenance Plans (all at 8Yo), and will make the innovation factor the same as it was in Fixed Route (5%). o Exnerience and References (TOTAL PACKAGE \üEIGHT 207o) - A five percent reduction will occur based on the RTC placing a heavier weight on local management rather than the corporate experience. In conclusion, Ms. Joseph added that RTC staff would be handling the solicitation the week of September 30,2013. Staff planned to present the Commission with the final recoÍrmendations in April 2014 andthe new service will start in August 2014. and comments from the Committee: Transportation Access Adv isory Committee Meeting of September 25,2013 Page 8 of l0 Mr. Gary Shade commented that he was excited to see how the new process will work in 2014. Mr. Jerry Simmons inquired about the irurovation criteria and asked if staffls focus was to find different ideas to improve cost savings and ridership. Ms. Joseph related that cost savings and quality service would be staffls focus. Mr. Simmons then shared that the subscription rides to and from work have passengers on the bus for a long period of time due to additional passengers being picked up. Ms. Joseph noted that the customer service department investigates those situations as they are not usually scheduled to happen that way. She added that there are certain violations that are flagged in the system so that staff members can review and resolve those situations. Ms. Elizabeth Ilagan inquired if the buses are tracked by a GPS system. Ms. Joseph explained that the buses are tracked using a real time monitoring in dispatch to view where the buses are located in the event the supervisor needs to meet the bus. Mr. John Handy commented that the supervisor's reaction time to help buses has improved and that there are too many tragic accidents where the bus stops are located. He believed that alert signs could be helpful or break into teams to figure out safety options quickly. Item: 7, P#EEIVtr AN EVERVIEW PPÆSENTATIEN REGAPÐING THE PëGIENAL Comments: Ms. Sue Joseph, Regional Transportation Commission of Southern Nevada, stated that item #7 needed to be pulled and that staff would present the overview during the Transportation Access Advisory Committee November 20, 2013 meeting. RECEIVE A REPORT ON BLINDCONNECT, A NON-PROFIT ORGANIZATION Comments: Chair Jean Peyton presented a video to the Transportation Access Advisory Committee about Blindconnect and the organization's planning efforts for Angela's House, a person-centered training facility for the blind and visually impaired to prepare individuals and families to live independently with access to services, education, and recreation. Angela's House would also serve as a great resource to train those who are visually impaired that wish to travel independently. Prior to her vision loss in 2000, Ms. Angela Hoffman devoted her life to helping others as a critical care nurse, a mother of three, and a lifelong volunteer. V/ith the loss of her vision, she became aware that much she had taken for granted in her life now became a huge challenge. She soon learned that Nevada blindness resources were sorely insufficient and overburdened. Angela then committed her efforts to improve availability of psychological and rehabilitative services. Transportation Access Advisory Committee Meeting of September 25,2013 Page 9 of l0 Recognizing the importance of collaboration between public and private providers of service to blind and visually impaired persons, Blindconnect convened a Stakeholders meeting in October 2006, to assess available services, identify gaps in services, and begin the process of defining Angela's House - a project that would meet the needs of blind and visually impaired adults who wish to regain independence and live as contributing members of their community. After the video, Chair Peyton continued to encourage others who struggle with or know other people that struggle with vision impairments to seek more information on Angela's House. She also explained that Angela's House would also serve as a great resource to provide basic training to those who were visually impaired for travel and transportation needs. CITIZENS PARTICIPATION Comments: Mr. John Handy commented that during his trips to the senior center, the bus has become very congested. He shared that he recently asked if there would be an option to get smaller vehicles for the Americans with Disabilities Act (ADA) Paratransit passengers that do not use power chairs and walkers. He was then happy to report that he saw a smaller vehicle on the roadway as an altemative to the larger buses. He also suggested that route 217 tumnear Burkholder Boulevard as this would be helpful to the pedestrians in that area. Next, he commended lTNLasVegasValley for a job well done with picking up passengers. He also inquired if it was possible to put seats behind the bus shelters to help to provide more shade those waiting for the buses. Chair Jean Peyton replied that a staff member would speak with him after the meeting. Mr. Jim Rothstein commented that he has been a passenger for about ayear. He has observed that the city of Las Vegas was not designed for pedestrians and bus riders. He added, in relation to the bus shelters, he appreciated hearing about staffls progress with the bus shelter safety study and understood that staff has worked hard on determining the best options for protecting the awaiting passengers. He noted that behind the bus shelter is usually a rock garden and was curious to know what the property owners' involvement was throughout the process. Mr. Gary Shade inquired what the difference was between Blindconnect and Angela's House. Chair Jean Peyton explained that Blindconnect was a worksite and Angela's House will be a training facility for those with visual impairments. Mr. Shade then asked if there was new technology available to help people that are visually impaired. Chair Peyton acknowledged that there was technology available, but the most common struggle was an emotional struggle and how to handle basic daily-routine tasks. Mr. Jerry Simmons then inquired about the funding for Angela's House. Chair Peyton replied that the group has applied for grants. Mr. Simmons inquired if the group has requested assistance with the Adult Education program through the Clark County School District. Chair Peyton replied that the group has not reviewed that option as of yet. Mr. Robert Lee inquired if the Angela's House program was limited to residents of Nevada. Chair Peyton noted that initially, the program will be for residents as it will serve as a day school. He also commented that he appreciated the new safety straps on the buses as they work really well and he felt much safer now that the seats were not falline onto him.
