Welcome to the May edition of the NABCJ Electronic Bi-Monthly Newsletter, The PULSE. As always I look forward to staying connected with you through this electronic newsletter, as well as keeping you updated with activities of the Association. PERSON OF INTEREST 2 MEMBERSHIP SPOTLIGHT 4 WORLD TOUR 6 BIRTHDAYS 7 The members of the executive committee continue to remain engaged to ensure that the Association remains at the forefront of criminal justice reform in 2016 and beyond. As such, we have participated in several conferences and workshops, as well as conference calls with the White House Office of Public and Criminal Justice engagement. I along with Vice President Terri Mcgee and National Secretary Vernise Robinson attended the Youth for Human Rights International World Tour for Peace and Tolerance, Trinidad & Tobago leg of the 13 country tour. This was a joint project sponsored and coordinated by President Addie Richburg of the National Alliance of Faith and Justice. What an awesome experience it was engaging so many youths in a positive and uplifting manner. My thanks also go out to Dr. Mary Shuttleworth, Founder and President of YHRI for including the country of my birth on this historical event. We had a very productive spring board meeting resulting in some significant changes that would ensure the Association remains relevant and sustainable for many years to come. Some the decisions includes going to a two-year conference cycle and the election of National Executive Officers by the general membership, just to name a few. The by-laws have been sent to the membership for comments before it is voted on in July. I want to encourage you to read them and provide your input to the by-laws committee as requested. I was invited to give the keynote address at the induction ceremonies of the reactivation of the Florida A&M University Student Chapter. In addition, I was asked by a guest lecturer for a penology class to speak while on campus and what an honor it was to speak to these students about careers in the criminal justice field. I also attended and participated in Fathers Incorporated Unplugged Faith, Family and Fatherhood conference in Atlanta, Georgia. continued on page 2 continued from page 1 While there, I was invited to the U.S. Attorney’s conference on Reentry and attended the chapter meeting of the Georgia chapter. We have seen an upsurge in our student membership and I want to encourage all adult chapters to assist with keeping them actively engaged in the affairs of the Association. Finally, May is the time for graduation and I want to take this opportunity to congratulate all of our NABCJ student members who are graduating and want to remind you if are interested in seeking employment to submit your resumes to the National Office. Our 43rd Annual Conference and Training Institute is rapidly approaching and our conference registration is low. So I am asking you, if you plan on attending the conference this year to register early as well as make your hotel reservation. The Texas chapters have been working hard to ensure your time in Dallas will be a memorable one. Again, thank you for your support and look for to the next opportunity to communicate with you. Peace and blessings! Sincerely, Your Servant Leader Carlyle I. Holder, National President PERSON OF INTEREST: RICHARD MARTIN What was your role in the BOP (Federal Bureau of Prisons)? Out of my 33 years, I was a unit manager for 18 years. I started with a prison in Mississippi, then Florida, and traveled to a few states, holding a number of potions such as assistant warden. But when they opened Coleman in 1995, I came back to Florida. What was the highlight of working within the BOP? My favorite part about my job as a supervisor was being able to mentor other staff members—actually I have two favorite parts—and to see an inmate actually rehabilitate. What do you leave behind? Well, in the bureau prisons we developed a program for low functioning inmates called SKILLS residential treatment program, and it’s been running for about 10 years. I was a part of the initial staff of the program and was the unit manager. These inmates are usually isolated 24/7, but [with this program] they are placed with an inmate who will teach them a job. There was one particular inmate that was low functioning and had severe mental problems; I was his unit manager for about seven or eight years. He was able to complete the program, be released to a residential center in Washington D.C., and get a job. I still check up on him and he’s doing nicely. Is there an accomplishment you are most proud of? Out of the 20 years I was at Coleman, I received Supervisor of The Year four times. Which is a big deal because we have a lot of supervisors out there. And 30 of the 32 secretaries I had [when I was a] supervisor were promoted under me. I was able to help them and push them to move up. How did you get into the corrections field? My degree was in education, so initially I wanted to teach. But I could make more money working at a correctional facility than being a teacher, which is a bit backwards and here’s why: I think teachers should be paid more than we get paid, because if they were, there would be less inmates in the correctional facility for us to work with. How did you utilize your educational background in corrections? I found plenty of opportunities to use my education degree, from the time I was an officer and all the way up the ranks. I was able to use that knowledge at every position throughout my career. Favorite book? “Death at Midnight” by Donald A. Cabana. It was a fictitious book about the prison in Mississippi. The warden wrote it, and I was the inspiration for one of the characters. I was the lieutenant for death row. What’s next? I’ll be starting next month with correctional management group—I’ll be doing come consulting. I’m excited about a new phase in my career. I retired from the corrections facility in January, and I’ll be working with one of my former wardens and mentor Carlyle Holder; he’s the CEO. I retired from the Oklahoma Department of Corrections in October, 2014. I worked for corrections 24 years in Oklahoma and 3 years in Illinois. It was quite an experience. I started in corrections as the Public Information Officer and retired as the Communications Executive. During most of that time, I also worked as a media consultant for the National Institute of Corrections. However, prior to corrections, I was a broadcast journalist with KOCO-TV, an ABC affiliate in Oklahoma