He was charged with two counts of Transmitting Harmful Material To A Minor. Police said Mulder, a band teacher, sent photos of his penis to a 14 yearold female student. Over 100 text messages were exchanged between Mulder and his victim. Many of them were salacious. The child’s mother told the judge that her daughter attempted suicide the day after she discovered the pictures on the eighth grader’s cell phone. Mulder was sentenced to serve three years in jail followed by five years of probation. Caylon James Lidik was arrested in January 2013 on a warrant issued by Rockledge Police. The twenty-three year-old, Palm Bay resident was charged with offenses he committed seven years earlier, when he was age sixteen. According to police, Lidik forced a seven year-old, Rockledge girl to perform oral sex on him multiple times in 2006. He was charged with two counts of Lewd Acts Upon a Child Under 12 as well as one count of Sexual Battery on a Child - a life Felony. He agreed to plead guilty to the lesser counts and was sentenced to serve ten months in jail followed by fifteen years of probation. Protect Our Children is adding a new feature to its publication: The Guardian-Brevard, covering sex offenders who are enrolled or employed in post-secondary institutions. Beginning in October 2013, the Florida Department of Law Enforcement began posting information about sex offenders enrolled or employed at post secondary schools throughout the state. “University Search” was added to its online registry. Users select the college name from an alphabetical “drop-down” list. Schools with multiple sites have a section for each campus. The list includes career centers, vocational schools, community colleges and universities. Both public and private institutions are included. The Brevard subregistry shows a total of seven sex offenders enrolled at Eastern Florida State College (formerly Brevard Community College). Florida Tech and the University of Central Florida have no sex offenders listed at Brevard campuses. The list shows five offenders on EFSC’s Melbourne campus, another two in Palm Bay - all convicted of offenses involving children. The group of seven includes two females. One offender, Vincenzo Zulli, has two convictions on his record. Among the 18 million Americans who are attending college through expanded educational benefits are sex offenders whose job prospects are less than dim even in a robust economy. The school stipend, afforded by low-interest loans provides a financial lifeline virtually unavailable to convicted sex criminals. Traditionally, the courts look favorably upon convicts who are bettering themselves by furthering their education and retraining for a reformed life. As a result, the population of sex offenders on college campuses is expected to grow. With over 60,000 sex offenders registered in Florida, more than 600 offenders are connected in some way to post secondary institutions. City College, a private school, has a sex offender teaching microbiology at their campus in Miami. The movement to track sex offenders in colleges is not new. In 2000, the Federal Campus Sex Crimes Prevention Act, required colleges to issue a statement advising the campus community where information on offenders and predators might be obtained. But the unfunded initiative did little to address safety concerns about specific offenders attending specific schools. In Florida, the college registry was authorized and funded in 2013, through legislation sponsored by Senator Eleanor Sobel (D. Hollywood). It allows the user to search the state registry by the institution name. This refined search identifies offenders on campus - culling them from the heard of thousands of sexual felons on the Florida list. The Brevard, campus registry shows the need for some updating. Florida Tech and Eastern Florida State College have dual listings which include their alternate names: “Florida Institute of Technology” and “Brevard Community College”. The victim, a teenager, said the abuse occurred eleven years earlier. She said Smalley enticed her to perform oral sex on him in exchange for a Popsicle. Investigators received reports that Smalley had abused two other girls around the same age. He was charged with 14 counts of Sexual Battery on a Child. In 1988, he pleaded “Guilty” to two counts of Attempted Sexual Battery in a negotiated plea. Smalley was sentenced to serve 20 years in prison followed by 15 years of probation. James Hornaday was arrested by St. Lucie County Sheriffs in September 2002. An agent posing as the father of two, began chatting with Hornaday in an internet chat room called “Loving Families”. The site was being used by pedophiles to access children. Hornaday expressed interest in sexual activity with the father and the children: a thirteen year-old girl and a twelve year-old boy. Charged with two counts of Procuring a Minor for Sex. Piper agreed to pay an undercover agent $40 to arrange a sexual encounter with a 17 year-old boy. At the time of his arrest, Piper was working as a child protection worker with the Department of Children and Families. He served three years on probation. John Allen was arrested by Brevard County Sheriffs in May 2001. Charged with a single count of Computer Pornography, Allen had