Each team will play the three opponents in its group from Feb. 12 to Feb. 16. Group A Russia Slovakia Slovenia USA Group B Austria Canada Finland Norway Group C Czech Republic Latvia Sweden Switzerland Preliminary Round – Point Allocation * 3 points for the winning team at the conclusion of regulation time * 1 point for both teams at the conclusion of regulation time if the game is tied * An additional point earned for the team winning the game in a five-minute overtime period, or the Game-Winning Shots Procedure if the teams are still tied following conclusion of the overtime period * 0 points for the team losing the game in regulation time Preliminary Round – Overtime Format If a game is tied at the end of regulation time, a five-minute overtime period shall be played immediately after an intermission of three minutes. The teams will defend the same goals as in the third period. If no goal is scored in the overtime period then the Game-Winning Shots Procedure (“shootout”) will apply. All overtime periods of any IIHF game shall be played with each team at the numerical strength of four skaters and one goalkeeper. Preliminary Round – Game-Winning Shots Procedure If no goal is scored in the overtime period then the Game-Winning Shots (GWS) Procedure (“shootout”) will apply. The following procedure will be utilized: * Three different shooters from each team will take alternate shots, until a decisive goal is scored. * If the game is still tied after three shots by each team, the GWS will continue with a tiebreak shootout by one player of each team, with a reversed shooting order. The same or new players can take the tiebreak shots. * The same player also can be used for each shot by a team in the tiebreak shootout. * Only the decisive goal will count in the result of the game. 90 * Shots will be taken at both ends of the ice. The area of the ice to be used will be dry scraped. * A coin toss will determine which team takes the first shot, with the winner of the toss having the choice whether his team will shoot first or second. * Any player whose penalty was not over when overtime ended cannot take the shots and must stay in the penalty box or in the dressing room. * Once named, players may only be replaced in the event of injury or penalty. * The goalkeepers will defend the same goal, as determined by the Referee. The goalkeepers from each team may be changed after each shot. Preliminary Round – Tiebreaking Procedure The tiebreaking system for two teams with the same number of points in a standing will be the game between the two teams, the winner of the game taking precedence. Should three or more teams be tied in points, then a tiebreaking formula will be applied as follows, creating a subgroup among the tied teams. This process will continue until only two or none of the teams remain tied. In the case of two tied teams remaining, the game between the two would then be the determining tiebreaker as the game could not end as a tie. In the case of none of the teams being tied, the criteria specified in the respective step applies. Step 1: Taking into consideration the games between each of the tied teams, a subgroup is created applying the points awarded in the direct games among the tied teams from which the teams are then ranked accordingly. Step 2: Should three or more teams still remain tied in points, then the better goal difference in the direct games among the tied teams will be decisive. Step 3: Should three or more teams still remain tied in points and goal difference, then the highest number of goals scored by these teams in their direct games will be decisive. Step 4: Should three or more teams still remain tied in points, goal difference and goals scored, then the results between each of the three teams and the closest best-ranked team outside the subgroup will be applied. In this case, the tied team with the best result (1. points, 2. goal difference, 3. more goals scored) against the closest best ranked-team will take precedence. Step 5: Should the teams still remain tied, then the results between each of the three teams and the next highest best-ranked team outside the subgroup will be applied. Step 6: Should the teams still remain tied after these five steps have been exercised, then sport considerations will be applied and the teams will be ranked by their positions coming into the championship (seeding). Preliminary Round – Final Ranking At the conclusion of the Preliminary Round, all 12 teams will be ranked in one group. The following criteria will be used to determine this ranking: 1. Higher position in the group 2. Higher number of points 3. Better goal difference 4. Higher number of goals scored for 5. Better 2013 IIHF World Ranking 91 Playoff Games – Format The top four teams from the Preliminary Round (labeled 1D-4D) will receive a bye into the Quarterfinals and will be named as the Home Team for their Quarterfinal pairing. The remaining teams play a single Qualification Playoff with the following matchups: 5D vs. 12D (winner will become E1) 6D vs. 11D (winner will become E2) 7D vs. 10D (winner will become E3) 8D vs. 9D (winner will become E4) The four winning teams of the Qualification Playoff games will advance to the Quarterfinal Round. The four losing teams of the Qualification Playoff games will be ranked Nos. 9 through 12 according to their ranking