City. Like most folks, my plan for retirement was to kick back, spend time with family, and see as much of the world as I could afford. But that’s not what happened. What I really did was start a magazine about Black Folks in Oklahoma. The magazine entitled SHADES of Oklahoma is about the Life, Culture and History of Oklahoma African Americans. I named it Shades, just because we come in all flavors and we’re such beautiful people. Starting a magazine is really something I’ve been thinking about for years. Much like having a daydream where you think about what you’d like to do, in between working to make a living. Now I call it a “Life Goal.” I think it also had a lot to do with the fact that I love Black History… and Oklahoma is one of those states that has a rich black history that most folks seem to know very little about. For instance…Oklahoma was almost made into an “All Black State” and promoted as the “Promise Land” to all the Blacks who migrated from the South, after being freed from slavery ….and Oklahoma is the only state in the nation that still has 13 original All Black Towns that started before statehood, still in existence. The magazine is another way to enhance our voices and include them in the conversations regarding the issues, decisions and ideas that impact the world we live in. The first issue of SHADES came out in September, 2015. My goal is to eventually turn the magazine, which is currently a quarterly, into a monthly publication. Hampton received a Bachelor of Science degree from North Carolina A&T State University; Master of Science degree from Virginia State University, and the Doctor of Arts in Education from the University of Central Arizona. He served in a variety of command and staff assignments during more than 20 years of service in the U.S. Army. This service included four years as Assistant Professor of Military Science at Virginia State University. He retired from the Army in 1971 as a Lieutenant Colonel. Following retirement, he was a Research Scientist, Project Director, and Human Relations Specialist with American Institutes for Research. While there, he directed research and development projects in Asia and Africa that dealt with conflict resolution among Americans and host country nationals and between majority and minority Americans. Dr Hampton later joined the Institute for International Research as project director for development of the Marine Corps Leadership and Human Relations Program. Once the program was developed, he served as the co-director of the Marine Corps Leadership and Human Relations Institute in San Diego, California. This institute trained leadership instructors for the formal schools at Quantico and other major installations. From 1967 to 1969, Dr. Hampton was adjunct professor of psychology at the Far East Division of the University of Maryland and, from 1975 to 1979; he was an adjunct professor of human relations at Pepperdine University. In 1978, he established and served as President of G&A Associates. This organization was designed to conduct research and training in human relations to specifically address racism, sexism, and cross-cultural problems in government and civilian industry. From 1975 until 1982 Dr. Hampton was the Political Advisor to the Prince William Branch of the NAACP. In 1982, Governor Charles Robb appointed him to the Virginia Parole Board. Reappointed by Governor Gerald Baliles, he served on this Board until 1990. In 1990, he was appointed Chairman and CEO of the Virginia Alcoholic Beverage Control Board by Governor L. Douglas Wilder where he served until he retired from State service in 1994. In August 1994, Dr. Hampton was appointed by Chief Judge Molinari to serve on the Juvenile and Domestic Relations Court Citizens Advisory Council where he served until June 2002. In 1995, Governor George Allen appointed him to a four-year term on the State Board of Elections, where he served as Vice Chairman until January 1999. In January 1997, Dr. Hampton was appointed as the Prince William County representative to the Board of Directors of Northern Virginia Community College. He served in that position until June 2005. In July 2003, Governor Mark Warner appointed him to serve as a member of the Board of Visitors, Virginia State University. He served in that position until July 2007. He was also a member of the Virginia State University Foundation. Dr. Hampton had the privilege of serving on many other short term advisory boards and commissions during his 40 years as a resident of Prince William County. He is currently a member of many organizations, to include: PLL Chapter, Omega Psi Phi Fraternity, Inc. (Mu Psi 1949), Disabled American Veterans, Veterans of Foreign Wars, The American Legion, Korean Veterans, Military Officers Association of America, The ROCKS, and The Fellowship Club of Prince William County. He is a member of First Mount Zion Baptist Church in Dumfries, VA. He is a widower and has two children, George, Jr. and Sydni Theresa, and a granddaughter, Desiree Hampton. As an extension of the PEN OR PENCIL™ (POP) National Mentoring Initiative officially launched in Trinidad and Tobago on Justice Sunday (January 2016) and in the continued struggle and respect for human rights peace and tolerance, the National Alliance of Faith and Justice in partnership with the National Association of Blacks in Criminal Justice and the Trinidad & Tobago Prison Service hosted the Youth for Human Rights International 2016 World Educational Tour for Peace and Tolerance during the period April 1-6, 2016, in Trinidad and Tobago. This year the 13th World Educational Tour 2016 will circle the globe to countries and states including Austria, Brazil, Colombia, Guatemala, India, Japan, Mexico, South Africa, Taiwan, Trinidad and Tobago and the USA, in the spirit of the United Nations International Human Rights Day theme "Our Rights, Our Freedoms, Always." The Trinidad segment of the tour, coordinated by NABCJ’s Caribbean Representative, Krishna Bedassie featured a Human Rights Exhibition, A Youth Festival & Career Fair, A Youth Rally and Gospel Concert as well as a number of Human Rights Workshops. President Holder & Vice-President McGee represented NABCJ while National Secretary and POP Coordinator Vernise Robinson represented NAFJ in the unavoidable absence of President Richburg. They were joined by Dr. Mary Shuttleworth, President of Youth For Human Rights International and the Knowledge is Power Programme Marching Band out of Atlanta, Georgia for this historic event.