been chatting with an undercover agent posing as a 15 year old girl. He had sexually charged conversations via internet and telephone with the decoy. Police found child porn on his computer when they arrested him. He served 5 years on probation Gerald Keevis was arrested in 1991 charged with 8 counts of Sexual Battery on a Child. Police said Keevis abused a girl over a three year period beginning when she was age 7. The child described being digitally penetrated. He told police he was conducting examinations on the girl to be sure that she was still a vrigin. He served 2 years in jail and 15 years of probation John Nick Baran was arrested by Volusia County Sheriffs in September 2011. Charged with Travelling to Meet a Child for Sex, Baran was one of 15 men arrested in an internet sting operation. Baran solicited sex via the internet with an investigator posing as the mother of a 14 year-old girl, who was available for sex with an adult. Charged with Sexual Battery on a Child, and Lewd Act on a Child, he was accused of assaulting a fifteen year-old girl. According to police, Johnson had been paying the child to perform sex acts on him. He was sentenced to three years in prison and twelve years on probation. Ronald Rife was arrested by Brevard County Sheriffs in April 1997. Charged with eighty counts of Sex With a Minor, Rife was accused of assaulting a 16 year-old girl. The teen told police Rife had intercourse with her more than 30 times. He was found guilty in a jury trial and was sentenced to 8 years in prison and 10 years of probation. Gay told police she encouraged the child to pose for the photos because the child was interested in becoming a Playboy Model. Charged with two counts of Sexual Battery and four counts of Lewd Act Upon a Child, police said Davis abused a girl repeatedly between the ages of nine and thirteen. The child said Davis performed oral sex on her, touched her privates and forced her to perform oral sex upon him. She also told police that Davis threatened to kill her if she disclosed the abuse. Police said Stevens had been chatting with a teen girl in Moscow, Idaho, via the internet, for a period of three years. The sexually charged conversations began when the girl was age 12. Stevens told her that he was a member of law enforcement and that he was in his early twenties. He sent her photos of his twenty-one, year-old son, representing them to be pictures of himself. He advised the child to secretly drug her mother with a prescription sleeping pill, so they might have more time to chat on the internet. He was sentenced to 6 years in Federal prison. Robert Alan Balderson Jr was arrested in Maryland in 2008. Charged with rape and various other offenses, police said he assaulted two girls ages 13 and 14. The offenses were unrelated and occured in Fredricksburg, MD. Balderson negotiated a plea deal and was sentenced to three years in jail followed by three years on probation. The nineteen year old was accused of assaulting a ten year-old boy. The offenses were committed two years earlier when Lavoie was seventeen. He pleaded “Guilty” to three counts of “Attempted Sexual Battery”. Lavoie was sentenced to serve fifteen years on probation. Omar Adams was arrested by Titusville Police in October 2000. Police said Adams had intercourse with a thirteen year old girl. Adams told police he thought the victim was older. He served 52 weekends in the Brevard County Jail followed by eight years of probation. He is no longer under supervision. Wesley Cummings was arrested in October 1998 by police in Palm Bay. Cummings was accused of sexually vassaulting a twelve year-old girl. The child said Cummings enticed her to perform oral sex and intercourse. He was entenced as a “Youthful Offender” and received a five year probation sentence. Bruce Hanson was arrested by Palm Bay Police in June 1991. He was charged with 8 counts on Lewd Acts on a Child for abusing two boys ages 10 and 12. The children told police Hanson fondled them and enticed them to expose themselves. Instruct them to go to a checkout counter, the security office, or the lost-and-found department. They should quickly tell the person in charge that they have become lost and need help finding you. Tell them not to get into a car or go anywhere with any person unless you have given them permission. Let them know that if someone follows them on foot or in a car, they should run away from him or her. Teach them not to go with someone who asks directions, wants them to help look for a lost puppy, or tells them that you are in trouble. Make sure they know that if someone tries to take them somewhere, they should quickly get away and scream, “This man (woman) is trying to take me away!” or “This person is not my father (mother)!” Instruct them to always use the buddy system – never go places alone. Let them know that if someone wants to take their picture, they should say “no” and tell you or their teacher or a trusted adult. Teach them that no one should touch them on parts of their bodies that would be covered by a bathing suit, nor should they touch anyone else in those areas. Tell them they have the right to say “no” to someone who tries to take them somewhere, touches them, or makes them feel uncomfortable, scared, or confused.