after the Preliminary Round. The Quarterfinal Games will be played with the following matchups: 1D vs. E4 (winner will become F1) 2D vs. E3 (winner will become F2) 3D vs. E2 (winner will become F3) 4D vs. E1 (winner will become F4) The four winning teams of the Quarterfinal games will advance to the Semifinals. The four losing teams of the Quarterfinals will be ranked Nos. 5 through 8 according to their ranking after the Preliminary Round. The Semifinal games will be played with the following matchups. The home team will be the higher-ranked team as determined at the completion of the Preliminary Round: F1 vs. F4 F2 vs. F3 The two winning teams of the Semifinals will play for the Gold Medal, while the two losing teams of the Semifinals will play for the Bronze Medal. The team with the higher Preliminary Round ranking will be the home team in each medal game. Playoff Games – Overtime Format In case of a tie at the conclusion of regulation time in a Quarterfinal, Semifinal and Bronze-Medal Game, there will be a 10-minute, sudden-death overtime period played, following a three-minute intermission. The teams will defend the same goals as in the third period. The team that scores a goal during this period is the winner. In the Gold-Medal Game there will be a 20-minute, sudden-death overtime period, following a 15-minute intermission during which the ice will be resurfaced. The teams will change ends. The team that scores a goal during this period is declared winner. If no goal is scored during the sudden-death overtime, there will be Game-Winning Shot (GWS) competition (“shootout”) according to the Game-Winning Shots Procedure outlined previously. 92 ‘ELIMINATION’ SHOOTOUTS IN OLYMPIC COMPETITION SINCE 1992 Since 1992, a shootout has been used to determine a winner in ‘elimination’ games tied after regulation time and an overtime period. Two additional ice sheets are available in the nearby Hockey Training Venue. 99 NHL-IIHF MAJOR RULE DIFFERENCES From IIHF.com The following table provides a summary of the major differences between the NHL Rules and the IIHF Rules: RULE NHL Players Dressed A maximum of 18 players and 2 goalkeepers can be dressed and on the game sheet. Icing the Puck Hybrid icing procedure. The visiting team player must put his stick on the ice first for any face-off. Face-Offs Goalkeeper Restricted Area Back of Net High Sticking the Puck High Sticking Players facing-off are prohibited from batting the puck with their hand in an attempt to win the faceoff. Any attempt by either center to win the face-off by batting the puck with his hand shall result in a minor penalty. A goalkeeper who plays the puck outside of the trapezoid lines located back of the goal net is assessed a minor penalty. The ensuing face-off must take place at the spot that provides the least territorial advantage to the team striking the puck, either where the puck was contacted illegally, or where it was last played by the offending team. A player is permitted accidental contact on an opponent if the act is committed as a normal windup or follows through of a shooting motion, or accidental contact on the opposing center who is bent over during the course of a faceoff. IIHF A maximum of 20 players and 2 goalkeepers can be dressed and on the game sheet. Icing is called automatically as soon as the puck crosses the goal line. The attacking team player must put his stick on the ice first for any face-off in the attacking half of the ice. Any attempt by either player to win the face-off by batting the puck with his hand shall result in stoppage of play and a new faceoff will be set up following the replacement of the player that played the puck by the hand and caused the stoppage. No such rule. If the puck has been high-sticked by a player in his defending zone or in the neutral zone, the face-off shall take place at the nearest defending zone face-off spot. Penalty according to IIHF Rule 530. 100 RULE Offside Change of Players Protective Equipment NHL IIHF On a delayed offside, any shot on goal will not bring about a stoppage. On a delayed offside, any shot on goal will bring about a stoppage. Intentional off side. If a puck rebounds off a defending player in neutral zone with an attacking player in the end zone – NO offside unless an opposing player causes puck to deflect off the defending player. The visiting team is allowed 5 seconds to change and the home team is allowed 8 seconds to change players following a stoppage. This ruling does not apply in overtime or in the last 2 minutes of regulation time. A second violation of the same player who was previously warned for his equipment by the referee will result in a minor penalty being assessed to that player. A player on the ice whose helmet comes off during play is permitted to continue to play without a helmet. Offside. A player may participate without a helmet in the pregame warm-up. A player must wear a helmet in both the pregame warm-up and in the game with chin strap properly fastened. Players born after Dec. 31, 1974, must wear a visor. Each team is allowed 5 seconds to change their players following a stoppage throughout the entire game. The first violation of any equipment by any player after a warning to a team by the referee will result in a misconduct penalty being assessed to the player. A player on the ice whose helmet comes off during play must go directly to the players’ bench. Helmet Visors Beginning with the 2013-14 season, all players who have fewer than 25 games of NHL experience must wear a visor properly affixed to their helmet. Visors are to be affixed to the helmets in such a fashion as to ensure adequate eye protection. No such rule. Colored or tinted visors are not permitted. 101 RULE NHL Maximum curvature of the blade is 0.59” (1.5 cm). Length exceptions 65” (165 cm) permitted for players 6’6” (198 cm) tall with the approval of League’s Hockey Operations Department. For the 2014 Olympic Winter Games men’s and women’s tournaments, the IIHF will accept requests for an exception to the length of the shaft of a player’s stick. This exemption is only applicable for athletes with a height of 6’7” or taller (2 meters). The request for an exemption must be submitted in writing to the IIHF office and must be subsequently approved in writing by the IIHF prior to any such stick being used by the respective athlete. With the exemption, the maximum length of a players’ stick will be increased to 65” (165.10 cm). The top of the shaft must have a form of protection. Player’s Stick Goalkeeper’s Stick A minimum 1/2” (1.27 cm) knob of tape or protective covering must be at the top of the shaft. Curvature is not specified. Players: only one measurement per team per stoppage is allowed. Stick Measurement Time-Outs Kicking the Puck Conditions to Award a Penalty Shot Protection of Goalkeeper IIHF Maximum curvature of the blade of the stick shall not exceed threequarters of an inch (3/4”) or 1.9 cm. No measurement of a goalkeeper’s stick is permitted during the course of a game. Only one team may request a team time-out during a stoppage. A goal is only allowed if the kicked puck deflects off of any stick, except the goalkeeper’s stick, and goes into the net. The player is in possession and control (or, in the judgment of the referee, the player clearly would have obtained possession and control) in the neutral or attacking zone. No such rule. Maximum curvature of the blade is 0.59” (1.5 cm). Only one measurement for one team per stoppage is allowed. Any time. The same as player’s stick. Both teams may request team time-outs during the same stoppage. No goal. A player must have control of the puck for the team to be awarded a penalty shot. The play is stopped if an attacking player stands in the goal crease. Face-off in the neutral zone. 102 RULE NHL Checking from Behind No minor penalty options, only a 5-minute major plus a game misconduct or a match penalty. Minor penalty. Major Penalty Physical Abuse of Officials Slew Footing A minor penalty plus a 10-minute misconduct, or a 5-minute major plus an automatic game misconduct or a match penalty. Minor penalty + automatic misconduct. Major penalty. Major penalty + automatic game misconduct. Game misconduct penalty. Match penalty. Match penalty – Attempted or deliberately injured his opponent. The replacement player must be in the Penalty Box immediately. A player is assessed a match penalty and the Disciplinary Panel decides the length of suspension. A minor penalty, or a 5-minute major plus an automatic game misconduct or a match penalty, all called under the tripping rule. 103 RINK DIMENSIONS FOR OLYMPIC COMPETITION International Ice Hockey Federation rules govern Olympic competition. The following graphic from IIHF.com outlines the differences between the IIHF and the NHL rinks: 104 VIDEO GOAL JUDGE SYSTEM OPERATING PROCEDURES From IIHF.com The use of the video replay of disputed goals is approved by the IIHF and is included in the Rule Book. All available television pictures must be provided and used by the video goal judge for this system. The following situations are the only situations that will be subject to video goal judge review: 1. To determine if the puck has completely crossed the goal line. 2. To determine if the puck entered the net prior to or after the goal frame was dislodged. 3. To determine if the puck entered the net prior to or after expiration of time at the end of a period or the game. 4. To determine if the puck was directed into the net by a hand or kicked into the net by a skate. 5. To determine if a puck deflected into the net off of a game official. 6. To determine if the puck was struck with a high stick, above the height of the crossbar, by an attacking player, prior to the puck entering the net. 7. To establish the correct time on the official game clock at the point that the puck completely crossed the goal line, provided that the game time is available on the video goal judge's monitor. Procedure: i) When the referee requests a video review of a disputed goal, the referee will contact the video goal judge from the official scorekeeper’s bench using a telephone system that has been installed for this purpose. ii) When the video goal judge requests a review, the video goal judge will contact the official scorekeepers bench using the telephone system during the first stoppage of play after the incident has occurred in order to inform the referee that the play is under video review. iii) When a video review is requested by either the referee or by the video goal judge, the public address announcer will make the following announcement. “The play is being reviewed.” iv) If the video review is inconclusive, then the video goal judge will report this to the referee who will then make the final decision. v) Following the review and the subsequent decision one of the following announcements is to be made: “A goal has been scored at (time).” OR “No goal has been scored.” 105 vi) A team does not have the authority to request a video review of a play. vii) If the puck enters the net and play is stopped, the referee or the video goal judge is to request for a review during this stoppage of play. If there is no review during this stoppage of play then the result is final and no review of the play will be permitted at a later time. viii) If the puck enters the net and play was to continue, then the review would take place during the first stoppage of play following the incident. If no review is performed during this first stoppage of play then no review of the play will be permitted at a later time. ix) When a referee or a video goal judge indicates that there is to be a video review, then all players must go to their respective team benches. x) A video review of the play may be called even though the first stoppage of play signals the end of a period or the end of a game. 106 NHL OFFICIALS SELECTED TO WORK 2014 OLYMPIC WINTER GAMES Thirteen NHL officials with 13,981 regular-season games’ experience are among the international crew of 28 named to work the 2014 Olympic Winter Games Men’s Ice Hockey competition in Sochi. Game rosters are set with a maximum of 20 players and 2 goalkeepers per team. The third goalkeeper can be added to a game following the IIHF Bylaws. With the provisional rosters released in January for the 2014 Winter Olympic Games ice hockey tournaments, here is a rundown of the policies regarding player replacement: * After the Delegate Registration Meeting, players can only be replaced in case of injuries. * In case of injuries, players announced on the provisional roster can be replaced with any player who was named in the Oct. 1 athlete long list. * During the Directorate Meeting on Feb. 11 the final rosters will be confirmed. * As per IIHF regulations, the Late Athlete Replacement Policy will be permitted for a limited time following the conclusion of the first Directorate Meeting to ensure that every team is healthy for the start of the tournament. A team with an athlete who was announced at the first Directorate Meeting but who is unable to compete in the tournament due to injury may replace the athlete using the IOC LAR policy by the following deadline: Two hours before the start of the Men’s Tournament (21:00 local time on Wednesday, Feb. 12, 2014). 110 IIHF DISCIPLINARY PANEL The IIHF has appointed the Disciplinary Panels for the 2014 Olympic Winter Games, which will oversee all disciplinary measures in the men’s and women’s tournaments. The men’s competition will be monitored by two panel representatives of the IIHF: Franz Reindl and Valeri Kamensky, and two from the National Hockey League: Stephane Quintal and Kay Whitmore. Reindl, who will act as the men’s panel chairman, is the General Secretary of the German Ice Hockey Association. Since 1998 he has been a member of various committees within the IIHF, most notably the Competition Committee. During his hockey career, Reindl played 669 Bundesliga games for his home club SC Riessersee Garmisch-Partenkirchen and SB Rosenheim, scoring 423 goals. As player, coach and manager he participated at 28 World Championships and nine Olympic Tournaments. Reindl will be assisted by Disciplinary Panel members Kamensky, Quintal and Whitmore. Kamensky, a Russian hockey legend, Olympic champion, three-time World Championship gold medal winner and Stanley Cup winner with Colorado in 1996, now serves as a member of the board of directors of the Kontinental Hockey League and is the league’s Sporting-Disciplinary Committee Chairman. Former NHLer Stephane Quintal, who played in more than 1,000 games in a 16-year career, joined the NHL’s Department of Player Safety in 2011. The Department of Player Safety looks at rules that can better protect players, safety issues related to players’ equipment and the playing environment, and the administration of supplemental player discipline. Kay Whitmore is the NHL’s senior manager of hockey operations and goaltending equipment. A former goaltender who logged over 150 NHL games, Whitmore has been involved with the League since 2004 following his retirement. Maria Dennis of the National Hockey League Players’ Association will be in Sochi to act as an observer in disciplinary cases involving NHL players. The Women’s Competition Disciplinary Panel will be chaired by Hans Dobida of the IIHF Strategic Consulting Group. Ashley Ehlert, IIHF Disciplinary Committee secretary, will serve as secretary on the men’s and women’s panels, while IIHF Sport Manager Aku Nieminen will assist with disciplinary issues. The Chairmen of the Disciplinary Panel shall have exclusive right to initiate disciplinary proceedings concerning violations of the IIHF Official Playing Rules. The Championship Disciplinary Panel shall automatically review all violations sanctioned with a game misconduct or match penalty. As required in IIHF Disciplinary Regulations, any player or team official punished with a Match penalty shall automatically receive a one-game suspension. In the case of a Disciplinary violation, the Panel will conduct an official Disciplinary Review.
